STEPS FOR BECOMING A HANDS OF CHRIST CONGREGATION

1. Secure the blessing of the pastor to proceed with initiating the process.

2. Secure the blessing of the session to proceed with initiating the process.

3. Appoint a congregational liaison who will shepherd the process and become the liaison to the Hands of Christ Steering Committee and will work with the congregation’s mission committee/team.

4. Enter into dialogue with the Hands of Christ Executive Director.

5. Answer the Strategic Planning questions.

6. Visit a distribution and take other members of your congregation with you. This is required to become a distribution site.

7. Once a decision has been made to join secure formal approval by the session. This will include two commitments to support Hands of Christ:

a. financially (any one or more of the following: line item in budget, special offering, fund raising event)

b. with volunteers at distributions

1. To become a distribution site, in addition to the above steps. This is typically a year-long or more process.

2. Request a site visit from the Executive Director and Director of Operations

3. Secure a congregational Hands of Christ leadership team, one of whom has completed a certified child protection course.

4. Secure approval from your session. Your session must have an approved sexual harassment and child protection plan in place as required by the Book of Order (G-3.0106).

5. Dialogue with near-by PC(USA) congregations to see if they can partner with your congregation.

6. Secure approval from the Hands of Christ.

STRATEGIC PLANNING

The following questions should be answered annually by each congregational Hands of Christ committee as well as by the Board of Directors.

1. What are the one and five-year goals for you participation in Hands of Christ?

2. What resources are in place to meet these goals? What additional resources are needed?

3. What obstacles/barriers may be faced now, one year from now, and five years from now?

4. What can be done to minimize or overcome the obstacles/barriers? What is the financial impact of each of these?

5. What other information or resources will assist with further planning?

6. What succession plan is in place?

CHILD PROTECTIONIn order to protect the dignity and provide safety to the children we serve and to protect the reputation of our host congregations as well as that of the Hands of Christ it is imperative that strict child protection rules be followed.

During the volunteer orientation that occurs each distribution day these rules will be reviewed and a time for questions will be offered.

1. Interact with children in a friendly and loving manner, always wearing a smile.

2. All touching should be as innocuous as possible. A light touch on the shoulder or back is appropriate as are “high fives” and fist bugs. Any hugging should be initiated by the child and should avoid any sensuous nature.

3. At no time should a volunteer be alone, one-on-one, with a child. Always be in view of at least one other adult. The only adult allowed with a child in a changing room is the parent or guardian of the child.

4. At least one volunteer from the host church’s leadership team must have completed a child protection program (Boy Scouts, Girl Scouts, Darkness to Light, Guide One, etc.).

HOST CHURCH RESPONSIBILITIES

FINANCESSince our inception in 2002 we have been generously supported in our efforts by congregations, by individuals, and by some grant support. Originally we thought we could serve 200 children that first year. With the help of a Presbyterian Women’s Thank Offering grant we were able to serve 1006 children. Throughout it has been “loaves and fish” operation. We seem to always have enough resources to meet our needs each year with enough left over for a good start on the subsequent year.

Congregations are encouraged to support financially the Hands of Christ organization. If you are a distribution site the financial support becomes a two-way street as in Acts 4 as money contributed to the common pool is used to purchase goods for use at all sites. Congregations acting as distribution sites are free to do their own purchasing within their mission budget but are required to contribute to the organization’s budget.

There are a number of ways of contributing by a congregation:1) line item budget2) special offering3) fund raising events

Whatever your congregation can contribute will be much appreciated. Some distribution sites are totally financially supported by the host congregation in terms of purchasing clothing and supplies and yet they still contribute generously to the common pot as most distribution sites cannot provide such support.

Fund raising ideas have included concerts and/or dinners. Creativity is encouraged (e.g. auction, yard sale, golf tournament, etc.). Be sure to invite all the other Hands of Christ congregations so that they can share in the fun and fellowship.

