Service Reliability The ability of buses to consistently maintain their established schedule. On-Time Performance Buses which arrive up to 5 minutes after the published schedule time. This is an indicator of

service reliability. Span of Service The time from when service begins in the morning to when it ends in the evening. Travel Time The time a bus travels from an origin stop to a destination stop.

People Mover fares and rates are subject to change by action of the Anchorage Assembly. AMC 11.7.030 states it is unlawful to refuse to pay a fare for transportation. Riders must pay a fare each time they board a People Mover bus. The MOA and People Mover assume no liability for lost, stolen or mutilated fare media. No refunds or exchanges.

Cash Fare The farebox accepts $1, $5, $10 and $20 U.S. currency as well as nickels, dimes, quarters and dollar coins. Please have exact fare as the farebox will not give change. Use crisp bills and drop coins in the coin slot, one coin at a time to ensure it does not jam.

1-Ride TicketA ride ticket is good for a single ride and are sold in bundles of 20.

20-Ride TicketA twenty-ride ticket provides 20 individual rides. They may be used to pay the fare of more than one person, as long as each person qualifies for the same fare type. The farebox will imprint the number of rides remaining on back of the pass.

1-Day Pass Day passes provide unlimited rides for a single day, ending at midnight.When purchased on the bus: alert the bus operator you wish to purchase a day pass before inserting money in the farebox. On subsequent trips, swipe the day pass in the diagonal slot, with magnetic stripe facing you. When purchased in advance: dip the pass in the top slot on the farebox to activate it. On subsequent trips, swipe the day pass in the diagonal slot.

30-Day Pass30-Day passes provide unlimited rides from the day they are activated by the farebox for 30 consecutive days. Dip the pass with arrow pointing downward in the top slot of the farebox to activate. On subsequent trips, swipe the pass in the diagonal slot, with magnetic stripe facing you.

Smart CardsSmart cards reduce boarding times and can be replaced when lost or stolen for a fee. Smart cards may be purchased at the Customer Service office and loaded with 30-day passes, annual passes or 20-ride tickets. Adult fares may be reloaded at the Ticket Vending Machine. All other fares must be loaded at the customer service office. To use, simply tap the card on the red circle located on the farebox.

Half Fares Half fares are available to seniors age 60 and older, youth 5 - 18, veterans, individuals with qualifying disabilities and Medicare Card holders. Proof of eligibility is required at each boarding.Seniors must show government issued ID with photo and date of birth, or obtain a Half Fare ID.

Older youth should be prepared to show proof of age with a photo ID or school ID.

Individuals with Medicare Cards may show their current card to the bus operator, or obtain a People Mover Half Fare ID card.

Veterans and individuals with qualifying disabilities need to complete a Half Fare application available online or from Customer Service to obtain a Half Fare ID card.

Half Fare ID cards are only available from the Customer Service office at the Downtown Transit Center, 700 W. 6th Avenue, Suite 109.

U-PassCurrent University of Alaska Anchorage students, staff and faculty ride free by swiping their WolfCard in the diagonal slot of the farebox. Alaska Pacific University, Anchorage Charter College and Alaska Career College students, faculty and staff ride free by showing the bus operator their current semester ID card. Students must be actively attending the current semester.

ASD Class Pass People Mover offers Anchorage School District elementary teachers the option of purchasing a school year group class pass for $60. This photo ID Class Pass allows groups of up to 30, including the teacher, accompanying aides and parents, to use People Mover buses for unlimited field trips throughout the current school year. Jury DutyPeople Mover offers free rides to State Court jurors the first day of Jury duty. Just show your jury summons to the driver and your first day bus ride is free.

Senior's Ride Free - WednesdaySeniors, age 60 and over ride free every Wednesday. Show photo ID with proof of age.

Youth Ride Free Summer/Thursdays all summerYouth, ages 5-18 ride free on Thursdays, during Anchorage School District summer break.

2014 marks the 40th Anniversary of People Mover!

Our buses hit the road on July 1, 1974 with 39,505 passengers hitching a ride during the first month. In 2008, People Mover set a ridership record of 4,220,667 trips that year. Today, each weekday, about 14,000 passengers enjoy a ride, boarding at one of more than 1,000 bus stops in the greater Anchorage and Eagle River areas.

The People Mover fleet includes 52 modern, accessible, comfortable buses that travel 2.1 million miles annually -- that's almost 85 trips around the world.

Public Transit Advisory Board (PTAB)The PTAB consists of nine members and is tasked with advising the Assembly and the Mayor on Public Transportation issues. The Board usually meets the second Thursday of each month.

