Franking Machine

PPT 2.5.2 Clause :11: of PO Guide part-I

• A customer may obtain licence for a franking machine from Divisional Supdt and purchase Franking Machine.• Amount of licence fee is Rs.375 for the period of five years.• Every licensee will be issued “Window Delivery Ticket” for Identification of licensee’s agent.

Conditions for the use of FM

• The customer has to pay advance money for the amount of postage required by him.• He franks postal articles in lieu of postage stamps.• Every franked article should bear Value Die, Licence Die and optional Slogan Die (for advertising his product.)• The machine have two meters-Ascending and descending (credit).

• Funds are secured through special device known as Postal Security Device (PSD) which is not open to repair. – It replaces mechanical seals on FM

• The amount for uploading the credit in FM may be deposited in any branch of SBI through net banking or any PO having e-payment facility.

• Frank impression shall be in blue color and will indicate • class of article, • PIN code, • authentication code, • date of frank, • mail item number, • licence identifier number, • frank value,• 2D bar code.

• 2D bar code will have important information encoded therein• Ascending and descending meter readings• Class of article• Number of items• PIN code number• Value of frank• Licence identifier number

• 2D bar code can be scanned to check the genuineness of the frank impression

• Facility for suspension/cancellation of licence will be available in FM

• Migration plan for phasing out the electronic FM• FM which are used for more than 5 years

will not be renewed• FM which are less than 5 years will be

allowed to continue till completion of a period of 5 years or up to 30 6 2013 whichever is earlier.
