1] The information asked for vide your letter dated 22.05.2007 was immediately acted upon and being a third party information, the school was requested vide our letter dated 04.06.2007 for supply of information, and the copy of the same was endorsed to you. Sir,

Please refer to your letter dated 26.06.2007 seeking certain information about the countersignatures in respect of School Leaving Certificate (SLC) issued by R.E.D. Sr. Sec. School, Chhuchkwas, Teh. Jhajjar, Haryana. The xerox copy sent by you is not very legible, however, to the extent it could be read, it bears the signature of Section Officer (Exam). In this regard, we would like to inform you that the Board receives SLC in bulk number and practically it is not possible to keep detailed record of each and every SLC. This is particularly so, because the very purpose of countersignature of SLC in fact is restricted to the status of Affiliation of School.

As and when a SLC is received in the office for countersignatures, the Board verifies the status of the Affiliation of the school, and if the school is affiliated as per records, the same is countersigned by an Officer not below the rank of the Section Officer. The SLC is countersigned in this office only by the authorized signatory and is signed subject to the school having affiliation with the CBSE.

In the entire process, kindly note that the particulars recorded in the SLC are not verified by the Board and this fact is clearly mentioned on the body of SLC while affixing the stamp of countersignatures these days which reads that “ This school is affiliated to Central Board of Secondary Education, Delhi. However, particulars of this Certificate have to be verified by the admitting authority” In case a SLC appears to be not a genuine one, the individual so desiring may verify the authenticity of the SLC from the school concerned at his own end.

It is in the context, added for information that the R.E.D. Sr. Sec. School, Chhuchkwas, Teh. Jhajjar, Rohtak, Haryana is affiliated with the Board till 31.03.2009.

This is with reference to your application received in our office on 28.06.2007. The information asked by you vide your letter dated 26.06.07 is furnished point-wise as below :

Point No.1: As per the Affiliation Bye-Laws of the Board, the infrastructure facilities, i.e. Class rooms, Science Laboratory, Library, Computer Lab etc have been prescribed for schools affiliated with the Board. The Institution should have facilities commensurate with its requirement, the minimum floor space should at least be 1 sq meter per student. The number of students in the Class should not be very large and the optimum number in a Section of a Class is prescribed as 40.

Point No.2: The Affiliation Bye-Laws under heading “Quality of Education” prescribes that Schools must be quality driven and must strive for excellence in all aspect of its activities. The schools should have rooms for extra Curricular activities, either separate rooms for music, dance, art, crafts or one multipurpose hall for all these activities should be available. The academic related activities conducted by the school which adds value to the quality of education may be conducted by the school. Every school is governed by a School Management Committee which is empowered to evolve short term and long term programmes for the improvement of the school. It is, further, laid down in Affiliation Bye-Laws that Head of the School may arrange for any informal and non-class room teaching/special remedial teaching or organize and coordinate various Co-curricular activities through the House System or any such other effective ways as he may think fit.

Point No.3: An affiliated school is required to follow syllabi and courses as per scheme of studies prescribed by the Board. Further, details on Curriculum and Books etc. may please be obtained from the CBSE (Academic Branch), 2-Community Centre, Preet Vihar, Delhi-110092.

Point No.4: The fee charged should be commensurate with the facilities provided by the schools. Fees should normally be charged under heads prescribed by the Department of Education of the State/UT for schools of different categories. The school itself may be the examination centre, provided (a) it presents at least 30 candidates for Class X, if it is affiliated upto Secondary stage, (b) it presents at least 50 candidates for Class X and XII taken together, if it is affiliated upto +2 stage. (c) the school should complete two years of its affiliation to the Board.

Examination Centres shall be fixed in any school after considering the availability of appropriate facilities like sufficient number of rooms with ventilation, fan, light and furniture.

An Examination Centre shall be created subject to availability of bank/treasury facilities for the safe custody of question papers as per requirement of the Board.Except for single school cities, students shall have the examination centre other than their own school, as far as practicable.

The appointment of number of Observers and their visits to a particular centre are need based in order to ensure fair and smooth conduct of examinations.

The case of correction in Father’s Name was examined by the office in the light of supporting documents submitted by the School for desired correction, but, since the documents were not supporting the desired correction, the case was rejected by the Competent Authority. The correction in Candidate’s name was however allowed on the basis of the school record. The case was reexamined subsequently in the light of your representation which was routed through CBSE Hqrs, however, the position remains same. The communication from the Board with regard to the processing/disposal of the case has been sent on various occasions vide Letters dated 24.11.06, 22.10.06, 27.09.06, 24.07.06, 28.09.05, 19.05.05, 15.03.05 and 28.02.05. 2] The minimum qualifications for Heads and Teachers, exemptions from minimum qualifications etc. have been clearly laid down in our Affiliation Bye-Laws under Chapter-9 & 10 for necessary adherence by all the School irrespective of their locations.

3] The Board is an examination body and it confers affiliation status to schools only after essential conditions and formalities are met with by the school. The Board does not intervene in the routine day-to-day administrative matters of the school and precisely for the same very purpose, rules have been formulated. Since the piece of information asked for is not available, hence, can not be provided.
