In Ann and Jennifer’s opening remarks, they talked about the effort you folks put forward in 2011/12 to deliver the Expansion and Rehabilitation Programs. I am happy to provide some feedback related to effort in terms of expenditures and accomplishments. We will then look at projects to be delivered this year and related planned accomplishments. 1 – 2011/12 should not be compared to 2010/11 that had the largest…; 2011/12 is compared to previous years 2 – important to remember that 2012/13 was in deflation mode of up to 10%; with tender prices coming in lower, we had $ left on the table to deliver more work. Comparing to 2009/10 that had similar expenditures, we deliverd more work with the deflation mode./ ******** 2010-11 AGAIN LARGEST HIGHWAY CONSTRUCTION EXPENDITURES IN THE HISTORY OF WR Major Capital expenditures (Rehab/Expansion) for the last 5 years: 2005-06 - $133M 2006-07 - $216M 2007-08 – 175M 2008-09 -$229M 2009-10 $241M Hwy 401 – Woodstock to Cambridge Expansion Projects Phase 1 from Drumbo Road to Reg Road 97 (COMPLETED IN 2008) Phase 2 from west of Hwy 403 E’ly to East of Oxford Rd 2 (Completed in 2007) Phase 3 from East of Oxford Rd 2 E’ly to East of Drumbo Rd (to be completed in 2011) Anticipate another healthy program for 2011-12 but not expected to be so rich as 2010

Funding scenarios were developed that range from Outlook to Needs

Needs Funding represents over $300M of additional funding for WR over the next 5 years (2013-2017)

MTO continues to focus expenditures on our key assets – pavements and bridges Pavements have gained from that focus e.g. considering that we have just over 5000 lane km in our Region, 10% of the network was rehabilitated in 2011 and again in 2012. Pavements and Bridges: Over the years when MTO has resurfaced a section of highway, it has generally brought all items such as signing, lighting, turning lanes, etc. up to present day standards. The unfortunate side-effect of this was that insufficient funds were then available to address all of our pavement and bridge needs. These were deteriorating faster than we could address them. In January 2008, it was decided that for the immediate future we would focus on pavement and bridges in an attempt to get caught up. Rehabilitated: You will see a greater focus on bridges over the next 5 years. Pavements will see slightly less focus than the last 2 years.
