Historical Background The concern over electrical obsolescence problems in Saudi Aramco's power system has been growing over the years. EPI 015-020 (issued in 1997) addressed the obsolescence concerns among other concerns related to safety and reliability of the company's power system. Recently, many operating organizations expressed their concern regarding the replacement of obsolete electrical equipment and the need to establish an electrical equipment obsolescence management program. Therefore, the Board of Engineer (BOE) formulated a cross-departmental team from CSD, PDD, FPD, Purchasing, RT refinery, and Terminal Departments, with a mission to “Measure and report on the state of obsolescence of all major electrical equipment at Saudi Aramco industrial facilities”. Major Team Findings The following constitutes the major team findings:

• The below departments were found to have obsolete equipment: − Abqaiq Plants − Ras Tanura, Jeddah, Rabigh, Yanbu and Riyadh Refineries − Southern Area Oil Operations − Eastern & Central (E/C) and Western Region Distribution − Terminal and Yanbu Gas & Terminal Departments

• 76 % of the reported equipment by the operating organizations was found to be NOT obsolete. On the other hand, 21% of the equipment was confirmed to be obsolete. The remaining 3% is yet to be confirmed.

• Third-party manufacturers who can continue to supply electrical equipment spare parts that are not supported by the OEM were identified. This has resulted in a significant reduction in the total number of obsolete equipment.

Executive Summary

EXECUTIVE SUMMARY

his is the final report on “Management of Electrical Equipment Obsolescence at Saudi Aramco Industrial Facilities”. The purpose of this study is to “Measure

and report on the state of obsolescence of all major electrical equipment at Saudi Aramco Industrial facilities”. More importantly, a new Saudi Aramco Engineering Procedure is being developed to reflect the team’s methodology on electrical obsolescence assessment and to define future responsibilities for handling electrical obsolescence concerns.

The report highlights the followings: • Historical background • Major team findings • Team’s accomplishments • What is next? HISTORICAL BACKGROUND In 1997, the estimated cost of dealing with all the obsolescence issues, raised by EPI-015-020 (approximately $525MM, reduced later to $423MM), has resulted in projects being justified separately, prioritized based on operation requirement. During the development of the Electrical Master Plan for electrical systems, Facilities Planning Department, in partnership with proponent organizations, identified the need to provide a Management of Obsolescence Program to prioritize obsolescence projects at facilities throughout Saudi Aramco. This concern was raised to the Board of Engineers (BOE), which resulted in the formation of a cross-departmental team, initiated by the BOE, to properly assess the obsolete equipment in Saudi Aramco facilities, with members drawn from Consulting Services, Power Distribution, Facility Planning, Ras Tanura Refinery and Terminal Departments. MAJOR TEAM FINDINGS More than 3,300 pieces of electrical equipment were identified by the different operating organizations as potentially obsolete. In evaluating this equipment, the following findings were reached:

• Facilities confirmed to have obsolete equipment include: Abqaiq Plants, Ras Tanura, Riyadh, Jeddah Rabigh and Yanbu Refineries, Southern Area Oil Operations, Terminal, Yanbu G&T and E/C Distribution and Western Region Distribution Departments (see table-1 in the Findings and Recommendations Section of this report).

• 76 % of the reported equipment by the operating organizations was found to be NOT yet obsolete. On the other hand, 21% of the equipment was confirmed to be obsolete. The remaining 3% is yet to be confirmed.

• 40 vendors were contacted for feedback on their equipment, and contact information was obtained for those who still support the equipment.

• Approved third-party manufacturers who can continue to supply electrical equipment spare parts that are not supported by the OEM were identified. This has resulted in a significant reduction in the total number of obsolete equipment.

TEAM’S ACCOMPLISHMENTS. The electrical equipment obsolescence team was able to accomplish the followings:

• Development of Saudi Aramco Engineering Procedure SAEP-136: This

procedure describes the implementation and administration of the Saudi Aramco Electrical Equipment Obsolescence management program. The purpose of the procedure is to establish a program to monitor and report on the state of Electrical Equipment obsolescence and ensure a timely action initiation regarding the obsolete equipment at all Saudi Aramco facilities. The Electrical Equipment Obsolescence status, as measured through this procedure, is one of the major inputs in developing the justification for upgrade or replacement projects. The procedure is still under development (ETC: 11/30/2003).

• Obsolete Equipment Database: A smart database was developed as a repository and ranking mechanism for all data collected. This database provides a series of questions that lead to the determination of the level of obsolescence of each piece of equipment.

• Obsolete Equipment Ranking: Electrical equipment identified as obsolete were ranked from “1” to “10”, with “1” being the highest priority. This ranking was based on load criticality, equipment rate of failure, physical condition, and redundancy.

