    WhoWeAre

    Sano Paila (A Little Step) is a member-based, non-governmental, non-partisan organization

    workinginthesociallymarginalizedandimpoverishedcommunitiesofcentralandeasternTerai

    regions of Nepal. Named for the idea that it often just takes "a little step" to serve ones

    communityandinduce change, theorganizationwasfoundedbyagroup ofself-motivatedand

    dynamicyouthsin2006.SanoPailaundertakesitsprogramsbasedonwholecommunityapproach,byenhancingandpromotingthevoicesofyouth,andbyinspiringthepeopletoengageintackling

    problemsbeingignoredbythegovernmentandsecuritysectorswithhomegrownsolutions.

    Sinceitsestablishment,SanoPailahasaddressedbroadissuesof socialmobilization,community

    empowerment and local resource mobilization through an extensive network of partners to

    support health improvement and community development goals. It achieves this through

    sustainable development practices, rehabilitation and livelihood enhancement, peace building

    initiatives, and educational programs together with a broad range of local, national and

    internationaldevelopmentpartners,NGOsandGovernmentdepartments.

    FoundingPhilosophy

    Itisatruefactthatweourselvesholdthekeytosocialreformandareresponsiblefortheoverall

    developmentofourcommunities.Wearetrulydevotedtotheideathatasthepowerofspiritrises

    within,sodoesthedesiretoserveourcommunities.Weseekacomprehensiveapproachtowards

    careforandadvancementofthepooranddisadvantaged,andacknowledgethatthebestmeans

    toreachourgoalisalargeheart,anopenmindandinnovationsbasedonbestpractices.

    MissionStatement

    Sano Paila is primarily focused on improving the economic, health, social, cultural and

    environmental conditions of thevulnerableandunderprivilegedcommunities in ruralNepal, to

    integratethesecommunitiesintothelifeofthenation,andtoenablethemtocontributefullyto

    nationaldevelopment.Byworkingcollaborativelywithculturallydiversegroupsofpeople,weaim

    toidentify, include,andbuildupona rangeofkey resources,both internalandexternalto the

    community, that improve their quality of life,with asmuch reliance aspossible on their own

    initiative.

    Notonlydoourprogramsachieveawidevarietyofspecificimprovementsandincreasedsocial

    capitalatthecommunitylevel,theyalsobuildconnectionsamongresidentstoestablishpositive

    patternsof individual and communitybehavior basedonmutual responsibility and ownership.

    Likewise, through ongoing comprehensive effort that strengthens, supports, and provides

    problem-solving resources, we seek to build and sustain unified, self-reliant and empowered

    communitiesinruralNepal.

    SanoPailaworksinthebestinterestofthelocalcommunitiesandNepalasawhole.Wemobilize

    and utilize our expanding grassroots youth network to procure resources and strive for equal

    benefit in welfare programs and social services provisions, which ensure equal treatment and

    participationofcommunityresidentsaswellasequitableaccesstothebenefitsofresources.

    SanoPailahasbeenrenewedannuallyeversinceitsofficialregistrationin2007.Theorganizationis

    governed by its Constitution (registered under the provision of the District Administration Office,

    Parsa);anyregulationsarepromulgatedunderitsbylawsandbythelawsoftheGovernmentofNepal

    andwillcontinuetoexistevenifthememberschange.

    GeographicalSpread

    Over the years, Sano Paila has expanded its work in communities across 4 districts of central and

    eastern Terai region that are often overlooked by the state. Our activities focus on impoverished

    communities, especially among certain groups of people such as the poor, the disadvantaged,

    marginalizedethnicgroups,andsociallyexcludedpeople,whereeconomic,socialandhealthneedsare

    stillunmetanddevelopmentopportunitiesareseverelylimited.

    The Terairegion isan important region ofNepal that isgeographicallydistinct from the hillsand is

    hometomorethan50percentofNepalspopulation.Itsharesanopen,porousborderwithIndiaand

    is the backbone of Nepals economy, producing about 59 percent of the nations gross domesticproductandabout76percentofthegovernmentsrevenue.DespitethefactthattheTeraisignificantly

    contributestonationalgrowthanddevelopment,theregionhasreceivedlittleattentionandbearsa

    highburdenofsocial,economic,healthandenvironmentalproblems,includinghighmigrationrateand

    widespread prevalence of diseases like tuberculosis and HIV/AIDS. Likewise, poverty, illiteracy,

    discrimination, lackofawareness and opportunitiesare a few oftheobstacles todevelopmentand

    stabilitythatexistintheTerai.

    Sano Paila has its Secretariat and Head Office in Birgunj, Parsa District, a Regional office in

    Janakpurdham, Dhanusha District, and a Field office in Mahottari District. We have built a social

    network of over 1,000 youth volunteers throughout central and eastern Tarai districts with theultimategoalofmobilizingtheircommunitiestoraiseawarenessandsolvelocalissueswiththehome

    grownsolutions.

