Certain 1999 model year Taurus and Sable vehicles built at the Atlanta Assembly Plant from July 26, 1999 through August 12, 1999 and certain 1999 model year Taurus and Sable vehicles built at the Chicago Assembly Plant from July 28, 1999 through August 13, 1999.

Certain 1999 and 2000 model year Mustang vehicles built at the Dearborn Assembly Plant from July 28, 1999 through August 13, 1999.

Certain 2000 model year Continental vehicles built at the Wixom Assembly Plant from August 9, 1999 through August 12, 1999.

REASON FOR RECALL

In some of the affected vehicles, the safety belt may stick in the stowed position or the belt may not switch into the Automatic Locking Retractor (ALR) mode when fully extended. As a result the safety belt may be unusable or incapable of switching into the ALR mode. The ability of the safety belt retractor to lock in the event of an accident is not affected. You must use OASIS to determine if a vehicle is eligible for this recall.

PLEASE NOTE

Correct all vehicles in stock before delivery. Federal law requires dealers to complete any outstanding safety recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $1,100 per vehicle.

Promptly correct all affected vehicles on the enclosed VIN list (if provided) or the VIN list in the Ford Dealer Consolidated Communicator (FDCC) and other eligible vehicles which are brought to your dealership

CLAIMS PREPARATION AND SUBMISSION

Enter claims using DWE. Refer to ACESII Manual for claims preparation and submission information. To claim for the "Lincoln Commitment Special Handling" on Continental vehicles, follow the instructions on page two of Attachment IV.

RENTAL CARS

If a safety belt requires replacement, Ford will pay for a loaner or rental vehicle except for fuel which will be at the owner's expense. Rentals should be provided only while the vehicle is at the dealership for the safety belt replacement. Follow Extended Service Plan (ESP) guidelines for rental dollar amounts. Enter the word "LOANER" plus the number of days the vehicle was used in the Miscellaneous Expense area of the recall claim.

NOTE: Continental owners should receive the "Lincoln Commitment Special Handling Procedure". Before calling Continental owners, review Attachment IV to familiarize yourself with this special handling procedure.

When directed to call the Recall Hotline to order replacement safety belts, be prepared to provide the VIN, your Parts and Accessories code and part number(s) needed to the hotline analyst. For delivered units only, provide a loaner vehicle to the customer until repairs are complete. See Attachment I for details.

SAFETY BELT RETRACTOR INSPECTION

AFFECTED VEHICLES:

CERTAIN 1999 MODEL YEAR TAURUS AND SABLE, 1999-2000 MODEL YEAR MUSTANG AND 2000 MODEL YEAR CONTINENTAL

OVERVIEW

Not all safety belt retractors require inspection. The safety belt retractors that will require inspection vary depending on the vehicle model. Refer to the "Safety Belt Inspection Chart" to determine which safety belt retractors are affected for the vehicle you are servicing.

NOTE: Each safety belt within any one vehicle may have a different date code. Be sure to inspect each affected retractor.

INSPECTION

1. Using the "Safety Belt Inspection Chart" below, determine which retractors need to be inspected.

2. On the retractors that need to be inspected, spool-out the safety belt webbing until the build label is visible. See Figure 1. IF THE SAFETY BELT WEBBING WILL NOT SPOOL-OUT, THE SAFETY BELT RETRACTOR MUST BE REPLACED.

3. Locate the build code on the build label. See Figure 2. 4. Identify the third, fourth and fifth digits of the build code. See Figure 2. This is the day of

manufacture (i.e. 218 = two hundred and eighteenth day of the year). Pass inspection: Day of manufacture code is before 200 or after 223, proceed to Step 5. Fail Inspection: Day of manufacture code is 200 through 223 (the safety belt retractor must be replaced).

5. Repeat steps 2 through 4 for each safety belt requiring inspection. Only release the vehicles that pass the date of manufacture code inspection on all affected safety belts.

6. On all vehicles that failed the inspection, proceed to "Safety Belt Retractor Replacement," to replace all safety belt retractors that failed the inspection.

SAFETY BELT RETRACTOR REPLACEMENT

CONTINENTAL

WARNING: TO AVOID ACCIDENTAL DEPLOYMENT AND POSSIBLE PERSONAL INJURY, THE BACKUP POWER SUPPLY MUST BE DEPLETED BEFORE REPAIRING OR REPLACING ANY FRONT OR SIDE AIR BAG SUPPLEMENTAL RESTRAINT SYSTEM (SRS) COMPONENTS AND BEFORE SERVICING, REPLACING, ADJUSTING OR STRIKING COMPONENTS NEAR THE FRONT OR SIDE AIR BAG SENSORS, SUCH AS DOORS, INSTRUMENT PANEL, CONSOLE, DOOR LATCHES, STRIKERS, SEATS AND HOOD LATCHES.

