With my first year as President rapidly drawing to a close, it is a good time to reflect on what has been an enjoyable and productive time and acknowledge the major issues that have been addressed by Bowls SA. The preparation of the 2010-2013 Strategic Plan has been a very time consuming but worthwhile project undertaken by General Manager Ben Scales working with a consultant and project team to identify goals and strategies for the administration of Bowls SA and the further development of the sport over the next three years.The submission to the Equal Opportunity Tribunal successfully culminated in Bowls SA being granted a two year exemption from the Equal Opportunity Act. This was a significant result for the organisation and the ruling provides Bowls SA two years to undertake a process to rearrange its competitions and deal with the Equal Opportunities Act in a more permanent way. It is important for Associations, Member Clubs and Members to embrace this decision, which allows single gender competitions to be played in conjuction with open competitions, to ensure the sport continues to move forward. The Bowls SA Board has adopted a Risk Management Policy and has undertaken the identification and assessment of risks by way

of a Risk Management Plan that the organisation needs to continually monitor and manage in a way that is appropriate for the business environment and in keeping with the Bowls SA Risk Management Policies goals and objectives.In appreciation of their support, I encourage all members to take into account the products and services offered by the companies that sponsor Bowls SA when contemplating purchases. Their support is central to Bowls SA being able to conduct special events, outfit Squads and offer diverse programs to attract new members. The Awards Presentation Night held at the Glenelg Function Centre was an opportunity to acknowledge players who reached a high level of achievement during the year, Officials and our sponsors, with all winners invited to attend for presentation of the perpetual trophy and an individual trophy to recognise their personal success. The night was a fitting culmination to a very successful season. Bowls SA relies on the assistance and dedication of the many people who volunteer their time and skills in areas such as the Board, Council, and Committees and in the field as Coaches, Event Managers, Umpires and Markers. Thank you to all of these people.

The knowledge, administration and governance support provided by General Manager Ben and staff has been excellent and without this my position would have been overwhelming; thank you. One of the highlights of the year was being able to be part of the home crowd when the Australian Sides Championships were hosted by the Holdfast Bay Bowling Club. The SA players are to be congratulated on their performances and results, well done.I also had the pleasure of visiting a number of clubs during the season to join them in celebrating special events and to meet members and I thank them for their hospitality. My goals for the future are to maintain effective governance and support structures of the organisation and therefore ensuring that the objectives of Bowls SA are met and the sport can prosper with more people playing and enjoying the game. I look forward to your support.

General ManagerBen ScalesIt certainly has been a busy year. In January, Bowls SA was granted a two year exemption by the Equal Opportunity Tribunal from s35(1)(b) and s39(1)(b) of the Equal Opportunity Act 1984 to enable the Association to organise and conduct single gender bowls competitions.This exemption was granted with the expectation that Bowls SA will undertake a process to rearrange its competitions and deal with the Equal Opportunities Act in a more permanent way. It is essential that Bowls SA continues to move forward, balancing the requirements of the Judgment and the members to ensure that the sport continues to prosper. A review of the current boundaries of Bowls SA which have been in place since 2004, following the unification of the RSABA and SAWBA in 2003, was also undertaken. The main objective of the review was to ensure that the sport had viable and sustainable competitions for the future and after a thorough consultative process the Boundary Review Committee made a number of recommendations that were endorsed by the Board and ratified by the Council. A working group will be set-up to assist with the implementation of these recommendations and continue to work with the different stakeholders to achieve the timelines for further change.The 2010 Australian Sides Championship was held at Holdfast Bay in April and under difficult circumstances the