    Sano Paila has developed a strong framework to work in partnership with local government

    connectsthemtothemainstreamleadership.TYAaimsattheAsianintellectualintegration

    of the eminent future leadersbyproviding themwith a productive common platform to

    contribute to national peace building and poverty reduction through engaging youth in

    3. Paragon100,FoundationforYouthSocialEntrepreneurship(FYSE),HongKongFYSE is a nonprofit organization pursuing a range of strategies designed to build an

    entrepreneurial ecosystem which provides a unique blend of resources, networks and

    funding to a portfolio of carefully selected entrepreneurs who have the potential to

    significantlyaddress social andenvironmental challenges. FYSEnot only empowershigh-

    potential social entrepreneurs on an individual level, but also builds a holistic

    entrepreneurial ecosystem that engages key resources and drivers within society and

    creates sustainable social and cultural impact for social entrepreneurs in society. Their

    storiesinspiremillionsofpeople.

    4. NYAYAHEALTH,USA-NepalNyaya Health is a non-profit, international non-government organization based in the

    UnitedStates,auniqueassemblyofpublichealthexpertsandhealthcareproviderswhousetheir collective expertise to develop long-term, system-level improvements in healthcare

    delivery in impoverishedareas. Theirmission is two-fold: 1) Toprovide free community-

    based healthcare in rural Nepal that strengthens the public sector; (2) To develop and

    disseminateeffectivestrategiesofhealthdeliveryinresource-poorsettingsthroughoutthe

    5. JoanB.KrocInstituteforPeaceandJustice(IPJ),UniversityofSanDiego,California,USA TheJoanB.KrocInstituteforPeaceandJustice(IPJ)hasbeenworkinginNepalsince2001in

    conflictmitigationandpost-conflictpeacebuildingandhascollaboratedwithSanoPailaascountrypartnersinceJanuary2010.IPJhasbeendeeplycommittedtoofferingitsconvening

    powersandspecializedprogramstocurrentandemergingleadersofNepalforthepast10

    years.Buildinginclusiverelationships,fromvillagestothecapital,andempoweringfuture

    leaders with skills that give them the capacity to positively engage one another in

    constructingahealthyNepalhasbeentheagendafortheIPJ.

    SanoPailahasreceivedextensive recognition for itsundertakings toreachout thousandsofpeople

    ignoredbythesocietyandgovernmentandformakingasignificantdifferenceintheirlives.Inthepastwehavereceivedthefollowinghonors,awardsandfellowships:

    Organizations 2009/10 by the Foundation for Youth Social Entrepreneurship and were

    Nepals top 50 aspiring youth by ECS Nepalmagazine andwas a speaker at Worldlink

    YouthTownMeeting,UniversityofSanDiego,CaliforniainJanuary2011.Jhaisalsoa

    membercumadvisoroftheYouthAdvisoryCouncilofUSEmbassyKathmandu.

    Likewise, our success stories have been featured in national and international media as well as

    mentionedininternationalconferences.CopiesofmediacuttingsareattachedintheANNEXES.

    CurrentProjectsandActivities

    Asacommunitybasedorganizationweareinourprofessionalstageofdevelopmentandareemerging

    tobecome an intermediaryorganization inthe region bybuilding our capacitytowork closelywith

    communityresidentsandbyexpandingournetworktoincreaseoursocialcapital.Sinceourinception

    in2006,wehaveconductedseveraleventsandprograms,launchedseveralcommunity-basedprojects

    and fostered co-ordination and collaboration with government and non-government organizations

    withintheregionaswellasatthenationalandinternationalstage.

    Wehavebeenabletogenerateawarenessregardingownershipandsenseofbelongingincommunity

    developmentandsocialchangeamongthelocalresidentsaswellasinfluencepolicymakers,stateand

    non-state actors through advocacy programs at the national and international level. It is very

    encouragingtoknowthatpeoplewithmedievalincomesourceandsmallbusinessesarewillingtohelp

    forthecausewebelievein,whichisveryrareinourcountry,bycontributingtheirtimeandsmallbut

    importantdonations.Morethanthedonation,weareveryproudforthefactthatwehavebeenable

    toinstillabeliefinpeoplethatweourselvesholdthekeytosocialreformandareresponsibleforthe

    overalldevelopmentofourcommunities.

    Atpresentwehave3communitylevelprojects:

    1. Action for Addiction Center (focuses on prevention and control of drug abuse and

    HIV/AIDS);

    2. Sano Paila Gharelu Udhyog Parivaar (home-based industry) Program (focuses to

    generate income for the organization and to provide the socially afflicted-lesser

    fortunate members of the community-with a financial initiative, encouragement and

    employmentopportunities).

    3. Youth Community Services Center (focuses on youth mobilization and community

    integrationusingcommunityserviceandtheinvolvementofyouthvolunteersassourcesofdynamic,positivechange).

    1. ActionforAddiction(AFA)Center

    Since our inception, we are serving local drug users through Drug Awareness, Rehabilitation and

    SupportServicesintherapidlygrowingsub-metropolitancity,Birgunj,astrategiclocationinNepals

    ParsaDistrictand near the borderwith India,wheredrug traffickingand drug abuseare bothvery

    seriousproblems.SanoPailaisdeliveringsupportandrehabilitationservicestodrugusers,including

    InjectingDrugUsers(IDUs)andInjectingDrugUserslivingwithHIV/AIDS(ILHA).

    TheheartoftheseservicesisourActionforAddiction(AFA)CenterinBirgunjthatusesauniquemulti-

    disciplinaryapproachtoprovideawareness,counseling,rehabilitation,supportandsurveillancerelated

    to drug abuse and HIV transmission. Building on evidence-based drug addiction treatment and

    rehabilitationmethodswith the best new innovative methods,we have combined a unique set of

    therapeuticandholistictechniquestoensurethateachindividual'sinterestaresparkedandthatthey

    aremotivatedtoengageintheirrecoveries.

