Federal Transit Administration (FTA) Funding Program Description

5311 Rural Transit Program • The Multimodal Planning Division (MPD) of the Arizona Department
of Transportation (ADOT) administers the Federal Transit Administration (FTA) Formula Grants for Rural Areas Program commonly known as the Section 5311 Program or as the Rural Public Transit Program.
• The Section 5311 Program provides funding to support the administrative, operating, intercity operating and capital, capital and planning costs of operating public transit services in rural areas.
• Funds may be used only to support public transit service in Non-Urbanized Areas, (<50,000 in population), as per census designations
• Grants are available on a competitive basis to address the mobility needs of the general public

Intercity 5311(f) • Support the connection between non-urbanized areas and
the larger regional or national system of intercity bus service.
• FTA Requires 15% of 5311 apportionment to be dedicated to intercity (approx. $1.88M/yr)
• Must begin and/or end in urban areas and must demonstrate significant ridership and benefits for rural residents
• ADOT coordinates with Greyhound to provide in-kind match
to systems with an intercity connection – This in-kind match reduces local match requirement for a transit
system

The Bullhead Area Transit System
A Little about Transit
• Bullhead Area Transit is a division of the City of Bullhead City
• We have been operating since 2000.
• We currently operate (4) fixed routes (Red, Orange, Blue, Green) and (2) demand response services (medically qualified ADA complementary paratransit and senior demand response)
We maintain (72) bus
stops for our four fixed route bus
lines

How we do what we do
Bullhead Area Transit System is a shared ride public transit service operating within Bullhead City, Arizona. Funding for the program is primarily covered, around 70% of total program costs, by federal grant programs. The remaining portion is made up of advertising, sponsorships, in-kind services, and City general fund dollars. Transit is an integral part of public infrastructure and plays a key role in the continued growth and development of our community.
Some fun Transit facts
• In 2017 we: – Drove 287,658 miles – Operated 303 service days – Operated 17,990 service hours - Had 178,497 passenger rides - The highest ridership day ever was October 30th,
2015 with 1,146 rides
Recent Success
• In January 2018, the first major set of route changes in nearly a decade were implemented to enhance service provided.
• In October 2018, additional minor adjustments were made as a follow up to the route changes, including increased Saturday service.
• Recipient of the 2018 Outstanding Rural Transit of the Year by the Arizona Transit Association.
Future Planning/Vision
• Will be looking to apply for planning funds for a long/short range transit plan for future program guidance, specifically addressing eventual program change to a 5307 program from a 5311
• Currently in the middle of a planning study for a site selection and environmental study for a potential purpose built transit facility in Bullhead City.
• Continue to develop the program, keeping with current trends and policies while continuing to meet the needs of the Bullhead City community.
