Our OrganisationOur constitution was designed over a quarter of a centuryago, it is out of date and not fit for purpose; ourcommittee structure is unfathomable and secretive andthere is little real diversity at the top of our party.The Changes we needWe need clarity and openness in our decision making andlines of authority and we need to end the vested intereststhat exist in our national committees. Above all we needour committees to reflect our members and supporters.Five key changes to the partyWe need to:� Make joining the party easy and relevant;� Make complete the switch to one member one vote;� End the vested interest seats in our committees;� Make our committees accountable; and� Secure real diversity around the top table.

Diversity is not just about the colour of your skin, or yoursex, it is about your sexuality and your upbringing, yourbackground and your experience.Abuse must not be toleratedAbuse (mental or physical) must never again be tolerated in our party. I will stand firm againstanyone who attempts to use their position to abuse or bully others and ensure the FE does itsjob in empowering itself to challenge and stop such abuse. There are only two ways to endsuch abuse - retraining where it is possible and expulsion where it is not.Decisions must be openOnce a decision is taken it must be made clear to members and, where appropriate, the public.We must end the secret enclaves and need to know attitudes and make this party open to bothscrutiny and criticism. 1. Our party must improve as an organisation. With a ‘can do’ approach I havealready headed up the group which put forward the successful proposalsfor One Member One Vote and there is much more that FE needs to domore effectively. We have two challenging years ahead supporting ourCouncil Candidates as well as Parliamentary Candidates

2. To continue debating with our members what we do, and what we shouldbe doing; as I already do on Facebook and LibDem Voice

3. To continue working with other committees such as FCC to get the bestoutcome for the party

4. Not afraid of making tough decisions to focus on campaigns and supportto our candidates

5. Worked at all levels of the party (deliverer, conference steward, MP andmore!)

The next two years will bring many challenges with the General Election andKey Council elections. Changes to government in England, Scotland and Waleswill need to see us changing as a party too. I’m ready for those challenges.

I’m unarguably guilty on the first two counts…but ? I don’t think so! Although, of course,that’s for colleagues to decide. I’ve just bounced back from prostrate cancer and that takes lots

of energy. I’m currently on the FE, which again requires lots of energy. In between treatmentsI

produced the 25-recommendations FE report on Membership, served on the SAO Review Groupand, as we all did, suffered the May 22 agonies. In 2012, I set up the party’s only Regional Parliamentary Group (in the West Midlands). Ihand over to a bright young candidate at the end of this year. I also launched the

network which morphed into the Membership report. As a former PPC and Euro warrior, I’ve been a member of the PCA since the dark ages andreached the dizzy heights of chair (2002-05 and again in 2013), I’ve also served as treasurer,recruiting officer, vice-president and currently, secretary. I launched the PCA’s

(It goes into an eighth edition next year). In my region (West Midlands), I now chair the new Membership Care Group and double asnewsletter editor and…regional president. Outside the party, I was a BBC programme executive. I’m a founding fellow and trustee of theInstitute for Contemporary Scotland and won its Magnus Magnusson (2010) and Inveramsey(2012) medals I’m also president of the Young Programme! Oh and I’ve recently published my latest book It’s a whopping 450-page tome on Great Scots and I can tell you, that took a lot of energy. Stale? Please, help me prove my innocence on the third charge by re-electing me with yourfirst preference vote!

During that time I was responsible for the strategy motion overwhelmingly passed by the Conference which called for our ministers to demonstrate greater independence of thought and action on matters both inside and outside the coalition agreement by

• identifying which coalition polices derived from Lib Dem polices – which we have done • identifying which coalition policies derive from the Tories and which we would not support were it

not for the coalition - something which we have not done very well • identifying those polices suggested by the Tories which we have blocked – we are doing this but

started way too late I also argued that the decisions on the existence and content of any future coalition agreements should not be left to prospective ministers on the negotiating team and the leader to decide alone and then simply put as a take or leave it package to a special conference. I argued that there should be an oversight group comprised of those elected within the party’s democratic systems. I then worked successfully to achieve this. I did not stand for FE in 2012-2014 instead being elected to the Federal Conference Committee on a specific platform of avoiding a repeat of the denial of a conference vote on the disastrous Health and Social Care Act. This problem did not recur while I was on the FCC. My priorities for the FE >>> 1) The Federal executive is clearly not working very well, given the motion of censure at the last

conference and its withdrawal of some of its own motions. The FE needs to get a grip. 2) More transparency of its agenda & decision-making will assist, as any local councillor knows! 3) Internal party matters need to be handled better in terms of process at the outset 4) Ensuring that elected party committees are not by-passed in the event of any negotiations for

a future coalition or “confidence and supply” arrangements 5) I support one member, one vote for conference policy decision-making – because we have to make

our conference bigger. But we need to ensure the proposals for the election of party committees do not simply favour those who have “name recognition” among the membership (like me!) at the expense of those activists who work hard to serve the party at a local or national level.

At the election we need the public to know that we have no preference for the Conservatives if a coalition or “confidence and supply” arrangement is needed. Any post-election partnership working should be based purely on the arithmetic and on manifesto “overlap” or commonalities. Our manifesto should be derived totally independently of the views of our coalition partners.

Priori�es for the FE The FE remains the most effec�ve handbrake on the leadership as long as this coali�on lasts. Conference can be over-ruled, the FE can’t. As we enter the cri�cal last few months of this Parliament, your vote for the FE will decide how strong and principled our approach to the coali�on is. The Rennard saga has shown a worrying lack of due process in the party, par�cularly in exposing unsafe environments for women. I fully support Tim Farron’s work in trying to make this party the “gold standard” as an equal opportuni�es employer. But we s�ll have a long way to go. This is not something to brush under the carpet, it needs to be tackled head-on. As a Liberal and a feminist, I feel passionately about issues of sexual harassment and gender equality in the workplace. We need an exit plan from the coali�on. I don’t mean we need to exit the coali�on tomorrow; but nor should we imagine we’ll happily remain in bed with the Tories un�l polling day next year. If we don’t uncouple from the coali�on at a �me of our choosing, on an issue of our choosing, then it’s highly likely that the Tories will knife us in the back—in fact it’s almost certain to happen. We need to be ready for this. I will vigorously argue for the FE to develop a strategy for countering this.

REFORMING: After the General Election, conference should have the chance to vote on term limits, quotas and other reforms you suggest.

READY FOR 2015: We need to be ready to fight, with locally-focused, innovative campaigns. After the election, we need to be prepared to rebuild and renegotiate, and know where our redlines are.

QUICK TO REACT: wherever possible FE should talk to members ahead of big decisions, and publicise everything it does to keep members informed.

Your vote is important2015 is critical to our party’s future. The FE is key to co-ordinating thecampaigning, the financing and the strategy for the election and beyond.

I have campaigned for more democracy in the party with One Member OneVote for committee elections and all members entitled to be conferencedelegates. We have to trust our members as well as “Trust the People”.

I have the experience, both on the FE and as a councillor for 40 years, to helpmake the FE a success. And I led a flagship Lib Dem council for 18 years.

In 2015 we have to raise our game to fight for what we believe in. I want toplay my part as an FE member in making this happen.