    We provide comprehensive, innovative and affordable residential treatment and rehabilitation

    programforindividualssufferingwithaddictionandassisttheminadheringtothetreatmentregimen

    by guiding each resident through a thorough diagnosis, individualized addiction treatment and

    aftercare. We encourage people addicted to drugs to enroll in our self-help drug rehabilitation

    programandbecomearolemodelinthecommunity.

    AFAnotonlyprovidesacomprehensivedrugrehabilitationprogram,butalsodisseminatesinformation

    topreventandaddressinjectingdrugabuseandHIVtransmission.Ourrecoveredclients(formerdrug

    users),whoworkaspeereducators,providepeerlededucationandbehaviorchangecommunication

    skills toyouths atrisk. Likewise,AFA programsencourageparentsand key influencersofyouthto

    continuetheirhealthyactionstopreventfuturedrugproblems.

    Asa community basedand supported, former drugusers-run project,AFA isuniquelypositionedin

    deliveringitsservicesandthegrouphascredibilityamonglocaldruguserspopulation.Asmorethanhalf ofthe funds for operations come from the community itself, our approach isworking towards

    sustainability.

    HistoricalBackground

    OnDecember152007,SanoPailawiththesupportofBirgunjSub-metropolitanCityOfficeandother

    localdonorslaunchedAFAarolemodelprojectencouragingpeoplesufferingfromdrugproblemsto

    takethenextstepinseekinghelpandundergorehabilitation.AFAwasthefirstofitskindeventinthe

    historyofBirgunjanditsmainobjectivewastohelpdrugusersunderstandthattherestillissomeone

    inyouthatsaysnotodrugs;changeispossible,whichisalsotheofficialsloganofAFA.

    The aimwas to involveMr. SadhuRam Khadgi as our first Role-Model and as the leader of our

    campaign to combat drug abuse. A press conference was called and Sadhu Ram made an official

    announcement ofhis decision toquit drugsand become the firstrolemodelofAFA.Aspartof the

    project,atemporarycampwasbuiltonthemainroadofthetown,withallnecessarylodging,food,

    medicalandsecurityarrangements.Khadgiresidedatthecampfor60daysandrecoveredfromdrugs.

    WewantedtospreadthemessagethatifKhadgi,aheroinuserfor26yearscouldquitdrugsandleada

    drug-free life,socouldotherpeople suffering fromdrugaddiction. Since then,Khadgi has been the

    pillarofourprojectandisdeliveringfellowshipandcounselingservicestoindividualsaffectedwithdrug

    addiction,andadvocatingagainstinjectingdrugabuseandHIV/AIDS.Atpresent,throughAFA,wedeliverthefollowingservices:

    a. Fellowship Counseling (FC), Referral for Treatment and residential Self-help rehabilitationservices

    Astheprovisionforcounseling,fellowshipandrehabilitationsupporttodrugusersremainnarrow

    and continue to be inadequate in Birgunj and its surrounding districts, AFA is providing these

    servicestodrugusers,mainlyIDUsandILHAs.TheAFAcenteroffersfreefellowshipcounselingto

    individuals addicted to drugs to guide them through a series of self-diagnosis and self-help

    therapiesandthenreferstoanindividualizeddrugaddictiontreatmentprogram.AFAself-helpand

    fellowshipprogramsarebasedonasimplesetofideasandsteps.Theyaresuggestionsratherthan

    a set of rules that encourage people suffering from drug problems to find their own personal

    recovery,theonethatisthemostmeaningfulandpractical.

    Weconnectpeoplewhoareusingdrugstorecoveredclients/rolemodelswholeadnewcomers

    through a personalized one-on-one study that helps determine the basis and foundation of an

    individualizedrecoverysteps.Recoveredclients/rolemodels,whoworkas FellowshipCounselors,

    provideonetoonecounselingtoensuremaximummoralsupportandacomfortableenvironment.

    Afterrecovery,residents(clients)jointheAFArecoverygroupandenrollintheday-careprogram

    foratleastamonthatthecenter.Sofar65ofourclientshaveundergoneAFAsself-helpdrug

    treatmentandrehabilitation.

    b. BasicMedicalCare

    The AFA Community Clinic primarily focuses on the initial management of local and systemic

    complicationsofdruguse and then referral todrugaddiction treatment programs. The primary

    missionoftheclinic istoprovideprimaryhealth care todrugusers andassist theminreceiving

    appropriatemedical carewithoutprejudiceand freeofcharge. Inthisendeavor, SanoPailahas

    coordinatedwiththeDistrictHealthOffice,ParsaandNarayaniSub-Regionalgovernmenthospital,

    Birgunj and other private health care providers to ensure that AFA clients receive further

    consultationsandtreatmentforinfectiousdiseaseandothermedicalsupport,includingtreatmentand care for TB,HIV infection andAIDS. Wealso provide field-based services that include free

    mobile-healthcampsforIDUs/ILHAs.

    c. HarmreductionandPeerledinterventionprograms

    AFAharmreductionprogramsdeliveroutreachservicestoIDUs/ILHAsintheirowncommunityand

    operate ina variety of settings, including storefronts, sidewalk tables, health clinics, and places

    whereIDUsgather.Thekeyactivitiesunderthisprogramare:

