labour market as well as difficult economic times, a

"holistic approach" is needed to manage the safety,

health and well-being of workers. Over the past few

decades, Malaysia has made significant strides in

improving workplace safety and health. Yet, fatalities

and injuries continue to happen at our workplaces,

and more can be done to protect our workers.

Moving forward , strategies need to be mapped out

to build up Innovative and new ways of working with

other disciplines which are the key success factors for

the growing field of Safety & Health. With the continual

development in the science and technology, workers

and employers should take more robust actions to

improve Safety & health performance and sustain

business growth. It is vital that everyone is able to play

their part in keeping Malaysia’s economy running as

effectively and efficiently as possible.

Ir. Saiful Azhar bin Mohd Said is currently the Director of

Petroleum Safety from the Department of Safety and Health, Putrajaya. He

holds a Bachelor of Science Degree in Mechanical Engineering from

California State University. He has been with DOSH for the last 25 years. Other

positions that he held at DOSH before include Director of DOSH Terengganu,

Director of DOSH Melaka, and Deputy Director of DOSH Perak.

Ir Hussein Rahmat is an engineer with more than forty years of

working experience. In his nearly twenty years of working experience in

PETRONAS he had responsibilities as manager of its offshore operations,

manager of gas processing plant, management of a drilling subsidiary and

general manager of its Engineering and Safety Unit. Ir. Hussein had been on

the Board of Directors of NIOSH for fifteen years beginning from its inception

year. Currently he is on the panel of trainers and examiners for its Safety and

Health Officer Course. Ir. Hussein has been involved in international

management system standards development since 1995 when he led the

Malaysian delegation to ISO TC207 meeting in Oslo when it first approved

the ISO 14001 Environmental Management System Standard. In 2013 Ir.

Hussein again led the Malaysian delegation to ISO PC283 first meeting in

London to develop the ISO 45001 Occupational Health and Safety

Management System standard. He is currently a member of Safe System of

Work Committee which is a Standards Writing Organisation under the

Department of Occupational Safety and Health which is also the ISO

National Mirror Committee for the development of ISO 45001 Occupational

Health and Safety Management System standard.

Mr Ameerali Abdeali is currently the President of the National Safety

Council of Singapore and represents Singapore on the Board of the Asia-

Pacific Safety and Health Organisation (APOSHO). Mr Ameerali is Vice

President of the Association of Safety Auditing Firms (ASAF). In these

capacities he has presented numerous technical papers at local and regional

conferences on occupational safety and health including Malaysia, Hong

Kong, Vietnam, Indonesia, Thailand, Philippines, Mauritius and Yangon,

Myanmar.

Mr Ameerali did his “A” levels in Chard Boarding School in Somerset, England

and proceeded to study engineering in Thames University, London. Mr

Ameerali started his career at the Ministry of Manpower (then known as the

Ministry of Labour) in 1974. He served 32 years with the Ministry’s Occupational

Safety and Health (OSH) Division rising from factory Inspector to General

Manager of the Ministry’s OSH Training and Promotion Centre. In 2006, he was

appointed as Deputy Director of the Ministry’s OSH Division.

During his service with the government, Mr Ameerali was responsible for the

enforcement and administration of the Occupational Safety and Health Act

and other subsidiary legislations under the Act. He headed various

departments and served in many technical and policy making committees.

He also presented technical papers at numerous conferences, seminars and

workshops organised in Singapore and the region. He represented Singapore

as a member of the ASEAN-OSHNET Coordinating Board.

As GM of the Division’s Occupational Safety and Health Training Centre, Mr

Ameerali was overall responsible for ensuring that proper training courses

were developed and run for the industry workforce including managers,

supervisors and workers.

Encik Mapis Md Jais holds a Master in Occupational Safety and

Health Management from University of Northern Malaysia (UUM) in

collaboration with NIOSH and Bachelor Degree in Applied Science with Honors

from University Science Malaysia. He is also a Reserved Officer Training Unit

(ROTU) Commissioned as Second Lieutenant Regiment 509 Wataniah

(PALAPES) (7506986).

