1 Executive Summary
1.1 Introduction and general background
Presco Plc., one of the subsidiaries of SIAT, is a public listed liability company established on 24th September 1991 under
the Nigerian Laws. The company is headquartered at Obaretin Estate in the Edo State of Nigeria. SIAT is an agro-industrial
group of companies specialized in plantation development and processing operations. SIAT’s operations in the agriculture
sector in Africa focus on oil palm and rubber. SIAT currently has four oil palm plantations and palm oil processing facilities
in three countries including GOPDC in Ghana, SIAT in Gabon, and Presco and SIAT Nigeria both located in Nigeria. SIAT is
a member of the Roundtable on Sustainable Palm Oil (RSPO) and therefore committed to achieving RSPO certification for
all of its oil palm operations.
Presco operates three estates: Obaretin estate in Edo State with a total area of 5,631 ha, Cowan estate in Delta State
with a total plantation area of 2,558 ha and the Ologbo Estate in Edo State which will cover at the end of the project a
total of around 13,000 ha including 4,100 ha of conservation. The Cowan and Obaretin Estates were existing plantations
that the company inherited whiles the Ologbo plantations were established by Presco in a former forest reserve land.
Presco has been operating in the Ologbo forest reserve since 2007 when it begun its first oil palm plantation after the
State Government de-reserved about 7,500 ha of the badly degraded parts of the forest which had previously undergone
state sanctioned Taungya system of farming.
Presco acquired additional land of the same de-reserved area of Ologbo forest from the State Government and private
owners for a total of around 6,300 ha. This lead to two major expansions in 2012 and 2015 (hereinafter called Ologbo
Extension I and Extension II) and a total of 13,827 ha covered by lease, certificate of occupancy and deed of assignment.
As a member of RSPO, Presco intends to ensure the development of the acquired concession meets the requirements of
the RSPO New Planting Procedure (NPP) and thus requested Proforest to undertake a HCV assessment prior to land
conversion in line with the RSPO Principle 7 and the NPP. Similarly Foremost Development Service was contracted by
Presco Plc. to conduct a social and environmental impacts assessment of the new acquisition.
This report presents a brief summary of the major findings and conclusions of the HCV and SEI assessments for the Ologbo
Extension II Concessions
1.2 Primary forests in the assessment area
There are no primary forests within the concession. The concessions consist of heavily degraded forestland largely as a
result of uncontrolled timber logging over the past two decades and was eventually de-reserved for agricultural activities,
mainly food crop farming by the local population. The current vegetation cover in the concession consists of pockets of
bush fallows on abandoned farm lands; unmanaged teak and Gmelina arborea saplings originally established as
plantations by the now-defunct Piedmont Plywood Nigeria Limited and by the Edo State forestry authorities under the
Taungya farming arrangement with local farmers; pockets of active farms; young regenerating natural vegetation
dominated by pioneer species. There are also areas being used illegally by nomadic herdsmen as cattle ranches, camps
and grazing; and few pockets of bamboo groves. The concession however, has a comparatively less degraded vegetation
in a swampy area along the banks of the Ossiomo River south of Plot 1 of the concession which has been set aside and is
being managed as a Conservation Area by Presco. This is part of a larger area of swamp set aside for conservation along
the southern and western borders of the former Ologbo Forest Reserve.
1.3 Areas of peat soils
There are no areas of peat soils in the assessment area.
1.4 Local people’s lands
There are no local people’s lands within the boundaries of the concession. The area under consideration is state land.
Although local communities have been allowed by the Edo State authorities to use parts of the concession for food crop
farming, the local people do not lay any claim to the land. During the community consultations that formed part of the
assessment, all the communities clearly admitted that the reserve land belonged to the State and they do not contest
the State allocating it to Presco. The communities only requested that Presco gives the farmers in the concession
sufficient notice and time to harvest their crops prior to commencement of operations and/or pay crop compensation
for perennial crops that may be affected by land conversion.

1.5 Assessment result
The social and environmental impact assessments were professionally carried out and therefore generally very
comprehensive and detailed. The resulting management plans include the findings of the various impact assessments
conducted by separate independent consultants including the environmental impact assessment, the high conservation
value assessment conducted by consultant accredited and approved by the RSPO to lead HCV assessments. Presco has
thus adhered strictly to the RSPO New Planting Procedures and has documented the assessments and plans according to
the RSPO templates issued in May 2011.

2.4 Location
The Presco Ologbo concession is located in the Ikpoba Okha Local Government Area of the Edo State of Nigeria. Edo
State is in South-central of Nigeria (as showed on the map below), bordered on the west by Ondo State, southeast by
Delta State and northeast by Kogi State. The concession is located in the former Ologbo Forest Reserve in a south-south-
west of Benin City, the State capital of the Edo State and to the west of the Benin-Sapele highway.
To the west across the Ogba River is Ekehuam Forest Reserve a degraded secondary forest, Owena River basin at the
eastern part of the concession, 5 km away from Obayator community. Ogbekpen community is at the northern side of
the concession bordered with the 768ha of the taungya farmland, approximately 16 km to the Obaretin Estate. The
southern part of the concession borders the gulf of Ogba and Ossiomo River about 6 km to Ikara community with a large
swamp forest boundary between Edo and Delta state.

2.5 Area of new plantings and time-plan for new plantings
In line with the RSPO New Planting Procedure Guidance, only the unplanted areas after 2010 is subject
to the new planting procedure. This consists 6,305ha of 50% of the total estate. 4,698 are already
planted and 1,607 ha are intended to be planted in 2016.
With this planting program, Presco expects to complete field planting by end of 2016. The company
intends to plant all areas of the concession with oil palm except the identified HCV management areas
and recommended buffer zone limits for water bodies.

• Ensure appropriate buffers are set aside along rivers and streams to ensure its
integrity and other aquatic life forms. The buffer reserves will serve as natural filters