    I. EducationaboutsafeinjectingandpreventionofHIV/AIDSII. Accesstosterilesyringesandpromoting useof sterileequipment (SyringeExchange

    Program)

    d. Enhancingcommunityawareness,participationandadvocacyAFA has conducted various interactionprograms to raise awareness and buildpartnershipwith

    differentsectorsofthecommunity,especiallyriskgroups,keyinfluencersandpolicymakers,and

    has encourageddiscussionson issues ofdrug abuseand IDU-relatedHIV transmission.Our role

    models and recovered clients share their personal experience(s) and openly interact with

    participants. The Media and Information team has produced a documentary -Fortunate Drug

    users?whichisauniquepresentationcoveringrealstoriesthatreflecttheinjectingdrugabuse

    scenario inBirgunj and its crossborder area/s and encourages viewers to take a little step in

    buildingdrug-freecommunities.

    AsummaryofexperienceunderAFAprojectisattachedinANNEXI.

    2. SanoPailaGhareluUdhyogParivaar(home-basedindustry)Program(SP-GUP)

    SP-GUPisacommunityoriented,home-basedindustryprogrambasedinBirgunjandestablishedby

    concernedmembersofthesocietyandoperatedbySanoPaila.Theideabehindthisprogramisto

    providethesociallyafflicted-lesserfortunatemembersofthecommunitywithafinancialinitiative,

    encouragementandemploymentopportunitiesthatmayenhancetheirstandardofliving.

    Italso focusesonpromoting income schemes togenerate fundswith anobjective of launching

    welfare programs and activities through civic engagement. The program works at developing

    home-basedindustry,sothatrecoveredclientsofAFAanddrugusersfamilies,especiallyspouses

    havewaystosupportthemselves.Besidesthem,disadvantagedandpoorwomenaregivenpriority.

    Currently,SP-GUPoperatesacandlefactory,incensesticksfactoryandaspicepackagingplantto

    comesoon.

    TheOfficeoftheFinanceCommitteehas launcheda promotion campaignIm involved,which

    encourages individuals to contribute notas donors insteadas lenders. Theamountborrowed

    fromlendersispaidbackwithinayearwithoutinterest.Themainobjectiveofthecampaignisto

    3. YouthCommunityServicesCenter(YCSC)

    YouthCommunityServicesCentreisaforumofSanoPailatofacilitateconnectionsbetweenthe

    youthandthecommunity,providingacredible,effective,rewardingavenueforyouthcommunity

    service and the development of youth potential. By organizing, empowering, facilitating, and

    supportingyouthvolunteercommunityservice,thesocialandeconomicconditionsofat-riskyouth

    and their communities are improved. The key focus of the YCSC is to improve the social andeconomic conditions of at-risk youth, and as a result, the community; to mobilize the local

    resources in a more effective manner through youth volunteer awareness, training, and

    communityserviceactivities;andtocreateaforumforcommunityintegrationandaction.

    Currently,YCSCisinitsinitialphaseofestablishmentandtargetsyoungpeopleofagebracket(15-

    29),whodirectlybenefitfromtheprojectwithimmediateandsustainedattentionpaidtothose

    who are in vulnerable situations and environments in Parsa, Bara, Dhanusha and Mahottari

    districts.YCSCpromotesyouthinvolvementbyofferingopportunitiesforexperientiallearning;for

    effective community service; for process-oriented approaches to self and community

    development; a social outlet for personal growth and socializing; and considers the free time,energy,drive,andfrustrationoflocalyouthstoberesourcesratherthanobstacles.

    YCSCprovidesaplatformforyouthstohelpthemdeveloppersonal/interpersonalskills,personal

    well being, cognitive and vocational skills, and become productive, contributing members of

    society.ThefollowingactivitiesaretheprincipalcomponentsofYCSC:

    ForthedevelopmentoftheyouthandtheircommunitytheYCSCintegratesandbridgesthegaps,

    and transforms youth energy into windows of dynamic enterprise and growth: education and

    socialactivities,includingemployment,areachieved.Specificallytargetedaretheinformationgap,

    education gap, and generation gap that exist between youth and society. Interconnections,

    collaborations,andpositivechangesaremadethroughtheforum,youthclub,informationcenter,

    socialactivities,seminars,mentorships,advocacy,peer-education,andawarenessprograms.

    Overtheyears,wehavedevelopedastrongnetworkofover1000LocalYouthVolunteers(LYVs)

    whoaremobilizedatthegrassroots-leveltodisseminateinformationondrugissues,tuberculosis

    and HIV/AIDS, and peace initiatives among other youths in the community. In the future, key

    systemsoffamilies,informalnetworks,primarysupports,schools,andsocialserviceagencieswill

    be established toprovide operationally supplemental avenues for the jointoperations of Sano

    Paila,youthclubsandnumerouscommunityagenciesthroughYCSC.

