INTRODUCTION & BACKGROUND  The South African Council for Social Service Professions (SACSSP) is established a juristic person in terms of the Social Service Professions ( SSPs Act), 110 of 1978, as amended  The Council is thus the juristic person and umbrella body mainly responsible for general matters relating to the finances of the Council, its personnel, professions and professional boards under its auspices, and to coordinate such matters. A professional board on the other hand, is responsible for the matters pertaining to the profession(s) under its ambit. In this instance the Professional Board for Social Work( PBSW) is responsible for the Education Training and Development (ETD) mandate pertaining to the BSW qualification and the Speciality in Adoptions  The SACSSP is responsible for the implementation of the following three mandates:  Criteria and standards for Education Training and Development  Criteria, standards and adherence to Registration and Professional Services  Criteria, standards, adherence and maintenance of Ethical and Professional Conduct

In order to register/ or be accredited students HEIs requires to meet the following criteria, as this will also allow the individual to register as a practitioner:

Undertake practical work/ workplace experience under the supervision of a qualified and registered social workers

Undertake a 4-year qualification in social work at a recognised HEIs

In order to register/ or be accredited as an adoption worker the individual requires to meet the following criteria, as this will also allow the individual to register as a specialist:

Registered as a Social Worker Three years experience in Adoption work; Social worker in Private Practice without the required experience must work

under the supervision of a person who has been awarded Adoption accreditation

This report is compiled in order to brief the Portfolio Committee on Social Development on the status of Universities in relation to

The QA site visits conducted in 2012

Accreditation of Bachelor of Social Work by Council on Higher Education (CHE). It will also provide turn-around strategy on how the SACSSP will provide support to those universities which did not get full accreditation. The report is categorised into three areas, namely: those universities with full accreditation; Accreditation with conditions and de-accreditation as well as notice of withdrawal. There are nine (9) Universities with Full Accreditation; two (2) Universities have Accreditation with conditions and four (4) Universities have with De-Accreditation

2012 SITE VISTS THE RESULTS OF THE QA SITE VISITS CONDUCTED BY THE SACSSP

WAS SIMILAR TO THE FINDINGS OF THE CHE. HEIS VISITED TO DATE IMPLEMENTED THE RECOMMENDATIONS OF

THE COUNCIL AND IT ASSISTED THEM WITH ATTENDING TO WEAKNESSES WITHIN THE BSW.

THE DIFFERENCE OF THE IMPLEMENTATION OF THE RESULTS ARE GOVERNED BY THE STATUTORY REQUIREMENTS GOVERNING THE TWO INSTITUTIONS; CHE DE-ACCREDITS A PROGRAM AT A HEI, SACSSP REFUSES TO RECOGNISE THE QUALIFICATION AND

PERSONS WHO STUDIED THE QUALIFICATIONS. THE SACSSP REQUESTED A TURNAROUND STRATEGY WITH RETURN

DATES FROM ALL AFFECTED HEIs.

Notice of withdrawal changed in December 2015 to Accreditation with conditions:1)University to submit a comprehensive progress report by 29 February 20162)To prepare for a follow-up site visit in March 2016

Accreditation with conditions. There is a need to engage and schedule an appointment with the institution in February 2016 or before the CHE planned visit, in order to provide guidance if required, on areas in the BSW programme that still requires improvement in order for it to meet the minimum accreditation requirements

We will have a discussion with the HOD during the workshop of the 24th & 25th February and schedule a date for the follow up site visit

North West University Accreditation with Conditions changed in December 2015 to Notice of withdrawal:1)Three campuses did not seem to have worked together for instance only one campus submitted its employment equity plan. There was no indication of the Improvement Plan (IP) in the received report from CHE.

Notice of withdrawal. There is a need to engage and schedule an appointment with the institution and this will be done within the next 2 months, focussing on the lack of coherences of the BSW offering at all three campuses, as well as addressing the aspect of the equity plan for all three campuses with dates, timelines, targets ad resource allocations

The telephonic discussion with Dr Smith (NWU Mafikeng campuses). She indicated that they will have a meeting during the course of this week of 15 – 19 February 2016.

We will have a discussion with the HOD during the workshop of the 24th & 25th February and schedule a date for the follow up site visit.

University of Venda Accreditation with Conditions:1)To resubmit a revised Improvement Plan (IP) with a comprehensive narrative explaining the proposal strategic plan;2)The IP articulates intentions rather than clear action plan;3)IP to be submitted by 10 August with all conditions adequately addressed.

Accreditation with conditions: there is a need to contact the institution to provide support on the issues raised by CHE. A visit is planned in March/April 2016 in order to assess the revised IP with a clear action plan that would clearly articulate timeframes and targets.

University of Free State Accreditation with Conditions changed in December 2015 Full Accreditation

N/A University of Zululand Notice of withdrawal of accreditation,

changed in December 2015 to De-accreditation due to the following reasons:1)Programme design and coordination concerns2)The institution did not adequately address all the critical recommendations3)The university will not be allowed to enrol new students in 2017 and was requested to re-design the BSW program

De-accredited: an appointment has been set to visit the institution on the 2-3rd February 2016. The university was requested to submit a high level IP by end February 2016

We have sourced an external service provider to assist the university to write out their teach out plan.

