“Burden of disease”
NCDs werden nicht bewältigbar sein durch die alleinige Aktion der kurativen Gesundheitssysteme
An important way to reduce NCDs is to focus on lessening the risk factors associated with these diseases. Low-cost solutions exist to reduce the common modifiable risk factors (mainly tobacco use, unhealthy diet and physical inactivity, and the harmful use of alcohol) and map the epidemic of NCDs and their risk factors.

UN summit: 25% by 2025
• reduce the number of premature deaths from NCDs by 25% by 2025 through nine voluntary global targets.
• The nine targets focus in part by addressing factors such as tobacco use, harmful use of alcohol, unhealthy diet and physical inactivity that increase people's risk of developing these diseases.

Formen der Prävention
• Primärprävention
• Sekundärprävention
• Tertiärprävention
• Verhältnisprävention (strukturelle Prävention)
• Verhaltensprävention (individuelle Ebene)
Zürich-11-12-08 14
– Verhalten von Individuen und Gruppen (Verhaltensprävention)
Bsp. Stop Aids, Informationskampagnen

What we all agree upon:
• NCDs demonstrate clearly that health systems strengthening and especially the strengthening of public health is needed
• NCDs also show that there are strong influences beyond individual control

All above: No product advertising for children under 12 years. Coop: reduction of salt in convenience food Mars: smaller portions and better fat quality
Selecta: Higher share of «Fresh&fit products» in food vending machines in schools

Europe: An opportunity to assess the effects of health policy
• Europe is an underutilized ‘natural laboratory’ for policy evaluation
• Over the past 40 years, there were enormous variations in population health trends
• While health care and social policies have often been studied, health policy has not

• Food and nutrition
• Fertility, pregnancy, childbirth
• Child health
• Infectious disease
• Hypertension
• Cancer screening

APPROACH
• Literature reviews to identify effective interventions
• Relate implementation to intermediate and final health outcomes
• Select performance indicators and create summary score
• Rank countries, identify determinants of health policy performance

IN CONCLUSION
• The diverging health trends in Europe are a testimony to both the successes and failures of health policy in Europe in the past decades
• Economic, social and political conditions have been the main drivers of this divergence, but they were partly mediated by specific health policies
• Europe’s diversity offers great opportunities for mutual learning, in which public health and health policy research have an important role to play
