Background
2
• Rds in Border Areas were constructed by Army Engineers.
• Post independence, Def needs reqd greater road
infrastructure in border areas, on war footing.
• Border Road Development Board(BRDB) sanctioned on 14
Mar 1960 with status of Deptt of GoI,Min of Rds and
Communication. PM as Chairman and RM as Dy Chairman.
• Constr Capability augmented by creating Org built around
nucleus of Army Engineers with addl Civil Engrs from
CPWD/PWD.
• BRO, a mix of Army and Civ(General Reserve Engineer
Force(GREF)) created under DGBR as an Executive arm of
BRDB, by May 1960.

• Org under operational and administrative control of MoD.
FA (Def) as Fin Advisor. Budgeted under Min of Roads and
Communications (now MoRT&H).
• To formalise Civ Engrs component , Border Roads
Engineers Service(BRES) approved as Gp A service in
1977.
• While Army component carries its terms & conditions of
service, R&P Rules formulated for BRES (subset of GREF)
in 1977.

Recommendation
• Allow BRO to start work after grant of stage-I approval (AIP).
• Priority to Border Road Projects of Strategic Importance.
• Time frame for forest wild life and environmental clearances.
• Bridges having area less than 1 Ha and tree felling less than 50 numbers may
be incl in General Approval under Section 2.
• Requested for approval under Section (2) for forest land upto 5 Ha
for BRO as has been granted to 117 LWE affected Districts.
