    Mayor, council clashover top bureaucrats$476,000 departure

    Saanichs top bureaucrat is no longer an employee with the municipality in a move that will cost taxpayers nearly half a mil-lion dollars.

    Chief Administrative Officer Paul Mur-rays total compensation package, revealed Tuesday, will cost $476,611, including nearly $56,000 in accrued vacation time.

    The newly elected Mayor and Council of the District of Saanich together with the Districts Chief Administrative Officer have mutually agreed to end their relationship effective December 16, 2014, the release states.

    As this decision involves confidential information regarding personnel, no fur-

    ther comment will be made.It was also revealed that councillors

    unanimously passed a motion at a Dec. 8 in-camera meeting to make clear they do not support actions taken by Mayor Richard Atwell whether as Mayor-elect or Mayor, with respect to the ongoing employment of Paul Murray.

    St. Lukes hostsChristmas services

    St. Lukes Church (3821 Cedar Hill Cross Rd.) is hosting two Christmas Eve services at 4, 7 and 10 p.m. on Dec. 24.

    The historic church in Saanich hosts a child-friendly Christingle carol service at 4 p.m. The event is especially for children but also for people of all ages.

    SCAN electsnew chair

    The Saanich Community Association Network has elected a new chair after former chair Fred Haynes won a seat on council and vacated the position last month.

    John Schmuck, president of the Quadra Cedar Hill Community Association, becomes SCAN chair while Katherine Whitworth from Royal Oak Community Association becomes the associations treasurer.

    SCAN meets on the first Wednesday of every month at 7:15 p.m. at the Saanich Police Station and includes members from Saanichs 18 community associations.

    Water, sewage bill increases approved

    Saanich council approved an increase of 11.9 per cent in the Districts sewer charge. The average homeowner will see a $43 increase in sewer fees and $26 on water bills in 2015.

    Gordon Head resident Emily Zhang is just 12 years old, but shes already moved from China to Canada, back to China and back to Canada again.

    Shes not only been flip-flopping schools, but bouncing from one set of customs and cultural norms to the next, not to overlook the nuances of language.

    And yet the Grade 7 student at Gordon Head middle school is communicating just fine with a comfortable confidence when addressing others, thanks to the Toastmasters Junior Youth Lead-ership program she began this fall.

    The eight-week program is run at the Bruce Hutchison library at Saanich Commonwealth Place.

    I really love the roles. At first I was a little shy, and the whole class, no one held their hand up when asked who will do a speech. In the end, everyone was holding up their hand to do a speech, Zhang said.

    She enjoyed it enough that shes continuing on and will attend her first session of the Victoria Jam Masters Gavel Club at the Island Health building at Cook and Pem-broke streets on Friday, Dec. 12.

    Gavel Club is an ongoing youth initiative for junior Toastmasters aged seven to 17, led by Distin-guished Toastmaster John Sher-ber.

    All the programs are free, offer-ing a safe environment for youth

    to develop their confidence and leadership skills, Sherber said.

    At the Junior Youth Leader-ship I learned so much, we had really good speakers, Zhang said. The chance to practice talking was very helpful. John taught me about speaking directly and using hand gestures.

    In actual fact, Emily has shown

    a spark not that common with 12 year olds, said Sherber.

    In the final class of the eight-week youth leadership program, Sherber encouraged participants to write a brief response to the class, including suggestions to improve the program.

    While there were many likes and dislikes, Zhang was the only mem-ber to take a crack at Sherber, sug-gesting he lengthen his eye con-tact.

    She felt it was her duty, said Sherber, laughing. And thats just what you want to see, kids coming out of their shell and becoming comfortable.

    Kids not only succeed at tell-ing interesting improvisational speeches, they particularly enjoy the variety of roles, such as the timer, which Emily fulfilled in her

    first Gavel night experience, the joke master, the mystery master and of course, the ah, um coun-ter, which was held down by Emi-lys younger sister Kylie, 9.

