Speaker Bio

Charles Camillo has served as the historian for the Mississippi River Commission and the Mississippi River and Tributaries Project since 2001. He also serves as the historian for the Corps of Engineers' Mississippi Valley Division and the Engineer Research and Development Center.

He is a co-author of Upon Their Shoulders: A History of the Mississippi River Commission and he has authored several papers on various components of the Mississippi River and Tributaries Project. He is currently writing a book on the 2011 Flood as it pertained to the MR&T project. He began his career as a historian with the Corps of Engineers in 1993.

Upcoming ASCE Events Jan 17 (Thursday) SAME/ASCE Joint Luncheon 11:30am-1:00pm

President’s Message Congratulations! The St. Louis Section has been awarded the Outstanding Section and Branch Award for Large Sections and Branches! I believe this is the first time we’ve won, which is exciting considering that only four sections are named “Outstanding” each year (one in each category of Very Large, Large, Medium, and Small). The award will be presented to us at the Regions 3, 6, and 7 Multi-Region Leadership Conference in Kansas City in February. As President-Elect I initiated a draft of our

award application, and Steve Randolph finished the application after we changed offices in September. Jordan Pettibone (Younger Member Chair) and Chad Schrand (Director of Technical Development) will accept the award at the Leadership Conference on behalf of our Section.

Winning the Outstanding Section Award is a testament to all the hours logged by our many officers, committee chairs, and volunteers. We could not have won this award without your contribution! As we start the New Year, it’s good to reflect on our accomplishments. Our award application shows how busy we’ve been: We overhauled our website, presented awards to professional members, grade school, high school, and college students (undergraduate and graduate), hosted the Infrastructure Symposium, 7 lunches, 2 socials, and a golf tournament. We visited multiple schools and other career guidance activities. We welcomed the formation of a new student chapter and visited and supported our existing student chapters. Our Younger Members Group held 9 meetings, a recruitment pizza party, a Trivia Night, a BBQ, and a Toys for Tots Drive, volunteered at the Science Center and for Rebuilding Together, and hosted a Career Guidance Forum. Our Technical Committees/Institutes held over 20 events, ranging from monthly meetings to conferences, provided valuable continuing education opportunities to our membership, and partnered with other organizations.

The list of our achievements could go on, but space is limited. The New Year is a time to reflect on past success, but also time to make those infamous New Year’s Resolutions. Fortunately, we have a Strategic Plan and thus we already know our goals. Steve Randolph (President-Elect) and I recently attended a local seminar by the Leadership Effect that focused on turning strategies into results. This not only reminded us that we have a good plan but that we truly need to focus on how to achieve our goals and acknowledge our strengths and weaknesses. There is so much enthusiasm during our strategic planning sessions, but it’s hard to maintain that excitement and move ahead when we have so many very hard-working “committees of one”. If we can be the top Large Section in the country with small committees, imagine what we can do and the difference we can make in the lives of students and the public we serve if our dedicated committee chairs have more help to execute their visions.

As I look at our Strategic Plan Action Item list, I’m pleased to see that we are making progress. For example, the Statewide Infrastructure Card effort is getting underway and could use some volunteers. Contact Chad Schrand to get involved, or just say Yes if he asks for your help! Steve and I plan to make our Plan a more integral part of our regular Section operations in the future so that we can continue to lead the country in our efforts. Attending the workshop gave us time to think about how we might do that, and so it is good that we now have a plan for how to implement the plan.

I challenge each of you to reflect on this abbreviated version of ASCE’s Vision 2025 as part of your own New Year’s Resolution: We are entrusted by society to create a sustainable world and enhance the global quality of life. Civil engineers serve competently,

collaboratively, and ethically as Master Builders, Innovators, Leaders in Public Policy, Managers of Risk, and Stewards of the Environment. Can you think of a recent example where you’ve achieved part of our vision? I hope that in 2012 each of us will work to achieve our Vision so that we can truly be trusted leaders for a modern world.

Younger Member Events

Spring 2012 – Forum discussion on Sustainability: What’s This Mean for Young Engineers? We will be hosting a discussion about what sustainability is, and how it will affect us in our careers. More info to come. May 12, 2012 – Rebuilding Together – St. Louis We have participated on project teams the last few years, and we plan on doing so again this year. This is a great community service project to be a part of. Your level of experience (or lack thereof) in performing home maintenance work is no concern. Watch here for more info as we get closer to the date. Also, we have submitted our annual report to the Younger Member Council. We will have it for your viewing up on our website shortly. Check it out. We’ve been busy!

MS&T— CE – 380 Water Resources and Wastewater Engineering Location: MSD Date/Time: Meets Wednesdays 6:00 PM – 8:45 PM, Spring Semester begins January 11 2012 Instructor: Gary T Moore MS, P.E. This course is intended to provide graduate students an opportunity to study the planning and design of multipurpose water resource projects and wastewater collection / treatment / disposal systems. Latter part of course is designed to apply design principals and applications to wastewater collection and treatment plant facilities. Both hand calculations and computer methods for multipurpose water resource projects and wastewater collection and treatment plants will be developed. In addition, it is anticipated that a tour of one wastewater treatment plant will be a part of the course. On completion of the course, students should be able to understand the aspects of planning and designing multipurpose water resource projects and wastewater collections systems and treatment plants and determine the hydraulic functions of several processes of a wastewater treatment plant facilities such as bar screens, primary treatment tanks, secondary treatment tanks, pumps, unit sizing, collection system sewers and outfalls. Students will have a final design project for a wastewater treatment plant unit sizing and hydraulics and present the information in a professional setting. Computer applications may be employed as needed as part of the course work. Other computer or hand computations may be performed for hydrologic determinations for flow rates. Candidate should have a wide background in the environmental field including site investigations, risk assessment/management, remedy selection, construction oversight and project/personnel management. Experience with fast turnaround design-build projects would be helpful. Project experience should include remediation, small infrastructure type projects, and contractor oversight.

The Requirements: Bachelor's degree in civil, environmental or geological engineering from accredited program. Minimum 10 years related experience (completion of master's degree in related field may be substituted for one year of experience). CERCLA, RCRA or other state lead program experience on investigation through remediation. Excellent written & verbal communication skills. Strong analytical and problem solving skills. This position requires an individual capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments. Must be capable of devising new approaches to problems encountered. Previous consulting experience preferred. Professional Engineer registration preferred.
