Also on the RYRS are representatives from the Office of Road Safety, WA Police, Department of Transport, Department of Education, RAC, and Insurance Commission. WALGA, as part of the RYRS Working Group, has undertaken to develop and coordinate the delivery of a tailored educational and promotional campaign as a countermeasure for addressing road crash deaths and serious injury involving regional youth. The campaign will be trialed in the Wheatbelt regions, which experiences among the highest rates of fatalities and serious injuries per 100,000 population in Western Australia. A series of workshops were conducted in the Wheatbelt regions in May and June 2013. WALGA RoadWise and RYRS representatives met with regional stakeholders including community development and youth officers, educational institutions, local businesses and organisations, and Local Governments. Representatives at the workshops identified promotional activities to increase supervised driving hours and the uptake of safe vehicles among novice drivers, and methods of tailoring existing information and resources for the Wheatbelt regions. Suggestions were made for the uptake of grants, available later in 2013, for promotional activities. Regional Youth Road Safety

Project

In February 2012, the Road Safety Council established the Regional Youth Road Safety (RYRS) Working Group, chaired by Cr Steve Martin, the Local Government representative on the Road Safety Council. Also on the RYRS are representatives from the Office of Road Safety, WA Police, Department of Transport, Department of Education, RAC, and Insurance Commission. WALGA, as part of the RYRS Working Group, has undertaken to develop and coordinate the delivery of a tailored educational and promotional campaign as a countermeasure for addressing road crash deaths and serious injury involving regional youth. RoadWise staff update

Karen White Karen joined as the Regional Road Safety Officer for the Metro North. She comes to us with experience as a special needs educator. Karen is based in the West Perth office and can be contacted on 9213 2041. She is also available by email on [email protected] Rhonda Chapman Rhonda joins us from WALGA‘s Transport and Roads team, where she has been assisting them with their communications. The RoadWise team welcomes four new members:

The City of Albany has been undertaking a number of road safety audits on urban intersections around town. Representatives from The City, Main Roads WA and WALGA RoadWise joined consultant engineer Paul Robertson to undertake the audits. The team looked at many different aspects of the intersections including sight distances, travel speeds, crash history and interaction between different types of road users. Intersection design is a key part of minimizing opportunities for conflict and reducing the severity of crashes. The City of Albany will use the recommendations from the audits for improving future design processes.

Tanami Action Group

hits the road

The WALGA Road Safety Officer for Kimberley was invited on a week-long road trip with the Tanami Action Group to conduct community and stakeholder consultations in regards to sealing and upgrading the Tanami Road. The Tanami road is a potential direct link between the Kimberley region and the major centres of south eastern Australia via Alice Springs and the Red Centre. It took the Group a week to travel the 1045 kms between Halls Creek (WA) and Alice Springs (NT). During this time they stopped at a number of communities, pastoral stations and mine sites to discuss the state of the Tanami road and how this impacts business and life for those who live and work along the route. The Central Kimberley Chamber of Commerce created the Group less than a year ago to coordinate the consultations. Safety improvements on

local roads

RUN-OFF ROAD CRASHES IN REGIONAL AREAS

Some recent safe system improvements to local roads in the Shire of York were funded by the Federal Government‘s Roads to Recovery Program.

The intersection of York‘s Quellington Road and the State managed Northam-Cranbrook Road has been upgraded. On Quellington Road, the shoulders have been sealed to increase the overall road width at two sections. A holding line and central line marking assist traffic to position correctly when exiting Quellington Road.

Treatments such as shoulder sealing, installing audible edge lining and removing roadside hazards are important in reducing the risk of run-off road crashes in regional areas.

Driver Reviver

The Cranbrook and Plantagenet RoadWise Committees combined forces to set up a new Driver Reviver site at Tunney on the Albany Highway. Twenty vehicles stopped for some free refreshments, and motorists and passengers were invited to warm their hands on the fire and take a potentially lifesaving break from the road. Over the June long weekend, the Driver Reviver program helped combat fatigue-related crashes by offering motorists the opportunity to stop, revive and survive. Sites were run across the state including in Tunney, Waroona, Williams and Wanneroo. Thank you to all the volunteers who continue to devote their time and efforts.