club did an outstanding job in delivering a very successful event. On the green the men’s and women’s sides improved remarkably from the previous year’s event in Canberra, where they both finished seventh, to finish fourth and second respectively. These results led to South Australia being ranked second overall and the players should be congratulated on their performance, as well as coaches Andrew Smith and Faye Luke, whose contribution to the preparation and performance of the sides should not be underestimated.There were a number of staff changes during the year with John Cranwell leaving the organisation after three years as Development Manager and Harriet Galantomas after four years in a support role with a focus on Metropolitan pennants. Both made a significant contribution to the sport in their time with the organisation and we wish them well with their future endeavours. Bowls SA welcomed four new employees to Rowells Road with Kelli Wray, Rhys Taylor, Paul Williams and Harvey Jolly all joining the team in the last 12 months. Kelli and Rhys are both bowlers and have a passion for the game, whilst Paul and Harvey are new to the sport but have extensive experience in sports administration and development. All will be assets for the sport and their knowledge and skills will be a valuable resource to Member Clubs.The organisation continues to build on its sound financial

position with another solid performance in 2009/10 with Treasurer Bob Thomas and the Finance Committee prudently managing Member’s funds and delivering another surplus. The financial performance of the Association over the last three years has seen it recover from the significant losses of the previous years and places it in a strong position to deal with any future challenges.As an organisation we continue to strive for improvement in how we operate and deliver services to the membership and after an extensive process it is with much anticipation that the Board will shortly launch the Bowls SA Strategic Plan: 2010 -13. The plan includes a range of strategies to be implemented over the next three years to grow the sport and Bowls SA is confident the work completed in the preparation of this Plan will contribute to the transformation and long term sustainability of the sport.In closing, I would like to thank the staff of Bowls SA for their commitment over the past year and look forward to an exciting year ahead as we work together to continue to develop and grow the sport.

High PerformanceBob PearceThe opening of the 2009-10 season saw some significant personnel changes to the High Performance Unit. The resignation of Jeff Hammond, the inaugural High Performance Manager, took effect on 1 July 2009, although he continued in a caretaker role until the arrival of Bill Cornehls, whose appointment as High Performance Manager and Senior Men’s and Women’s State Coach commenced in September 2009. Other changes in personnel were the resignation of Shirley Blackwell as State Women’s Coach, the appointment of Rex Whitehead as a State Selector in lieu of John Morris, and the appointment of an additional State Selector in Denise Amos. Regrettably, Bill Cornehls was forced to resign in January 2010 after the Loy Carroll test series, and return to his home in Queensland for family reasons. His roles as Senior State Coach, with particular emphasis on preparation for the Australian

Sides Championships at Holdfast Bay in April, were undertaken by Andrew Smith and Faye Luke for the rest of the season. This proved to be particularly successful with our SA women’s side finishing second in the championships, our men’s side fourth and SA second overall. This compared favorably with last year’s results in Canberra where both men’s and women’s sides finished seventh. The success of the Penny Landherr Skippered rink was a highlight with her rink performing brilliantly to remain undefeated through the seven Tests to take out the coveted award for best performed women’s rink.

The other major test series during the season were the Loy Carroll Shield for our Senior State men, the Mulga Cup for our Senior State women, and the Smith Middleton Shield for our Under 18 boys, all held at Holdfast Bay in January against sides from Victoria. SA were the holders of the Mulga Cup and the Loy Carroll Shield, and it was pleasing to note that our State women’s side played extremely well to retain the Mulga Cup. The outcome was not so good for our State men’s side whose results forced them to hand over the Loy Carroll Shield to Victoria. Interestingly our State Reserve men’s side played a trial game against the Victorian men’s side as a lead up to the Loy Carroll resulting in a respectable win to SA. The main praise for the event went to our Under 18 boys whose outstanding performance resulted in them winning the Smith Middleton Shield for the first time in 11 years. Other High Performance events during the season were the Australian Junior Championships held at Halekulani NSW in September

where South Australia had some success in bringing home five Bronze Medals, the Whitehead Pope Shield for our Under 25 State men’s side against Victoria held at Grange in October where Victoria maintained their stranglehold on this annual event, and the annual Under 18 Quad Series held at Brighton in January with NSW comfortably winning the series over WA and VIC, with SA finishing fourth.A number of other events against interstate and intrastate sides were organised during the season where the emphasis was not so much on winning, but rather on providing an opportunity for selected participants to experience a higher level of competition, and to be assessed for possible future promotion to senior level bowls. These included a men’s trial comprising players from the Senior State Squad and the Foundation Squad held

in Horsham against a country Victorian side in July, a trial for mainly Foundation Squad members in July at Cowell against an Upper North country side, the second annual pre-season trial for State Squad men and women held at Novar Gardens against NSWIS in August, the annual trial in August in Mildura for Senior State and Foundation Squad members, a trial at Merrylands Bowling Club in NSW for Senior State Squad members also in August, a trial for mainly Foundation Squad members against a side from Warrnambool held at Keith in September, and a trial for Senior State squad members held at Manning Memorial Bowls Club in WA in October. The success of these events was evidenced by the resultant selection of some players in the Loy Carroll and National’s sides later in the season.

