THIS PROJECT is about the ‘in between’ of urban and rural at the edge of today’s metropolitan areas. By looking at the city of Nova Iguaçu on the outskirts of Rio de Janeiro, it researches on ways to deal with the sub-urban reality of Brazil.

THE URBAN no longer can be defined as a city’s limited space since it’s scale and characteristics change towards a new form of metropolitan field.

THE RURAL areas around cities, once spaces of agricultural production, nowadays become more and more part of the growing interface between built environment and nature.

THE SUB-URBAN today is the real face of the city.As a condition ‘in between’ it is the ‘built process’ of urbanisation, a generic place.

Today at least 30% of Brazil territory is agricultural space and the number remains as new forms of rural areas are being developed. Expectations that these areas will disappear through forms of occupation until 2030 proved wrong, but with the radical consequences of agricultural mass production, the structure of the non-urban is about to change drastically.

Rural areas subject to change towards sub-urban structures are challenged to transform in political, economical and cultural terms. Strategies have to be developed foragricultural communities and organizations to reconfigure and create new forms of territorial use.

Informações colhidas no próprio INCRA comprovam que a grande maioria dos assentados no Rio de Janeiro é de origem urbana e a pluriatividade tem significativa presença nos assentamentos do estado, ou seja, a maioria combina atividades urbanas e rurais. Outro aspecto importante destacado por Alentejano (1997) é a concentração dos assentamentos, principalmente aqueles sob responsabilidade do ITERJ, na Região Metropolitana e em seu entorno, dado o maior grau de improdutividade das terras aí localizadas e o grande número de conflitos pela posse da terra nesta área.

Além de o rural existir, com muitas características vitais, há de se registrar que os pequenos e médios centros urbanos têm em sua atividade econômica, político e cultural uma forte marca rural, além disso, nas periferias dos centros urbanos, seja qual for o seu tamanho, o mundo rural se estabelece de uma forma que é impossível se distinguir o que é rural e o que é urbano.

Dentro desta perspectiva, nos deparamos com a necessidade de qualificarmos os princípios e as estratégias, segundo os quais as comunidades rurais e as organizações que com elas atuam, possam se reconfigurar e criar novas relações de uso do território, na busca pela sua emancipação política, social, econômica e cultural.