    The ability to stand in front of a group of people is a scenario fraught with anguish, anxiety and just plain fear. We are adults now, do you remember what it was like as a child?, Sherber asked.

    Gavel Clubs and the Youth Leadership Program have become Sherbers focus in the 10 years that hes become a Distinguished Toastmaster and the Div. A Gov-ernor among Toastmasters in Vic-toria.

    Another Gavel Club has restarted in the Westshore, Sat-urdays from 10 a.m. to noon, at the West Shore Youth Centre, led by Mary Lummerding. Sign up through Westshore Parks and rec-reation, 250-478-8384, code 93816.

    decided they would negotiate his departure, Atwell said.

    Where council has difficulty is I made this initial contact with Mr. Murray as Mayor-elect, and I think they expected that to come to council first, he said.

    Atwell said the $476,000 sev-erance package will be paid out of several funds, but couldnt immediately provide specifics.

    $55,000 of that is accrued vacation, Atwell said. There doesnt seem to be a limit to how much vacation a senior manager can accrue.

    When asked about the unani-mous councillor motion oppos-ing his actions, Atwell said he sees himself in an oversight role

    within the municipality, and that voters gave him a mandate for change at the ballot box.

    That means getting new ideas into the organization. A new CAO will be able to imple-ment some of those ideas that I campaigned on. ... There will be councillors interested in maintaining the status quo but change is often difficult and there are costs to moving for-ward, he said.

    Finding a replacement for Murray will take place over the next four to six months, and an interim CAO is expected to be appointed soon, according to an internal memo circulated to staff. Senior staff have been han-dling Murrays workload since he took vacation last week, Atwell said.

    Coun. Vic Derman said it would be inappropriate to com-ment on a personnel matter.

    On Tuesday, a memo signed by Atwell and Saanichs eight councillors was distributed to staff. The memo committed council to working as a cohe-sive team despite the recent upheaval.

    Urban Barn donates blankets to Cool Aid

    Thanks to the overwhelming support of the Victoria community, Canadian furniture, home dcor and accessories retailer Urban Barn made a special holiday delivery to those in need at The Victoria Cool Aid Society on Thursday.

    Urban Barns Blanket the Country in Warmth fundraiser reached its goal of 12,000 blankets to be donated across the country, with 378 of those blankets being donated here in Greater Victoria.

    Island Health to boost mental health services

    Island Health is significantly expanding support for people suffering from mental illness and substance use issues, with more than $12.3 million in new services in the coming year.

    Island Health will open 28 new substance use beds and 14 new tertiary mental health care beds in 2015 including a four-bed high-risk unit at Seven Oaks in Victoria, two designated beds at Royal Jubilee Hospital for people with eating disorders and telehealth services to support people with anxiety and depression.

    Island Healths mental health and substance use budget has increased from $85.97 million in 2005/06 to $167.8 million in 2014/15.

    Watch those holiday drinks

    The holiday lights are up, casting a warm glow over the streets and sidewalks of Saanich and inspiring us all to enjoy the best of this Christmas season. But there are another series of lights we see this time of year that dont

    carry such a happy message.

    The flashing lights of police cruisers and emergency vehicles serve as an unfortunate reminder that all too

    many holiday celebrations end in tragedy.Police in Saanich and across the province

    are in the midst of their annual Christmas CounterAttack campaigns, targeting impaired drivers in an effort to keep the roads safe.

    The consequences of a single bad choice can haunt you for the rest of your life.

    And those bad choices add up to thousands of injuries dozens of deaths each year as a result of alcohol-related crashes in B.C. The good news is the numbers are decreasing, with the number of fatalities down significantly from just a few years ago.

    But there is no acceptable level of carnage on B.C. roads. Each and every one of those crashes represents a tragedy for someones family, and the saddest part is that they could all have been easily avoided.