Players from the Bowls SA HP program took part in the 2010 Australian Open held in February at the Shepparton Park and Mooroopna Bowling Clubs.The contingent all performed well but the stand out performance was the defeat of World No 1 Safuan Said by Under 18 Squad member, 15 year old Nathan Pedersen, when he won the tie-break 4-2 to record the biggest upset of the Australian Open.In summary the High Performance Unit has had a successful season, particularly in our two Senior State Sides, and particular thanks and praise is due to Andrew Smith and Faye Luke who stepped in as State Coaches late in the season, and achieved such outstanding results in the Australian Sides Championships. We can be confident that the success they achieved can be built on and improved in the coming season.

One of the biggest challenges for the Development team is the planning and implementation of initiatives that will increase awareness, participation and membership of the sport. It is evident that the time and commitment of the team paid off over the last twelve months with increased participation on a number of levels. Henselite Junior Development SquadsOne very successful initiative was the introduction of the Henselite Junior Development Squads. The new partnership between Henselite and Bowls SA was established for junior programs and events with the main focus on the creation of the Henselite Junior Development Squads.The initial concept proposed establishing five Squads within the first year, however demand has seen this exceed expectations with eight Squads now launched. The Squads are designed to provide an opportunity for junior bowlers from a determined geographical area to train and play together with their peers. The program debuted with the Southern Jacka Crackas and quickly expanded with eight coordinators now appointed to Squads including the Eastern Jets, Lower North High Jackers, Southern Metro Bowling Bombers, the Hills Panthers, Western Warriors, Yorke Peninsula All Stars and the Riverland Rats.The Squads have been a great success with, to date, a total

of 58 members. As part of their membership each player receives a Henselite playing shirt designed and named by the group. Keep an eye out for your local squad members in their shirts!Under 18 Championships The Under 18 Championships supported by Henselite were held at the Kensington/ Marryatville Bowling Club, with 31 boys and 18 girls participating in Singles, Pairs and Triples. The event provides an opportunity for all affiliated junior players to compete at State level and participate in a competitive event. With the advent of the Henselite Junior Development Squads participation is set to increase by providing these up and coming players with another opportunity to challenge their peers. SAPSASA and SSSSA This season the SAPSASA and SSSSA Championships grew considerably with the SSSSA event attracting 170 high school students playing across four

greens at Holdfast Bay Bowling Club. The 2010 SAPSASA event was our biggest yet with 233 participants playing on the day. Both events were a huge success and a great opportunity for Bowls SA to identify talent and encourage them to join the newly established Squads.Sports CONNECTThe partnership between Bowls SA and the three Sports CONNECT partners, SASRAPID, Wheelchair Sports (The Wombats) and the Blind Bowlers Club of SA continued in 2009/10. The SASRAPID State Team again competed at the Australian Open in the Athletes with a Disability competition. With changes to this competition in 2011, a Test Series with Victoria is envisaged as a replacement. The Wheelchair Sports team, the ‘Wombats’, also had great success at the 2010 National Championship. South Australia won Gold in both the Singles and Pairs event. Liam Buckley was the Singles recipient and

Liam Buckley and Davis Bailey won the Pairs.The Blind Bowlers Club of SA were hosts of the 2010 National Championships held at the Salisbury Bowling Club in April. This prestigious event was supported by Blind Sporting Council, SA Government, Salisbury City Council, local Lion Clubs, businesses and the community. In appreciation of the support the South Australian team including Brian Cameron, Neil Cundy, Marilyn Koch, Rebecca Arbon, Des Warner, Ross Sims and Kath Murrell went on to produce an array of medals and certificates.

