1. EXECUTIVE SUMMARY
M/s. Satyam Plywood Industries have proposed for setting up
manufacturing unit of Synthetic Resin viz. Urea Formaldehyde Resin/ Melamine
Urea Formaldehyde Resin/ Melamine Formaldehyde Resin and Phenol
Formaldehyde Resin at Plot No. & Dag No. 29,33,34,35, Village: Haldibari, P.O.
Dhankoilhat, P.S. Kaliyaganj, J.L. No - 96, District: Uttar Dinajpur, West Bengal -
733129. The Khatian numbers are 32 and 62. The company will manufacture those
products complying with the international quality standards. Urea formaldehyde
resin is the most common chemical and used vastly in adhesives, wooden carving,
medium-density fiberboard, electrical components and sometimes molded into
objects. Melamine Formaldehyde Resin is used for the manufacture of many
products, like overlay materials, kitchenware, laminates, particleboards and floor
tiles. Phenol-formaldehyde resin is excellent wood adhesives for plywood and
particleboard because they form chemical bonds with the phenol-like lignin
component of wood. These are popular for exterior plywood, owing to their good
moisture resistance. This is also used in the circuit board production that is for
making circuit board. The company’s registered office is situated at Village:
Haldibari, P.O. Dhankoilhat, P.S. Kaliyaganj, Dist. Uttar Dinajpur, Pin: 733129,
West Bengal.
Proposed production capacity considering one resin kettle which will be introduced
to produce either Urea Formaldehyde Resin/ Melamine Urea Formaldehyde Resin/

Melamine Formaldehyde Resin (Maximum 40000 kg/month) or Phenol
Formaldehyde Resin (Maximum 30000 kg/month) considering 25 working
days/month. Total production capacity will be 50000 kg/month. The manufacturing
unit is located on a freehold land of 3.25 acre or 13152.28 sqm.
2. INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION
2.1. Identification of the project and project proponent.
Urea Formaldehyde Resin, Melamine Urea Formaldehyde Resin, Melamine
Formaldehyde Resin and Phenol Formaldehyde Resin are synthetic polymers
having adhesive and useful reactive properties. Due to rapid industrialization, there
is a growing demand of Resins. But, there is a huge gap of supply of raw materials
in the eastern part. This project will be a small attempt to supply that market in
eastern India. Urea formaldehyde resin are utilized by the industry in adhesives,
wooden carving, where as Phenol-formaldehyde resin is excellent wood adhesives
for plywood. Melamine Formaldehyde / Melamine Urea Formaldehyde resin is one
of the most used adhesive for semi exterior and exterior plywood, particle board
and fiberboard. Melamine Formaldehyde Resin is also used for the manufacture of
kitchenware, laminates, particleboards and floor tiles. Global demands for these
resins are increasing rapidly. Looking the expected demand of these resins in
global market as well as in domestic market, the proposed project have

acceptability in the local and international market. At present the company is
operating a Plywood industry with capacity of 15000 m2/month.

2.3. Need for the Project & Importance to the Country
High demand in Resin is due to their chemical properties and usage, like
production of adhesives, varnishes and food glazing agents. They are also
considered as an important raw material used for making organic synthesis. Urea
formaldehyde resin is the chemical mixture of urea and formaldehyde. It is a non-
transparent, cross-linked thermoset resin or plastic. This type of resin is widely

used in several end-user industries as it gives high reactivity and performance at a
relatively low cost. The overall demand for this resin type is highly influenced by
the infrastructure and furniture industry. The areas of consumption of urea
formaldehyde resin, includes plywood, particle board, Medium-density fibreboard
(MDF), molding powder, adhesives and coatings, roofing mats, and others. The
global urea formaldehyde resin market is driven by the rising demand from
furniture industry and increasing consumption by end use applications, such as
plywood, medium density fiberboard, adhesives and coatings, and particle board.

Competition in the Indian market swells in recent years. This had many companies
opting out of low-margin segments, as competition resulted in lower prices. A gap

and as a consequence prices start soaring in a free-pricing market.
2.5. Imports Vs. Indigenous production
The state and pattern of growth of the economy determine the resin requirement.
The requirements of resin may be fulfilled either through indigenous production
and/or through imports. Indian market is open and big that is why every kind of
import is booming. Indian plywood and panel trade has become global place as
different imported ply panels consumption is on the rise. Indian technology has
been updated at par with international standards. The working environment in
India has also changed enormously. It is not possible for a developing country to
import huge quantities of resin because of foreign exchange constraints where as
it is better for a country to be self-sufficient in its resin requirements. The products

Formaldehyde Resin with the total production capacity of maximum 40000
kg/month and 30000 kg/month respectively at Plot No. & Dag No. 29,33,34,35,
Village: Haldibari, P.O. Dhankoilhat, P.S. Kaliyaganj, J.L. No - 96, District: Uttar
Dinajpur, West Bengal - 733129.

