CAA matrix evaluation (on-going)
The evaluation has been conducted based on the input from 3 airports
for OPS and 6 airports for CS and has revealed the following:
In OPS all 3 airports declared deviations with
- AMC1 ADR.OPS.A.010 of Data quality requirements,
- AMC1 ADR.OPS.B.010(a)(2) and AMC4 ADR.OPS.B.010(a)(2) of Rescue and
firefighting services and
- AMC1 ADR.OPS.B.050 of Operations in adverse weather conditions
In average there are 9 deviations/airport
In CS
- 5 airports declared deviations with CS ADR-DSN.B.165 Objects on runway strips
and
- 4 airports declared deviations with CS ADR-DSN.B.175 Grading of runway strips,
CS ADR-DSN.B.190 Strength of runway strips, CS ADR-DSN.C.225 Clearing
and grading of runway end safety areas, CS ADR-DSN.C.230 Slopes on
runway end safety areas and CS ADR-DSN.N.780 Mandatory instruction signs

CAA Certification responsibilities (General)
The CAA will establish and notify the applicant of the certification
basis and will verify compliance with it and with all requirements
applicable to aerodromes and aerodrome operators prior to the issue
of a certificate (ADR.AR.C.020).
The certificate is considered to include the aerodrome’s certification
basis (which has been priorly notified), the aerodrome manual
(which is considered to be approved along with the issuance of the
certificate), and if relevant, any other operating conditions or
limitations prescribed by the CAA and any Deviation Acceptance and
Action Documents (DAAD) (which will be attached to the certificate)
(ADR.AR.C.035)

CAA – Part AR Activities in Transition
As required in R216 and Annex II – Authority Requirements the
CAA is upgrading it’s ADR personnel training and competency in
accordance with general RCAA procedure PI-RU-ICC, tailoring
specific requirements for ADR inspectors (on-going)
This will insure alignment with other aviation domains such as
ATM/ANS – where R1034/2011 requirements have been transposed in PIAC-
SSNA Part 2
Airworthiness – where R1321/2014 PART B requirements have been
transposed in Management Manual MM-SN
Air Operations – where R965/2012 PART ORO requirements have been
transposed in management manual MM-DOA
Aircrew – where R1178/2011, with subsequent amendments, requirements
have been transposed in management manual MM-SCPA

Aerodrome certification responsibilities
(General)
The application for a certificate shall be made in a form and manner
established in PIAC-AD-139 Part 1.
The aerodrome operator shall demonstrate and declare to the CAA
compliance with the notified certification basis, that the aerodrome, as
well as its obstacle limitation an protection surfaces and other areas
associated with the aerodrome, have no features or characteristics
making it unsafe for operation and that the flight procedures have
been approved (ADR.OR.B.025).

Flight procedures approval and
maintenance
The aerodrome operator has to demonstrate to the CAA that the flight
procedures have been approved.
Prior to February 2014 flight procedures were designed by the CAA.
Since February 2014 ROMATSA designes flight procedures and submits them for
approval to the CAA.
What happens to the procedures designed prior to February 2014 for which there is
no approval document?
The aerodrome operator has to ensure arrangements for maintenance
of the flight procedures.
As means of compliance for the aerodrome operators with the requirements for
maintaining flight procedures CAA is amending PIAC-AD-SCOBST (Surveillance
and Control of Obstacles on and in the vicinity of aerodromes), which, if complied
with, will aid in complying with R139 requirements.