Be on the lookout for grant opportunities and communicate these to the Executive Director. Some grants may be specific to your location and the Executive Director can help you with information needed for submitting these applications. Others grants may best be sought via application from the Hands of Christ umbrella organization. So that we do not be at cross purposes and submit duplicate requests to the same agency please be in close communication with the Executive Director.

Many individuals wish to contribute in-kind goods (supplies or clothes). This is often done by holding specific collections days: Khaki Sunday, Sock Drop Sunday, and/or Undie Sunday. Socks and underwear must be new. Gently used shirts and bottoms (pants, shorts, skorts, etc.) clothing of all types as long as it is school appropriate is accepted. Non-uniform clothing is used at several sites.

Hands of Christ is a stand-alone 501(c) (3) and is a registered charity with the South Carolina Secretary of State. Checks should be made out to “Hands of Christ” and mailed to

or checks may be left in the Hands of Christ mailbox at Westminster Presbyterian Church. Do not send checks via the presbytery office.

Several congregations who offer alternative gift giving at Christmas include Hands of Christ as one of their options.

IN-KIND DONATIONS

Your congregation may want to collect in-kind donations. Below is the supply list.

If supplies and clothing are to be kept at the distribution site and not transferred to the central inventory please notify the Director of Operations no later than the Monday prior to your distribution.

New khakis that you receive as donations will be used at our uniform distribution sites. Girts gently-used clothing of any style (pants, shorts, skirts, shorts, etc.) will be used at non-uniform sites. Such clothing must be appropriate for wear by children at school.

New underwear and socks will be used at all sites.

TIMELINE- DAY OF EVENT

For a 5 PM distribution the following is a suggested timeline. Please adjust accordingly for different start times.

VOLUNTEERSIdentify a congregational volunteer coordinator. You may wish to utilize email or tools like SignUpGenius for tracking volunteers.

Make use of your church youth group or affiliated scouting unit.

Off-loading of the trailer on Day One of your distribution requires ~12 able bodied volunteers. The Director of Operations will let you know what time to expect the trailer to arrive.

The following volunteers are needed. (These will vary based on the number of children served as well as the design of the physical plant/campus)

1 Site director- the “Go To” person to work with the Director of Operations

2 Parking lot greeters/attendants

2 Outside line greeters (as needed if long lines develop outside)

2-4 Registration helpers

1 Sanctuary supervisor

2-4 Sanctuary helpers

Please be in contact with the Hands of Christ Volunteer Coordinator if you need volunteer support from other congregations.

It is strongly encouraged that you also secure volunteers with musical talent to perform in the sanctuary and others to do crafts.

REGISTRATION GUIDLELINES 1. Depending on the registration site and the weather arrive ~60 minutes prior to distribution start time. A member of the Operations Team will be assigned to supervise. 2. Greet each family with a smile and “Hello, (Buenos Dias) and welcome to the Hands of Christ” or

a something similar.

3. We do *not* ask to see any form of ID.

4. Each child must be present (with parent or guardian) to receive supplies and/or clothes. 5. If any of the children in a family are special needs please notify the sanctuary supervisor so that

the family may be expedited through the shopping process.

6. Write each child's name neatly and in large letters on name tag along with other requested information.

7. As needed explain to the parent that each child depending on sizes available will receive the

following:2 new pairs of socks 2 new underwear 1 bag of school supplies 2 shirts 2 bottoms (pants,

shorts, skirts, shorts, etc.)

8. For concerns consult the Operations Team registration leader. As needed, the Congregational Site Director, Director of Operations, and/or the Executive Director may be asked resolve disputes.

SHOPPING BUDDIESThe most important job of all is serving as a shopping buddy for your child.

Each child is assigned a shopping buddy to guide them through the experience.

Give your total attention to your new friend (avoid cellphones and visiting with other volunteers).

Wear your best smile at all times.

Greet them with a hearty hello and a warm hand shake.

Learn your new friend’s name so you can introduce him/her at each section.

Only one shopper is to accompany a child unless the person assigning shoppers specifically directs otherwise.

Once the child has gathered all of her/his clothes take them to the waiting area and stay with them until all family members are gathered together to go get school supplies.

