Project Data
Nitsch Engineering has been retained by TEC, Inc. on behalf of BlueTarp reDevelopment, LLC to
complete a series of Road Safety Audits (RSAs) for the Massachusetts Department of Transportation
(MassDOT), which are associated with the design of a proposed MGM casino redevelopment in
Springfield, Massachusetts. MassDOT requested RSAs for eight locations in the vicinity of the proposed
MGM site, which is located in the City of Springfield and bounded by State Street to the north, Union
Street to the south, Main Street to the east, and East Columbus Avenue to the west. The Locus Map of the
study area, including the proposed MGM site and the eight RSA locations, is shown in Figure L-1.
This report outlines the second of the eight locations, referred to as “State Street West”. State Street West
begins at the northwest corner of the project site and is comprised of a corridor along State Street, roughly
0.4 miles in length, which includes the following intersections:
State Street at Main Street
State Street at Dwight Street and Maple Street
State Street at Chestnut Street and Maple Street
State Street at Elliot Street
State Street at Spring Street and School Street
The RSA for State Street West occurred on Tuesday, October 27, 2015. As indicated in Table 1 on the
next page, the audit team consisted of representatives from the City of Springfield, MassDOT Traffic
Operations and Highway Safety, MassDOT District 2, Pioneer Valley Planning Commission, Federal
Highway Administration, Mass in Motion, and TEC, Inc. The group observed operations with respect to
safety at the study intersections and this report documents the audit team’s findings. The RSA agenda can
be found in Appendix A. Contact information for the team members can be found in Appendix B.

Background
The Road Safety Audit (RSA) is one of the first steps in the design process as well as a necessary step for
the project to be eligible to receive Highway Safety Improvement Program (HSIP) federal funds for
construction, if applicable. Due to the nature of these RSAs in relation to the proposed MGM Casino
redevelopment, not all locations are HSIP eligible, however, they have been deemed high crash locations.
For State Street West, the following intersections are eligible for HSIP funding:
State Street at Main Street
State Street at Dwight Street and Maple Street
State Street at Chestnut Street and Maple Street
State Street at Spring Street and School Street
The goal of the RSA is to identify potential safety issues that can be addressed with short-term
improvements, immediately or in the near future, and long-term improvements that can be incorporated
into a future design project.
The RSA is a multidisciplinary collaborative process by state, municipal, law enforcement, public works,
and design consultants. The process involves conducting a meeting to discuss current crash data and
safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and
preparing a written report that outlines the safety issues discussed along with the costs and timeline for
implementing improvements.
Project Location and Description
The Audit Study Area Map of State Street West is shown in Figure 1. The existing conditions for each
study intersection are described below and aerial maps of each study intersection are shown in Figures 2
through 4.
The State Street West corridor is located at the northwest corner of the proposed MGM site and is roughly
0.4 miles in length. State Street is classified as an urban principal arterial that runs in an east-west
direction through the study area, with its western terminus at West Columbus Avenue and its eastern
terminus where State Street diverges into Boston Road and Berkshire Avenue in Springfield. Within the
study area, the State Street West corridor was reconstructed in 2012 by MassDOT. The roadway is
maintained by the City of Springfield and has a posted speed limit of 30 miles per hour (mph). For the
length of the State Street West corridor, all signalized intersections are coordinated.
State Street at Main Street
State Street and Main Street intersect to form a four-way signalized intersection, with State Street
approaching from the east and the west, and Main Street approaching from the north and south.

