2. The Meeting presided by Chairman Ch. Bilal Ahmad, commenced at
03:15 PM with the recitation of the verses from the Holy Qur'aan by
Ch. Guizar Ahmad (Green Gold Agri, Faisalabad), after which
Secretary General SAP welcomed the participants, read out the
agenda and order of proceedings of the meeting, followed by a
request to the honorable Chairman to address to the House. Details
of these proceedings including summary of Chairman's Address is as
follows:
Chairman SAP Ch. Bilal Ahmad commenced his speech with the
recitation of the verses from the Holy Qur'aan and extended warm
greetings to the office bearers and members of the Association. He
thanked them all of for their support, particularly his fellow
office bearers, the members of the Executive Committee and support
of the former Chairman Mr. Salman Mahmood Khan and Ch. Asif
Ali.
He explained in detail the issued faced during the procurement of
the "wheat seed", which was severely hampered by the irresponsible
actions of the Provincial Food Departments, whose officials impeded
upon the authority of the FSC&RD without impunity. Despite the
fact that procurement and movement of seed was exempted from the
prevailing Covid-19 lockdown. These exacerbating issues were
overcome, through the support of the senior members of the
Association, and movement of wheat seed was ensured. After
consultation with member it was further concluded that legal
recourse will be opted to find a permanent resolution to this
issue. In this regard an accomplished Barrister was appointed as
legal counsel who despite the delay due to the pandemic
successfully obtained an interim order in favor of the Association,
barring Food Department or any Provincial Authority to impede on
the authority of FSC&RD.
Chairman also highlighted the issue of low cotton seed germination,
which he had warned off during the last AGM meeting. He had assured
that while it is most unfortunate that the unexpected rains due to
climate change has impacted the seed germination, he will leave no
stone unturned in this regard to ensure that for the sake of the
cotton production, the Government agrees to lower the germination
for a temporary tenure as an exception as was done once in the
past. Despite earlier resistance, his efforts were successful and
the Government officials eventually agreed with the perspective of
SAP, and when they were made to realize that without it the cotton
sowing will be severely impacted.

Chairman SAP also informed members of the meeting between Mr. Abdul
Razak Dawood, Advisor to PM on for Commerce, Textile, Industry and
Production, and Investment and Mr. Salman Mahmood Khan and
Secretary General with our Legal Advisor regarding reduction in
Turnover Tax, during which the Advisor to the PM also raised the
issue of cotton seed quality. Unfortunately, as is usually the case
with higher authorities, he was also misled into believing false
facts. He was completely surprised when Mr. Salman Mahmood Khan
briefed him on the ground realities of cotton seed and actual fact
that Pakistan's yield has been superior to India over the past 2
decades. It will be an understatement to state that after a 15
minutes detailed briefing, the Advisor to PM was totally speechless
and impressed. Chairman thank Mr. Salman Mahmood Khan for his
exceptional representation.
Chairman SAP also informed the members, that as he had ensured that
he will do his utmost best to resolve the issues concerning maize
in VEC and in this regard, he organized a meeting of the Maize
Committee on Nov 11, 2019, which was followed by the 54th Central
Executive Committee Meeting on Nov 12, 2019 during which these
issues were discussed. As the outcome of the meetings, it was
concluded that as the new Chairman of the Association he must be
accorded the opportunity to remove the deadlock with officials and
discuss the issues over certain conditions imposed by VEC. He held
meaningful discussions with VEC officials to resolve the issues
during the 7th VEC Meeting on Nov 14, 2019, and was warmly welcomed
by Chairman PARC. Following the discussions, a VEC Sub Committee
meeting was held on Dec 09, 2019 to discuss these issues, and
successfully 5 concerns were resolved, while an understanding was
reached over the remaining 2 issues on Jan 23, 2020 with a formal
decision to be taken in the next VEC Sub Committee meeting
scheduled on Jan 27, 2020. However when SAP delegates arrived at
the meeting they were informed that one irresponsible member had
filed a law suit, so it was concluded that the issue will now be
settled in court.
All the effort of SAP were in vain because of the reckless behavior
of one member who had acted selfishly in clear violations of the
EC's decision and filed the case for his own vested interests,
while harming the Association and its members. He did not even have
the courtesy to notify the Association as it will likely following
negative consequences. Chairman SAP expressed that he was extremely
disappointed with the member and his behavior that resulted in the
remaining issues being unresolved.
He concluded his speech by thanking his fellow office bearers, the
members of the Central Executive Committee and all members of the
Association who supported him during his tenure. He also
appreciated the Secretary General and Secretariat staff for their
efforts during his tenure and offered his best wishes to the
incoming office bearers upon announcement of results by the Chief
Election Commissioner.
3. The Chairman's address was to be followed by the farewell
address of Senior Vice Chairman Dr. Abdul Nasir Kasi, who commenced
his speech with the recitation of the verses from the Holy Qur'aan
and by thanking the Chairman and the Members of the Executive
Committee for their cooperation and appreciating the support of the
Secretary General and Secretariat Staff. He informed members of the
hurdles faced during the tenure and the joint efforts of all that
lead to the resolution of the issues faced by the industry. At the
end of his speech he thanked all members of the Association for
their support in giving him the opportunity to serve as the Senior
Vice Chairman. It has been an honor for him to serve the
Association and the industry.

