HIGHLIGHTS OF THE SCOPE OF WORK RESPROs

Goal Assist Districts in Corrective Action and chronically low-performing schools to implement effective instructional strategies and best practices to improve student achievement.

Target Population

Title I Districts and Schools 1.Districts in Corrective Action (CA) 2.Schools within CA Districts in Restructuring Implementation, Restructuring Planning, Corrective Action, and School not making AYP for 3 years (Choice + SES)3.Any schools in Restructuring Implementation, Restructuring Planning, Corrective Action, and Choice / SES

Services District improvement planning using Rising Star Assist with school improvement planning using Rising Star Determine areas of need develop research-based strategies and action

steps focused on critical needs identified Assist with implementation noting intensive focus on curriculum and

instruction Assist with the alignment of professional development activities Support the design and delivery of job-embedded professional

development Provide intensive, ongoing on-site coaching

HIGHLIGHTS OF THE SCOPE OF WORK

ROE/ISCGoal To work with first and second year schools not making AYP to assist in data analysis

and support the implementation interventions of effective practices to improve student achievement.

Target Population

Title I Districts with1.Schools not making AYP for 2 years (Choice)

2.Schools not making AYP for 1 yearNon-title schools in non-title districts through regional opportunities.

Services Focus on school improvement plan and parent involvement analysis tool to ensure that school level plans are data-driven, complete, approvable, timely, and effective.

NCLB requires ISBE to take one or more of the following corrective actions in a district:

1. Defer programmatic funds or reduce administrative funds;2. Institute and fully implement a new curriculum based on

State and local content and academic achievement standards that includes appropriate, scientifically research-based professional development for all relevant staff;

3. Replace LEA personnel who are relevant to the inability of the district to make adequate progress;

4. Remove individual schools from the jurisdiction of the district and arrange for their public governance and supervision;

5. Appoint a receiver or trustee to administer the affairs of the district in place of the superintendent and school board; and/or

6. Abolish or restructure the district.

To make AYP a district or school must meet ALL of the following three requirements…

At least 95% of the students must be tested in reading and mathematics in the ALL group and for each subgroup.

If the current year’s participation rate is less than 95%, the participation rate for AYP will be considered sufficient if:

the average of the current year and the preceding year is at least 95% or

if the average of the current year and the two preceding years is at least 95%.

Students in the ALL group and each subgroup must have performance levels of at least 85.0% for 2011 Meeting/Exceeding standards for reading and mathematics.

For any group (including the ALL group) with less than 85.0% for 2011 Meeting/Exceeding standards, a 95% confidence interval will be applied, which may enable the group to meet AYP. Subgroups may also meet this condition through Safe Harbor provisions.
