[ ]Those words stared out blank and pitiless from the page. The staff writer for Salon had just
endorsed abortion at ALL stages of pregnancy at a mother’s request, and introduced to our
culture a dangerous notion...that sacrificing children is somehow a “greater good.”
Wrong as I believe this woman is, she is acknowledging the core reason why so many
millions of us fight for Life. At the center of the abortion debate is a new HUMAN being,
growing in a mother’s womb, depending on her tenderness and, oftentimes, her courage.
That child and mother are also depending on the courage and compassion of others.
We are those “others.”
The great call of our time is to reclaim the human center of the abortion debate.
We do this because every human life is made in the image of God
and no innocent life is ever worth sacrificing.
Not the unexpected child fluttering in the womb.
Not the infant who survives an abortion attempt.
Not the baby with Down syndrome.
Nor the disabled child difficult to treat.

or 40 years our nation has strained against legal and social doctrines
that authorize and encourage the sacrifice of our unborn. Each way
we turn, however, the human faces of our brothers and sisters
appear. In them we can see beauty and hope. Beauty in the eyes of a striving
single mother, a toddler struggling with cerebral palsy, or a child born into the
desperation of poverty. Beauty is always there and hope is what we – family
members, neighbors, and fellow Americans – must bring to them.
Today the Susan B. Anthony List is entering its third decade of fighting for
Life. . . fighting for humanity. . . no matter the odds, no matter the results of
any single debate or vote, good or bad. We fight on because the being of our
children, and the well-being of their mothers, cannot be a temporary quest.
This is our ageless dream and our permanent cause.

women who are ascending at last to leadership ranks in
Congress and who hold governorships in every region of
the country.
• We have increased our membership, the engine for
growth of every entity we create, reaching 365,000
individuals today, a force for true pro-life feminism and
against the Culture of Death.
• Our president, Marjorie Dannenfelser, is now
recognized as one of the premier national voices for
women and for Life. With unflinching principle and
uncommon warmth, she has taken our mission and
message to the studios of MSNBC, National Public
Radio, and the FOX News Channel. She has debated with
Andrea Mitchell, sparred with Chris Matthews, shared
insights with Shannon Bream, and squared off with the
president of the National Organization for Women on
CNN’s John King Live.
• Spokespersons for our growing family of organizations
are quoted in virtually every national news outlet, and
opinion pieces by our leaders and staff are appearing in
The New York Times, Time Magazine, The Washington Post,
The Weekly Standard, The Hill, Politico, and dozens more.
We are among a handful of go-to voices because we are
an action group at the center of the fight for Life.
• Like the suffragettes whose cause inspires us today,
we willingly shift tactics and resources as opportunities
multiply. In 1997, we reestablished SBA List as a member-
ship organization and formed a Candidate Fund to handle
endorsements and direct gifts to federal candidates. We
established an Education Fund in 2010 and ramped up our
legislative advocacy work with our Defund Planned
Parenthood Campaign in 2011. That same year we formed
the Charlotte Lozier Institute to muster the research to
make our case for Life compelling. In 2012 we created
Women Speak Out, a super PAC able to bring new funds
into the fray in key races.
• Overall, the sums we are raising and devoting to
campaign work are higher than ever, reaching nearly $12.5
million in the 2011-12 election cycle. The results, even
with challenges at the top of the ticket, included the
election of new faces like Senator Deb Fischer (R-Neb.)
and Rep. Ann Wagner (MO-02). We have no reason, or
right, to relent in our drive for such successes.
• We continue to master social media, generating more
than 1.4 million issue advocacy contacts with federal and
state policy policymakers over the last two years via
emails, phone calls, and petition signatures. Along with our
allies, we played a central role in the passage of what even