Approaching from the west, State Street consists of one shared through/right-turn lane separated by a
double yellow center line (DYCL) from one departure lane, with a parking lane on the south side of the
roadway and a no parking zone on the north side of the roadway.
Approaching from the east, State Street consists of one exclusive right-turn lane, one through lane, and
one exclusive left-turn lane, separated by a DYCL from one departure lane and a parking lane, which is
sometimes utilized as a travel lane during off-peak hours despite the existing parking pavement markings.
Approaching from the north, Main Street consists of one shared/through right-turn lane and one
shared/through left-turn lane, separated by a DYCL from two departure lanes. The shared/through right-
turn lane from this approach could be considered an auxiliary lane due to the lane configuration on the
south side of the intersection.
Approaching from the south, Main Street consists of one shared/through right-turn lane and one through
lane, separated by a double yellow center line from two departure lanes and a parking lane based on the
pavement markings. The width of the roadway, however, is insufficient for two departure lanes and a
parking lane, and based on observation, the roadway operates with one travel lane and one parking lane.
Additionally, at the time of the RSA, the west side of this approach was under construction, which further
affected the lane utilization.
Main Street is classified as an urban principal arterial that runs in a north-south direction through the audit
area, with its northern terminus at the Chicopee City Line where it becomes Center Street, and its
southern terminus at West Columbus Avenue. The roadway is maintained by the City of Springfield and
has no posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit
unless otherwise posted.
TEC, Inc. evaluated the last four years of available crash data (2011 – 2014) from the City of Springfield
to establish a crash rate at the intersection to compare to the average Statewide crash rate1 of 0.80 per
Million Entering Vehicles (MEV), and the average crash rate for District 2, which includes the City of
Springfield, of 0.82 per MEV, for signalized intersections.
For the four year period of 2011-2014, a total of 41 crashes were documented, yielding a crash rate of
1.12 per MEV, which is above both the Statewide and District 2 averages. In terms of severity, 18 crashes
reported personal injury. Of the 41 total crashes, the most frequent types were rear-end, which accounted
for 14 crashes, angle, which accounted for 11 crashes, and sideswipe, which accounted for 9 crashes. The
majority of the crashes originated from Main Street in the southbound direction, and the remaining
crashes were roughly evenly distributed amongst the other approaches.
State Street at Dwight Street and Maple Street
State Street, Dwight Street, and Maple Street intersect to form a four-way signalized intersection, with
State Street approaching from the east and the west, Dwight Street approaching from the north, and Maple
Street approaching from the south.

Approaching from the west, State Street consists of one shared through/right-turn lane and one through
lane separated by a DYCL from two departure lanes. Approaching from the east, State Street consists of
one through lane and one shared through/left-turn lane separated by a DYCL from two departure lanes.
Approaching from the north, Dwight Street permits one-way travel towards the intersection and consists
of one shared/through right-turn lane, one general purpose lane, and one exclusive left-turn lane.
Approaching from the south, Maple Street permits one-way travel away from the intersection and consists
of three general purpose lanes. Approximately 400 feet south of the intersection, the leftmost general
purpose lane becomes a channelized U-turn lane to access Maple Street northbound/Chestnut Street.
Dwight Street is classified as an urban principal arterial that runs in a north-south direction through the
audit area, with its northern terminus at Dover Street, and its southern terminus at the study intersection.
The roadway is maintained by the City of Springfield and has no posted speed limit in the vicinity of the
intersection, however, the City notes a 30 mph speed limit unless otherwise posted.
Maple Street is classified as an urban minor arterial that runs in a north-south direction through the audit
area, with its northern terminus at the study intersection and its southern terminus at Mill Street. The
roadway is maintained by the City of Springfield and has a posted speed limit of 30 mph in the vicinity of
the intersection.
For the four year period of 2011-2014, a total of 43 crashes were documented, yielding a crash rate of
1.00 per MEV, which is above both the Statewide and District 2 averages of 0.80 per MEV and 0.82 per
MEV, respectively. In terms of severity, 23 crashes reported personal injury. Of the 43 total crashes, the
most notable, with 10 crashes, was an angle crash between State Street westbound and Dwight Street
southbound. The other two notable types both originated from Dwight Street southbound, and were a
rear-end type with five crashes, and an angle type, with five crashes, between through vehicles and left-
turning vehicles from the center lane.
State Street at Chestnut Street and Maple Street
State Street, Chestnut Street, and Maple Street intersect to form a four-way signalized intersection, with
State Street approaching from the east and the west, Chestnut Street approaching from the north, and
Maple Street approaching from the south.
Approaching from the west, State Street consists of two through-only lanes, with a left-turn restriction,
separated by a DYCL from two departure lanes. In order for vehicles to access Chestnut Street
northbound from this approach, they must do so by turning right onto Maple Street southbound at the
upstream intersection and utilizing the U-turn lane to access Maple Street northbound/Chestnut Street.
Approaching from the east, State Street consists of one shared through/right-turn lane and one through
lane separated by a DYCL from two departure lanes. Approaching from the north, Chestnut Street permits
one-way travel away from the intersection and consists of two general purpose lanes. Approaching from
the south, Maple Street permits one-way travel towards the intersection and consists of one
shared/through right-turn lane, one through lane, and one exclusive left-turn lane. A parking lane is
present on the west side of Chestnut Street/Maple Street.

