BACKGROUND
SAINT PAUL SUSTAINABLE BUILDING POLICY
Background• Indoor environmental quality (IEQ) is an essential
part of providing a healthy and comfortable environment for residents and employees.
• The Saint Paul Overlay has four indoor environmental quality sections:– Ventilation requirements– Construction Indoor Air Quality (IAQ)
management plan– Selection of low-emitting materials– Thermal comfort

Ventilation requirements
• Exhaust pollutants• Mitigate negative health effects• Manage moisture

Construction IAQ management
• Manage dust and pollutants created during the construction process.
• Minimize exposure to construction hazards both to the occupants of the building and workers during construction.

Low-emitting materials
• Limit the amount of pollutants entering the indoor environment.

Thermal comfort
• Thermal comfort requirements set limits on radiant temperature, air temperature, and humidity, based on building type and a variety of other factors.
• Intended to provide a comfortable indoor environment for most occupants.

Specific requirements: Indoor environmental quality• ASHRAE standards 62.1 and 62.2– Define appropriate rates of ventilation– Commonly incorporated into sustainable building
standards

Specific requirements: Construction IAQ Management
• During-construction: – Establish a plan of construction IAQ management– For buildings occupied while under construction,
follow the SMACNA IAQ guidelines– Includes specific requirements if not outlined in
guideline or rating system• Post-construction IAQ management: requires
a pre-occupancy “Building Flush Out” period

Specific requirements: Low-emitting materials
• Limit the amount of Volatile Organic Compounds (VOCs) including formaldehyde present in building materials.– Primarily achieved through product selection,
typically of paints, adhesives, wood products, carpet and other interior finishes.

Specific requirements: Thermal Comfort
• ASHRAE Standard 55– Defines the range of indoor thermal
environmental conditions acceptable to a majority of occupants.

General reporting requirements: Ventilation
• Use the Indoor Environment Quality Worksheet found at: – www.sustainablebuildingpolicy.umn.edu/saintpaul
• Include a list of spaces found in the project, their required ventilation rates per ASHRAE 62 and the ventilation rate as designed.
• Submit the completed Worksheet to DSI and PED

General reporting requirements: Construction IAQ management Plan• Submit the required IAQ construction
management plan.– Indicate in bid and construction documents that
compliance with the Construction Indoor Air Quality Management Plan is required.
– The Template for construction IAQ management plan is available at www.sustainablebuildingpolicy.umn.edu/saintpaul
– Submit completed plan to DSI and PED

General reporting requirements: Low-emitting materials requirements• List the products which have been specified for the
the project, along with product type and and method of verification of compliance ( please list the database of compliant materials in which the product appears, or the certification that the product has recieved).– Template for Materials Selection Log available at
www.sustainablebuildingpolicy.umn.edu/saintpaul– Required for products listed under each rating system, specific
requirements vary.– Submit completed log to DSI and PED

General reporting requirements: Thermal comfort• List all spaces in the building, their designed high and low
temperature set points during occupancy, air speed and relative humidity, verifying that they are within the required comfort zone for compliance with ASHRAE 55. For spaces where mean radiant temperature or other indoor comfort factor may be an issue, list strategies to maintain indoor surface temperatures within 20 degrees Fahrenheit and mitigate other comfort factors.– Template available at

• Minnesota Green Communities does not have a satisfactory ventilation criterion. Instead meet Sections 1 and 2 of the following guidelines, when applicable:

• Comply with a pre-occupancy building flush-out as described in LEED N.C. Version 2.2.
• Total air volume of 14,000 cu. ft. of outdoor air per sq. ft. of floor area
• 60 degrees temperature• 60% maximum relative humidity• Replace all filtration media prior to occupancy

Construction IAQ management plan – section 2
• Meet construction air quality requirements of SMACNA IAQ Guideline for Occupied Buildings under Construction.
• Maintain ventilation continuously during installation.
• Ventilate areas directly to outside.• During dust-producing activities (e.g., drywall
installation and finishing, and transportation and delivery), turn ventilation system off.
