Around 800, Western Europe when Charlemagne, or Charles the Great built an empire across France, Germany, and part of Italy.

Furthered the blending of German, Roman and Christian traditions.
Also set up a strong efficient government.

Charlemagne (Charles the Great)
After Charlemagne’s died in 814 his empire crumbled.
The power struggle which lasted almost 30 years came to an end when Charlemagne’s grandsons divided his empire into three regions.
A new wave of raiders overran Europe, plundering and looting.
Muslims, Magyars, and Vikings all attacked the fragmented territories held by Charlemagne’s heirs.
Kings and emperors proved to weak to maintain law and order.