4. The Chairman's address was to be followed by the farewell
address of Vice Chairman Mian Muhammad Hussain, who also commenced
his speech with the recitation of the verses from the Holy Qur'aan.
He also expressed his gratitude to the Chairman, the Members of the
Executive Committee and the Secretariat for their support and
cooperation. He informed members of his efforts in support ofthe
Chairman, particularly in Southern Punjab, to help resolve the
issues faced by the member seed companies. He concluded his speech
with the best wishes for the Association.
5. Confirmation of minutes of last year AGM. Secretary General SAP
presented the minutes of the previous year's AGM which were
confirmed by the House through show of hand.
6. Consideration and adoption of Annual Audit Report 2019-20.
Secretary General then presented the Audit Report for review to the
House. The report was approved by a show of hand after a thorough
review and satisfactory answers to the questions raised by the
participants.
7. Appointment of Auditor and Legal Advisor for SECP (2020-21).
Secretary General informed the members of the proposal submitted by
"Yameen Riaz and Company" to continue offering their services as
Auditors. The House agreed to the proposal and approved the
appointment of auditor and their remuneration. Furthermore the
House also approved to continue with Mr. Munawar Almas as the legal
advisor for all SECP and tax filing matters on existing
retainership fee.
8. Status of EC Funds/ Donations for Legal expenses Secretary
General furnished details of the status of EC Funds and the
Donations for Legal expenses. It was once again stressed that
members whose dues were still outstanding must deposit funds in SAP
account at the earliest as funds are essential for smooth
functioning of the Association.
9. Consideration and adoption of annual budget for 2020-21.
Secretary General presented annual budget, given below, which was
passed by the House by show of hand.

10. Formal announcement of results of the elections of Central
Executive Committee and Office bearers.
Mr. Muhammad Aslam, Chief Election Commissioner for 2020 Elections
read out the results, given below and congratulated the house for
their support/democratic discipline expressed during election. Upon
the announcement of Office Bearers, the seats were swapped and
newly elected Office Bearers took the allocated seats after being
greeted with best wishes by the retiring Chairman and by the
Secretary General.

12. Address by Vice Chairman Elect Mr. Muhammad Azam Cheema thanked
the members of the Association for voting for him and providing him
the opportunity to serve the Association and assured members of his
full commitment for betterment of SAP and his full support to the
newly elected Chairman is resolution of industry matters.
12. Address by Senior Vice Chairman Elect Mr. Atif Nazir Kaimkhani
also thanked the members of Association for their vote and support
in granting him the opportunity to service the Association. He also
assured of his support to the Chairman elect.
13. Address by Chairman Elect Chairman Elect Ch. Asif Ali expressed
his gratitude to the members of the Association for voting him in
and bestowing him with their trust and belief, to once again
represent the Association. He informed the members that it is a
difficult task in filling the shoes of the predecessor who has once
again diligently served the Association, and helped resolved
issues, even during the early days of the pandemic. He also assured
members he will continue the efforts in the same vain and will help
resolve the unsettled issues as well as the issues that are or will
arise during his tenure. He also appreciated the support offered by
the Senior Vice Chairman and Vice Chairman elect. He also welcomed
the Vice Chairman support in helping the Association improve its
finances through his experience. The Chairman concluded his speech
by once again thanking everyone associated with the
Association.
14. QA Session/ Following additional points/ suggestions were
raised with permission of chair: -
a. Dr. Khalid Hameed suggested that similar to last year, members
who are willing to donate to the Association, may announce
donations to help in improve the finances. Mr. Muhammad Azam Cheema
endorsed his proposal. In this regard the following members

b. Mr. Salman Mahmood Khan congratulated the newly Chairman, Senior
Vice Chairman and Vice Chairman and especially thanked the members
for the votes and support during the elections. He said the
Association only succeeds through the joint efforts of its members,
and he appreciates and hopes that respected members will continue
their efforts to further strengthen the Association. He also
appreciated the efforts of the retiring Chairman for this
extraordinary efforts during the wheat seed procurement crisis
which was an unfortunate result of the Provincial Governments
mismanagement and impeding on the jurisdiction of the Federal
Authority.
c. Several members including Ch. Asif Ali, Mr. Muhammad Azam
Cheema, Ch. Guizar Ahmad, and Mr. Salman Mahmood Khan, proposed a
resolution for the approval of a new vehicle for the. Secretary
General as the old vehicle is now 10 years old. The House approved
the resolution unanimously.
d. The members unanimously approved the new membership application
form presented by the Secretary General drafted on the advice of
the retiring Chairman.

e. Mr. Muhammad Qasim Bhatti requested the Chairman to specially
direct his efforts to resolve the pending case of high Turnover Tax
on the seed industry as well as the restrict the efforts of the
Punjab Government to once again create a monopoly for the select
few through auction of the public sector varieties which should be
accessible to all without prejudice as they are funded by the
public funds.
15. Awards and Certificates to retiring Central Executive Committee
Members Following the tradition of the previous AGMs, to the avoid
interruption in continuity of the AGM proceedings the awards
ceremony was scheduled at the end. Since the EC members served
under the Ex Chairman Ch. Bilal Ahmad, he was thus requested to
present awards and certificates to the retiring EC members.
16. Awards and Certificates to the retiring Senior Vice Chairman
and Vice Chairman Ch. Bilal Ahmad also presented Awards and
Certificate along with bouquets to the retiring office
bearers.
17. Awards and Certificates to the retiring Chairman Chairman Elect
Ch. Asif Ali, presented a bouquet along with certificate and award
to Ch. Bilal Ahmad, the retired Chairman.
18. Certificates of Excellence to the SAP Secretariat Staff Ch.
Asif Ali also presented the Certificate of Excellence to the
Secretary General and the Office Coordinator for their eminent
service to the Association over the past year.
19. The meeting adjourned at 04.45 PM with vote of thanks by the
Chair followed by a group photo session.