    4. CampaignsagainstDrugsCultivationandDrugTraffickinginTarai

    ParsaDistrictisconnectedtoIndiabyanopen,chaoticbordercrossinginBirgunj,whichisnotonly

    popularforitsindustriesandcommercialtradeactivitiesbutalsoinfamouslyknownasthedistrict

    withthelargestdrugprobleminthecountry.Birgunjisanimportantparticipantinthedrugtrade

    that trafficsmarijuanaandopiumbothdomesticallyand internationally.Nepals recent political

    transitionfrommonarchytoarepublichasleftanunstablepolitical,economicandsocialsysteminits wake, a reality that has compounded the nations drug problems. In the villages of Parsa,

    peoplelivewithlittleeconomicorphysicalsecurity,andseeminglynoagriculturalalternativesand

    options. Insuchcircumstances,the farmersofParsabeganto viewdrugproductionasa much

    morelucrativefieldthanfoodproduction.Eventhoughfarmersonlyearnasmallfractionofthe

    finishedproducts selling price, many growers switched toopiumand/ormarijuana inorder to

    makeabetterliving.

    Aspart of Sano Pailas continued effort and focused steps against drug abuse, we launched a

    youth-runcampaigntoadvocateagainstmarijuanaandopiumpoppycultivationaswellasdrugs

    traffickingintheregion. In2009,accordingtopoliceandmediareports,theParsaDistrictalonewasestimatedtohave60percentofitsagriculturallandareaunderdrugscultivation.SinceJuly

    2010,wehavededicatedoureffortstoregainthedistrictasadrug-freezonebypartneringwithall

    sectorsofthe community and byemphasizingdirectlyonuprooting the problemand exploring

    alternatives.

    Inthisendeavor,wecoordinatedwiththeParsaDistrictPoliceOffice,ParsaDistrictAdministration

    Office,BorderArmedPoliceForceBirgunjandCommunityServicesCenterBirgunjwithagoalto

    decreasedrugproductionbyusingdirect,personalappealstothefarmers.Theyouthinvolvedin

    thiscampaignhavedonewhatthepolicedarednottodo.Thepolicehadnotbeenwillingtorisk

    thisencounteralone,andthecentralgovernmentwaslargelyignoringtheissue.

    Overthecourseofthecampaign,wereachedouttoover500farmersandtheirfamiliesinmore

    than40villagesofParsadistrictconfrontingthemtoexplaintheadverseeffectstheircropshave

    on the community and attempted to convince them to cease drug production. During the

    interactivesessions,villageleaders,policeauthorities,governmentofficials,mediarepresentatives

    andSanoPailamembersmentionedaboutalternativesthandrugfarmingandtalkedaboutdrug

    issuesreflectingonhowtheyouthfromvillageswhomigratetocitiesforeducationandjobsare

    morevulnerabletodrugaddiction.

    SanoPailasrolemodels(recovereddrugusers)sharedtheirpersonalexperiencesandstories

    abouthowtheygot addictedtodrugsandhow ithadruined theirlives.Also,theChiefDistrict

    Officer(CDO),ontheotherhand,informedabouttheexistinglawsagainstdrugscultivationand

    publiclyexpressed his commitment toeffectively implement these laws and prosecute farmers

    growing narcotics. The chief of police vowed to monitor his men and guaranteed that no

    protectionmoneywouldberaisedandbriberywillnotbetolerated.

    Accordingtorecentmediaandpolicereports,therehasbeenover90percentreductioninland

    area under illicit crops, once home to the country's largest nucleus of drugs cultivation. Themajorityofthefarmershavestoppedusing their landtogrownnarcoticsandhavesignificantly

    curtaileddrugcultivation.

    Currently, we are working together with farmer groups to explore long-term alternatives and

    create sustainable livelihood programs in order to prevent them from switching back to illicit

    crops.

    5. ILO-FAOJobsforPeaceProgram,YouthEmpowermentFund,Birgunj,Parsa

    ProjectDuration: October2010January2011

    Funded by the International Labour Organization under Jobs for Peace program, Youth

    EmpowermentFundParsa,SanoPailaundertooktheproject RaisingAwarenessonHIV/AIDSand

    Drugabuse andBuildingLeadership. The objectiveof the programwas tocontribute toyouth

    empowermentwithspecialemphasisondialogueandmutualunderstandingforpeacebuildingin

    theTerai.

    Thefocuswastoorientandtrain38(19maleand19female)individualsasLocalYouthVolunteers

    (LYV)onPeerseducationandleadershipdevelopmentsectorwhothenmobilizedthemselvesin

    awareness raising activity at community level as well as at school level. LYVs were furtherencouraged and empowered to interact with district officials to demonstrate increased

    understandingofservices.

    Altogether30orientationcampaigns,10streetdramasonHIV/AIDSandDrugabuseandoneMass

    AwarenessrallytomarkWorldAIDSDay2010wereconductedtargetingover1000relevantyoung

    womenand men, beneficiaries of Farmers Field Schools, Junior Farmers Field Life Schools and

    skillstrainingoftheJobsforPeaceprogram.Otherbeneficiariesweredisadvantagedandcommon

    youthsofBirgunjSub-metropolitanCity.DuringtheorientationcampaignstrainedLYVsinformed

    beneficiaries and general public of over 14VDCs about the use of condoms and other issues

    relatedwithHIV/AIDSanddrugabuse.