Committee news

A new multi Local Government RoadWise Road Safety Working Group has been formed with representatives from MRWA Wheatbelt South, local police and the Shires of Brookton, Pingelly and Beverley (BPB). Local road safety issues were discussed at their inaugural meeting, including fatigue-related crashes in the combined shires. The BPB Road Safety Working Group put out a notice in the community to warn of the risks of driver fatigue and road accidents during the seeding season. The notice reminds drivers to look out for the signs of fatigue. The Group hopes that by working together they will be better able to address local road safety issues under the safe system framework.

The City of Wanneroo RoadWise Working Group welcomed Professor Murray Lampard, Independent Chairperson of the Road Safety Council, as a special guest in attendance at their meeting held on Tuesday 18 June. Professor Lampard praised the committee for their continued support of the RoadWise Program. One matter highlighted was the importance of working together to prevent death and serious injury on Western Australian roads. The group will continue their efforts in implementing activities that align with the Towards Zero road safety strategy 2008-2020. The group appreciated and thanked Professor Lampard for his attendance.

Fatality Free Friday

This year Fatality Free Friday was held on 31 May. Over 50,000 people nationwide made the ‗My Road Safety Pledge‘ and on the day five states, including Western Australia, achieved zero road deaths.

Fatality Free Friday is held on the last Friday of May every year and asks road users to make a promise that they will consciously exercise road safety and obey road rules with the aim of going one day without road fatality. Road users in the Pilbara region were invited to take part in pledging this year for ‗Fatality Free Friday‘.

SPEEDING BEHAVIOUR

Slow down ya clown in

Northam

Northam RoadWise Committee‘s annual road safety week this year addressed speeding behaviour with the slogan ―Slow Down Ya Clown‖. Their bumper sticker campaign was well received by the local community, and stickers can be seen on hundreds of cars in the Shire of Northam.

Reducing the risk from

unlicensed drivers

Austroads has released a new research report titled Developing Measures to Reduce Unlicensed Driving highlighting a range of countermeasures to reduce unlicensed driving in Australia. Unlicensed drivers pose a significant problem to road safety authorities. They are operating outside the parameters of the licensing system, which makes it difficult for authorities to monitor and manage driver behavior. According to the report, unlicensed drivers have higher than average crash rates – fatal crash data shows that between 10-20% of such crashes involve unlicensed drivers. Unlicensed drivers are also more likely to be responsible for the crashes they are involved in. The report outlines a range of recommended countermeasures to reduce the prevalence of unlicensed driving. These include: improvements in the detection of unlicensed

motorists through license checks and using new technology such as automatic number plate recognition

more effective sanctions for those who are detected, such as vehicle impoundment or immobilisation as an alternative to additional fines

encouraging the uptake of licenses for people who, for whatever reason, are outside licensing system

making it more difficult to drive without a license. This would involve employer checks on employees‘ license status and the introduction of electronic licenses which enable technology to link the motorist to the vehicle.

Slow Down and Enjoy the

Ride in Chittering, Westonia, Nungarin and Dalwallinu

The RoadWise ―Slow Down Enjoy the Ride‖ display continues its winding way through the Northern Wheatbelt, recently visiting Westonia Community Resource Centre and Nungarin Post Office. It is currently on display in Dalwallinu Community Resource Centre. The purpose of this travelling display is to reach members of regional communities who might not otherwise see this information. The Shire of Chittering has started its 11 month road safety campaign with events in the Shire and Northern Valleys region. There will be activities at local shows and expos, competitions, art projects and skipper program, plus the tastes of Chittering event on Saturday 7 September. The Shire of Chittering has demonstrated a commendable commitment to Towards Zero, WA‘s road safety strategy 2008-20, by undertaking these activities and educational programs.

