Long term operation (LTO) strategy1. “RF Nuclear power development program for the

period 2007-2010 and for the period up to 2015”,approved by Government act № 605, 06.10.20062006 year became very important in development of nuclearenergy in Russia . The President of RF decreed a task of accelerating development of nuclear industry in hisspeech to Federal Meeting of RF.

2. «Strategy of Development of Nuclear Power Industry in the 1st Half of XXI Century».

This document envisages provisions for :– Extension of operational life of NPPs in operation .– Adding new capacity by completion of units under

construction and building new units.

Contents of the Federal Norms and Rules“The main Requirements for Extension of the Operational Life of NPP Unit” (NP-017-2000)

• General provisions.• Criteria of the possibility of the NPP unit operation during additional operational lifetime.

Decision on PLEX or decommissioning shall be made 5years before the design operational life is expired.

Technical and economic factors for definition of duration of NPP unit operating lifetime above design operating lifetime

• Possibility of ensuring and maintenance of safety during NPP unit operation.• Presence of necessary residual life of non-recoverable NPP unit equipment.• Possibility of provisional storage of additional amount of spent nuclear fuel or its removal from the NPP site. • Possibility of safety ensuring during management with radioactive wastes formed during additional operational term.• Possibility of NPP unit safety assurance during its decommissioning.

Necessary arrangements for PLEX• To fulfill comprehensive examination.

• To develop a program of NPP unit preparation for extension of its operational life.

• To carry out preparation of NPP unit for extension of its operational life including justification of safety and residual life of the components, replacement of overage equipment and modernization and reconstruction of NPP unit if necessary.

• To carry out necessary tests.

Criteria of the possibility of the NPP unit operation during additional operating lifetime

• Operation of NPP Unit is possible if necessary measures aimed at bringing it in compliance with the requirements of the valid regulatory documents are implemented.

• Technical condition of NPP Unit should meet the requirements of the relevant technical documentation.

• Within the period of additional operational time the activities on safety improvement should continue.• Residual Lifetime of non-replaceable safety-related equipment must be justified and sufficient for extended

operational time.• Management of reliability of equipment, buildings and structures must be implemented (Aging Management Program

must be elaborated and executed).• Efficiency of methods and measures for safety-related equipment, buildings and structures should be sufficient for detection and prevention of initialing events.

During comprehensive examination it is necessary to define

• Components important for safety with expired operational lifetime that are to be replaced.

• Components important for safety with expired operational lifetime, but having possibility of its extension at the expenseof periodical maintenance and repair.

• Components important for safety which have residual lifetime and their operation may be extended for a definite period of time.

• Non-recoverable (irreplaceable) components and preliminary assessment of their residual lifetime.

• Possibility of storage of spent nuclear fuel and radioactive wastes formed during additional operational lifetime.

• Possibility of safe radwaste management.

Two main stages of NPP unitpreparation for its operational life extension

1. The first stage:• (a) comprehensive examination of the unit;• (b) estimation of technical possibility of the operational life

extension for unit components or their replacement;• (c) safety assessment of the NPP unit;• (d) preparation of investment project. 2. The second stage:• (a) justification of operational life extension for

non-recoverable and irreplaceable elements;• (b) implementation of complex program for unit modernization;• (c) justification of NPP unit safety during additional operational

lifetime (In-depth Safety Assessment of the NPP unit);• (d) receiving of Rostechnadzor license for operation during

additional operational lifetime.

In-depth safety assessment (DSAR)• The second stage is finished with implementation of a more

profound NPP unit safety analysis and development of the report on in-depth safety assessment (DSAR).

• DSAR is developed in accordance with recommendations from Rostechnadzor (RB-001-05) taking into account all the modifications implemented at the unit. DSAR consists of the summary book and four appendices.

• Four appendices are developed to the summary:• Appendix 1 “Materials on technical safety justification (TSJ)”;• Appendix 2 “Materials on additional safety justification”;• Appendix 3 “Probabilistic safety analysis”;• Appendix 4 “Analysis of beyond design basis accidents”.

Conclusions• Full set of regulatory documents on operation life extension of different types NPP units was developed In Russian Federation. • There’re activities on modernization of regulatory documents of different levels in accordance:- with scientific and engineering achievements in thefield of nuclear energy use;- with process of harmonization of regulatory RFand IAEA documents.

• Practical experience in PLEX is available( 11 units are operated beyond design life).

• Wide Russian experience in the field of development of regulatory documents for PLEX may be used in international cooperation.