University of Limpopo Notice of withdrawal changed in December 2015 to De-Accreditation:1)The university failed to address how it will address the recommendations raised in the report.2)The university is not allowed to enrol new students in 2016 as they were advised to design a new BSW program

A follow-up visit was undertaken on the 31st July 2015.

A support letter to the University for their submission/teach out plan to CHE was forwarded to them last year.

There is a need to schedule another appointment to the institution to provide support and this will be done within the next 2 months to ensure that the new BSW developed by the UL meets the criterion identified which includes the capacity within the SW Department.

We will have a discussion with the HOD during the workshop of the 24th & 25th February and schedule a date for the follow up site visit.

Walter Sisulu University Notice of withdrawal changed in December 2015 to De-Accreditation:1)Department currently understaffed especially with administrative support;2)The university does not have the requisite capacity to improve the flaws in the current BSW programme especially those pertaining to programme design, coordination and assessment which are the cornerstone of an academic programme;3)Programme not coherently integrated4)The institution to design and develop a new BSW programme to replace the current one and submit it for accreditation;5)Submit a detailed teach-out plan for the pipeline students; and6)The institution is not allowed to enrol new students into the current programme.7)University appointed a new HoD who started on the 1st August 20158)The university was not allowed to enrol students in 2016

A follow-up visit was undertaken on the 7th August 2015.

There is a need to schedule another appointment to the institution to provide support, pertaining to the redesign of the BSW program and to ascertain whether the university sufficiently addressed the capacity challenges .

A follow up visit is scheduled for March/ April 2016.

Notice of withdrawal changed in December 2015 to De-Accreditation: 1)Criterion 1 and 10 have not been adequately addressed;2)The university does not have the requisite capacity to improve the flaws in the current BSW programme especially those pertaining to programme design, coordination and assessment which are the cornerstone of an academic programme;3)Programme not coherently integrated4)The institution to design and develop a new BSW programme to replace the current one and submit it for accreditation;5)Submit a detailed teach-out plan for the pipeline students; and6)The institution is not allowed to enrol new students into the current programme in 2016.

A meeting was held on the 31st July 2015 with Council on Higher Education, SACSSP and UNISA.

An internal assessment of their material /teach-out plan was done by the office last year and a letter of support was provided.

A meeting was held between the Registration division and its representatives of UNISA in October 2015 in which a registration roll-out plan and requirements were discussed and agreed upon.

ADOPTIONS REGULATIONS

The current Regulations 2 (i);(ii);(iii) and(iv) states the following as requirements. Child Welfare organisations, specialising in adoptionsA unit in a state department of welfare (social

development) Social worker in Private Practice accredited in

Adoption work; or A combination thereof

ADOPTIONS REGULATIONS (Conti…

THE PBSW/COUNCIL IS IN THE PROCESS OF REVIEWING THE ADOPTIONS REGULATIONS AND THE FOLLOWING AREAS WILL BE CONSIDERED:

a) THE SAME STANDARDS OF ALL SPECILIATIES WOULD BE FOLLOWED.b) REGISTERED SOCIAL WORKERS SHOULD MEET CERTAIN REQUIREMENTS, SUCH

AS QUALIFICATIONS, WORKING EXPERIENCE ETC TO BE RECOGNISED AS SPECIALISTS.

c) REGISTERED SOCIAL WORKERS SHOULD FIRST REGISTER WITH THE SACSSP AS ADOPTION SPECIALISTS BEFORE OBTAINING ACCREDITATION FROM NDSD.

THIS PROCESS IN NOT CONCLUDED AND WILL BE FINALISED BY THE INCOMING PBSW AND THE COUNCIL.

CONCLUSION All institutions with de-accreditation, notice of withdrawal and accreditation

with conditions be engaged and supported by the SACSSP on their endeavour to meet the CHE requirements.

On 07 December 2015 a communication as received from CHE confirming the receipt and approval of the teach out plans of two universities who were de-accredited

Based on some of the challenges still experienced by the Universities, especially those who were de-accredited the secretariat will continue to engage them and provide support where necessary as an interim measure whilst still awaiting the inauguration of the new Board and Council.

CONCLUSION ( Conti…IN ORDER TO SUPPORT: The HEIs in the delivery of their mandate Council on Higher Education (CHE) developed a set of standards of minimum requirements for a qualification, which include amongst others the purpose of how the qualification and the level on the (NQF) is awarded and presented in the learning domainThe Council is this week consulting on the standards setting dealing with:Education, Training and Development of BSW Qualification & ProficiencyContinuing Professional Development of PractitionersProfessional ConductThese standards would allow the HEIs and employers to adhere to the minimum requirements for Registration and professional and ethical conductAny registered social worker working in Government (Social Development)