Upon parting, thank them for coming, say that you enjoyed making a new friend, wish them a good school year, and saying “God bless you” or “Jesus loves you and so do I” is certainly appropriate. Shake their hand good-bye. Little ones may want to give you a hug or a high five or fist bump.

Do not eat any food in front of the children.

Obey child protection rules: do not enter dressing areas with children, always stay in public view with the child, avoid inappropriate touching.

Take breaks as needed. We estimate that you will spend 15-20 minutes with each child.

If possible, please stay until the end of the event to help with the pack-up and load out of inventory and for the fellowship meal following the loading of the trailer.

CHECK-OUT PROCEDUREMake sure that you are wearing your best smile.

Ask each child if they received

A bag of school supplies

A Bible or Bible Story Book (one per family)

Do *not* inspect the contents of their bag.

Thank them for coming.

Wish them a good school year. It is appropriate to say “God bless you.”

PUBLICITY

Each distribution site is responsible for publicizing their distribution in their local vicinity.

This is done by working closely with near-by schools, establishing relationships with the principal, guidance counselor, school nurse, and parent coordinator. Ask about the availability of the school’s phone tree to send announcements one week and also one day prior to the distribution at your site.

Contact your city and/or county agencies with access to housing organizations.

Contact your local newspapers and TV and radio stations.

Make use of your congregations’ newsletter, website, and social media.

Reach out to other congregations (PC(USA) or not) who may wish to assist with the distribution

Distribute posters to nearby schools, churches, retail merchants, grocery stores, beauty parlors/barber shops, apartment complexes, and social service offices.

Consult the marketing information for the official logos to be used.

BLESSING OF THE HANDS

The Service of the Blessing of the Hands is an adaptation of a service that was originated by the Williamsburg Presbyterian Church in Kingstree, and they have graciously shared it with the other member churches of the Hands of Christ. It is meant to be a time of coming together of the volunteers, allowing us to center on the One who has called us, the children and families who we will serve, and the sharing of Christ’s love with one and all during the coming hours that we will be together.

It is meant to be a service of reverence allowing us to focus on the tasks before us. Please remain in place until after the Dismissal.

Each distribution site is to provide 2 basins, 2 pctchers, and hand towels. It is appropriate to ask your pastor to lead this service of worship.

HANDS OF CHRIST ORGANIZATION CHART

Acknowledging that Jesus Christ is the Head of the Church (F-1.0201), he is also the Head of this organization. We, however, must have an organizational structure.

The Board of Directors is the governance body of the Hands of Christ.

The Executive Team is composed of the Board Chair, the Executive Director, and the Director of Operations and operates within policies set by the Board of Directors. One of the members of the Executive Team must approve all expenditures for reimbursement. Congregational expenses must follow congregational procurement rules.

The Steering Committee is composed of the respective congregational liaisons and is chaired by the Executive Director. It serves as the major coordinating and communications unit of the organization and is meant to facilitate two way communication between the organization and each respective congregation.

The Financial Secretary keeps the books for the organization, collecting receipts and invoices, and makes distributions as authorized by the Executive Team.

The Operations Team provides for management of all supplies and clothing inventory.

EXECUTIVE DIRECTOR POSITION DESCRIPTIONThe Executive Director is the Chief Executive Officer of the Hands of Christ, reports to the Board of Directors, and serves at the pleasure of the Board.

Qualifications

1. Be an active member of a Presbyterian Church (U.S.A.) congregation or presbytery

2. Have a bachelor’s degree in business administration or a related field and at least three years of experience or a bachelor’s degree and at least six years of related experience in organizational leadership

3. Maintain a child protection certification with renewal at least every two years

Responsibilities:

1. Serve as the primary resource person for the Board of Directors and committee meetings including communications.

2. Chair the steering committee and provide for communications to that committee

3. Plan and implement the annual budget as approved by the Board of Directors.

4. Administer policies and procedures as set by the Board of Directors

5. Work in a positive and coherent manner with the Board of Directors, its officers and committees, the operations manager, and the financial secretary

6. Attend meetings of the Board of Directors and communicate to the board on a regular basis on the health of the organization and its financial standing

7. Serve as primary spokesperson of the Hands of Christ to the organization’s constituents, the media, and the general public.

