HLB Report for Land Use March and April HLB Meetings were cancelled… The April HLB project report has the following related to Girdwood…
• Girdwood Mountain Bike Association (GMBA) The GMBA has requested that they be able to build 3 small sections of trail on the south end, without
going to UDC. With the Girdwood Area Plan and the Girdwood Trails Visioning process currently
underway, they feel it would be better to have their overall plan be part of those efforts. • Girdwood South Townsite
HLB Staff is working with various interests in exploring the development requirements of HLB Parcel 6-
076. AFD has indicated that development as a clinic and/or childcare facility would not trigger secondary
access requirements as long as turnarounds are adequate. With utilities just across from the lot,
development may be feasible if road infrastructure is not limiting. The needed road improvements have
been estimated for an interested party at $500K.
Also • 2020 HLB Annual Work Program and 2020-2025 5-Year Management Plan
The Amended Plan was adopted by the Assembly in February.
Election:
• Mike Edgington was elected to another 3-year term in Seat D.
• No candidates filed for Seat E, so the seat will be filled by appointment. Individuals who are interested in appointment should send their resume and letter of interest to: [email protected] by MON April 27 at 5PM.
• Proposition 10, Bond package for construction of a new community building to house little Bears did not pass. GVSA staff will continue to work with Little Bears to determine the next steps. Construction bonds of this type are often not received well by voters, we’ll continue forward.
T21C9 and Housing Working Group No meetings of these subcommittees until Hunker Down in Place Order is lifted. Individuals are encouraged to continue working on projects independently. Imagine! Girdwood is continuing with meetings via teleconference. Next meeting is scheduled for April 22 from 6-8PM focusing on preparing the draft Vision-Goals-Policy document for community presentation later this year. Agenda and minutes are available at www.girdwoodareaplan.org GBOS is meeting on April 20 at 7PM and is limiting their agenda to time-sensitive topics. Within the MOA, Planning and Permitting are operating as usual.

Due to the current spread COVID-19 virus and the Mayor’s Hunker in Place order, Girdwood Trails Committee may be held virtually and telephonic indefinitely and only regarding critical items that must be addressed. As there are no critical items to be addressed, the GTC meeting scheduled for April 7 has been cancelled, below are updates on topics originally on this agenda: Old Business: 1. Hand Tram: update
Hand tram projects are on hold. Hand tram is unlikely to open in summer 2020. 2. Update on 2020 Trail projects, discuss summer 2020 work party dates
Staff is considering some trail projects for 2020 if able to do so within required safety standards. 3. Winter Grooming
Winter Grooming is on-going. Thank you GNSC and grooming volunteers! 4. Discuss GTC participation at the Alaska Trails’ 2020 Statewide Trails Conference
Trail Conference is going on-line. See Alaska Trails website for information. New Business: 5. Discuss GTC project for RTP Grant cycle in the fall and request resolution of support from GBOS.
On hold Updates and other business: 6. Trails Plan Subcommittee Update:
Trails Plan Subcommittee meetings are suspended due to COVID-19. Huddle AK will continue one-on-one interviews and provide report of those. Huddle AK will review the project scope and see if there are elements that can move forward. 7. Financial Report Grants Status report:

8. GBOS Review minutes on line at www.muni.org/gbos 9. Other Girdwood Trail Partners Updates: Kenai Mountains Turnagain Arm Heritage Area (KMTA): Trail Town workshop in Girdwood postponed. Thank you for your patience and care. The Alaska Trails Conference is moving to a virtual conference, with a subset of the original agenda offered over April 24th & 25th as Zoom webinars. KMTA will lead a brief overview and Q&A about Trail Towns on Friday, April 25th, 1-1:30 p.m. via the Alaska Trails Conference platform, not specific to Girdwood. Registration for the virtual conference is free, details will be posted on the Alaska Trails website. The KMTA Board meeting to review and select 2020 grants will take place (most likely via teleconference) on May 8th. Please contact Lia Slemons, [email protected], with any questions or comments.