    Theres just no reason to take chances with your own or your neighbours safety. And dont kid yourself, if youve had too much to drink, no amount of coffee, cold showers or fresh air will make you sober.

    So when youre celebrating the season this year, make sure those celebrations include planning for a safe ride home. Arrange for a designated driver, call a taxi, plan to stay over with friends anything it takes to prevent adding to a collision on B.C. roads, not to mention the potential loss of your drivers licence.

    Think of the victims, think of the potential consequences, think of what you would have to tell your family just please think, and lets all enjoy a safe and happy holiday season.

    The recent articles in the Saanich News regarding thoughts and opinions of Mr. Atwell are concerning to me.

    For a person who has just been elected, I am questioning why he seems to be picking a fight with most on Council and the unionized workers of Saanich. Has Mr. Atwell forgotten that the Saanich Councilors were also elected by the citizens of Saanich like himself? I am concerned that Mr. Atwell is fighting with some of his co-workers and hope that this is not a one-man show. If Mr. Atwell wants change and open government, this does not happen in a my way or the highway environment. The people of Saanich want to know the political position of their elected officials.

    Furthermore, as taxpayers, we would like to have a Mayor who will work with the employees of Saanich when it is us, the taxpayers, who is the actual employer.

    Christian law schooldidnt need intervention

    Sometimes it would seem that diversity and inclusiveness can be a very subjective thing.

    Trinity Western University has had its consent for a law school revoked by the BC government at the behest of several law societies throughout Canada.

    It seems as though these groups have a problem with the schools code of conduct, mainly one which is based on Judeo-Christian principle.

    This shouldnt really be a problem because attendance at

    this university is not mandatory.If you dont agree with their

    principles and code, there are many other law schools to attend.

    If theres not enough people who want to adhere to their conduct, theyll soon be out of business regardless.

    This is a case of where peoples beliefs are not going to be tolerated.

    If you openly let your Judeo-Christian beliefs be known by signing onto their code, youre not going to be a lawyer in Canada.

    The University of Victoria recognized Hanuk-kah on Tuesday with a lighting of the menorah in a charming corner of the new Mystic Market.

    A gas-lit hearth added its glow to the event, which brought together representatives from across the Greater Victorias Jewish commu-nity.

    The air was emotional, said Lisa Church, who organized the event. There were a few tears being wiped. It was wonderful to see.

    UVic Hillel director Carmel Tanaka believes it might be the first time Hanukkah, or any reli-gious holiday other than Christmas, has been recognized at the university.

    We had faculty come down, people from the Jewish Federation of Victoria, the Jewish Com-munity Centre, the Hillel and the Jewish youth program, Tanaka said.

    I dont remember getting people form all these groups together before, they really came out of the woodwork.

    Lighting the menorah is part of the first day of Hanukkahs eight-day celebration, which begins at sunset on Dec. 16 until Wednesday, Dec. 24.

    The first flame was lit by Sharon Kobrinsky, Jewish Chaplain at UVic.

    Tanaka played the violin with guitarist Alex Konyves, performing traditional North Amer-

    ican Hanukkah songs and some from Israel, while Food Services supplied traditional foods including the famous potato latkes.

    The Mystic Market lounge and restaurant recently underwent a $7-million refit, and Church said it was an ideal space for such an event.

    Saanich Neighbourhood Place has big plans to build a custom-ized child care facility, but it has a long way to go before workers break ground on the project.

    On Monday, Saanich coun-cil was asked to lend its writ-ten support to the estimated $1.2-million project, to be built behind Pearkes Recreation Cen-tre if all goes as planned.

    Were just taking our very first baby steps towards this project, said Colleen Hobson, executive director with Saanich Neighbourhood Place.

    The facility would allow for 25 full-time preschool and 24 infant toddler spaces, as well as four offices that would house various parental and family support ser-vice providers.

    But funding the project will

    involve a patchwork of applica-tions and depend heavily on the approval of a $500,000 provin-cial capital grant from the B.C. Ministry of Children and Family Development.