He has 17 years’ experience in Environment, Health and Safety in Multi-

National Company (From Manufacturing personal to EHS & Security Manager).

He is once appointed as one of Division Worldwide HSE representative for one

of prominent organization in Germany. During his years of working, he

manages to assist few MNC Company to certify as ISO14001 & OHSAS

18001.Currently, he is now appointed as Consultant by two of University on EHS

matters, appointed as ‘Technical Expert’ for two of government body on EMS &

OHSMS as well as an OHSAS18001 and ISO14001 Certification Auditor for

prominent Certification Body in Malaysia (Auditing more than 100 companies).

He always believes that an issue is an opportunity for him to improve.

He likes to simplify EHS requirements by reducing the responsibility of the

person in charge but at the same time, still comply with legal and other

requirements. He has developed a comprehensive and paperless Database

for EHS MS that is currently being used by a few MNC. He believes that all

employees should have equal opportunities for development and training. He

has developed EHS e-learning with pre and post evaluation for employee to

know about almost all EHS requirements and information in manufacturing

environment. He is now actively involved in community services, delivering

EHS awareness to hospital, school, polytechnic, nursery, kinder garden and

the community.

Dr. Jasbeer Singh a/l Balwant Singh is currently the Senior

Principal Assistant Director and Occupational and Environmental Consultant

at Penang State Health Department. He completed his Master’s Degree in

Occupational and Environmental Health from Universiti Kebangsaan

Malaysia..He obtained membership in the Faculty of Occupational Medicine

Royal College of Physicians Ireland.He is incharge of safety,health and

environment of all health care facilities in Penang State which includes six

hospitals various health clinics,dental facilities, pharmacy department etc. He

is appointed a member of SOCSO panel board for occupational diseases

compensation in Penang state.He is also a visiting lecturer of Penang Medical

College and a member of the Society of Occupational Physicians.

Encik A’Azizan Mohamad is currently the Senior Environmental,

Safety and Health Manager from Osram Opto Semiconductors (M) Sdn Bhd.

He holds a Master of Science in Occupational Safety and Health

Management (MOSH), University Utara Malaysia (UUM). He is a registered

Safety and Health Officer (SHO), Lead Auditor certified by QACAS Pty Ltd,

Trained Adult Basic Life Support & AED by Hanniel Consulting (AHA Certified

Trainer) . Encik A’azizan is currently the trainer for (NIOSH) Safety and Health

Officer program, Guests Lecturer for University Malaysia Perlis (UNIMAP) and

Associate trainer, facilitator and consultant on Occupational Safety & Health

and Environment representing various consultancy companies.

Puan Norhazlina Mydin is the President of Malaysian Industrial

Hygiene Association. She is currently the Head of Global Industrial Hygienist

from PETRONAS. Puan Norhazlina holds a Bachelor Degree in Chemical

Engineering from University of Adelaide, Australia and a Master of Science in

Occupational Hygiene from University of Aberdeen, Scotland Some of her key

experience among others are :

1. Conducted Health Risk Assessment in various business operations

(upstream, downstream, shipping, office)

2. Conducted numerous exposure monitoring (chemical, noise, radiation,

heat stress, vibration, IAQ)

3. Developed strategies for Industrial Hygiene company-wide

4. Trainers for numerous modules such as Safe Handling of Chemicals, Hearing

Conservation Program, HRA, Human Factors etc

5. Written numerous technical standards such as risk assessment, chemical

management,

6. Team leader for the development of Malaysia’s National Mercury

Management Guidelines in 2011

7. Team leader for Human Factors implementation in PETRONAS

Dr Evelyn Tan holds a Ph.D. in Ergonomics (University of London,UK), M.Sc.