    Theorientationcampaign,streetdramasandWorldAIDSDayRallyprovidedtheopportunityto

    SanoPailahasacquiredallregistrationsandaffiliationsasrequiredbythelawsoftheGovernmentof

    Nepal.Theorganizationisgovernedbyitsconstitutionnamelyasthe ConstitutionandBylawsofSano

    Paila(alittlestep). ThisdocumentisregisteredattheDistrictAdministrationOffice,Parsaunderthe

    Ministry of Home Affairs, Government of Nepal and approved by the Chief District Officer. The

    governingandstructuralorgansofSanoPailaare:

    a) ThePlenaryMeeting/GeneralAssembly.

    b) FoundingCommittee.

    c) TheGoverningBoard(ExecutiveCommitteeandAdvisoryBoard).

    The Executive Committee, from time to time and as deemed necessary, creates necessary

    working and standing committees that includes the members of the Organization and

    thechartwillbefilledasSanoPailagrowsandacquiremoreresourcesinthefuture.

    a) PlenaryMeeting(PM)/GeneralAssembly(GA)

    ThePlenaryMeeting/GeneralAssemblyisthesupremebodyofSanoPailaandisformedbythe

    membersaswellastheAnnualMeetingofthemembers.Itmeetsonordinarysessionduring

    the last term of the year, and on extra-ordinary sessions on the summon of the Executive

    Committeeoratleastone-third(1/3)oftheactivemembers.TherecentPlenaryMeetingwas

    heldonMay14,2011.

    The Plenary Meeting elects and appoints, suspend and dismiss members of the Executive

    Committee through the General Plenary Elections held every three years at the PlenaryMeeting.TheAnnualMeetingapprovestheproject oftheyearsprogramofactivitiesof the

    Organization and the three-yearly program aswell as the budget, including the amount of

    budgeted compulsory and voluntary contributions, of the accounts and Governing Boards

    Likewise,itappointstheAuditoraspertherecommendationoftheExecutiveCommitteeand

    establishesregionalandinterestgroupsthatcontributetothemissionofSanoPaila.Wehavea

    diversifiedassemblyof members living in the Terai, Kathmandu and outsideNepal. And atpresent,therearealtogether50(36Male14Female)membersthatformthePlenaryMeeting.

    b) FoundingCommittee

    TheFoundingCommitteeiscomprisedoffoundersrepresentingthoseindividualswhoearly

    onsubscribedtotheidealsandvisionoftheorganizationassetforthintheConstitutionof

    SanoPailaand joinedasmemberspriortoDecember9,2006 inorder tohelpensureasolid

    startfortheorganization.Theyhavepaidallexpensesincurredingettingupandregisteringthe

    Organization,bearingthehighestdegreeofseniorityandsuperiorityintheOrganizationand

    thetitleofFounderremainspermanentandnon-amendabletotheindividual.

    TheFoundingCommitteeisresponsibleforadvisingandguidingtheconductandaffairsofthe

    Sano Paila in furtheranceof the safe and soundoperation of the Organization and remains

    reasonablyinformedofthecondition,activities,andoperationsof SanoPaila.TheCommittee

    affirmatively investigates questionable practices or uncertainties regarding operations by

    questioningtheExecutiveCommitteeandmanagement,andactivelyparticipatesininformation

    gathering. The Founding Committee exercises all such powers entrusted to it by the

    ConstitutionofSanoPailaandrequiresthatadequatepoliciesandproceduresareinplaceto

    assure its oversight of matters including the responsiveness of Executive Committee in

    providingaccurateandtimelyreportstotheGoverningBoardandinaddressingthesupervisory

    concernsofPlenaryMeetingsinatimelyandappropriatemanner.

    c) TheGoverningBoard(ExecutiveCommitteeandAdvisoryBoard)

    The Governing Board is the ruling council charged with the governance, management,

    administration and strategic planning of the Organization, consisting of the Executive

    Committee (Executive Branch) and the Advisory Board. The Board oversees matters

    concerning the functioning of Sano Paila towards fulfilling its mission and vision and even

    directsthe implementationofprogramsandpolicies.Itmeetstwiceayearandproposesthe

    PlenaryMeetingappropriatepoliciespositionsanddecisionsthatistobeadoptedbySanoPaila

    andthatisintheorganizationsbestinterest.

    I)ExecutiveCommittee(EC)

    The Executive Committee is the executive branch of Sano Paila, consisting of 15 Executive

    MembersappointedthroughGeneralPlenaryElectionsforatermofthreeyears.TheExecutive

    PresidentelectedandappointedatthePlenaryMeetingleadstheExecutiveCommittee.The

    incumbentmembersoftheExecutiveCommitteewereelectedandappointedatthePlenary

    MeetinginMay2011.

    TheCommitteemanagesthebusinessesandaffairsofSanoPailaandpossessestheabilityto

    suggests advice, coordinates and guides the Executive Committee in formulating

    appropriatepolicies,administrativeguidelinesandfundraisingtools.

    PerformanceManagementandAccountability

    SanoPailahasdevelopedrobustperformancemanagementmechanismstoensureoptimumuseofits

    resourcesaswellasdonorfunds.UsingacomprehensiveManagementInformationSystem(designed

    inconsultationwithpartners)astheplatformforassessingtheperformanceofdevelopmentprograms

    andtheirimpactonthepoor,SanoPailacanprovideregularinformationonallaspectsofperformance

    oftheactivitiesimplementedinmarginalizedanddeprivedcommunities. Thissystematicmonitoring

    platformiscomplementedbyroutinefieldvisitsbySanoPailaExecutiveMembers,technicalexperts

    on Advisory Board, and volunteers and/or staff from partner organizations to validate and verifyprogramperformanceagainstobjectives.