8. Establish and maintain relationships with various organizations throughout the geographic area served and develop those relationships to enhance the mission of the Hands of Christ

9. Implement the organization’s strategic and succession plans as approved by the Board of Directors

10. Oversee marketing and other communications efforts including social media

11.  Review and approve contracts for services and grant applications.

12. Supervise the work of eth Financial Secretary.

13. Produce an Annual report for approval by the Board of Directors.

14. Maintain the website and Facebook page.

15.  Perform other duties as assigned by the Board of Directors

DIRECTOR OF OPERATIONS POSITION DESCRIPTIONThe Director of Operations is responsible for responsible for executing a successful back-to-school distribution.

Qualifications

1. Be an active member of a Presbyterian Church (U.S.A.) congregation or presbytery

2. Have strong interpersonal skills, be able to be an effective yet collegial leader, and be physically capable of overseeing all aspects of the distribution season.

3. Maintain a child protection certification with renewal at least every two years

Responsibilities:

5. Chair the Operations Team and provide for communications to that team.

6. Plan and implement the annual back-to-school distribution included negotiating and ordering clothing and supplies and planning and executing a logistics schedule for set-up, delivery, and pick-up of clothing and supplies to the distribution sites.

7. Administer policies and procedures as set by the Board of Directors

8. Work in a positive and coherent manner with the Executive Director, Board of Directors, its officers and committees, and the financial secretary.

9. Attend meetings of the Steering Committee.

BOARD OF DIRECTORS JOB DESCRIPTION

I. RESPONSIBILITIES OF THE BOARD

A. GOVERNANCE

1. Adopt, and regularly review, Hands of Christ’s Mission and Vision statements, and review management’s performance in achieving them.

2. Adopt, and regularly review, Hands of Christ’s Statement of Ethics and Values, and monitor the organization’s performance in accordance with those principles.

3. Adopt, and regularly review, broad written policies reflecting the Mission and Values of the organization, within which the Executive Director is authorized to manage the organization and to develop and implement operational plans to carry out the Mission.

4. Regularly assess the environment for the nonprofit sector, and develop, in partnership with the Executive Director, strategies to be responsive.

5. Hire, monitor, appraise, advise, stimulate, support, and, if deemed necessary or desirable, replace the Executive Director.

6. Ensure that management succession is properly planned.7. When meeting as the Board focus on “what matters most,” and apply the knowledge and

experience of individual Board members to the major challenges facing the organization.8. Establish Committee structure; adopt, and regularly review, Committee Charters.9. Annually review and approve the Executive Committee’s performance review of the Executive

Director.10.Ensure that the organizational strength and volunteer base can sustain the Mission and

achieve long-range goals.11.Propose prospective board members and fill vacancies as needed. Ensure adequate

orientation of new members. Ensure adoption and adequacy of Board leadership succession plan.

12.Periodically conduct self-review of Board performance (including its composition, organization, and responsibilities) and take steps to improve its performance.

13.Ensure that HANDS OF CHRIST has established appropriate policies to define and identify conflicts of interest throughout the organization and is diligent in its administration and enforcement of those policies.

14.Review compliance with relevant material laws affecting Hands of Christ and its programs and operations.

B. FINANCE AND ADMINISTRATION

1. Ensure that Hands of Christ’s financial structure and funding plans will adequately support its current needs and long-range strategy.

2. Ensure that the Board is carrying out its fiduciary responsibilities, such as reviews of periodic and annual financial statements, funding plans, budgets and financial goals.

3. Review results achieved by management compared with Hands of Christ s Mission, Strategic Plan, and annual and long-range goals. Compare performance to that of other statewide nonprofit associations.

4. Approve major actions such as capital expenditures on all projects over authorized limits and major changes in programs and services.