The Denmark RoadWise Committee has been working on an ongoing project which aims to raise awareness among residents and visitors alike of the effects of speeding. The crash trailer (below) was displayed over the June long weekend to serve as a significant visual reminder of the potential consequences of speeding. In addition to this, a speed display trailer was placed in strategic locations around the town and local media was produced. The Denmark RoadWise Committee advocates for targeted speed limit reductions around the Shire and will continue to work on local road safety issues.

Slow Down and Enjoy the

Ride in Irwin

The Shire of Irwin RoadWise group is promoting safe speeds through their ―Slow Down and Enjoy the Ride‖ promotion raffle launched at the Dongara Men‘s Health Day lunch on Friday 14 June. The raffle will run until August. Participants are asked to revisit the simple law of physics: the faster you travel, the less time you have to react to emergencies or to stop. They are then asked what actions they will take to slow down and drive safely.

IMPAIRED DRIVING

Towards Zero for

potential employees

Job seekers from Port and South Hedland flocked to the ‗Get a Job Day‘ held in South Hedland on Thursday 13 June. The Pilbara Road Safety Officer, Ingrid England, paired up with the Remote Licensing team to educate and engage the potential employees in making the right choices when it comes to driving a vehicle. Three of the Towards Zero cornerstones – Safe Speeds, Safe Vehicles and Safe Road Use were promoted. The information distributed to the crowd had a focus on speeds, stopping distances, impaired driving, safer vehicles and key safety features.

RoadWise Committees

partner with WA Police to raise awareness

Wyndham The RoadWise Committee is working with the Kununurra and Wyndham police stations to raise awareness of the dangers of impaired driving. They are operating a ―Blow Zero and Win‖ competition organized to coincide with some of the big community events in both towns. These events include the Stars on the Bastion in Wyndham, Kununurra Agricultural Show, Kununurra Rodeo and major horse racing meets like the Kununurra Ladies Day on 24 August. Drivers who bolow 0.00 may be lucky enough to win a fuel, café or Target voucher.

Gosnells and Armadale On Fatality Free Friday 31 May, the Gosnells RoadWise Advisory Group and the Armadale RoadWise Advisory Committee worked with the WA Police on an impaired driving initiative. Committee members attended a roadside random breath-testing station to offer drivers who blew 0.00 the opportunity to speak to a RoadWise committee member. The drivers were thanked for their responsible driving and given the chance to enter a competition to win a $100 fuel voucher. They were also presented with a reminder to drive safely, in this case a lollipop with the message ―losing your licence sucks‖. Drivers who blew over 0.00 but under 0.05 were offered standard drink and drink driving information. Drivers and passengers response to committee members was resoundingly positive.

Volunteers targeting impaired driving in Gosnells and Armadale

The 2013 Mullewa Muster and Rodeo attracted approximately 3,000 keen attendees who braved the icy winds. The adverse weather conditions did not cool the enthusiasm of the many attendees who even camped out that weekend. It was a record attendance of this well organised event and the road safety theme was ‗Drink Driving—It‘s Never OK‘ as well as reminding people – ‗Who‘s the Skipper ?‘. The New Parents Program offered by Broome Circle, Broome‘s Community House will from Term 2 be enriched with a presentation on Child Car Restraints. The new parents will also have their restraints checked and refitted if necessary. With a limited number of accredited fitters in the Kimberley and with 34% of fatalities and serious injuries in the Kimberley resulting from the lack of an appropriate restraint, this is a step in the right direction to ensure the youngest members of the community are safe while they travel throughout the region.

Keys For Life

Fifteen Year 12 students at Northam Senior High School, parents and teachers attended a Keys For Life workshop on Thursday 20 June, presented by Rose Power of SDERA. Cliff Simpson and Jeff Harris of Northam RoadWise Committee also gave a presentation on Safe Vehicles. They talked about the first car the students might buy, the importance of considering safety ratings when buying a used car, and gave an explanation of Electronic stability Control. Students were also given a Safer Cars Safe Lives information bag.