Chestnut Street is classified as an urban principal arterial that runs in a north-south direction through the
audit area, with its northern terminus at the intersection with Eagle Street, where it becomes Noble Street,
and its southern terminus at the study intersection. The roadway is maintained by the City of Springfield
and has no posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed
limit unless otherwise posted.
The existing conditions for Maple Street are described above for the intersection with State Street and
Dwight Street.
For the four year period of 2011-2014, a total of 36 crashes were documented, yielding a crash rate of
0.88 per MEV, which is above both the Statewide and District 2 averages of 0.80 per MEV and 0.82 per
MEV, respectively. In terms of severity, 19 crashes reported personal injury. Of the 36 total crashes, the
most notable, with nine crashes, was of rear-end type on State Street westbound. The other notable type,
with six crashes, was an angle crash between State Street eastbound and Maple Street northbound.
State Street at Elliot Street
State Street and Elliot Street intersect to form a three-way, “T-type” unsignalized intersection, with State
Street approaching from the east and west, and Elliot Street approaching from the north.
Approaching from the west, State Street operates freely with no control and consists of one through lane
and one shared through/left-turn lane, separated by a hatched gore area from two departure lanes.
Approaching from the east, State Street operates freely with no control and consists of one shared

Approaching from the north, Elliot Street operates under “STOP” control and consists of one shared right-
turn/left-turn lane separated by a DYCL from one departure lane.
Elliot Street is classified as a local road that runs in a north-south direction through the audit area. Elliot
Street is approximately 0.2 miles long, with its northern terminus at Salem Street and its southern
terminus at the study intersection. The roadway is maintained by the City of Springfield and has no
posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit unless
otherwise posted.
For the four year period of 2011-2014, a total of six crashes were documented, however, traffic volume
data was not collected at this intersection, and therefore an intersection crash rate cannot be calculated. In
terms of severity, two crashes reported personal injury. Of the six total crashes, the most notable, with
three crashes, was an angle crash between State Street westbound through vehicles and Elliot Street
southbound left-turning vehicles.

State Street, Spring Street, and School Street intersect to form a four-way signalized intersection, with
State Street approaching from the east and the west, Spring Street approaching from the north, and School
Street approaching from the south.

Approaching from the west, State Street consists of one shared through/right-turn lane, one through lane,
and one exclusive left-turn lane separated by a DYCL from two departure lanes. Approaching from the
east, State Street consists of one shared through/right-turn lane and one shared through/left-turn lane,
separated by a median from two departure lanes. Approaching from the north and south, Spring Street and
School Street, respectively, are slightly offset between the north side and the south side of the
intersection, and each consist of one general purpose lane in each direction, separated by a DYCL.
Spring Street is classified as an urban minor arterial that runs in a north-south direction through the audit
area. Spring Street is approximately 0.4 miles long, with its northern terminus at Lyman Street and its
southern terminus at the study intersection. The roadway is maintained by the City of Springfield and has
no posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit
unless otherwise posted.
School Street is classified as an urban collector that runs in a north-south direction through the audit area.
School Street is approximately 0.3 miles long, with its northern terminus at the study intersection and its
southern terminus at Mulberry Street. The roadway is maintained by the City of Springfield and has no
posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit unless
otherwise posted.
For the four year period of 2011-2014, a total of 49 crashes were documented, yielding a crash rate of
1.44 per MEV, which is above both the Statewide and District 2 averages of 0.80 per MEV and 0.82 per
MEV, respectively. In terms of severity, 27 crashes reported personal injury. Of the 49 total crashes, the
most notable, with eight crashes, was an angle type between State Street eastbound through vehicles and
State Street westbound left-turning vehicles. The other notable type, with seven crashes, was rear-end
type on State Street westbound.