Night OwlsThe Night Owls concept was again a huge success for participating clubs with over 8,500 social bowlers registered with Bowls SA for the season.Bowls SA, together with the Freemasons SA/NT introduced the inaugural Night Owls Super Series onto the events calendar. Two series were held in

December and February with 158 teams from 29 metropolitan clubs providing the Super Series with over 500 participants. Bowls SA looks forward to extending the Super Series to the country areas for the 2010-11 seasons.Winners of the two Super Series were the ‘Clearview Sharks’ (Series 1) and ‘Chariots of Fire’ from West Lakes (Series 2). With the generous support from the Freemasons SA/NT, four teams from the Super Series’ qualified for the State Night Owls Final, which was held at Holdfast Bay Bowling Club in conjunction with the Australian Sides Championships on the Saturday night of the event. This gave the Night Owls in attendance the opportunity to witness Australia’s best in action.The State Final saw six regional events held at country clubs Renmark, Mallala and Willunga along with three metropolitan events. A big thankyou to the Region Councillors for assisting Bowls SA with the country

events; without them the nights would not have been possible.The Saturday night final saw 18 teams compete for the coveted title of State Night Owls Champion. The eventual winners were ‘No Bull’ from Modbury. A huge thankyou to the State Night Owls major sponsor Henselite and to Freemasons SA/NT for their continued support.The success of the Night Owls program is an important part of ensuring a strong future for bowls and Member Clubs. The format provides an opportunity for a different demographic to experience the sport in a fun and relaxed environment, bringing a new element into club life and a potential for future club members.Development TeamKelli Wray commenced as part-time Development Officer in August and her strong background as an Australian representative player provides a role model for young players to aspire to. The Development team and Junior Committee are to be congratulated on their achievements over the last 12 months and thanked for their ongoing commitment to opening up the sport to a wider demographic.

While John Cranwell resigned in May to further his career he has left a legacy that can be built on by his successor, and we thank him and wish him well in the future.

Coaching Ron MitchellThe Committee comprised Ron Mitchell (Chair), Leon Crane, Trevor Gregory, Terry White, Faye Luke, Geoff Ellis and Peter Gageler with Bowls SA staff members John Cranwell and Kelli Wray.

Coach of the Year AwardThis was a new award, implemented to help recognise and raise the standing of all lawn bowls coaches. Thank you to the clubs who nominated their coaches and congratulations to Vic Culbertson who was named as 2010 Coach of the Year at the annual Awards Presentation. Vic a member of the Morphett Vale Bowling Club has shown commitment and dedication over many years coaching at all levels, establishing competitions, and assisting wheelchair athletes to compete at the elite level. As well as conducting school clinics, Vic recently became a Henselite Junior Development Squad Coordinator for the Southern Jacka Crackas, setting up regular training sessions and games.

Coaching VisitsThe Committee organised eleven Club Coaching visits throughout the State with the help of local Club Coaches and Committee members.Funding allowed Bowls SA to accredit 112 new Club Coaches and 25 new Introductory Coaches in the new NCAS courses. In May we also ran a Club Coach course and were able to accredit another 19 coaches.

Committees

Revision DaysRevisions Days have continued to be received enthusiastically with an average attendance of 45. Participant’s feedback provided valuable information on planning future events and the programs were varied with guest speakers, workshops and updates, and sessions on drills in particular being very popular. Two visits to country Regions are planned for the next six months.

Coaching StructureBowls Australia is gradually rolling out the new coaching structure and while this has taken much longer than expected, the Committee has no control over this, other than to offer comments on drafts.

Presenters & AssessorsVarious people have been trained as Presenters & Assessors for the new accreditaion scheme and this is an ongoing process.

SummaryThe Committee thank John Cranwell for his hard work as Development Manager and we wish him well in his

new position. John has been responsible for the accreditation process, record keeping and implementation of the courses under the new scheme.The Committee has continued its progress on its main goals of increasing the awareness of the role of the Coach in Member Clubs as well as providing development opportunities for our current base of Coaches.