PASSENGER FRONT SAFETY BELT RETRACTOR

1. Record the radio stations. 2. Disconnect the battery negative cable. Wait at least one (1) minute to deplete the backup

power supply before continuing with this service procedure. 3. Remove the front passenger-side upper anchor bolt trim cover. 4. Remove the front passenger-side safety belt upper and the lower anchor bolts. See Figure 3. 5. Remove the passenger-side B-pillar trim panel. See Figure 3.

6. Remove the safety belt web guide. See Figure 4. 7. Remove the safety belt retractor retaining bolt, then remove the safety belt retractor. See

Figure 4.

8. Install the new safety belt retractor. Tighten the retaining bolt to 40 Nm (30 lb-ft). 9. Install the safety belt web guide.

10. Install the passenger-side B-pillar trim panel. 11. Install the front passenger-side safety belt upper and the lower anchor bolts. Tighten the

anchor bolts to 40 Nm (30 lb-ft). 12. If rear seat safety belt retractor replacement is not required, proceed as follows:

Connect the battery negative cable. Program the radio stations.

REAR SEAT SAFETY BELT RETRACTORS

1. If the backup power supply has not been depleted, proceed as follows: Record the radio stations. Disconnect the battery negative cable. Wait at least one (1) minute to deplete the backup power supply before continuing with this service procedure.

2. Remove the rear seat cushion. The ashtray electrical connector must be disconnected before removing the cushion from the vehicle.

3. Remove the rear backrest cushion. 4. Position both driver-side and passenger-side scuff plates away from the rocker panels. See

Figure 5. 5. Position both driver-side and passenger-side lower quarter trim panels away from the quarter

panels. See Figure 5. 6. Remove both driver-side and passenger-side outboard safety belt lower anchor bolts. See

Figure 5.

7. Remove both driver-side and passenger-side lower quarter trim panels. 8. Remove the seaming welt (weather strip) from both rear door openings. 9. Remove both driver-side and passenger-side upper quarter trim panels.

10. Remove the center safety belt lower anchor bolt. 11. Open the trunk. 12. Remove the luggage compartment lower back panel (fabric panel covering underside of

package tray).

13. Lower the module tray. See Figure 6.

14. Remove the hi-mount stop lamp housing as follows: Disconnect the hi-mount stop lamp electrical connector. Unsnap and remove the hi-mount stop lamp bulb holder Remove the hi-mount stop lamp housing retaining screws. Individually squeeze together the tangs on the retaining clips and the push clip through the decklid. From inside the vehicle, remove the hi-mount stop lamp housing.

15. Remove the center safety belt bezel from the package tray trim panel. See Figure 7. 16. Remove the package tray trim panel. See Figure 7.

17. If outboard retractor(s) replacement is required, proceed as follows: Remove the safety belt upper anchor bolt(s). See Figure 8.

Remove the safety belt retractor retaining bolt(s), then remove the safety belt retractor(s). See Figure 8. Install the new safety belt retractor(s). Tighten the retaining bolt(s) to 40 Nm (30 lb-ft). Install the safety belt upper anchor bolt(s). Tighten the anchor bolt(s) to 40 Nm (30 lb-ft).

18. If center retractor replacement is required, proceed as follows: Remove the center retractor retaining bolt. Turn the retractor 90 degrees, then remove the center retractor. See Figure 8. Install the new center retractor. Tighten the retaining bolt to 40 Nm (30 lb-ft).

19. Install the package tray trim panel. Route the center safety belt through the trim panel before final installation.

20. Install the center safety belt bezel into the package tray trim panel. 21. Install the hi-mount stop lamp housing as follows:

Position the hi-mount stop lamp housing in the installed position. Make sure the retaining clips snap into position. From the luggage compartment, install the housing retaining screws. Tighten the screws securely. Install the hi-mount stop lamp bulb holder assembly. Make sure the holder snaps into position. Connect the hi-mount stop lamp electrical connector.

22. Position the module tray back in the installed position. 23. Install the luggage compartment lower back panel. 24. Close the trunk. 25. Install the center safety belt lower anchor bolt. Tighten the anchor bolt to 40 Nm (30 lb-ft). 26. Install both driver-side and passenger-side upper quarter trim panels. Route the safety belt

through the trim panel before final installation. 27. Install both rear door seaming welts. 28. Position both driver-side and passenger-side lower quarter trim panels close to the installed

position, then route both outboard safety belt lower anchors through the trim panels. 29. Install both driver-side and passenger-side outboard safety belt lower anchor bolts. Tighten the

anchor bolts to 40 Nm (30 lb-ft). 30. Install both driver-side and passenger-side lower quarter trim panels.