Audit Observations
Based on a summary of the existing crash information and the RSA site visit, audit participants identified
both corridor-wide safety issues and safety issues that were unique to each of the individual intersections.
The findings are summarized below.
State Street West Corridor
The following deficiencies were noted to be corridor-wide issues:
Traffic Operations:
o Despite a speed limit of 30 mph, the audit team observed excessive vehicle speeds along
the corridor during daytime hours, and local audit participants mentioned that speeding in
the evening hours is also problematic. The grade along State Street and the overall width
of the roadway may have been contributing factors in the vehicle speeds. The audit team
noted that excessive speeds are a common factor for many of the crashes along the
corridor.
o There are a number of collisions with parked vehicles along the length of the corridor,
which could be in part due to vehicles that are illegally parked in areas that are designated
as “No Parking”.
o All pedestrian phases are exclusive. There are no concurrent pedestrian phases at the
intersections along the corridor, including the vicinity of the one-way roadways which do
not conflict with pedestrian movements.
Pedestrian Accommodations and Behavior:
o The audit team observed a relatively large volume of pedestrians crossing State Street
midblock, despite the presence of pedestrian facilities at the intersections. This was most
problematic at the desired pedestrian midblock crossing between the intersections with
Chestnut Street/Maple Street and Elliot Street for access to/from the library on the north
side of the roadway and the parking lot on the south side of the roadway. There is an
existing chain fence along the north side of the roadway to encourage crossing at the
nearby signalized crosswalk at the intersection with Chestnut Street/Maple Street and to
deter pedestrians from crossing midblock illegally. However, a number of pedestrians
were observed crossing midblock despite the lack of pedestrian facilities for this
movement. This is the location of a fatal pedestrian collision that took place after the four
year analysis period and is not included in the crash data.
o The pedestrian equipment at the intersection is relatively new and includes push buttons
and signal countdown display, however, Accessible Pedestrian Signals (APS) are not
present.

Bicycle Accommodations:
o Bicycle accommodation is only present at the intersections. These accommodations are in
the form of bicycle detection, bicycle pavement marking legends located at the stop line,
and signage for bicycles to wait on stop line for green signal.
o There are no bicycle racks present along the corridor and the audit team observed a
number of bicycles that were locked to hand railings and fencing.
o The existing catch basin grates varied along the length of the corridor and many were not
compliant for bicycle travel due to large openings that could cause bicycle tires to get
caught within the structure.
State Street at Main Street
Traffic Operations, Signage, and Visibility:
o The State Street eastbound through lane is not collinear through the intersection and
located across from the opposing left-turn lane. Coupled with the faded vehicle tracking
pavement guidelines and the phases operating concurrently, this configuration could
contribute to head-on collisions with through and left-turning vehicles from State Street
westbound, as seen in crashes 20 and 23.
o There is a “No Left Turn” restriction on both State Street eastbound and Main Street
northbound, however, the audit team observed vehicles executing the illegal movement in
both directions. The traffic volume counts and crash 16 support the observation.
o The signal head and R3-22 “No Left Turn” sign for State Street eastbound are mounted
on the mast arm on the near side of the intersection and not located within the cone of
vision. There are two post-mounted signal heads within the cone of vision2, however,
there is no secondary signage.

o The signals on the mast arm and the post on the northeast corner have a through arrow
indication for the State Street eastbound approach, and the post-mounted signal on the
southeast corner has a green ball indication. The green ball indication could be confusing
due to the left-turn restriction and the through arrow indication could be confusing due to
the permitted right-turn movement.
o The R10-122 “Left Turn Yield on Green (Ball)” sign for Main Street southbound is not
mounted on the mast arm, but on the supplemental signal post on the southeast corner of
the intersection. Furthermore, the sign poses an issue with vertical clearance and conflicts
with adjacent pedestrians.
o The backplates are missing on one of the mast arm signal heads and the post-mounted
signal head for Main Street southbound.
o There are two southbound through lanes on the Main Street approach from the north,
however, even though the pavement markings indicate that there are two receiving lanes
south of the intersection, there is not adequate width in the right lane for vehicle travel
due to the existing parking lane on the west side of the roadway.
o The pavement markings on the Main Street approach south of the intersection are faded.

