Vision/Mission • To promote and secure planned development of

notified area under Jammu Master Plan (JMP) and

improve quality of life by creating standard urban

infrastructure.

• To carry out developmental activities for

continuous improvement of living conditions and

environmental infrastructure in JMP Area in a

transparent and cost effective manner.

Objectives • To Prepare Master Plan and Zonal Plans to

promote and secure planned development of the

Local Area under Jammu Master Plan-2032.

• To prepare layout plans for each zone and show

approximate locations and extents of land uses

proposed in the zone for public buildings, public

works and utilities, roads, housing, recreation,

industry, business, markets, schools, hospitals and

public/private open spaces and other categories of

public and private uses.

• To generally do anything necessary or expedient

for purposes of development of Jammu Master

Plan Area and purposes incidental thereto.

• To ensure proper development of each zone and

every area thereof according to plan and

preventing buildings being erected haphazardly

and to specify standards of population density and

building density.

• To reserve not less than 10% of the gross land

area under each scheme/project developed by the

Authority or any private developer for the purpose

of providing housing accommodation to

economically weaker sections and low income

groups.

• To acquire, hold, manage and dispose of land and

other property, to carry out building, engineering

and other operations including conceiving and

development of economically viable non-

residential/ commercial infrastructure development projects.

the Authority and exercises powers of Chief

Engineer and Major Heads of the Departments

in respect of Financial, Administrative and

Section and handles all matters pertaining to

allotment of residential and commercial sites

and built up assets, shops and plots,

assessment of leases and shop rents. The

officer is also entrusted with the responsibility

The officer heads Town Planning Section of

the Authority and is responsible for

preparation and revision of the

Comprehensive Development Plan for Jammu

Urban Area, periodically, preparation of Layout

generally assists the Authority in its function

as the Planning Authority for Jammu. The

officer also monitors the change of land use in

the Local area.

by khilafwarzi wing which is responsible for

preventing encroachments, violation of

as Estates Officer to safe guard JDA’s property

also fixes rates of rent of Authority’s assets

and collects these.

The procedure followed in the decision-making process, including channels of

supervision and accountability.

All policy decisions are taken by the Board of Directors of JDA. Thereafter, these

decisions are implemented by the various wings of the Authority under the overall

supervision, guidance and control of the Vice Chairman, JDA.

Activity wise procedure and decision making process:-

Activity: Building Plan Approval

Application processing steps and decision making:-

1. Applicant submits the application to Vice Chairman, JDA seeking approval of

the Building Plan along with requisite aforementioned enclosures at Vikas

Bhawan, Rail Head Complex, Jammu - 180012.

2. Application marked by the Vice Chairman (VC), JDA goes to Sr. Town Planner

(STP), JDA on same or next working day.

3. STP, JDA sends the application on the date of receipt to Assistant Building

Officer (ABO) (Mr. Sushil Sharma) for preliminary examination of the case.

4. After preliminary examination of the Building Proposal and Revenue Papers,

the application is entered into the computer system and an on-line Submit

Number and date is given to file/case by the Town Planning section.

5. Case file is sent to Computer Section (Smt. Sudesh Sharma) for scanning and

uploading of documents and other details. The file is forwarded electronically

to following departments for providing their respective ‘NOC’ online to JDA:-

a) Assistant Commissioner Revenue (Jammu/Samba) – For NOC stating the

type of land and ownership verification.

b) Assistant Commissioner Nazool (Jammu) – For NOC stating that the land

in question is not ‘Nazool’ land.

c) Power Development Department (Inspection Division) – For NOC stating

that no HT/LT Power Transmission line is crossing over the said land.

d) PHE (Division I/II/Rural/Akhnoor/Samba) – For NOC stating that no PHE

infrastructure is passing through the said land.

e) UEED – For NOC stating that no UEED infrastructure is passing through

the said land.

f) Director Land Management, Jammu Development Authority – For NOC

stating that the land in question is not ‘JDA’ land.

6. At this stage, the case file is also referred electronically to the ABO (Mr. Sushil

Sharma) for site visit and furnishing of Inspection Report at Level-I.

7. NOCs from aforementioned departments are received online.

8. After receiving all NOCs and positive site report from Inspection Level-I,

Building Permission case is prepared and placed in Building Operations

Controlling Authority (BOCA) meeting.

9. If case is approved in BOCA, Inspection Level-II (ATP)/ Level-III (STP)/Level-

IV (VC) are cleared online on the same day of approval at step 8.

10. Fee challan is generated in the Computer Section and handed over to the

applicant for making payment.

11. Fee is paid by the applicant in J&K Bank, Rail Head Complex Branch and

payment challan is submitted back to JDA.

12. Final Sanction Order is generated in Computer Section and issued by the Sr.

Town Planner, JDA.

Note: - Total time for processing of Building Proposal is 60 days subject to NOCs

from departments mentioned at step 5 above.

Activity: Building completion/occupancy certificate

Application processing steps and decision making:-

1. Applicant submits an application to Vice Chairman, JDA along with requisite

aforementioned enclosures stating therein that construction has been raised

at site as per approved Building Plan (Third party certificate by professional

Architect/Structural Engineer is acceptable).

2. Site visit is conducted by the designated officer of JDA (Town Planning

Section) to ascertain that the construction is actually carried out as per the

approved Building Plan adhering to all the norms as specified in the Jammu

Master Plan – 2032.

3. In case of commercial buildings with more than 200 sft plinth area over G+1,

the work is also inspected by the Chief Fire Officer (CFO) and whose

certificate in this regard is also obtained.

4. Completion Certificate is issued by the JDA.

Activity: Transfer of Property

Application processing steps and decision making:-

Step 1: Application for permission to execute “Deed of Conveyance”

A plain paper application is filed before the Vice Chairman, JDA either by the

Transferor or Transferee mentioning therein details of the property to be transferred

along with relevant documents as per the checklist given below and seeking

permission for execution of ‘Deed of Conveyance’.

Step 2: Examination of the case

The case is examined in JDA (Allotment Section) and permission to execute “Deed of

Conveyance” is granted subject to fulfilment of following conditions:-

1. Removal of Land Use Violation, if any.

2. Payment of requisite fee on account of Outstanding Premium, Rent, Ground

rent, Interest on belated payments, Transfer Fees, Processing Charges, Cost

of Excess Land, if any.

Step 3:

The applicant executes the “Deed of Conveyance” in the competent Court on the

basis of permission granted at step 2 above and submits the registered document in

JDA. However, “Deed of Conveyance” is processed further only after compliance of

conditions mentioned at step 2(1) and 2(2).

Step 4:

Transfer Agreement is executed between the Lessor i.e. JDA and the new Lessee

and the same is handed over to the applicant for its registration in the competent

Court.

Step 5:

The new Lessee submits the registered Transfer Agreement in JDA for effecting

necessary entries in the records of JDA.
