2. SUMMARY
The International Union of Railways (UIC) as coordinator of the RIVAS project and the RIVAS consortium partners welcomed 90 participants to the RIVAS Final Conference in Brussels on 21 November 2013.
This event, hosted and moderated by Isabelle De Keyzer (UIC), presented the results of the RIVAS Project and brought together rolling stock experts, track maintenance specialists, suppliers, railway operators, rolling stock experts, and academics.
The conference was the opportunity for the participants to know more about the results achieved by the project and on possible ways to address the issue of vibration mitigation.
Mr Philippe Citroën, Director-General of UNIFE, gave an opening speech emphasising the clear need for innovative vibration reduction technologies in the European context to ensure that the aspiration of expanding rail transport in the EU is not hindered by public opposition on the grounds of vibration.
And Mr Hans Günther Kersten, in his quality of Director of the Rail System Department of UIC, welcomed the participants and gave an introduction to the conference reminding participants that the 2011 EU Transport White Paper foresees global freight transport to increase, as compared to 2005, by around 40% by 2030 and by little over 80% by 2050. Growth will only become reality if railways are able to defend their position in terms of sustainability.
Noise and vibration mitigation have been identified as a top priority for UIC members in the dedicated UIC strategy programmes, such as the UIC Environmental and Sustainability strategy.
UIC has accepted the role of coordinator in the RIVAS project since UIC and its members consider RIVAS as a key element in the railway sector’s effort to reduce the environmental impact of ground-borne vibrations while safeguarding the commercial competitiveness of the railway sector.
In his introduction to the RIVAS project, coordinator Wolfgang Behr (UIC), gave a short explanation on the problems that the project was willing to solve and on the various solutions the rail sector had to find for vehicles, tracks and ground working on innovative solutions for hot-spots, low vibration rolling stock and clear assessment procedures and descriptors.
The presentations of the conference highlighted innovative solutions and approaches for vibration mitigation technologies to help end-users mitigate rail-induced ground-borne vibrations.
WP2 presented their outcomes on “Wheel/rail interface maintenance”: this session gave an overview of the excitation mechanisms and monitoring (Lise Pesqueux, Alstom Transport). Further the methodologies to reduce track defects (Joseph Feng, DB Systemtechnik GmbH) and wheel out-of-roundness (Roger Müller, SBB) in order to mitigate vibrations were presented.
In the next session “WP5 Rolling stock design for reducing ground vibration”, Adam Mirza (Bombardier Transportation Sweden) gave an introduction on the rolling stock aspects on ground vibration and the simulation of vehicle influence was given; this topic was further illustrated by a presentation on the quantification of the influence of vehicle design on ground vibration by measurements (Ph. Huber, PROSE) and by another presentation on how to reduce ground vibration with improved vehicle design (J. Nielsen, CHALMERS).
The session “WP3 Design of low emissive tracks in terms of ground vibration” gave an overview of transmission path mitigation measures in terms of railway induced ground vibrations (R. Garburg, DB AG). Further the impact of under sleeper pads in ballasted and slab track (B. Faure, SNCF) as

well as the mitigation measures applied to straight lines and particular track sections (E. Bongini, SNCF) were presented.
The afternoon session “WP4 Transmission path mitigation measures” addressed the transmission path mitigation measures studied in RIVAS (G. Lombaert, KU Leuven), and how soft-wave barriers (D. Thompson, ISVR) and stiff-wave barriers (P. Coulier and A. Dijckmans from KU Leuven) could be implemented in different types of soil to mitigate the ground borne vibrations.
Finally the session “WP1 Measures ensuring the applicability of RIVAS in all European countries, addressed the issues of the determination of dynamic soil characteristics and transfer functions to support the evaluation of the efficiency of vibration mitigation measures (G. Degrande, KU Leuven) and gave an overview of the Final evaluation of results from the RIVAS project (D. Stiebel, DB Systemtechnik GmbH). The reference track for optimized vehicle design was also presented (P. de Vos, SATIS).
Ample time was reserved for questions and answers. Intensive exchange between speakers and participants happened during the conference. At the end of the event, Wolfgang Behr briefly summarized the feedback and experience gained during the project, he expressed his gratitude to the consortium members for their commitment and hard work before Isabelle De Keyzer closed the event. A form was distributed at the beginning of the conference to gain feedback from the participants. More than half of the copies were handed in filled in with useful comments.