    SanoPailademonstratesstronginternalfinancialmanagementsystems,ensuringtheaccountabilityof

    the fundswe receive. SanoPailaconsultswith its partnersto support itsmembers,volunteersand

    project staff by providing trainings on accrual based accounting systems. In turn, project staff is

    required to produce six monthly financial statements and forecasts to the Office of the Finance

    Committeeinordertoreceivethenextfinancialinstallment.Throughouttheprojectperiodfinancial

    probity is checked and support and training (in coordination with our partners) are given where

    necessary.

    IncomeandFunds

    The funds of Sano Paila consist of compulsory and voluntary contributions from its members and

    contributionsintheformofgrants,giftsandotherbenefitsincludingthosefromlocal,nationaland

    international donors or donor agencies and also those from local, national or international

    government. The income and property of Sano Paila, whenever derived, is applied solely for the

    promotion of its objectives and mission or for the project and/or event awarded and no portion

    thereofispaidortransferreddirectlyorindirectlybywayofdividend,bonusorotherwisehowsoever

    bywayofprofit,tothemembers.

    MembersofSanoPailaprovidesupport,technicalexpertise,dailygovernanceandmanagementbutdo

    not receive any financial compensation for their work as members. Our grants do not fund the

    salaries or any other expenses for members and expatriate volunteers; rather, 100% of our grant

    fundinggoestowardsthesalariesofNepali(local)paidstaff,employmentassistanceprogramofour

    coreprojects,supplies,awarenesscampaignsandotheroffice,fieldandtrainingcosts.This ispartof

    theorganizationalphilosophyofSanoPaila,inthatdonorsfundshouldstaywithinthecommunityand

    bedirectedatbuildinglocalinfrastructureandskills.

    SanoPailaisexemptedfromincometaxationonmoneysorotheritemsofvaluereceivedfromdonors

    or governmental organs (by grant or contract). To encourage philanthropy and good citizenship,

    donationsofindividualsandbusinessentitiestoSanoPailaisentitledtoreasonablygenerousincome

    taxbenefitsasprovidedbythelawsoftheGovernmentofNepal.

    FinancialSustainability

    Sano Paila engages in legally acceptable and culturally appropriate fundraising activities, including

    door-to-door, telephone, direct mail, television, etc., campaigns, lotteries, raffles, and other

    fundraising events. Lotteries, charity balls and shows, auctions, and other occasional activities are

    conductedprimarilyforfundraisingpurposesandarenoteconomicorcommercialactivities.

    SanoPailaunderthesubjectofGovernmentlawsandinaccordancewithitsvisionengagesinlawful

    economic, business, or commercial activities, and operates income generation programs (such as

    home-basedindustry),asthoughtfit,solelywiththeobjectivestoraisethelivingstandardofthelow-

    income neighborhood residents of the community and to enhance the overall development and

    financialcapacityoftheorganization.

    Procurement

    SanoPailahasitsownpreferentialprocurementpolicyandaninternalcontrolsystem(Logisticsand

    Procurement) for the supplying of goods and services in a transparent manner. The FinanceCommittee, in coordination with the Logistics and Procurement Division, follows certain standard

    practices,principlesoftransparency,opencompetitionandcompetitivebiddingbasedonequalterms

    toallpotentialsuppliers/contractorstoavoidanyconflictofinterest.

    Itfurtherensuresthatpurchasesmadedonotexceedthebudgetprovidedandpurchasedgoodsand

    services conform to the quantityand prices specified inthe order. Thefirstcriterion inchoosinga

    supplieristhelowestbid.However,ifasupplierdoesnotprovidetherequiredlevelofserviceoran

    adequate guarantee, then other criteria is also considered by specifying in the purchase file the

    reasonsthelowestbidwasnotchosen.

    For minor purchases of less than NPR 5,000 (US$ 70) total value, subject to proper approval and

    authorization,aformalpurchaseorderisnotrequired.ForpurchasesunderNPR25,000(US$357),a

    price survey by telephone of two suppliers is sufficient for determining the supplier. Purchases

    exceedingNPR25,000(US$357)totalvalueshouldberequested,usingaProcurementRequestform,

    fromtheLogisticsandProcurementdivisionwhoissuesanofficialPurchaseOrderonletterheadpaper.

    SanoPailaneedssealedquotations/invoicesfromthreelocalsuppliersforcomparisonsofpriceand

    qualityofthegoods.

    The purchase file is required to contain all the documents pertaining to each transaction, i.e. the

    purchase requisition, quotations, contact information of suppliers, purchase contracts or orders,

    invoices,deliveryslipsandanyotherpertinentdocuments.

    Employeesormembersmakingpurchasesaspartoftheprojectactivityororganizationalworkfollow

    thefollowingmechanisms:

    Today's Youth Asia, organized a special participatory 2 day (11-12 May, 2010) workshop with

    leadingmembersoftheDhanushaDistrictcommunitytoengagethemina"wholecommunity"

    approachtosecurityanddevelopmentatthelocallevel.Theeventwasco-facilitatedandmanaged

    bySanoPaila.Partieswithseeminglydiverseprioritieswereinvitedtoexploremethodsandskills

    foradvancingcommonunderlyingaimsandgoals.