On Main Street southbound, there is not adequate width for two travel
lanes and a parking lane; pavement markings for lane striping are faded

o Along State Street westbound, the right travel lane in advance of the intersection becomes
the exclusive right-turn lane at the approach. The advanced lane designation signage
relative to the beginning of the exclusive turning lane provides little advanced warning
for vehicles in the right travel lane that desire to travel straight ahead to merge into the
center lane. The audit team noted that the departure lane on the west side of the
intersection had sufficient width due to the presence of a no parking zone to
accommodate a merge for vehicles who are unable to merge prior to traversing the
intersection.
o Audit participants observed vehicles utilizing the no parking zone on the north side of
State Street west of the intersection to park temporarily. This could be due to the
placement of the “No Parking” signage, which is not located proximate to the corner but
roughly 100 feet from the intersection, or the lack of a gore area to indicate a no parking
zone.
o Just east of the intersection, there is existing signage along State Street eastbound that
prohibits parking in the vicinity of the intersection for approximately two car lengths,
however, audit participants observed multiple vehicles utilizing this space to park
temporarily. Parking in this location decreases intersection sight distance and could cause
a collision for vehicles turning right from Main Street northbound, as seen in crash 36.

Traffic Operations and Visibility along State Street:
o Due to the separation of approximately 250 feet between the two intersections, vehicles
along State Street wish to clear both intersections during the green phase, and frequently
pass through on a red indication to do so. This may be a contributing factor in the number
of angle and rear-end collisions at both intersections, which includes angle crashes 1, 7,
23, 24, 27, 29, 31, 36, 37, and 40 and rear-end crashes 5 and 8 along State Street
westbound, and angle crashes 1, 11, 21, 22, 23, and 26 and rear-end crash 29 along State
Street eastbound.
o Due to the grade differential along State Street and the proximity of the two intersections,
the two sets of signals may be visually confusing for vehicles approaching the
intersections.
Traffic Operations and Visibility at Dwight Street/Maple Street:
o The lane configuration on Dwight Street southbound combined with the number of
receiving lanes on both Maple Street southbound and State Street eastbound could have
been a contributing factor for angle crashes 3, 11, 12, 28, 32, and 43. The crashes may
have occurred due to the following reasons:
Due to the lack of lane designation signage and pavement markings for the
Dwight Street southbound center lane and the presence of two receiving lanes on
State Street eastbound, vehicles frequently utilize the center lane as a second left-
turn lane.
Due to the presence of three receiving lanes on Maple Street southbound and the
downstream U-turn lane, vehicles frequently utilize the exclusive left-turn lane as
a through lane to avoid weaving after traversing the intersection in order to
access the U-turn lane to Maple Street northbound/Chestnut Street.

o The intersection sight distance is obstructed between State Street westbound and Dwight
Street southbound due to a building, fence, and trees located on the northeast corner. The
frequency of vehicles that run the red light combined with the poor sight distance may be
contributing factors in angle crashes 1, 7, 23, 24, 27, 29, 31, 36, 37, and 40 between these
two approaches.
Traffic Operations and Visibility at Chestnut Street/Maple Street:
o Audit participants observed vehicles turning left onto Chestnut Street northbound despite
a “No Left Turn” restriction, as seen in crash 20. This illegal movement could be
exacerbated by the presence of a sign indicating parking availability on Chestnut Street
with an arrow indicating to the left at the intersection.

o Due to the presence of vegetation in the vicinity of the bus stop on the northeast corner
along State Street westbound, bus drivers may not have visibility of potential fares in
advance of the bus stop. This lack of visibility may cause bus drivers to brake quickly in
order to stop, and could be a contributing factor in rear-end crashes 5, 10, 12, 16, 18, 19,
24, 28, and 33.
Pedestrian Accommodations:
o There is only one pedestrian push button to call the pedestrian phase for both directions
from each corner.
o The pedestrian signal heads on the southeast and southwest corners for crossing Maple
Street are blocked by existing signage and are not visible from the pedestrian ramps.
State Street at Elliot Street
Pedestrian Accommodations:
o The existing W11-2 “Pedestrian Crossing” sign is not the standard retroreflective
material.
o There are no pedestrian refuges in the center of State Street. Given the long crossing
distance across the roadway coupled with the lack of a signal, pedestrians may not be
able to cross the entire width of the roadway and have nowhere to wait in between that is
protected from oncoming traffic.

