1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The prescriptions and special regulations of Yachting Australia will apply- Part 1 Category 5N
1.3 All vessels shall carry a registered 406MHz Emergency Position Indicating Radio Beacon (EPIRB) for the duration of the race. NB – Personal Locator Beacons (PLBs) DO NOT fulfil this requirement.
1.4 Where lifelines complying with Yachting Australia Special Regulations have not been fitted, all crew shall wear a visible personal floatation device whilst outside the confines of Manly Boat Harbour and The Mooloolah River.
1.5 For yachts competing in the IRC Division the 2012 IRC Class rules will apply. 1.6 For yachts competing in the OMR Division the OMR Class rules will apply. 1.7 For yachts competing in the SMS Division the SMS Class rules will apply.
2 NOTICES TO COMPETITORS
2.1 RQYS: Notices to competitors will be posted on the official notice board(s) located outside the RQYS Sailing Office
2.2 Mooloolaba: Notices to competitors will be posted on the official noticeboard located outside the Mooloolaba Yacht Club Office at the Wharf Bar Tavern.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 0800 on the day it will take effect, except that any change to the schedule of races will be posted by 1900 on the day before it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the official flag pole located adjacent to the RQYS clubhouse.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the race signal AP.
5 SCHEDULE OF RACES
5.1 The schedule of races is as per the following table:

6 CLASS FLAGS
Class flags will be: Division 1 (Monohulls): Numeral Pennant One Division 3 (Sports boat): Numeral Pennant Four Division 4 (Multihull): Numeral Pennant Three
7 RACING AREAS
The racing area is between Manly Boat Harbour and Mooloolaba.
8 THE COURSES
The courses to be sailed are as follows: 8.1.1 Manly to Mooloolaba
Start (approx. 1nm west of the Lockyer Light), Lockyer Light (P), Green Island (P), M9 (S), EK1 (P), EK2 (S), M3 (P), M1 (P), NW12 (S), NW3 (S), NW4 (S), NW Fairway (P), Finish mark (S).
8.1.2 Mooloolaba to Manly
Start (to be laid in the vicinity of Mooloolaba/ Point Cartwright and Alexander Headland), “D” Buoy (direction and rounding to be displayed on the Start boat), NW Fairway (S), NW2 (S), NW4 (P), NW3 (P), NW12 (P), M1 (S), M3 (S), EK1 (S), M9 (P), Green Island (S), Lockyer Light (S), Finish in Waterloo Bay.
THE ABOVE COURSES CHANGE NOR - SECTION 9
9 MARKS
9.1 The starting and finishing marks will be orange / pink inflatable buoys. 9.2 “D” Buoy will be an orange inflatable buoy
10 THE START
10.1 Races will be started by using rule 26 with the warning signal made five minutes before the starting signal.
10.2 The starting line will be between a staff displaying an orange flag on the start vessel at the starboard end and the course side of the port-end starting mark.
10.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.
10.4 A boat starting later than fifteen (15) minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4.
10.5 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee may attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).
11 THE FINISH
11.1 Race 1 Finish Line (Mooloolaba)

11.2 The finishing line will be an orange inflatable buoy laid approximately 500 meters out on the transit of the outer Port and Starboard Marks on the retaining walls of the Mooloolah River. Competitors are to record their finish time (GPS time) at this location using the Finish declaration in Attachment C.
11.3 Race 2 Finish Line (Manly) The finish line will be between a staff displaying an orange flag on the race committee vessel at the starboard end and a port end finishing mark approx. 0.5nm west of Lockyer Light.
11.4 If the race committee is absent when a boat finishes, she should report her finishing time, and her position in relation to nearby boats and landmarks to the race committee at the first reasonable opportunity.
12 PENALTY SYSTEM
For all boats rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
13 TIME LIMITS
13.1 Time limits are as follows: Race 1: 1800 hours Race 2: 1830 hours
13.2 Boats failing to finish within time limit will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.
13.3 In the event of a shorten course, Race 2 may be shortened at the East Cardinal on North-East Side of Mud Island.
14 PROTESTS AND REQUESTS FOR REDRESS
14.1 Protest forms are available at the RQYS Sailing Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.
14.2 The protest time limit is 90 minutes after the last boat has finished the last race of the day.
14.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room next to the RQYS Sailing office in the Olympic Room, beginning at the time posted.
14.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).
14.5 Breaches of instructions 11.3, 16, 20, 21, 22 and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.
14.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66.
14.7 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.
15 SCORING
15.1 The Low Point Scoring System of Appendix A will apply. 15.2 One race is required to be completed to constitute a series. 15.3 There shall be no discards, both completed races shall count. This amends A2.