The company has acquired 3.25 acre (13152.28 sqm) of land at Plot No. & Dag
No. 29,33,34,35, Village: Haldibari, P.O. Dhankoilhat, P.S. Kaliyaganj, J.L. No - 96,
District: Uttar Dinajpur, West Bengal - 733129. The Khatian numbers are 32 and
62. The land already has been converted into Factory Land and muted in
company’s name. The factory will be constructed on the said land. The land is
about 70 KM from Malda Town and approx. 340 KM away from Kolkata and is well
connected through SH-10A. Kaliyaganj Railway Station is about 4 KM from the
location and Raiganj Railway Station is approx. 21 KM from the proposed site. The

be introduced to produce either Urea Formaldehyde Resin/ Melamine Urea
Formaldehyde Resin/ Melamine Formaldehyde Resin (Maximum 40000 kg/month)

3.8. Availability of water its source, Energy/Power requirement and source
should be given.
Electricity: The contracted power is 90KVA. The same power/ infrastructure may
be used for the proposed expansion. The power is obtained from WBSEDCL. Apart
from this, there are two D.G. sets with capacity of 100KVA and 250 KVA as backup
unit.
Water: The company will meet its water requirement from deep water tube well.
The water will also be available from Rain Water Harvesting (RWH) system. The
estimated demand for water is 2.2 KLD for meeting the entire requirements for
domestic consumption, gardening and Industrial uses.

Fuel Requirement: The fuel required for DG sets is Diesel. It will be for D.G. set
100 KVA @ 15L/Day and for 250 KVA @ 40L/Day.
For 2MT Existing Boiler- Paddy Husk, Fire wood and Waste wood are used as
fuel. Total quantity is 180kg/hr.
3.9. Quantity of waste to be generated (liquid and solid) and scheme for their
management/disposal.
Domestic wastewater (0.1KLD) will be generated and discharged through septic
tank into soak pit.
The proposed unit will generate a total of 1.2 KLD of industrial effluents from
process and washing activity. It will be taken into raw effluent collection tank cum
equalization tank. After proper equalization, it will be treated and utilized for
gardening in the premises. The effluent treatment plant will be constructed to treat
the condensate of the condenser with the Reactor and reactor washings. The ETP
will be batch cum continuous system.

4. SITE ANALYSIS
4.1 Connectivity
The area is connected by road to Malda town as well as to other industrial town. It
is well connected through SH-10A and NH-34. Kaliaganj Railway Station is about 4
KM from the location. All the civic amenities like market, bus stand, hospital,
school, college, hotel, restaurant etc. all are available in the town which is about 5-
7 KM from the site. Distance of important Cities are given below.

4.6. Soil Classification
The soil of the Uttar Dinajpur district is classified as old alluvium, alluvium and new
alluvium. The texture of old alluvium may vary from stiff clay to clay loam. The soil
is deep and in reaction neutral to slightly acidic. The top soil with an average

4.7. Climatic data from secondary sources
The climate of Uttar Dinajpur district is characterised by Hot-summer with high
humidity, abundant rainfall and cold winter. The summer starts from April.
Monsoon begins from June and lasts till September. December and January are
the coldest months. Average rainfall is about 1200 millimetres. Maximum and
minimum temperatures of the district are 41OC and 9OC respectively.
4.8. Social Infrastructure available
As per provisional reports of Census India, population of Uttar Dinajpur in 2011 is
3,007,134; whereas male and female are 1,551,066 and 1,456,068 respectively.
With regards to Sex Ratio in Uttar Dinajpur, it stood at 939 per 1000 male in 2011
compared to 2001 census figure of 938 while child sex ratio (0-6 Age) is 953.

5. PLANNING BRIEF

5.2. Population Projection
As per 2011 census, 12.05 percent of total Uttar Dinajpur population lives in urban
regions of district. In total 362,228 people lives in urban areas of which males are
188,597 and females are 173,631. Out of total Uttar Dinajpur population, for 2011
census, 87.95 % population lives in rural areas of villages. The total population of
the district living in rural areas is 2,644,906 of which males and females are
1,362,469 and 1,282,437 respectively. Average literacy rate of Uttar Dinajpur in
2011 were 59.07 compared to 47.89 of 2001. Density of Uttar Dinajpur district for
2011 is 958 people per sq. km. In case of sex ratio in Uttar Dinajpur, it stood at
939 per 1000 male compared to 2001 census figure of 938. As per census 2011,
child sex ratio is 953 compared to 965 of census 2001. In 2011, Children under 0-6
formed 16.13 percent of the District compared to 21.02 percent of 2001. Average
literacy rate of Uttar Dinajpur in 2011 were 59.07% compared to 47.89% of 2001
whereas, male and female literacy were 65.52% and 52.17% respectively. Total
literate in Uttar Dinajpur District were 1,489,667 of which male and female were

5.4. Assessment of Infrastructure Demand (Physical & Social)
Physical & Social Infrastructure
Secondary survey has revealed that drinking water facility is satisfactory to the
local people as all the villages are having either well or tube well as source of
drinking water. Under medical facilities all the system such as allopathic,
homeopathic and ayurvedic medicines are available at area at a distance of 2-3
KMs. Most of the villages are connected by kuchha roads to district headquarter.
There is educational facility in the area. There is electricity in most of the villages.
This project will provide employment for people.
5.5. Amenities/Facilities
Greenbelt area may be developed in the surrounding project site. Drinking water
and power is available at nearby villages. First aid box with all necessary materials
will kept all time in the office building for use as and when required.
6. PROPOSED INFRASTRUCTURE

Developing of Greenbelt area inside the plant and surrounding the area.

No residential area is proposed.

An extensive plantation within the boundary limits of the plant is considered during

roads, storage areas and dumps leaving only adequate truck access. The total land

6.8. Industrial Waste Management
The main source of hazardous waste generation is from ETP as ETP sludge. The
other sources of hazardous waste are discarded containers/Barrel from storage
and handling of raw materials and spent/used oil generation from plant machinery.
The unit will provided dedicated storage area of 30 m2 for the hazardous waste
storage within premises having impervious floor and roof cover with leachate
collection system. These solid Hazardous wastes will be given to the Govt.
authorized agency.
