Staffordshire County Council is presenting options to improve the road network to support the development of the former Royal Ordnance Factory (ROF) Featherstone as a business site.
ROF Featherstone Highways Consultation
Supporting business to invest, expand and create more and better paidjobs for local people is one of Staffordshire County Council’s top priorities.
We are doing this in a number of different ways, including investing in thedevelopment of key business sites for businesses to locate to.
Staffordshire County Council, as the highways authority, wants to invest in highway infrastructure to support the development of the former ROF Featherstone site on Cat and Kittens Lane.
Why this site?South Staffordshire Council has identified the ROF Featherstone site as one of its four Strategic Employment sites and believes that its location will provide real inward investment and supply chain opportunities.
The site has not been used for a number of years but is in a prime location to offer businesses a cost-effective base close to transport connections such as the M54 and M6.
The site has the potential to create up to 2,500 jobs.
Why changes to the highways infrastructure?The development of the site will mean that there is likely to be an increase in vehicle movements, including HGVs. The existing local highway network is likely to become congested if no improvements are made.
What are the options?A number of potential options were put together at the feasibility study stage. We would like your views before the final preferred option isidentified and a planning application is submitted (planned for autumn 2017).

Option 1Do Nothing
No amendments to the existing road network. All vehicles including HGVs would continue to use existing routes.
Option 2Do the minimum
Improvements to several existing junctions to increase road capacity. All vehicles including HGVs will continue to use the existing road network.
Option 3Construct a new connection from Brookhouse Lane to A460 Cannock Road
With a junction prioritising traffic on A460 Cannock Road. This would provide access to the development site and a direct connection onto A460 Cannock Road.
Option 4Construct a new road from Brookhouse Lane to the M54 junction 1 off-slip road.
This option has been assessed and does not meet Highways design standards.
Option 5Construct a new connection from New Road to East Road, including the upgrade of East Road
All vehicles including HGVs would access the ROF Featherstone site via: Cat and Kittens Lane, Brookhouse Lane, East Road and New Road.
Option 6Upgrade the existing underpass at Brinsford Lane with additional improvements to Brinsford Lane
Widen the bridge on Brinsford Lane, under the West Coast Main Line to allow HGV use, including improvements to Brinsford Lane and Cat and Kittens Lane. A new junction at Brinsford Lane/A449 Stafford Road would be built.
Option 7Construct a new road from Cat and Kittens Lane to A449 Stafford Road with a new bridge over the West Coast Main Line railway
A junction would be built on the A449 Stafford Road, allowing access to the ROF Featherstone site from all directions.
Option 8A new junction would be built on the A449 Stafford Road, allowing access to the ROF Featherstone site from all directions
A new connection from Cat and Kittens Lane to the A449 Stafford Road would provide access to the site. This would include the development of a new bridge over the West Coast Main Line. A new junction would be built on the A449 Stafford Road, allowing access to the ROF Featherstone site from all directions.
Option 9Construct a new road from Cat and Kittens Lane to A460 Cannock Road
Including a new roundabout linking Cat Kittens Lane to the new road.
