Response and recovery: 1.1: County initial actions, including EOC staffing, Op Area Concept, decision on EAS while enroute, initial contact with KSBY and KVEC, lack of follow up with local e-media from then on. Initial situation status: DCPP on arrival at EOC, PW quickly checking dams...one “issue” we had, which was actually good, was how fast we were getting information: dams, highways, then Red Phone. Staffed promptly, due to business day and the NPP exercises; we had to actually call very few people. A well head from the springs was capped years ago at about the ten foot level...once crews dug down about 35’, it was discovered this not a well rupture and was actually a spring rupture to the service. There are other minor ruptures, in a relatively geographical line, and a concern with simply capping this rupture is that the force of the spring would simply cause it to rupture somewhere else. Of course, should that happen below a building, that would be an even bigger problem.
