Introduction

The Robert S. McNamara Fellowships Program was established in 1982 to honor the former President of the WorldBank. The Program annually awards Fellowships to support innovative and imaginative post-graduate research in areas ofsocioeconomic development - specifically focusing on issues critical to improving the lives of the most vulnerable insociety. To date, 247 Fellowships have been awarded, spanning issues related to development economics, health andpopulation, education, environment, agricultural and infrastructure development, conflict resolution, the role of NGOs indevelopment, trade and tax reforms, poverty reduction, and institutional and regulatory reform.

The Program's funding comes from an investment income earned from an endowment fund set up by contributionsfrom the World Bank and the governments of Bangladesh, China, India, Kuwait, Nigeria, Pakistan, Peru, and formerYugoslavia.

Fellowships are open to applicants who are nationals of, and residents in, countries which are currently eligible toborrow from the World Bank (See Program website for eligible countries). The research must be carried out in a membercountry of the World Bank other than the applicant's own country, or country of residence at the time of application.

The Program provides support to young researchers working in academic and research institutions from eligiblecountries preparing a doctoral thesis. Research grants cover residence costs for a 5 to 10 month period in a renowneduniversity or research center. Fellows are expected to advance their research work mainly by using the facilities providedby the host institution, having access to essential resources such as reference books and research publications, databases,software, etc., attending seminars (and eventually courses), and more generally by interacting with peers.

Period of Fellowship: Fellowships are awarded for a period of five to ten months and must be completed between July2008 and June 2009.

Grants: Candidates are requested to submit a budget for their fellowship covering the following costs: travel; insuranceand living expenses; fees for courses and participation to seminars; and a books and software allowance. The grant amountto be awarded to each fellow will be decided by the Selection Committee.The maximum amount of the grant is US$25,000.

Fellow's Commitment: Fellows are expected to issue two progress reports, a research abstract during the fellowshipperiod and a final report containing the results of the research at the end of the fellowship period. The final reports arereviewed by World Bank staff.

Note: The final research product might be considered for publication by the World Bank.

Eligibility

Applicants must meet the following general criteria to be eligible for a fellowship award:

1. Be a national and resident of a World Bank member country which is currently eligible to borrow;2. Candidates should be under 45 years. Candidates born before January 1, 1964 will not be considered;3. Must have completed and been awarded at least a Master's degree, or equivalent, at the time of application;4. Be regularly registered in a development related doctoral program in their home or another country;5. Must have completed all coursework and exam requirements for their doctoral program;6. Be employed as full time lecturer or researcher by an academic or research institution in their home country;7. Be accepted as a visiting scholar by a university or research center in a country other than the applicant's home country or country of residence, for a period of five to ten months.

Application Procedures

All applications must be submitted with the required documentation on the correct application forms. Forms forthe 2008 cycle can be downloaded from the World Bank Scholarships program website (www.worldbank.org/scholarships).

To be considered for the 2008 cycle, all completed application forms must be received in Washington, DC, by March 31,2008. Late applications will not be considered. The awards will be announced in June 2008.

Important Research Guidelines

While preparing your proposal, be certain that what you propose can be completed in the fellowship periodand with a maximum research grant of US$25,000. The Program is looking to support well-focused, clearlythought out, targeted proposals that can be accomplished in the available time and budget.

1. Your proposal should provide a detailed description of the research work you intend to carry out and shouldinclude at least the following:

· a section describing the background, objectives, content and potential contribution of your doctoralresearch work;

· a section on the research work to be carried out in the host institution, including details on:

i) the background of your connection with the host institution;ii) the objectives and expected outcomes of your research work in the host institution, and how it will

fit in your overall doctoral research work;iii) a description of the activities planned for your research work including details on the research team

(s) you will work with, resources that will be made available for you, and seminars and coursesyou plan to attend;

iv) a detailed work plan for the activities planned during your fellowship period;v) a tentative schedule for your overall doctoral research work including the expected date of

completion;

· a section outlining the budget and detailing the cost of travel, insurance, living expenses, fees andother planned expenses; you should also mention any additional funding you expect to receive.

2. A special form with terms of reference outlining the responsibilities of the host institution and advisor,is included in the application form (Attachment B). Please forward this form and terms of reference along with acopy of your proposal to your host institution and designated advisor to be completed and signed.

3. This form can either be included in the application package or sent directly to us by the host institution before thedeadline of March 31, 2008.

Your application must be accompanied by a 3-4 page (single spaced) typewritten proposal outlining yourresearch activity.

D. Work Experience: Pages 5-7

In this section you should give detailed information on each full-time position held by you, listing your current ormost recent occupation first. Emphasis should be given to activities with particular relevance to your researchwork. Please include information on the nature of your organization. List part-time jobs and information on othersignificant professional activities on page 7.

E. Relevance of Proposed Research Activity: Page 8

Please provide a brief description of the objectives and potential contribution of your research activity. We wouldalso like you to specify the relevance of this research endeavor to your past professional experience and future careergoals.

F. References: Page 9

Please provide the names and addresses of three or more individuals who will provide us with reference letters. Oneof them should be your doctoral academic supervisor. Special forms for “Letters of Reference” are included in theapplication form. We strongly recommend that you enclose the sealed letters of reference along with your completedapplication package, to eliminate the possibility of late arrival. You have the option, however, of asking the refereesto send the forms directly to the Program Office, to arrive no later than the application deadline, March 31, 2008.

You should select referees who are competent to comment on:

a) your academic and professional strengths and achievements;b) the relevance of your proposal;c) your ability to successfully complete the activity you propose.

Letters must be dated within 3 months of their submission to the Program.

Our Program Office may not be able to answer your queries related to receipt of reference letters due to thelarge volume of mail that is processed during the fellowship cycle.
