Part 1: Pathfinder and Communication

• Integrated data acquisition from NWS, CAIC, ITERIS, and MTC for forecasting weather events with

Pathfinder

• Unified and impact based messaging to media/public: what is event, where, when/timing, road impacts

• Centralized communication through Colorado Traffic Management Center (511, VMS, Social Media,

dispatching Colorado State Patrol or Maintenance)

• Develop performance metrics

The Plan for Road Weather Readiness

Part 2: Optimization of Patrols and Resources

• Map RWIS, VMS, crashes, known areas of ice, blowing snow, avalanches

• Using information management science, create snow plow patrol

optimization plan

• Coordinate routes and treatment strategies (staffing levels, pre-staging,

selection of activities, timing of activities, resource management for

equipment and materials)

• Coordinate operations and traffic management strategies (ramp

metering, temporary closures, traction/chain rule implementation, speed

management, signal operations)

Page 3: Road Weather Management in Colorado - Transportation.org · Road Weather Management in Colorado September 12, 2017 Ryan Rice, Director of TSM&O, Colorado DOT. ... Automated Text-to-Talk

Part 3: Optimize Internal Operations

• Use “machine learning” and/or artificial intelligence for planning, monitoring, predicting,

decision-making & managing weather and highway conditions - Pikalert

• Create Dashboard APP for Maintenance Patrols, TSMO, and Management

• Improve TIM and TMC operations

The Plan for Road Weather Readiness

Part 4: Innovate with New Technology Deployment-RoadX

• Install & adopt new technology for weather forecast and

anticipated highway conditions

• Focus on connected vehicle data, friction sensors, mobile

observations, & incorporate data into MDSS

Page 4: Road Weather Management in Colorado - Transportation.org · Road Weather Management in Colorado September 12, 2017 Ryan Rice, Director of TSM&O, Colorado DOT. ... Automated Text-to-Talk

What is Pathfinder?

Fully integrate CDOT’s weather forecast partners into the response to winter

with a final output of messaging to the public• FHWA wants a Weather Ready Nation

• Coordinated communication within CDOT: between Colorado Traffic Management

Center, Public Information Office, Traffic Incident Management, Office of Emergency

Management, and Region Maintenance staff

• Data sharing and collaborative messaging with data from NWS and MDSS for traveler

information.

• What is the weather?

• When will it occur?

• Where will the weather event occur

• Use existing data on roadway geometry, typical volumes, day of the week

• What is the impact to the transportation network?

• For the public: A unified message from CDOT, the NWS, and the media:

• “Heavy snow on Tuesday afternoon on Highway XY. Delays expected.”

Why implement a

new program?4

Impact Based: Road Weather

Information

Choices: mode, time, vehicle type, route,

speed.

Reduced trips during event

Improved ability/speed to

clear, treat & maintain roads

Improves safety & mobility;

Decreases costs of delay

Page 6: Road Weather Management in Colorado - Transportation.org · Road Weather Management in Colorado September 12, 2017 Ryan Rice, Director of TSM&O, Colorado DOT. ... Automated Text-to-Talk

At least 48 hours before a storm: Distribute a Powerpoint “slide deck” with

weather forecast and roadway condition forecast

Pre Storm Conference Call (future change to Pre/Event or Planning call for next

operational period)

Involves multiple stakeholders

Standard agenda

Determine level of storm: size, impact area, incident response needs

Review Operational Readiness:

o Materials

o Equipment

o Staffing

Develop public messaging for VMS boards, media

Based upon readiness, determine if Regions need support from CDOT Division

of Highway Maintenance

Align efforts with CDOT Office of Emergency Management Incident

Classification System

How was Pathfinder Implemented?

Using detection and cloud-based software that understands and can

report available parking spots to truckers, improving:

- Truckers wasted time and fuel

- Excess wear and tear on Colorado’s roadways

- Excess pollution

The first phase of this project will integrate six existing parking facilities

into the Smart Truck Parking System.

Page 27: Road Weather Management in Colorado - Transportation.org · Road Weather Management in Colorado September 12, 2017 Ryan Rice, Director of TSM&O, Colorado DOT. ... Automated Text-to-Talk

Colorado will be doing a significant software and traffic sensor upgrade

to the aging traffic

management and ramp metering systems on the highway. This hyper-

smart system will help to better manage the flow with vehicles, which

could have the result of effectively adding a new lane on I-25 at a

fraction of the cost.

The anticipated results are:

- More reliable trips and travel times

- Fewer crashes

- Reduction in stop-and-go traffic

- More efficient flow of traffic without expanding the roadway