5. Ensure that the Board, its committees, members, donors, and the public are adequately informed of the financial condition of the organization and its operations through internal and published reports, or other appropriate method.

6. Ensure that published reports properly reflect the operating results and financial condition of the organization.

7. Ensure that adequate risk management policies are established and implemented.

II. RESPONSIBILITIES OF EACH INDIVIDUAL BOARD MEMBER

1. Be loyal to Hands of Christ, always exercising Board powers in the interest of Hands of Christ, and not for the interest of the individual Director or others.

2. Be informed about Hands of Christ Mission and Vision, Strategic and Operating plans, policies, and programs. Work with the rest of the Board to review, approve and oversee Hands of Christ’s Mission, and review performance in achieving it. Be an avid proponent of the Mission, and inform others about Hands of Christ, its Mission, Vision and programs.

3. Ensure legal and ethical integrity, and maintain accountability and transparency to members, funders, donors, other constituents and the general public.

4. Prepare for, attend, and participate actively in Board and Committee meetings, and special events. Serve on Committees and undertake special assignments willingly and enthusiastically when asked. Provide candid and constructive advice, comments and criticism. Ask timely and substantive questions at Board and Committee meetings consistent with conscience and conviction, while supporting the majority decision on issues decided by the Board.

5. Make a personal, tax-deductible contribution once a year to Hands of Christ at a level reasonable to the individual through either the individual’s home congregation or directly to Hands of Christ..

6. Be familiar with and follow conflict-of-interest policies, and submit an annual Conflict of Interest Report.

7. Participate in the generation and approval of policies focusing on mission, finances, and income. Ensure that programs are consistent with the Mission.

8. Suggest possible nominees for election to the Board, who can make significant contributions to the work of the Board and the organization.

9. Keep up to date on developments in and affecting the nonprofit sector.

10.Provide moral and professional support, and be available as resources, to the Executive Director. Respect existing time commitments and priorities of staff.

11.Avoid involvement in all political campaigns in the name of Hands of Christ, unless directed by the Board or Executive Director to question or present an advocacy issue on behalf of the organization to a potential candidate.

12.Maintain confidentiality of the Board’s executive actions.

BYLAWS OF THE HANDS OF CHRIST

ARTICLE I — NAME, PURPOSE, MISSION, AND RESTRICTIONS

Section 1 — Name: The name of the organization shall be Hands of Christ. It shall be a nonprofit organization incorporated under the laws of the State of South Carolina.

Section 2 — Purpose: Hands of Christ is organized exclusively for charitable, religious, educational, and scientific purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt under section 501 ( c ) (3) of the Internal revenue Code, or corresponding section of any future federal tax code..

Section 3 - Mission: The mission of this corporation is to bring Presbyterian Church (U.S.A.) congregations together to meet the basic needs of children showing them Christ's love.

Section 4 Restrictions: No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make distributions in furtherance of the purposes set forth in the purpose clause hereof. No substantial part of the activities of the organization shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. Notwithstanding any other provision of this document, the organization shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal income tax under section 501( c ) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or (b) by an organization, contributions to which are deductible under section 170 ( c ) (2) of the Internal Revenue Code, or by corresponding section of any future federal tax code.

ARTICLE II — MEMBERSHIP

Section 1 — Membership: Membership shall consist of the board of directors.

ARTICLE III — BOARD OF DIRECTORS

Section 1 — Board role, size, and compensation: The board is responsible for overall policy and direction of the association, and delegates responsibility of day-to-day operations to such staff and committees the board deems necessary. The board shall annually set its size accordingly but shall have no less than six members. The board receives no compensation.

Section 2 — Terms: All elected board members shall serve three-year terms, but are eligible for re-election.

Section 3 — Meetings and notice: The board shall meet at least quarterly, at an agreed upon time and place. An official board meeting requires that each board member have written or electronic notice at least one week in advance.

Section 4 — Membership. The board shall consist of members of the participating Presbyterian Church (U.S.A.) congregations or presbyteries. They shall be divided into classes with the term of one class expiring each year.