    A themeofcommunity-oriented policingserved asthe backdropfor theworkshop,whichgaveparticipantsatasteoftechniquestofacilitatepositivediscussionsandbuildcommunitysupportfor

    Dr.DeeAker,DeputyDirectorandChrisGroth,ProgramOfficerattheJoanB.KrocInstitutefor

    Peace and Justice,University of San Diego visited Birgunj from17-19November2010.Todays

    YouthAsiaandSanoPailaorganizedthevisitandaroundtablediscussionwasfacilitatedforcivil

    society leaders, journalists, businessmen and emerging leaders to explore what role the

    communityofBirgunjcanplayinpeacefullyresolvingtensionsandovercomingroadblocksfrom

    historyandrecentconfrontations.Theroundtablealsoprovidedthebasisforunderstandingwhat

    futureprogramsarehelpfultotheleadersandcitizensofBirgunjandhowBirgunjcanbeastrong

    contributortoapeacefulNepal.

    Thethemewastoexplorequestionssuchasifcommunitieslongstrugglingwitharmedgroupsor

    powerless civil society can be more engaged and understand the necessary next steps for

    concerned communities tomove back from increasing intolerance and aggression. Participants

    rangingfromMinisterstoCAmemberstograssrootsandemergingleaderswerepresentatthe

    program.Atotalofover65individualsparticipatedinthediscussion.

    C."KeystoCommunityPeaceBuilding"-AparticipatoryworkshopwithTaraiYouthLeaders

    Through the YCSC, Sano Paila in partnership with Joan B. Kroc Institute for Peace & Justice,

    UniversityofSan Diego, and Today's YouthAsiaconducted a specialparticipatoryworkshopon

    May2forTaraiyouthleadersentitledKeystoCommunityPeaceBuilding.Theworkshophonedthe organizational skills needed to accomplish the great work these youth leaders do in the

    communities where they work. The participants took some time to look at how to identify

    Specifically,theparticipantsfocusedondevelopinganorganizedthinkingmodeltoassistthem

    withplanningandorganizinginasystematicmannerforfuturecommunityprograms,andspent

    time discussing communication skills, concluding the day with a simulated press conference to

    preparetheparticipantsforfuturemediaoutreach.ThefacilitatorsoftheprogramwereDr.Dee

    Aker (DeputyDirectorof IPJ),ChrisGroth(ProgramOfficer, IPJ) and Kanchan Jha (Founderand

    ExecutivePresident,SanoPaila).

    D. FindingCommonGroundBuildingWholeCommunities-AParticipatoryProgramforBirgunj

    Leaders

    Sano Paila inpartnershipwith JBK Institute for Peaceand Justice,University ofSan Diego, and

    Today'sYouthAsiaconductedaonedayworkshopwithBirgunjleadersonMay3,2011tohelp

    them learn new techniques and teach others in their community. The program introduced

    participants tomethods and approaches that they could share in their communities for opendialogueamongdifferent stakeholderswho must come together tonurture a safe and healthy

    democracy.Theprogramaimedtoprovidecitizenstostandinstrumentalinmodelingapathto

    peace,rights,inclusionandjusticetocreateasafeandjustNepal.

    Representatives from local government offices, Nepal Police, Armed Police Force, civil society

    leaders,includingleadersfrommarginalizedethniccommunities,journalists,lawyersandfarmers

    participatedintheworkshop.Thefacilitatorswere Dr.DeeAker(DeputyDirectorofIPJ)andChris

    Groth(ProgramOfficer,IPJ).

    E. AnnualMayDayProgram(2010and2011)

    EveryyearSanoPailathroughYCSCmarkstheInternationalLaborDayonMay1withthesupport

    ofvariousfinancialfirmsinBirgunjandothercommunitypartnersbyorganizingfreehealthcamp

    staffedbylocaldoctorsandnurseswhovolunteertheirtime;no-costmedications;thedistribution

    of drinking juice (sarbat and lime water) to members of the community; and an information

    campaign,includingastreet-dramaperformancebyouryouthvolunteers,designedtoincrease

    communityawarenessaboutthedangersofTBandHIV/AIDS.

    Likewise, informationdesk are set up todistribute condoms and IEC materials on drug abuse,

    HIV/AIDSandTuberculosis.StreetdramasonHIV/AIDSareorganizedtoraiseawarenessandfight

    againststigmaanddiscrimination.

    F. HospitalVolunteerServices

    Local Youth Volunteers of YCSC regularly assist poor and homeless patients at Government

    hospitalsinaccessinghealthcareandhelpthemreceiveappropriatetreatmentwithoutprejudice

    and free of charge, including no-costmedications. Also,a full-dayhospital cleaning program is

    conductedeverymonthwhereyoungvolunteerscleanthefloors,wallsofthegeneralwards,and

    the premises of the hospital. Likewise, through the Safe Needle Disposal Program, (started in

    2008), puncture-resistant, leak-proof syringe/needle disposal boxes are regularly distributed to

    hospitals,clinicspharmacies,includinggovernmenthospitalsandarecollected4timesaweekbyour volunteers.Aftercollection from located sites, the needlesand othersharps are heated to

    sterilizethemandthengroundedupanddiscardedatspeciallypermittedlandfills.