Each letter represents a timepoint correlating to a timepoint in the schedule.

Transfer opportunities are shown with blue route numbers.

Cross streets and points of interest are featured to help orient you to the community.

Maps

Route number and direction of travel (inbound, outbound, eastbound, westbound or loop.A timepoint is a location along a route showing when the bus is scheduled to pass that point. There are many bus stops between timepoints. Always use the timepoint before your stop.

This heading tells the day of the week for the schedule (Weekday, Saturday and Sunday). These may be on separate pages.

Buses should never leave a time point early. However, buses are considered on time up to :05 after the published time.

Times printed in BOLD indicate P.M. times.

The schedule can be read two ways. Reading each column from top to bottom you can see each time the bus stops at the timepoints listed above. Reading from left to right you can see when a bus will travel from one timepoint to another.

Bus Stop Numbers are identified with each timepoint. This number will help you navigate schedules when using the Rideline 907.343.6543, or reporting issues at stops

Directional arrows are used to show when a bus travels on different streets.

Alternative FormatsThe People Mover Ride Guide and other print materials are available in large print or alternative formats upon request.

Accessible DestinationsThere are times when bus stops are not accessible due to construction or weather. If the operator believes a bus stop will not be accessible, they will offer an alternative location as an accommodation.

Wheelchair SecurementOperators are required to secure all wheelchairs and scooters using a four point securement procedure in addition to a lap or shoulder belt. When the operator is securing a wheelchair, the customer should not move their chair unless asked to do so by the bus operator. Bus Operators will have the last word on securing any wheelchair aboard People Mover buses to ensure safe securement. When possible and requested by operator, the passenger will unbuckle their lap belt.

Calling out stopsAll buses on fixed route services announce major stops and timepoints along the route, transfer locations and routes they serve, major intersections and stops upon request.

Packages and Personal ItemsRiders may board the bus with groceries or other personal possessions which can be idependently managed without assistance from the operator and carried on-board in a single trip. The carry-on items must fit either on your lap or in front of your area. Personal items stored behind wheelchairs or on walkers may need to be removed. Riders with ileostomy or colostomy bags must ensure the bags are out of the operator's way when securing the wheelchair. Customers with excessive baggage may be denied service.

Travel TrainingPeople Mover offers free one-on-one and group travel training to help people with disabilities, senior citizens and those unfamiliar with our system learn to use the transit system safely and properly. Call 907.343.6332 for information.

Paratransit ServiceADA Paratransit service is provided through AnchorRIDES. See page 4.

People Mover adheres to the rules and regulations set by the Americans with Disabilities Act (ADA) of 1990. Some of the People Mover accessibility policies and procedures are outlined below. If you have any questions regarding these services, please contact us at 907.343.6543.

Half FareSeniors age 60 and over, individuals with qualifying disabilities, veterans, individuals with Medicare cards and youth age 5-18 qualify for the Half Fare program. See Fares and Passes.

Accessible Transit Vehicles All People Mover buses are ADA accessible and all vehicles are equipped with low-floor and kneeling devices and ramps to accommodate customers who use mobility devices or are unable to use steps to enter the vehicles. Each vehicle provides space for at least two mobility devices that accommodate the definition of a “common wheelchair” as defined by the U.S. Department of Transportation as up to 48" in length and 30 inches in width and weighing up to 600 pounds when occupied.

Priority SeatingPriority seating is designated on each vehicle for senior citizens and people with disabilities. This area can also accommodate passengers with wheelchairs or scooters. Bus operators will ask customers in priority seating to give up their seat for passengers with disabilities or a passenger who is elderly. Operators cannot force passengers to give up priority seating. In situations where patrons refuse to give up their seats, customers using wheelchairs may be asked to wait for the next bus.

Service AnimalsService animals are welcome and no permit is required. Bus Operators may inquire about the task(s) the animal has been trained to perform. Service animals may not be denied boarding because another passenger has allergies or fear of the animal. Therapy, comfort or emotional support animals are not considered service animals and must be in six-sided carriers. Your service animal must behave appropriately and remain well-behaved and under control. Animals may not sit on a vehicle seat but should remain in the owners lap or at their feet. Owners are responsible for damage or soiling.

Hailing KitsFree hailing kits consist of reflective numbers that easily identify each route in Braille, and are available at the Customer Service office.

Anchorage Public Transportation Department is committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis of race, color or national origin, as provided by Title VI of the Civil Rights Act of 1964, as amended.