31. Install both driver-side and passenger-side scuff plates. 32. Install the rear backrest cushion. Tighten the retainers to 5 Nm (45 lb-in). 33. Position the rear seat cushion close to the installed position, then connect the ashtray electrical

connector. 34. Install the rear seat cushion. 35. Connect the battery negative cable. 36. Program the radio stations.

FRONT AND REAR SEAT SAFETY BELT RETRACTORS

NOTE: If both rear seat safety belt retractors require replacement, remove the driver-side and passenger-side components during the same step.

1. Position both front seats fully forward. 2. Remove the rear seat cushion. 3. Remove the rear seat safety belt lower anchor bolt(s). 4. Remove the scuff plate(s). 5. Fold-down the rear backrest cushion(s). See Figure 9. 6. Remove the backrest bolster. See Figure 9. 7. Remove the front seat safety belt upper anchor bolt(s). See Figure 9. 8. Remove the coat hook(s). See Figure 9. 9. Remove the upper quarter trim panel(s). See Figure 9.

10. Remove the lower quarter trim panel(s). See Figure 9.

11. If front passenger-side safety belt retractor replacement is required, proceed as follows: Remove the safety belt lower anchor bolt. See Figure 10. Remove the safety bolt retractor retaining bolt, then remove the safety belt retractor. See Figure 10.

Install the new safety belt retractor. Tighten the retaining bolt to 40 Nm (30 lb-ft). Install the safety belt lower anchor bolt. Tighten the anchor bolt to 40 Nm (30 lb-ft).

12. If rear retractor(s) replacement is required, proceed as follows: Remove the safety belt upper anchor bolt(s). See Figure 11. Remove the safety belt retractor retaining bolt(s), then remove the safety belt retractor(s). See Figure 11.

Install the rear seat safety lower anchor bolt(s). Tighten the anchor bolt(s) to 40 Nm (30 lb-ft). 21. Install the rear seat cushion. 22. Position both front seats in their original position.

PASSENGER FRONT SAFETY BELT RETRACTOR

1. Position both front seats fully forward. 2. Remove the rear seat cushion. 3. Remove the scuff plate. 4. Remove the rear backrest cushion. 5. Remove the front safety belt lower anchor bolt. See Figure 12. 6. Remove the upper speaker cover and slot trim cover. See Figure 12. 7. Remove the quarter trim panel pushpins and remove the panel. See Figure 12.

As part of our ongoing commitment to Lincoln customers, we are pleased to announce the Lincoln Commitment Special Customer Handling Procedure to provide additional dealer compensation for certain Recalls and Owner Notification Programs (ONP's) that affect Lincoln brand vehicles.

This additional compensation is being provided to allow dealers to provide personalized service designed to make the recall repair a positive experience for the Lincoln customer, many of whom are new to the Lincoln family.

Each Recall/ONP Bulletin affecting Lincoln vehicles will indicate whether the Lincoln Commitment Special Customer Handling Procedure is authorized; please note that not every Recall/ONP will qualify for this procedure and that the procedure will not be communicated to customers as a normal benefit of the Lincoln Commitment Program. Special handling and claiming instructions are included on the attached page. This program will apply only to Lincoln vehicles which have been delivered to customers.

Ford Motor Company has decided that a defect which relates to motor vehicle safety exists in certain 1999 model year Taurus and Sable vehicles, certain 1999-2000 model year Mustang vehicles and certain 2000 model year Continental vehicles.

SAFETY DEFECT

In some of the affected vehicles, the safety belt may stick in the stowed position or the belt may not switch into the Automatic Locking Retractor (ALR) mode when fully extended. As a result the safety belt may be unusable or incapable of switching into the ALR mode. The ability of the safety belt retractor to lock in the event of an accident is not affected. The driver's safety belt is not equipped with the ALR feature and therefore is not affected. Please refer to your vehicle owner guidefor further information regarding the ALR feature and operation.

REPAIRS

At no cost to you, your dealer will inspect your vehicle's affected safety belt retractor(s) and, as necessary, replace the safety belt(s). Dealers currently have instructions and parts ordering information.

HOW LONG WILL IT TAKE?

The time needed for this repair is less than one-half day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time.

Please call your dealer for a service date for Safety Recall 99S26 without delay.

RENTAL VEHICLES

If your safety belt(s) require replacement, the safety belt will need to be ordered. In these cases, your dealer is authorized to provide a free loaner vehicle (except for fuel) until repairs can be completed.
