Dean’s Roundup (Thursday, 22 January 2015) Dear all, A belated Happy New Year to you all. December rounded up a wonderfully successful year for HKU Faculty of Architecture. I was delighted to receive notification from the Vice-President and Pro-Vice- Chancellor (Research) on 15 December 2014 that three members of the Faculty of Architecture had scooped highly competitive university awards: Roger Chan and Steve Rowlinson both being awarded an Outstanding Research Student Supervisor Award and John Lin taking an Outstanding Young Researcher Award. We are, I think, the most represented of all ten faculties in these awards. Congratulations also to Weifeng Li and co-authors for their Faculty Research Output Prize announced at the same time - awarded for a very smart and potentially seminal paper that estimates urban GDP on the basis of night light distribution measured from space. I want to start 2015 by reflecting on our achievements over the past year, so have listed awards, prizes and other accolades recorded in Dean’s Roundup during 2014. The Faculty continues to go from strength to strength. I look forward to working with you to make 2015 as successful. Demystifying construction project time-effort distribution curves: a BIM and non-BIM comparison. ASCE Journal of Management in Engineering. Forthcoming”.

Abstract: MacLeamy’s time-effort distribution curves are amongst the most oft-cited sources for researchers interested in mainstreaming Building Information Modeling (BIM) implementation in

    http://www.rss.hku.hk/honours-awards/internal-awards/orssa-winners

  • the architecture, engineering, and construction (AEC) industry. Succinctly, the curves offer a clever answer to the question: How can BIM benefit AEC processes? However, despite their significant theoretical and practical value, few little previous research has been conducted to elaborate the time-effort distribution curves of any real-life projects. This research aims to demystify the time-effort distribution curves through comparison of a representative BIM project and a non-BIM project. Applying a set of innovative approaches, the actual time-effort distribution curves of two public housing construction projects in Hong Kong are produced and analyzed in-depth. The curves vividly show that BIM implementation increases the effort spent at design stage – that is, throughout the architecture and engineering processes, – but the extra effort pays off at the building stage. Further, the curves are found to be a useful graphical analytic tool for other purposes, such as adjusting the fee structure amongst AEC processes and informing improved BIM adoption.

Abstract: This study examines why compact organizational space may matter for technological catch-up, through a comparison of China’s leading automotive groups. The comparative analysis demonstrates that the Shanghai Automotive Industry Corporation (SAIC) surpasses its two local rivals in terms of technological capabilities partly because the firm has managed its organizational space in close connection with intensive growth strategies at the group level. SAIC has greatly benefited from compact organizational space in building technological

  • capabilities, as it encourages the mobilization and integration of internal resources and promotes group-wide synergy for an effective internalization of acquired assets.

  • - The Dean has just published a study about the spatial housing market in Nanjing, led by his former PhD student Yang Xiao, now at Tongji: Xiao, Y., Webster, C., & Orford, S. (2014). Identifying house price effects of changes in urban street configuration: An empirical study in Nanjing, China. Urban Studies, 0042098014560500. http://usj.sagepub.com/content/early/2014/12/05/0042098014560500.abstract Abstract: We explore the proposition that the fast continuous changes in urban street network associated with urban growth and the attendant changes in accessibility are partial determinants of microlevel house price movement. To test this hypothesis we examine the dynamic relationship between urban configuration and house price in the short-run from 2005 to 2010, taking the case of the city of Nanjing, China. A spatial-network analysis method is employed to track changes in accessibility within the urban street layout over time. The results provide evidence that changes in urban configuration are statistically associated with housing market changes. As the city’s road grid changes through suburban expansion, new highways and internal adaptation, changes in relative accessibility follow, both locally and throughout the whole city. Generally, improved accessibility leads to higher property prices as expected. But we also find a negative relationship where new congestion hot spots are created and we identify several types of systemic spill-over effects.

Sun, Y. (2015), “Facilitating generation of local knowledge using a collaborative initiator: A NIMBY case in Guangzhou, China”, Habitat International, 46, pp. 130-137.

Abstract: This study claims that the synergic effects of collaborative governance and effective knowledge integration can solve the wicked policy issues. The function of collaborative initiators (CIs) is studied and defined. The mindset of leaders and entrepreneurs as CIs is generally different from that of public managers. Such mindset helps facilitate collaborative dynamics integrating otherwise distributed capacities and knowledge within policy networks. This study examines a case with reference to the site selection of a waste incineration power plant in Guangzhou, China. A unilateral process emerges among the residents of the district to accumulate the self-qualified knowledge before a general discussion was put forward. “Explicit knowledge” intensifies the hostile situation between the public and officials although such knowledge can be easily accessed through an Internet search. A general discussion reveals the potential for generating local knowledge conducive to abolishing the not-in-my-backyard mentality and prompting collaborative problem solving. District government officials are potential CIs whose roles remain in their infancy. This study finds that a collaborative initiator lacks entrepreneurship when faced with an influx of public opinions. The Chinese CIs vacillate between a rule-dominated manager and a policy entrepreneur with the evolution of China into a more diversified society.