15.4 Race 1 and Race 2 will be included in the 2012/13 Sailing Season Results for RQYS Ocean Pointscore for RQYS Season Entry Holders.
16 SAFETY REGULATIONS
16.1 When sailing in or near the vicinity of a major shipping channel commercial shipping has absolute right of way. Boats are reminded of their obligations under the International Regulations for Prevention of Collisions at Sea and that at close quarters the master and/or pilot of a large vessel may not be able to see smaller craft. Any skipper found to have hampered the passage of a commercial ship will be banned from the competition for a period determined by the RQYS Sailing Committee.
16.2 All participating vessels, to keep a radio watch on Channel 12 between Mud Island and the Fairway Buoy / NE2 in order that they can communicate with by commercial shipping.
16.3 Attention is drawn to the COLREGS: “Rule 9 ‘Narrow Channels’ – a sailing vessel shall not impede the passage of a vessel which can safely navigate only in a narrow channel or fairway.”
16.4 Participating ships are to give way and not hinder any commercial traffic in the shipping channels especially any larger commercial traffic.
16.5 Participating Ships are to monitor VHF channel 12 whilst transiting the Brisbane pilotage area.
16.6 Participant ships are to monitor VHF channel 12 whilst transiting the Brisbane pilotage area from East of Mud Island to the Finish in Race 1 and from the Start to the East of Mud Island in Race 2.
16.7 Participant ships must keep at least 300 metres clear of the entrance to the Mooloolah River during the activities of the event.
16.8 Participant ships must not enter the Mooloolah River under sail. Ships must enter the river under engine power or tow.
16.9 Participant ships must not impede the safe passage of commercial ships and fishing ships navigating the Mooloolah River.
16.10 A boat that retires from a race shall notify the race committee as soon as possible.
17 REPLACEMENT OF CREW
Substitution of crew will not be allowed without prior written approval of the race committee.
18 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection.
19 OFFICIAL BOATS
Official boats will be marked with a white flag with the letter RC.
20 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support or official boats.
21 HAUL OUT RESTRICTIONS
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

22 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.
23 RADIO COMMUNICATION
23.1 The race committee shall communicate with boats on VHF Channel 72. 23.2 All yachts intending to start shall notify the race committee vessel on VHF Channel 72
no less than 15 minutes prior to the warning signal. 23.3 In race 1 all boats must standby on VHF Channel 12 between Mud Island and the
Pilot Boarding Ground off Point Cartwright and in reverse for Race 2. 23.4 The Race Committee may request a boats position at any time through VHF Channel
72. 23.5 During Race 1 to Mooloolaba, the first boat to cross the shipping channel shall
contact Brisbane Port Control on VHF Channel 12, while the last yacht to pass the NW Fairway (Caloundra) shall also contact Brisbane Port Control on VHF 12. The same procedure shall be followed in reverse for Race 2.
23.6 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephone.
23.7 Mobile Telephones: Each vessel must carry an activated mobile phone on-board. The mobile phone number must be nominated at registration and will be used as an additional source of communication in the event a vessel can’t be reached on VHF Channel 72.
24 RESULTS

26 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
27 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5,000,000AUD per incident or the equivalent.
