    *In Thailand, there are many concerned agencies for SMEs development. OSMEP is the only agency whose main responsibility on developing SMEs promotion plan and policy according to SMEs Promotion Act in the year of 2000 Recently, we developed the first five year SMEs promotion plan covering the year of 2002-2006 to be used as framework of integrated implementation for the concerned agencies.And now we are on the way of developing the new plan covering the year of 2007-2011.

    *When regards the mechanism from the ankle of implementing network, this slide shows that OSMEP is the focal agency reporting to the Board of SMEs Promotion which is chaired by the Prime Minister. OSMEP coordinates the 3 sub-networks. These tools come on 2 approaches, namely, financial tools and productivity plus competitiveness tools which comprise of programs like SMEs University, incubation centers and advisory services.For the productivity plus competitiveness tools, they will serve the objective of knowledge building which implements through trainings, consultancy, and mentorship that will facilitate the entrepreneurs to upgrade their capability in product and service development. At the same time, they will also gain technology literacy and innovative capability together with capability in professional management by these tools. Moreover, the support also takes place in terms of enhancing SMEs marketing ability, both the domestic and international markets. In addition to the productivity tools, financial tools are used as well. They are financial support in the format of favourable loans, venture capital fund, and capability building fund which emphasis on productivity and innovation.Incubation center is an essential tool to promote the competitiveness of the SMEs. It helps SMEs to really grow on knowledge and skill base and efficiently support SMEs to successfully access financial institutions, to succeed in marketing. The tool of incubation center is being actively promoted in Thailand. Up until now, there are many incubation centers for SMEs in 5 regions. The private sector participates in formulating curriculum, setting target groups, and guiding the incubating programs to make sure that the programs are meeting the real demand of the manufacturing sector.Consultancy program also contributes a lot to the SMEs as the program provides consultancy service and helps the SMEs in dealing with various kind of organizations. The SMEs are paid a visit by their advisors at their sites once a month. Advisors monitor their operation, give consulting service in every business dimension from production, to marketing, to management, to accounting and financing, etcetera.