Match and Program Ron MullinerThe Committee comprised Ron Mulliner (Chair), Kathryn Bailey, Valda Bartlett, Carol Boyle, Jim Evans, Ann Kennedy, Ian Miller, Wayne Prosser, Jim Roberts, Kenn Rogers, Bob Scholefield, Lesley Slattery, Ken Smith, Bob Tuck and Bruce Wallace.The Committee met regularly and I thank them for their time and commitment, and I also thank the Bowls SA staff who assisted throughout the season.ReportThe Match and Program Committee are responsible for setting the Bowls SA Calendar of Events, and conducting the metropolitan pennant competitions and State events during the season.The Men’s and Women’s Country Carnivals are still the premier events for country bowlers with excellent entries.

Thank you to the clubs that provided their greens and facilities, and to all who took on the roles of Event Manager, Venue Manager, Umpire and Marker thereby ensuring these events ran smoothly and efficiently.After many years of being successfully hosted by the Murray Bridge Bowling Club, the Men’s and Women’s Prestige Medleys were held at the Payneham Bowling Club. Payneham is to be congratulated on the way the events were conducted and thanks must go to the organising committee and the volunteers who gave up their time to ensure they were a huge success.The metropolitan pennant season concluded with the Finals for Saturday and Thursday Premier 1 Leagues at Ascot Park and Prospect-Broadview

Bowling Clubs. Both days were well attended and the spectators were entertained by exciting bowling and some very close games. Congratulations to the winners West Lakes and Holdfast Bay. The Greenkeepers presented the bowlers with excellent greens on which to play these important Finals and are applauded for their contribution.Entry numbers for all State events were reviewed to assess popularity and sustainability and while the total number of entries has been consistent for many years the consensus was that some competitions may no longer be sufficiently well supported to be maintained and new initiatives are being considered.An audit of country and metropolitan pennant players was undertaken early in the season with a number of Member Clubs found to be in breach of the Laws of the Sport by playing unregistered and therefore ‘ineligible’ players. This audit process will again be undertaken in the new season and Administrative Secretaries are reminded to ensure that all players are registered with Bowls SA before they are selected to play.

Umpires Beth YoungFive meetings of the Committee comprising Beth Young (Chair) Jim Evans, Ray Atkinson, Alf Boyle, Faye Cole, Bob Deuter, John Sims, Lyn Teakle and Lyn Walker were held during the year.International Technical OfficialsThere has been a slight increase in the number of Level 2 Umpires and considerable interest in the International Technical Official (ITO) level. To date three Umpires have attained ITO level however many more are needed to officiate at the World Bowls Championships to be held in Adelaide in 2012.Mark Cowan of the National Officiating Council has conducted three training sessions for potential ITOs with their final assessment scheduled for November. The aim is to have at least 30 South Australian qualified to this level to form a panel to receive further training and experience by officiating at major events to prepare them to act as World Bowls Umpires and Markers.TutorsWhile the number of Tutors has been maintained with those reaching retirement being replaced with capable Umpires, the Committee suggest that assistant Tutors be sought to provide continuity in case of an emergency or unforseen circumstances.

Laws of the SportSome changes to the Laws of the Sport will be made next season and our Committee will be available to conduct Revision seminars in Regions as required. As there will be different procedures for conducting assessments of new and existing Umpires, Tutors and candidates will need to be well informed. The new procedures will make it easier to become an Umpire without sacrificing quality.It is important that the game is played within the Laws of the Sport and it is pleasing to report that Associations are bringing their By-laws in line with the Laws.

Boundary Review Bob CooperCommittee Bob Cooper (Chair), Brian Cooper, Carol Bammann, Ken Stokes, Mike Brown, John Spillane, Jeff Brown. MeetingsThe Committee met six times.

Goals and AchievementsThe main objective of this Committee was to review the current boundaries of Bowls SA which have been in place since the unification of RSABA and SAWBA in 2003.The review considered and addressed the following issues:Applications from Clubs to

transfer from an Association or Region to another and the associated implications

Population and demographic trends

The distances required to travel to competitions

Implications of boundary changes on remote areas

Both men’s and women’s sections of Clubs aligning with the same Association and Region

Assessing the feasibility of men’s and women’s Associations unifying.