Ergonomics (University of London, UK) and B.Sc. (Physiology) (University of London,

UK). She has held positions as a Senior Research Officer, Royal College of Art,

London; Fulbright-Hays - Visiting Scholar at the Harvard School of Public Health,

Boston, US; and consultant on Ergonomics to UNESCO, Bangkok, Thailand. Other

professional work include consultant on Noise Pollution for the Innovation &

Consultancy Centre, USM, member of the National Committee on Noise Control;

and competent person on the Factory & Machinery (Noise Exposure) Regulations

1989

Associate Professor Dr. Shamsul Bahri Mohd Tamrin is

Industrial Hygiene/Occupational Ergonomic lecturer in Environmental &

Occupational Health, UPM. He had supervised a total of 62 undergraduate

students and 18 postgraduate students with 6 PhD students and had

completed many research projects sponsored by The Ministry of Science and

Innovation and Ministry of Higher Education with the total grant of RM1.7

million. This includes research in industrial ergonomics including intervention

of ergonomics injuries among commercial vehicle drivers, improvement of

school ergonomics and ergonomics intervention in agriculture especially

related to oil palm industries. He is currently one of the consultant for various

project with DOSH with total gran of RM2.1 million. Under UPM, he owns

industrial patent for Ergonomic bus seat design, ergonomics furniture for

school and currently tool for harvesting free fruit bunch. He was among

recipient of awards both National and International award especially related

to ergonomics improvement among bus drivers. Besides publishing peer

reviewed publications, he had consulted DOSH and various industries in

occupational safety and health issues including noise exposure, audiometry,

indoor air quality, epidemiological study on musculoskeletal disorders and

developing the Malaysian Occupational Safety and Health Profile in 2008. He

is currently the president of Human Factors and Ergonomics Society of

Malaysia, an exco member of South East Asia Network of Ergonomics

Societies (SEANES). Member of International Ergonomics Association (IEA),

Member of Asian Council of Ergonomics Design (ACED). MQA panelist on OSH

curriculum for various private and government Universities. He is also the

national committee on developing Ergonomics risk assessment guideline for

DOSH and technical member in developing guideline for manual handling

with NIOSH.

Dr. Ng Teik Kee, Dicky Occupational Health Doctor BSc (Toronto), MBBS (Vellore), MHSc (Occ Medicine, Health & Safety, Perth),

Member of AOEMM

Dr. Dicky Ng aims to be a regional Wellness icon! He does this by passionately

living “The ADVENTIST WELLSTYLE” (Adventist Wellness Lifestyle) – He strives to

portray a delightful WELLSTYLE of good diet, exercise and spiritually-oriented

positive thinking. He desires that all who come into contact with him will be

attracted to the WELLSTYLE.

Dr. Dicky Ng conducts wellness health screenings, provides corporate

occupational health consultancy and directs healthcare improvement

programmes such as the Clinical Pathway Development. Within the

community, Dr. Dicky Ng leads and develops diabetes care /support

programme and currently chairs the Penang chapter of Malaysian Diabetes

Association.

Encik Aziz Noor is presently the Managing Director of Zeezy Global

Sdn Bhd (ZZG), an Environmental, Health and Safety (EHS) Consulting firm

based in Penang. Prior to joining ZZG, En. Aziz led an EHS organization for a

large semiconductor company in Kulim and Penang.

Encik Aziz has 30 years of industrial and consulting experience, specifically in

EHS Management for big/complex operations, certification systems (ISO

14000 and OHSAS 18000), organizational/safety culture, EHS audit, facilities

management, permitting, construction EHS and government agency liaison.

He is also a NIOSH Assessor for the Safety, Health Officer Certification Program

since the late nineties.

Encik Aziz holds a MSc Environmental & Geotechnical Engineering (1989 –

USA) and BSc Civil Engineering (1986 – USA). He has worked and/or managed

projects in the U.S. and many countries in Asia.