WHAT IS NEXT? • Currently Identified Obsolete Equipment: Equipment deemed to be obsolete

will be added to the Electrical Master Plan of its respective facilities, and will be considered for introduction into the business plan using the ranking system defined in this report. FPD will prioritize replacement projects on this basis.

• Future Obsolescence Evaluation: When issued, the Engineering Procedure (SAEP-136) will identify the methodology of addressing electrical equipment obsolescence. The procedure will also outline the responsibilities entrusted to each organization during the obsolescence evaluation process.

Objective

OBJECTIVES

he purpose of the Saudi Aramco electrical management of obsolescence study is to measure and report on the state of obsolescence of all major electrical

power systems equipment at Saudi Aramco industrial facilities (equipment at non-industrial facilities is will being addressed by their concerned relevant proponents). The database and findings of this study will be used to develop business case justifications for equipment upgrade or replacement projects.

At the request of the BOE, the team was organized and directed to coordinate the company efforts in the development of a Management of Obsolescence Program to resolve current and future obsolescence concerns. The team’s goals were to ensure a more reliable electrical system for all Saudi Aramco facilities and to minimize Saudi Aramco capital expenditure on unjustified electrical obsolescence projects.

The BOE directives, governing the team activities and outcome, included the creation of a composite listing of all obsolete equipment, throughout the company. This listing includes:

• A definition and criteria governing the identification of potentially obsolete equipment

• Confirmation of its status

• A ranking mechanism to assist in planning for its replacement.

• Development of an engineering procedure to guide future efforts

The results of the study, which will include rankings for obsolete equipment, will be used to develop the business case for electrical equipment replacement projects. These projects will be prioritized for implementation in a phased manner, with safety related items and the most critical systems and plants being dealt with first, and the remaining projects addressed later. This phased introduction of obsolescence projects will be referred to as the management of obsolescence program, the scope and timetable of which will be prepared by FPD and presented to the BOE for endorsement, and subsequently to the MC for approval. Once the program is approved, individual projects will be entered into the Capital Plan.

Background

BACKGROUND

n 1996 as a response to the Uthmaniyah Gas Plant substation fire, FPD commissioned the Electrical Power System Assessment at Saudi Aramco facilities

(EPI-015-020). The purpose of this study was to assess the condition, capability and reliability of electrical power systems in Saudi Aramco industrial facilities. The study was completed in September 1997.

The EPI study identified five main areas of concern, and these were:

• Safety related items such as oil filled circuit breakers and switches

• Under-rated equipment

• Reliability issues

• Protection

• Obsolescence

A presentation of the findings was made to the Management Committee, after which the Management Committee endorsed the inclusion of safety items (including under-rated equipment) into the Capital Plan. The sheer number and estimated cost of dealing with all the obsolescence issues (approximately $423MM) resulted in projects being justified separately on a priority basis as an operational requirement. During the development of the Electrical Master Plan for electrical systems, Facilities Planning Department, in partnership with proponent organizations, identified the need to provide a Management of Obsolescence Program to prioritize obsolescence projects at facilities throughout Saudi Aramco. This, in addition to the obsolescence status presentation, given by Power Distribution Department to the Board of Engineers (BOE), has resulted in the formation of a team to properly assess the obsolete equipment in Saudi Aramco facilities, with members drawn from CSD, PDD, FPD and some proponent organizations, as shown in Appendix D.

Study Methodology

STUDY METHODOLGY

he following methodology was established by the team, as a basis for identifying obsolete electrical equipment, throughout Saudi Aramco facilities.

(a) Data gathering All facilities were requested to initially enter complete data on all their suspected obsolete electrical equipment, into an MS Access database. The requirement was too demanding, and little response was obtained. Therefore, the Electrical Obsolescence Management team held a meeting with all field representatives on March 2nd, 2003, to present the team goals and deadlines (minutes attached in Appendix-E. A new, simplified method, for data gathering was introduced to all, and the required feedback was presented. This revised method was more successful and resulted in a 100% response from all operating organizations, and thus, the initial list of all suspected obsolete electrical equipment, was complete. FPD is in the process of updating the Electrical Master Plan (ETC April 2004). As part of this effort, data is being collected on all relevant equipment. This data will be used to initially populate the database. (b) Smart electrical obsolescence database. A smart database has been developed using MS Access software. This database will be the repository for all data collected. The database contains fields for the recording of technical and manufacturers’ data for each individual entry. It provides links for the storage and retrieval of any supporting data for that item of equipment, via Livelink, e.g. letters from the manufacturer, single line diagrams etc. The database also provides a series of questions that lead to the determination of the level of obsolescence of a particular piece of equipment. Once the level of obsolescence is established, a second series of questions will appear, which when answered, lead to a score, as shown in Figure-1. This ranking score is dependent on the items’ criticality, and the criticality of the plant. These questions are based on two flow charts, Figure-2 and Figure-3, which have been developed as part of the electrical obsolescence procedure, SAEP-136.

