Points are tallied for all actions rated where the member was present and voting or otherwise could have takenan action (such as sponsoring a bill or signing a letter). After points are totaled, they are divided by thepotential points a member could have earned by supporting the pro-growth position.

Six points are counted for a 100% in the Club for Growth’s RePork card, 4 points for a score between 90%and 99% and 2 points for scores between 80% and 89%. Four points are marked for sponsoring bills thatwould in total reduce federal spending, as measured by the NTU Foundation BillTally report. To account for allvotes that impact spending, taxes and significant regulations, 15 points are counted for an “A” grade in theNational Taxpayers Union rating of Congress, 10 points for a “B+” and 5 points for a “B”. Five points wereawarded for signing a letter to President Bush pledging to uphold a veto of a fiscally irresponsible spending bill.Representatives who failed to vote as pledged did not receive credit for signing the letter. Two points werecounted for sponsoring a bill to make the 2001 and 2003 tax cuts permanent. Finally, 10 points were counted ifthe member did not sponsor legislation that could lead to higher taxes on imports or other actions that couldharm trade.

Calculation:

Points are tallied for all actions rated where the member was present and voting or otherwise could havetaken an action (such as sponsoring a bill or signing a letter). After points are totaled, they are divided bythe potential points a member could have earned by supporting the pro-growth position.

To account forall votes that impact spending, taxes and significant regulations, 15 points are counted for an “A” grade in theNational Taxpayers Union rating of Congress, 10 points for a “B+” and 5 points for a “B”. Five points wereawarded for signing a letter to President Bush pledging to uphold a veto of a fiscally irresponsible spendingbill. Representatives who failed to vote as pledged did not receive credit for signing the letter. Two points werecounted for sponsoring a bill to make the 2001 and 2003 tax cuts permanent. Finally, 10 points were countedif the member did not sponsor legislation that could lead to higher taxes on imports or other actions thatcould harm trade.