State Street at Spring Street and School Street
Traffic Operations:
o Right Turns on Red (RTOR) are permitted at the intersection, however, sight distance
may be obstructed due to the presence of adjacent buildings and walls. The sight distance
may not be adequate for right-turning vehicles from State Street eastbound onto School
Street southbound, where the crosswalk on School Street is located slightly further south
of the intersection.
o Despite the relatively low volume of left-turning vehicles from State Street westbound
onto School Street, this movement realizes a large number of angle and rear-end
collisions, as seen in crashes 7, 8, 14, 21, 27, 33, 35, 39, 40, and 49. This is most likely a
result of the lack of an exclusive left-turn lane and/or the lack of a protected signal phase
for this movement.
o Audit participants noted that the volume of left-turning vehicles from State Street
eastbound onto Spring Street is relatively low, despite the presence of an exclusive left-
turn lane and protected only phase. However, removal of the lane and protected phase
may not significantly improve traffic operations, and may increase the likelihood of
additional crashes between State Street eastbound left-turning vehicles and State Street
westbound through vehicles.
o The audit team observed and the traffic volume count supports that a relatively large
number of vehicles execute U-turns from the State Street westbound approach. This
could impact the left-turn movement from this approach and could pose a safety issue due
to the allowance of RTOR from School Street northbound.

Signage:
o The sign for “School Street, State Street, Next Signal” along State Street eastbound is not
provided with adequate advance warning of the intersection, is not clear which street is
which direction, and encroaches in the shoulder of the roadway.
Pedestrian Accommodations:
o The pedestrian signal posts located on the northeast corner facing the crossing for State
Street and the southwest corner facing the crossing for School Street may be located
beyond the acceptable distance from the curb line.
o The crosswalk across State Street on the eastbound approach is slightly offset from the
intersection and configured such that the crossing is not the shortest possible distance
between the two corners and visibility of the crosswalk may be diminished.

Potential Safety Enhancements
Following review of crash data and traffic counts and a discussion of potential safety issues, audit
participants recommend the following.
State Street West Corridor
Post speed limit signage more frequently throughout the corridor and consider adding
supplemental signage such as “Strictly Enforced” or installing Radar Speed Feedback signs to aid
in speed reduction efforts (see example below) ), per MassDOT guidelines and existing speed
regulation.

Consider the use of additional enforcement to deter speeding along the corridor and illegal
parking in areas that are designated as “No Parking” and supply enforcement if appropriate.
Reduce lane widths where possible as a traffic calming measure by restriping the lanes, which
may also provide the width necessary for the addition of exclusive bicycle lanes.
Evaluate the clearance intervals throughout the corridor, ensuring that the signal timing accounts
for the grade of the roadway, and where appropriate, provide a longer all-red clearance to reduce
angle collisions that involve vehicles running the red light, particularly between Dwight Street
and Chestnut Street.
Evaluate where flashing yellow arrow (FYA) signals along the corridor can be installed, and
install where appropriate.
Provide hatched pavement markings within no parking areas to prevent vehicles from parking
illegally.
Install reflectorized borders on the traffic signal backplates to improve visibility.

Evaluate the use of exclusive or concurrent pedestrian signal phases along the corridor. Where
appropriate, provide a concurrent pedestrian phase across roadways where there is no conflicting
vehicular movement to improve traffic operations, particularly across the one-way roadways
(Dwight Street, Chestnut Street, and Maple Street).
Investigate where mid-block crossing is most frequent and provide pedestrian accommodations
where appropriate, including but not limited to crosswalks, pedestrian ramps, and warning
devices, such as rapid flashing beacons or hawk signals. If midblock crossings are deemed not
appropriate, provide additional trees and shrubbery and/or substantial fencing to deter illegal
crossing. At the location of the library, investigate the feasibility of adding a grade-separated
crossing to provide access to/from the library and the parking lot, and if feasible, design a
crossing, such as a pedestrian bridge.
Install APS to meet current standards for pedestrian accommodations.
Provide bicycle accommodations by providing exclusive bicycle lanes where possible and/or
installing additional signage and shared lane (“sharrow”) pavement markings where appropriate.
Provide bicycle racks at strategic locations along the corridor to encourage bicycle use.
Replace the existing catch basin grates with grates that are compliant for bicycle travel.
State Street at Main Street
Evaluate lane widths and restripe the travel lanes and/or the vehicle tracking pavement markings
through the intersection to reduce weaving potential and to provide collinear travel through the
intersection.
Evaluate if left-turns should be allowed at State Street eastbound and Main Street northbound,
and add a turning movement by modifying the traffic signals and timing, pavement marking, and
signage if appropriate.
Provide secondary R3-2 “No Left Turn” signage within the cone of vision for State Street
eastbound to improve visibility for vehicles queued at the stop line.
Remove the existing signal heads for State Street eastbound, and replace with a signal heads that
include through and right arrows.
Relocate the existing R10-12 “Left Turn Yield on Green (Ball)” sign from the supplemental
signal post to the mast arm to improve visibility and eliminate the vertical clearance conflict with
adjacent pedestrians.
Install backplates where missing on the traffic signal heads for Main Street southbound.