Toward this end, it is Anchorage Public Transportation Department’s objective to:

• Ensure that the level and quality of public transportation service is provided without regard to race, color or national origin

• Identify and address, as appropriate, disproportionately high and adverse human health and environmental effects, including social and economic effects of programs and activities on minority populations and low-income populations

• Promote the full and fair participation of all affected populations in public transportation decision making

The Public Transportation Director, senior management, and all supervisors and employees share the responsibility for carrying out Anchorage Public Transportation Department’s commitment to Title VI. Our Title VI Coordinator is responsible for the day-to-day operation of the program, and receives and investigates Title VI complaints that come through the complaint procedures process as described in the next section.

Title VI Complaint ProceduresAny person who believes that he or she has been subjected to discrimination under Title VI on the basis of race, color or national origin may file a Title VI complaint with Anchorage Public Transportation Department within 180 days from the date of the alleged discrimination. Complaints may either be filed with Anchorage Public Transportation Department or with the U.S. Department of Transportation.

Anchorage Public Transportation Department will provide appropriate assistance to individuals wanting to file complaints who are limited in their ability to communicate in English.

What Happens to My Title VI Complaint?The Title VI Coordinator will begin an investigation within fifteen (15) working days of receipt of a complaint. The Coordinator will assign an internal tracking number on the complaint form.

The Title VI Coordinator will contact the complainant in writing no later than thirty (30) working days after receipt of complaint for additional information, if needed, to investigate the complaint. If the complainant fails to provide the requested information in a timely basis, the Title VI Coordinator may administratively close the complaint.

The investigation will be completed within ninety (90) days of receipt of the complaint. A written investigation report will be prepared by the investigator. The report shall include a summary description of the incident, findings and recommendations. The Public Transportation Department Director and the OEO Director will review the report. A closing letter will be provided to the complainant.

If the matter cannot be resolved, then the complainant will be informed of his/her right to appeal to the Federal Transit Administration - Office of Civil Rights, Attention: Title VI Program Coordinator, East Bulding, 5th floor, TCR 1200 New Jersey Ave. S.E., Washington, DC 20590.


RIDER POLICY & SAFETY

Service DelaysIn the event of inclement weather or construction, People Mover may experience delays. There are several things you can do to get additional information.

• Check BusTracker.muni.org to track your bus along its route.

• Call the Rideline at 907.343.6543.• Sign up with FlashAlert Newswire at www.

flashalert.net to be alerted of weather delays or suspended service.

• Check PeopleMover.org for posted detours• Listen to the radio for news broadcasts informing

you of bus service

racks are available on a first-come, first-served basis. Bikes are not allowed inside the bus. To learn how to use these racks, an instructional video can be found on our YouTube channel (AnchoragePeopleMover). When unloading a bike, please exit the front of the bus and alert the bus operator you will be retrieving your bike. People Mover is not responsible for lost or damaged bikes. Safety Tips for PedestriansBe safe and be seen: make yourself visible to drivers

• Wear bright/light colored clothing and reflective materials.

• Carry a flashlight when walking in the dark. • Cross in a well-lit area at. • Stand clear of buses, hedges, parked cars or

other obstacles before crossing so drivers can see you.

Be smart and alert: avoid dangerous behaviors• Always walk on the sidewalk; if there is no

sidewalk, walk facing traffic. • Stay sober; walking while impaired increases your

chance of being struck. • Don’t assume vehicles will stop; make eye contact

with drivers, don’t just look at the vehicle. If a driver is on a cell phone, they may not be paying enough attention to drive safely.

• Don’t rely solely on pedestrian signals; look before you cross the road.

• Be alert to engine noise or backup lights on cars when in parking lots and near on-street parking spaces.

Be careful at crossings: look before you step• Never cross the street in front of a People Mover

bus. Wait for the bus to pull away so you have a clear view of the street and traffic.

• Cross streets at marked crosswalks or intersections, if possible.

• Obey traffic signals such as WALK/DON’T WALK signs.

• Look left, right, and left again before crossing a street.

• Watch for turning vehicles; make sure the driver sees you and will stop for you.

• Look across ALL lanes you must cross and visually clear each lane before proceeding. Just because one motorist stops, do not presume drivers in other lanes can see you and will stop for you.

• Don’t wear headphones or talk on a cell phone while crossing.

Rider Tip:Food and beverages are not allowed on the bus unless in sealed containers. Open cans or drinks with straws are not allowed.