Section 5 — Election procedures: New directors shall be elected by a majority of directors present at such a meeting, provided there is a quorum present. Directors so elected shall serve a term beginning on the firstday of the calendar year. Section 6 — Quorum: A quorum shall be one-third of board members for business transactions to take place and motions to pass.

Section 7 — Officers and Duties: There shall be four officers of the board, consisting of a chair, vice-chair, secretary and treasurer. Their term of office shall be for one year. Normally the election of officers will take place at the last meeting of the calendar year and they shall begin service on January 1. One person may hold more than one office, but no one person may hold more than two offices. Their duties are as follows:

The chair shall lead the board of directors in performing its duties and responsibilities, including, if present, presiding at all meetings of the board of directors, and shall perform all other duties incident to the office or properly required by the board of directors. The vice-chair, in the absence or disability of the board president, shall perform the duties of the board president. 1The vice-president shall have such other powers and perform such other duties prescribed for them by the board of directors. .The secretary shall be responsible for keeping records of board actions, including overseeing the taking of minutes at all board meetings, sending out meeting announcements, distributing copies of minutes and the agenda to each board member, and assuring that corporate records are maintained. The secretary shall have such other powers and perform such other duties as may be prescribed by the board of directors. The secretary may appoint, with approval of the board, a fellow director or the executive director to assist in performance of all or part of the duties of the secretary.The treasurer shall make a report at each board meeting. The treasurer shall perform all duties properly required by the board of directors or the board presidentSection 8 — Vacancies: When a vacancy on the board exists mid-term, the board may fill the vacancy be election at its next regular board. These vacancies will be filled only to the end of the particular board member's term. Section 9 — Resignation, termination, and absences: Resignation from the board must be in writing and received by the secretary. A board member may be terminated from the board due to excess absences, more than two unexcused absences from board meetings in a year. A board member may be removed for other reasons by a three-fourths vote of the remaining directors.

Section 10 — Special meetings: Special meetings of the board shall be called upon the request of the chair, or any two members of the board. The secretary shall send out notices of special meetings to each board member at least one week in advance.

Section 11 – Committees: The board may create committees as needed

Article V – FINANCIAL RECORDSSection 1: The board must approve the budget and all expenditures must be within budget. The board or the Executive Committee must approve any major change in the budget. The fiscal year shall end September 30. Section 2. Annual Reports: Annual reports are required to be submitted to the board showing income, expenditures, and pending income.

Section 3. Financial Review:A public accountant or public accounting firm or a committee of members versed in accounting procedures shall annually conduct a full financial review of all books and records relating to finances. Such auditors should not be related to the treasurer. Terminology in this section is meant to provide general guidance and is not intended to require or not require specific audit procedures or practices as understood within the professional accounting community.

Section 4. Access to Records: The financial records of the organization are public information and shall be made available to board members and the public on a reasonable basis.

ARTICLE V — DIRECTOR

Section 1 — Executive Director: An executive director may be hired or may be elected by or from the board to serve with or without compensation. The executive director has day-to-day responsibilities for the organization, including carrying out the organization’s goals and policies. The executive director is an ex-officio member of the board and will attend all board meetings, report on the progress of the organization, answer questions of the board members and carry out the duties described in the job description. The board may designate other duties as necessary.

ARTICLE VI — DISSOLUTION

Section 1 – Dissolution: Upon dissolution of the organization, assets shall be distributed for one or more exempt purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986 or the corresponding provision of any future federal tax code, or shall be distributed to the federal government, or to a state or local government for a public purpose. Any such assets not so disposed of shall be disposed of by the Court of Common Pleas of the county in which the principal office of the corporation is then located, exclusively for such purposes or to such organization or organizations, as said court shall determine, which are organized and operated for such purposes.

ARTICLE VII — AMENDMENTS

Section 1 — Amendments: These bylaws may be amended by two-thirds majority of the board of directors present and voting. Proposed amendments must be submitted to the secretary to be sent out with regular board announcements.