Investigate modifying the Main Street southbound approach rightmost lane, which is currently a
shared through/right-turn lane, into an exclusive right-turn lane in order to eliminate the second
travel lane on the south side of the intersection, which conflicts with the existing parking lane. If
appropriate, convert this lane to an exclusive right-turn lane by adding signage and pavement
markings.
Evaluate removing the existing parking lane on the southwest side of the intersection to provide
adequate width for the right travel lane and the potential addition of a bicycle lane, restripe the
approach accordingly, and install “No Parking” signage and/or hatched pavement markings to
deter illegal parking if appropriate.
Provide supplementary hatched pavement markings within the no parking zones on the southeast
and northwest corners of the intersection along State Street to further discourage vehicles from
parking illegally.
State Street at Dwight Street and Maple Street; State Street at Chestnut
Street and Maple Street
Adjust the timing coordination of the signals at these two intersections, and subsequently the
entire corridor, such that vehicles can clear both signals during the same green phase. Lengthen
the all-red clearance, especially where visibility is restricted.
Evaluate the lane utilization for the Dwight Street approach, including whether a double-left turn
lane would be warranted from the center lane, and modify the signal indications, signage, and
pavement markings accordingly.
Provide a curb bump out or hatched gore area in the leftmost receiving lane on Maple Street
southbound to reduce the number of collisions that result from vehicles weaving from the two
through lanes on north side of the intersection, and to transition vehicles gradually south of the
approach. A curb bump out would have the added benefit of shortening the crossing distance for
pedestrians.
Provide advanced wayfinding signage to indicate that vehicles that wish to turn left on Chestnut
Street must make an advanced right-turn onto Maple Street and use the U-turn lane.
Remove the parking sign on State Street indicating parking availability to the left and replace
with signage that will lead vehicles to parking via the appropriate route.
Trim vegetation to improve visibility of the bus stop on the northeast corner of State Street and
Chestnut Street.
Install additional pedestrian push buttons for each direction on every corner.
Relocate the signage that is blocking the pedestrian signal heads on the southeast and southwest
corners of State Street and Maple Street northbound.

Install a raised traffic island with curbing on State Street in the vicinity of the existing gore area
to provide a pedestrian refuge across State Street.
State Street at Spring Street and School Street
Investigate where RTOR should be prohibited due to poor sight distance. Install R10-113 “No
Turn on Red” and R10-153 “Turning Vehicles Yield to Pedestrians” signs where appropriate.
Evaluate the addition of an exclusive left-turn lane and/or protected phase for State Street
westbound, and provide the lane and/or protected phase if warranted. If not warranted, consider a
supplemental traffic signal on the southwest corner for improved visibility for the permitted left-
turn movement, and if appropriate, install a post-mounted signal at this location.
Investigate if U-turns should be allowed or prohibited from the State Street westbound approach.
If allowed, implement a “No Turn On Red” restriction on School Street northbound. If prohibited,
install R3-43 “No U-Turn” signs to eliminate U-turns at this location.
Replace the sign for “School Street, State Street, Next Signal” with D3-23 signage indicating the
street directions, and mount further in advance of the intersection, but no more than 300 feet3, and
with sufficient lateral clearance.
Investigate if the pedestrian signal post on the northeast and southwest corners of the intersection
are in compliance with accessibility standards with respect to location, and relocate if determined
to be non-compliant.
Realign the pedestrian ramps and crosswalk across School Street so that it is closer to the
intersection and desired pedestrian path and improves the visibility of pedestrians for right-
turning vehicles from State Street eastbound.
Realign the pedestrian ramps and crosswalk across State Street on the western approach so it is
closer to the pedestrian desired path and align for the shortest possible crossing.

TEC, Inc. has retained Nitsch Engineering to prepare this RSA for MassDOT for the State Street West
corridor. As part of the RSA process going forward, each of the potential safety enhancements is
classified by time frame and cost, as shown in Table 2.

but MV1 continued to accelerate into MV3. Responding officers found MV1 operator unconscious with foot on top of accelerator. Officers had to break into MV1 to put it into park.