Food and DrinkDiscard food and open drinks prior to boarding. Drinks are allowed only if in spill-proof containers with a resealable lid. 11.70.030 Prohibited ActsA. It is unlawful for any person while aboard

a passenger vehicle which is transporting passengers in regular route service within the limits of the Municipality of Anchorage to:

1. Smoke, consume, or use a lighted or smoldering pipe, cigar, cigarette or any other tobacco product;

2. Drink or consume alcohol or transport open alcohol containers;

3. Disturb or harass other passengers;4. Discard, dispose, place, throw, or drop any litter,

food or drink in or from a passenger vehicle, except into receptacles designated for that purpose;

5. Play any radio, MP3 player, boombox, cell phone, musical instrument or other such device, unless it is connected to an earphone that limits the sound to the individual user;

6. Carry any live animals except:• Properly contained small animals; or• A service animal accompanied by a passenger

with a disability or a trainer;7. Stand in front of the white/yellow line marked on

the forward end of the floor of any passenger vehicle or otherwise conduct himself/herself in such a manner as to obstruct the vision of the passenger vehicle operator;

8. Knowingly fail or refuse to pay the applicable fare for transportation on the passenger vehicle in cash, passes, tickets or a Smart Card in the required manner;

9. Present a pass, badge or other fare medium when the person presenting such fare knows that the pass, badge or other fare medium is not valid;

10. Violate indecent exposure or exhibition laws as defined in section 8.10.080;

11. Willfully obstruct, impede, hinder, interfere with or otherwise disrupt the safe and efficient operation of the passenger vehicle or any passenger vehicle operator in the performance of his/her duties;

12. Distribute handbills or flyers on any topic or solicit or panhandle from passengers;

13. Use abusive language, insulting threats, or any other type of obscenity or physical abuse upon a passenger, vehicle operator or another passenger;

14. Vandalize or destroy any portion of a passenger vehicle;

15. Deposit bodily fluids such as spit, urine, feces, vomit or blood in a passenger vehicle;

16. Carry any flammable or combustible liquids, explosives, acids or any other item inherently dangerous or offensive to others;

17. Conduct cell phone conversations on speaker phone;

18. Refuse to leave a passenger vehicle at the request of a passenger vehicle operator after violating this section.

Violation of the provisions of this chapter shall be subject to a fine described in Section 11.70.040

Bus Courtesy & ExpectationsPeople Mover buses and facilities are for everyone. Transporting over 4 million passengers a year takes a lot of coordination and we need everyone to do their part to make public transportation work efficiently.

Here’s how you can help:

• Arrive at your stop on time. Do not approach a bus after it has begun its departure from the curb into traffic. Bus operators will not open the door after pulling away from the curb.

• Have the correct fare or media ready when boarding.

• Notify the operator in advance if you plan to purchase a day pass or Ride Guide before putting money in the farebox.

• Board the bus as quickly as possible and take a seat. If no seats are available, stand behind the yellow line and use the overhead handrails.

• Notify the operator if you need assistance such as kneeling the bus, using the ramp or if you become ill.

• Vacate priority seating at the front of the bus when seniors and people with disabilities board, or when asked to do so by the bus operator.

• If standing on a crowded bus, move to the rear and make room for others.

• Do not take more than one seat if the bus is crowded.

• When travelling with strollers fold them and store out of the aisle.

• Use trash receptacles at Transit Centers and bus stops. Do not leave papers or trash on the bus.

• Check that you have your belongings before you deboard. Exit out the rear door unless you need assistance or have a bike.

• Wear shoes and shirts at all times.• Speak quietly when talking to others or using cell

phones.• Refrain from talking to bus operator while the bus

is in motion. • During a driver’s scheduled rest break,

passengers are not permitted to remain on the buses.

• Be aware of, and comply with People Mover’s Code of Conduct.

Dial-A-Ride Curbside Service• Requires registration and reservations• Reserve trips between 2 hours and 7 days in

advance on a first come, first served basis.• Bus will arrive between 15 minutes before or

after the schedule time.• Bus operator waits 5 minutes upon arrival for

boarding & then can depart.• No Show/Late Cancellation Policy applicable.• Cash Fare or Pre-Paid Ticketless Fare

available. People Mover Passes do not apply.

Fixed Time Point Walk-On Service• No Advanced Registration or Scheduling.• Travel is available only between Eagle River

Transit Center and Muldoon Transfer Center.• People Mover Cash Fares and Passes apply.• Seating availability is on a first come, first

served available basis.• Arrival at the destination transit center is

based on 25 minutes for travel time and will vary with traffic and weather.

• Available for the general public and AnchorRIDES eligible persons.

• Operates Monday – Friday by AnchorRIDES contractor, MV Public Transportation using 13 passenger buses.
