1980 - Apo Reef was designated as Marine Reserve (Presidential Proclamation No. 1801).

1992 - Apo Reef was included in the initial listing of IPAS sites all over the country pursuant to RA7586, also known as the National Integrated Protected Areas System (NIPAS) Act of 1992.

1994 - Apo Reef became part of the Conservation of Priority Protected Areas Project (CPPAP). The CPPAP officially ended on June 30, 2002.

1996 - Apo Reef was declared as a Protected Area under the category of Natural Park (Presidential Proclamation 868) and its surrounding waters as Buffer Zone pursuant to RA7586 or NIPAS Act of 1992.

Community Feedback

* Hundreds of fishermen are affected to the “ No Take

• Zone Policy “ (total closure in 2007) of Apo Reef Natural Park .

* The LGU introduced “PAYAO” for livelihood, but still

insufficient to sustain their families .

* Insufficiency of food source resulted to the increasing

number of violators ( NIPAS Act known as RA 7586)

* Almost all affected fishermen are willing to help in the

protection & conservation of ARNP with the condition

that alternative livelihoo will be provided for them.

1. The DOT has a MOA with the LGU Sablayan ( Tourisn aspect of the Municipality of Sablayan) 2. The LGU Sablayan has a MOA with the DENR (Exclusively for ARNP) > Because of the MOA, the LGU was given the responsibility to implement Ecotourism Mgt within PA including ecotourism development. > The LGU collected 33.3% as Environmental fee ( LGU trust fund) > The PAMB through Protected Area Office collected 66.6% as Entrance fee ( subject to IPAF) * Sad experience was , the water desalination and admin building constructed/funded by the DOT within Apo island are not yet completed and not operational. Before the construction period, there was no proper planning with the Protected Area Office/PAMB that resulted to the construction of permanent structure within the nesting ground of pawikan. As a control measures and to follow “ the low impact ecotourism “ contained in the MOA, the PAMB issued a Resolution stating that there will be no permanent structure introduce within PA . • Foreign visitors always commented about the existence of unserviceable buildings within the island. • Presently, review of MOA bet LGU & DENR is on going to create better management involving

different sectors/stakeholders for biodiversity conservation and Ecoturism Development.

The Protected Area Management Board ( PAMB) and other stakeholders are consistent in the existing policy following the management plan of the PA , despite of the allowed ecotourism activities - They must be vigilant in implementing the carrying capacity of the PA so as not to exploit the resources , remain protected and ensure food source while visitors are enjoying beautiful scenery.