As part of the review, a consultative process was undertaken to ensure stakeholders were provided with the opportunity to contribute to the review and provide the Boundary Review Committee with information for consideration. This process included the opportunity for stakeholders to make written submissions. As a result Bob Cooper, Mike Brown and Ben Scales visited Regions 3, 7 and 8 for information sessions and discussions took place with individual clubs were concerns had been raised.

Boundary Review Vision for the futureThe Committee believes that ultimately the unification of men’s and women’s Associations will be crucial in enabling Bowls SA to continue to meet its objectives, to move forward and provide a structure that is in the best interests of the sport. Throughout the process the Committee was guided by what was in the best interests of the sport, with one of the main objectives being to ensure that the sport has viable and sustainable competitions for the future. The Committee is confident that the process has been thorough and consultative and feel that the proposed boundaries and targets contained in the recommendations for Season 2011/12, that were endorsed at the June Board meeting, will assist the sport to continue to develop, grow and provide opportunities for participants to be involved and enjoy the great game of bowls.SA BowlerNola ByassSix editions were published in the 2009-2010 season and along with the changes to production and distribution introduced during 2008, the magazine has become even more cost effective by attracting increased advertising revenue and the streamlining of in house production reducing expenses.Utilising Ezypage to publish each edition on the Bowls SA website has provided advertisers with

another medium to promote their business or products, allowing potential customers to access further information by clicking on website links to their company. The inclusion of both Men’s and Women’s Country Carnival draws and Conditions of Play as a pull-out booklet proved very popular and allowed competitors, spectators, family and friends access to all draws and gave these very popular championships additional exposure.Lane Print has continued to provide an excellent printing and support service and their long standing sponsorship of the Metropolitan Premier and Metropolitan League Program Book is testament to a very successful partnership. The production team at Bowls SA is committed to producing a high quality magazine that covers all aspects of the sport, provides a good read and a valuable record of activities. Clubs are thanked for their continuing contribution which assists Bowls SA in meeting these goals. TreasurerBob ThomasIt is with pleasure that I present the audited financial accounts for the year ended 30 June 2010.Despite the current economic climate the organisation has attained a satisfactory surplus of $68,750.The increased surplus above that budgeted for can be contributed to increased revenue from

corporate partnerships and a decrease in expenditure as a result of operational savings that occurred throughout the year. Although interest rates on funds invested have been generally low, we have been able to source the best possible secured rates, resulting in a significant amount of interest received for the year.The move to producing the SA Bowler in house has again showed a good result. Contribution from the production has again improved. Advertising monies received has increased significantly whilst production costs have fallen, resulting in an overall decrease in the cost of production of $12,245 as compared to last year.The Finance Committee has, throughout the year continued to review and revise the Bowls SA Finance Policy so that best results may be obtained.I would like to thank the members of the Finance Committee and Bowls SA staff for their professional approach and dedication to ensure that Bowls SA remains financially strong and that member’s funds are protected and used wisely.

2) The Board has reasonable grounds to believe the Association will be able to pay its debts as and when they fall due.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES:The financial statements have been prepared in accordance with the relevant Statements of Accounting Concepts, Accounting Standards and the disclosure requirements of the Associations Incorporation Act.The Financial Statements are prepared in accordance with the historical cost convention, except for certain assets which, as noted, are at valuation. The Accounting policies adopted are consistent with those of previous years.(a) Income TaxThe Association is a non-taxable entity, consequently no provision has been made for income tax.(b) Stock On HandAll Stock on hand is stated at the lower of cost and net realisable value.(c) DepreciationDepreciation is calculated on all items of Plant, Equipment, etc., (except computers and peripherals) at 10% of written down value. Depreciation on computers and peripherals is calculated at 25% of purchase price. (d) CashFor purposes of the Statement of Cash Flows, cash includes investments which are readily convertible to cash on hand and which are used in the cash management function on a day-to-day basis.