(c) Vendor questionnaire A questionnaire was developed by the obsolescence management team, shown in Appendix-A, which was sent out to the manufacturers. The responses received, attached in Appendix-F, were used to help determine an item’s obsolescence, and in many cases a vendor suggested an upgrade or replacement path. All questionnaire responses, along with vendor contact details, will be stored using Livelink, and be accessible via the individual item page in the database.

Study Methodology

Each specific device was addressed in a separate questionnaire, indicating the equipment manufacturer and type. This information was submitted to each manufacturer to identify this listed equipment, and respond to the survey questions, listed below:

- If the manufacturer supplied spare parts

- If the available spare parts are complete or limited, as an indication of the extent of spare parts support. Limited spare parts usually include the consumable parts; such as CB contacts. The manufacturer should be contacted again with a list of required spare parts.

- If the available spare parts are new or refurbished, since refurbished spares are not approved by Saudi Aramco, and will not be approved unless supplied with the required testing documentation.

- The number of years these spare parts will be supported by the vendor. If the vendor indicates spares availability for less than five years, a bulk order should be considered.

- If large quantity of these spare parts could be ordered.

- If a spare parts agreement exists between the vendor and Saudi Aramco, which would simplify parts orders.

- If the manufacturer recommends a direct replacement or retrofit for these equipment, in an effort to extend the life of the equipment.

- If this replacement or retrofit is design tested, to confirm its safe and reliable operation.

- If the vendor has the capability to refurbish this equipment, if needed.

- Location where the refurbishment is done.

- The warranty period on any equipment supplied by this manufacturer.

- The direct contact information was requested to simplify the effort for future contact, and material orders.

- Request the latest version of the product catalogue, for quick reference.

Appendix-A shows a copy of the questionnaire form submitted to the vendors, suppliers and manufacturers, for their response on the support for a specific device.

(d) Determination of obsolescence and ranking The obsolescence management team has developed two flow charts which are used, firstly to determine the level of obsolescence of a piece of equipment, (see Figure-2), and secondly to assign a ranking to the equipment which has been determined as obsolete, (see Figure-3). These rankings will be used to develop the business case for a number of projects. These projects will be prioritized for implementation in a phased manner, with the most critical systems and plants being dealt with first, and the less critical projects being introduced later. A piece of equipment can be considered to be obsolete if it meets all of the following criteria.

The Original Equipment Manufacturer (OEM) no longer exists, and there is no alternative approved supplier for this equipment.

Equipment manufacturer reported, in response to the questionnaire in Appendix-A, that the complete equipment is no longer in production.

Necessary spare parts, needed to repair the equipment following its failure, are not available at OEM.

Available spare parts in the Saudi Aramco parts catalogue are insufficient. This can be verified by contacting Standardization.

Spare parts cannot be supplied by an approved third-party supplier.

There is no spare equipment available in the facility to be used as spares for the operating obsolete equipment.

Manufacturer dictates a large minimum quantity of parts, which is economically deemed unjustified, to process an order.

Manufacturer does not offer a retrofitting procedure to extend the life of the existing obsolete equipment. In some cases, there may be equipment which is verified to be supported by the manufacturer, but the spare parts cost is exaggerated by the vendor. For such instances, a case-by-case review will be needed to determine the most cost effective solution. Items of equipment which fall into the HIGH category can be considered to be already obsolete. Items which fall into the MEDIUM category cannot yet be considered obsolete, but will become obsolete in less than 5 years. These items

should be placed in the Management of Obsolescence program should be considered for replacement before they become obsolete. Their status should be re-evaluated annually. Items of equipment which fall into the LOW category can be considered NOT obsolete, but should be re-evaluated bi-annually to confirm their status. The following criteria were introduced to assist in the ranking of obsolete equipment. A questionnaire was developed, shown in Appendix-B, and sent to the proponent. The responses received were used to rank each item of obsolete equipment.

Safety: Failure of the equipment causes safety hazard should be addressed immediately.

Criticality: The equipment supplies a critical load, as defined in SAES-P-100.

Maintenance: Increased failure rates and down time, resulting in high maintenance cost.

Redundancy: Equipment is supplied by a redundant system (the load can be supplied by an alternative supply/source).

Equipment physical condition.

This ranking system will result in the following categorization, as clear in Figure-3:

FINDINGS

n following the methodology previously outlined in this report, the team produced a list of all field identified equipment, suspected to be obsolete. Each item was

evaluated, and obsolete equipment was given a ranking. Appendix-C shows a complete listing of all equipment suspected to be obsolete. The major team findings are as follows: • More than 3,300 pieces of equipment were identified by the proponent as potentially obsolete, split between circuit breakers, motor contactors, UPS and battery chargers.