    Were expecting to apply sometime in January or Febru-ary, and we should hear back within a few months, she said. The province needs some con-crete plans so they know were invested and have community support.

    Another $200,000 in funding could come from a 2009 amenity commitment by Tillicum Cen-tre developer RioCan. However, that cash would only be avail-able if RioCan moves ahead on a mixed use project on the north-west side of the property.

    We have huge support from Gorge Tillicum Community Association, Gorge Tillicum Urban Farmers and we still have

    to do all our public participation work. That will be a big part of this, Hobson said.

    The proposed building would be located next to a buffer zone for wildlife habitat and sensitive ecosystems, according to a pre-liminary analysis from Saanich Parks and Recreation. Impact analysis on those areas would be completed if a development application comes forward.

    A slate of children and family programming is already run out of SNP: Best Babies prenatal out-reach, food security classes, a weekly family dinner and short-term childminding are all onsite.

    But an expansion of the roughly 6,000 licensed childcare spaces in the Capital Region is needed, Hobson said.

    This project is still a dream, but its one we believe we can achieve, she said.

    Tis the season of buying gifts for loved ones, but what do you get the car lover in your life who really wants a supercar? Well, you get a super gift but super doesnt have to mean spending a fortune. Here are some festive ideas under $100 that will surely make Christmas even merrier.

    Dash Cam (Up-wards of $50)Dashboard cameras are becom-ing more commonplace. What are they? Theyre cameras that record whats going on around you while youre driving. You can

    tuck them behind the rearview mirror, mount them straight onto the dash or mount them in any direction you like.Different makes and models use different sizes of screens but most are compact enough (in and around 3-inches) that it wont interfere with forward visibility.Furthermore, most use wide-an-gle lenses so you have quite a panoramic view. They tend to come in handy if you get into a fender bender and it wasnt your fault. Hitting the track? It can be used to film your accomplish-ments. Memory is stored on SD cards. Depending on how large

    your SD card is, you can film for hours or program your device to loop every so often. Available online or at your local tech store.

    OBD2 Bluetooth Connector/ Apps (Under $40 for both)So, you want to know whats going on with your car via your smartphone.     store).Simply connect the OBD2 con-nector into your cars OBD2 port (usually found underneath the dash) and pair the device with your smartphone.Within the app, you can set certain parameters; i.e. what you want to be displayed.     School board in state of renewal, says chairTravis PatersonNews staff

    New Saanich School Board chair Victoria Martin says trust-ees are in a period of orientation and renewal.

    The group which features three past-presidents of local Par-ent Advisory Councils: Martin, Tim Dunford and Nancy Borden is tasked nurturing strained rela-tionships after a hard couple of years of strike action, she said.

    Martin was also the co-presi-dent of the local Confederation of PACs, or COPAC.

    We need pull on all the strengths of this board, which is a tremendous set of strengths. Were in the discovery process of determining what my colleagues bring, and from that well set an agenda, Martin said.

    As for the district itself, a pair of seismic upgrades are currently in different stages, with a $9.6 million refit at Parkland second-ary approved and nearly ready to start. SD63 is also hoping Cor-dova Bay elementary schools current plan for a $5.3 million upgrade will be approved.

    A new space at Uptown is offering an unexpected take on the holiday pop-up shop.

    Rather than line-ups and crowds of Christmas shoppers, visitors to the present space will find a quiet destination to enjoy some time away from the hub-bub of the holiday season with a complimentary meditation ses-sion, said Paula Monks, manager of lululemon athleticas Johnson Street store, who came up with

    the concept.We changed our concept to

    focus on free meditation, yoga classes and community talks, Monks said. The space also includes some lululemon athletica products.

    Present space is located on the corner of Uptowns Town Plaza in a a space with yoga mats, stools and cushions to make for a com-fortable experience for everyone, especially those who do not cur-rently practice meditation but are interested in trying it out, Monks said.