Fleet safety workshop

Road crashes are a significant factor in work related deaths and injuries. Employers and employees have an important part to play. By adopting fleet safety policies and practices Local Governments can be proactive and demonstrate leadership in fleet safety initiatives.

A Fleet Safety Workshop was hosted by the City of Belmont on Tuesday 30 April. The program included an overview of the Seven Elements of Fleet Safety, guest speakers and an interactive session on the barriers and possible inroads regarding fleet safety. Feedback from the workshop was positive. Areas of interest identified by participants will be considered for future workshops.

Thanks to Colin Pumphrey from the City of Swan for his presentation on fleet safety development which was received particularly well by workshop attendees.

Northam RoadWise Committee‘s Road Safety Week campaign included organising free tyre, battery and mechanical checks at five Northam businesses between Monday 1 July and Friday 5 July. The committee is building strong links with local businesses in an effort to encourage the community to take more responsibility for the safety of their vehicles. Local police conducted a traffic stop during the week, assisted by two of Department of Transport‘s traffic wardens, to look at the roadworthiness of vehicles. Members of the RoadWise Committee were also able to talk to the drivers and distribute road safety materials. Wheatbelt Traffic Coordinator and Committee member Sergeant Tony Page said that "it is particularly disappointing that we are still seeing parents who do not restrain their children correctly in vehicles."

Child Car Restraint Fitting Information Service

1300 780 713 The WALGA RoadWise Program offers a free Child Car Restraint Fitting Information service operated by trained staff. The service is provided from 8.30am to 4.30pm Monday to Friday. This information service is open to and utilised by both Type 1 Fitters and members of the community who have queries about aspects of child car restraints.

What infrastructure projects are you working on that are due for completion by October 2013? The Local Government Road Safety Awards will be presented at the Transport and Roads Forum in March 2014. The awards seek to acknowledge outstanding achievements by Local Governments in contributing to the creation of a safe road transport system in WA.

Award categories are aligned to Towards Zero, road safety strategy 2008-2020 and are based on the safe system cornerstones.

Applications for a Community Road Safety Grant should be submitted by the first Friday of every month. The September 2013 round closes Friday 6 September 2013.

Revised Australian Standard for child restraints

in vehicles

Standards Australia has announced changes to the joint Australian and New Zealand Standard AS/NZS 1754:2013 Child restraint systems for use in motor vehicles.

The key changes which parents should be aware of are; Australian Standard now allows ISOFIX-

compatible lower attachment connectors in some types of child restraint, while retaining Australian requirements for top tether straps

New provisions for rear facing restraints to allow children to stay rearward facing for longer

Introduction of a new category of child restraint with an inbuilt harness suitable for children up to eight years of age. Previously an internal harness has only been available for children up to four years of age

Revision of test requirements and defining of restraints suitable for low birth weight infants

Introduction of restraints acceptable for aircraft use.

Type 1 Child Car Restraint Courses

The WALGA RoadWise Program runs Type 1 Child Car Restraint Fitters courses throughout WA and this is often facilitated with the valuable cooperation and support of Local Governments.

The Town of Cambridge hosted a Type 1 Child Car Restraint Fitters courses on the 4th April. The course provided participants with the knowledge and skills to competently check and fit child car restraints in vehicles. Participants are now part of a state wide network of qualified and approved Type 1 Fitters. Thanks to the Town of Cambridge for hosting the course and facilitating increased numbers of Type 1 Fitters who provide a valuable community service.

The City of Rockingham hosted a Type 1 Child car Restraint Fitters Course on the 29th May. There were 12 participants who travelled from as far as Geraldton. In completing the course and achieving accreditation participants are now able to offer checking and fitting services at various locations, including within the City of Rockingham area. Thanks go to the City of Rockingham for their support.