• 76 % of the claimed equipment were found to be not obsolete.

• 40 vendors were contacted for feedback on their equipment

The initial listing of all suspected obsolete equipment, provided by the operating organizations, resulted in many large numbers of devices that need investigation by the team, listing shown in Figure-4.

Findings

From this list of equipment, it was agreed that the Oil Switches are a high priority, due to the safety hazard related to their operation, and thus was decided not to be part of this report. Furthermore, all issues related to Protection Relay obsolescence, or any other issues and concerns related to relays, will be addressed by PDD on a case by case basis. Similarly, it was agreed that motors and transformers, even if in bad condition, are not part of the obsolescence issue, and would need to be addressed differently. Consequently, the items remaining, which were part of this study, include (1) Circuit Breakers, (2) Motor Contactors, (3) UPS, and (4) Battery Chargers. Analysis of this equipment resulted in the categorization of many of them to not be obsolete, and the identification of a contact person from the supporting manufacturer, who could be contacted in case spare parts were needed. Also, this survey identified many equipment as being obsolete, and would require replacement. On the other hand, some equipment could not be identified by the manufacturer, and thus, further communication with the proponent organizations and the manufacturers will be necessary to clear all items. The distribution of these categories is clear in Figure-5.

Continuing Work

CONTINUING WORK

his report does not represent the end of the Electrical Obsolescence Management program. Completion, approval and implementation of the

Engineering Procedure (SAEP-136) will ensure a continuous assessment of the level of obsolescence of electrical equipment throughout Saudi Aramco facilities. The implementation of this standard will be essential as a tool to permit FPD to plan for future obsolescence based projects. Currently, data collection is still ongoing as part of the FPD Electrical Master Plan update, and will populate the database accordingly. FPD will be responsible to use the obsolescence database as input to the business case analysis on new project submittals. Additionally, once the database format is complete, and all initial data is entered, the program will be launched for public use, as mentioned in the Engineering Procedure, and each facility can review their equipment. A link to this database will be put on the CSD website.

A meeting was held on March 2, 2003 at 7:30am in room E-2050, to discuss various issues regarding the Electrical Equipment Obsolescence Survey (EEOS) that has been conducted companywide. During the meeting of the Board of Engineers, they directed the CSD, FPD, and PDD to formulate a team to identify the obsolete electrical equipment throughout the company, schedule its replacement and develop an engineering procedure that show proper means to tackle this issue in the future.

• The meeting started at 7:45am with welcoming remarks by the CSD/ESD/EEU supervisor to all attendees. He emphasized on the seriousness and urgency to have this issue well addressed, and for all facilities to not miss this opportunity.

• A presentation on the EEOS was given by the team leader. The presentation highlighted the objective of EEOS, team members as well as a definition to the term “Obsolete” equipment. Furthermore, it showed the suggested survey list sheet, timetable for EEOS and replacement plan.

• Some organizations expressed their desire to have a member from their organizations the EEOS team. The suggestion is welcomed and the support from any of these organizations is always appreciated.

• Some of the attendees expressed their organization’s concern on a confusing massage they received from some vendors when spare or retrofitting parts were requested. Some of these vendors claimed the obsoleteness of the requested equipment when approached directly by the facility proponent. However, when the same vendor is approached by the FPD, he confirmed the existence of the requested spare parts and that it is not obsolete.

• It was agreed that retrofitting is not always the best choice and sometimes it could be more expensive than selecting another replacement. Deciding to retrofit any electrical equipment should be based on engineering judgment, and Operations concerns, taking into consideration that the retrofitted equipment has to be certified (type tested and accepted by Saudi Aramco), as well as the cost associated with the retrofitting compared to a replacement with new equipment. Retrofitting is generally used to extend the expected life of the equipment and it should not be treated as a permanent solution to the problem. Furthermore, retrofitting must not be considered as a choice when upgrading or reconfiguring substations.

• It was suggested to include other electrical equipment such as Transformer and Protective devices in the survey, for the team evaluation.

• It was suggested to delay the deadline for submitting the equipment list to March 15, 2003 to give ample of time for all representatives to collect data from remote facilities.

New Replacement air breakers type DB-AR are available for long duration using the New Technology of Magnum Air Circuit Breakers for the Draw-Out versions of DB25,DB50, and DB75. For DB100, it is under design.For spare parts, it will be evaluated on a yearly basis.

2. Design tests data are available but they are proprietary. Certificate from EATON Cutler-Hammer could be provided and any customer that purchases contactors / starters is welcome to visit our Asheville NC, USA Plant and review tests data books.