Mid-term Presidential
Recently, the Susan B. Anthony List hosted a
Capitol Hill Briefing called “Reclaiming the Human
Center of the Abortion Debate.” We brought
together an extraordinary group of women, each of
whom told her story of hope, grace and recovery –
of surviving an abortion, being a victim of rape,
regretting an abortion, or discovering the brutal
racism of attacks on prenatal life. They are speaking
out – and being heard.
Life is precious and we are its shields
No single defeat at the ballot box can dislodge
such a shield. Moreover, momentum is still with us.
Not only are more women who have been directly
affected by abortion gaining influence on Capitol
Hill, so too are the ranks of pro-life legislators
growing. The pro-life tidal wave of 2010 is still
strong in Washington, D.C. and the state capitals.
Four pro-life female governors and hundreds of
pro-life women serve in our statehouses. Three new
stalwarts – Senator Deb Fischer of Nebraska and
Congresswomen Ann Wagner and Jackie Walorski –
are serving in Congress. New pro-life measures have
already been signed and more are being introduced
every day from Austin to Salt Lake City, to Olympia
and Lansing, and dozens more.
With increasing clarity, the “champions of choice”
are being unmasked. The nation’s largest abortion
provider, Planned Parenthood, has released new data
affirming that its genuine services to women are drop-
ping sharply while its abortion toll continues to soar.
The absence of prenatal care and adoption services
is a stunning admission.
ON CAPITOL HILL: VOICES FOR LIFE

America is growing more pro-life every day, despite media, cultural, and political claims
to the contrary. This fact is borne out in long-term surveys of American attitudes on
abortion, and is especially apparent among today’s youth. Thus, we are in need of a
new dialogue on abortion, and with a new language that reaches to the very center of
the issue – the human center. SBA List began the year with a briefing for Capitol Hill
legislators and staff on that very point.

PROJECT: Lifeline
orty years after Roe v. Wade and two decades after Planned Parenthood v. Casey,
Americans should be examining more than ever the human impact of these rulings.
We should be asking, and debating, tough questions. Are families stronger? Are women
better off? Has legal abortion undermined our moral values and frayed our compassion?
Has human life been devalued in other ways? Is child abuse a thing of the past? Is marriage
thriving? Above all, how do we start over?
To answer these questions would be to face the human costs – personal, social, and spiritual
– of abortion. Instead, however, 40 years on, we appear to be losing our way. Provocative
statements, slogans, gaffes, and slander dominate the airwaves and drive elections.
Everyone knows what a hostile media was able
to accomplish when two promising pro-life U.S.
Senate candidates stumbled on a question
about the “hard case” of rape. There is no
sugarcoating it. Both candidates moved from
solid leads to significant margins of defeat. To
hear the media tell it, these reversals have
handed the pro-abortion Left an advantage that
signals future losses for our cause.

Project Lifeline is designed to prevent “unforced
errors” made by pro-life candidates in the 2012
election. It will train candidates in key races well
in advance so that they can answer the tough
questions.
GETTING LIFE RIGHT >>
Iowa Congressman Steve King understands the
pro-life issue from its human center. He is the
epitome of a candidate who expresses a warm and
genuinely compassionate concern for both the life
of an unborn child and its mother, but also is not
afraid to challenge the extreme positions of those
promoting abortion.

• SBA List Endorsement Process Thankfully many
candidates are already asking for our help in handling
tough questions on abortion and Life issues. We will
use the leverage of our 20 years of coveted endorse-
ments to induce candidate participation in our
training program. This linkage will ensure our tested
messaging goes far and wide – and even deter future
media attempts to derail pro-life candidates.
• The Pro-Life Manual SBA List’s
pro-life issue manual was
written in the mid-1990’s. It
has some excellent guidance
and tactical advice, but a
thorough rewrite with fresh
citations and coverage of new
issues is urgently needed. This
will be completed in early 2013.
• Training Seminars The written word can accomplish
a great deal but training on everything
from messaging, to polling, to facing
hostile press conferences can accom-
plish so much more. It is far better to
identify problems before a pro-life
“murder board” than to practice for
the first time on Meet the Press or in a
televised debate.
• Online Training To reach many more candidates, we
will convert these materials and speaker sessions to
digital form and make them available via password
online.
• Individual Training These intensive sessions are for
major statewide candidates. They will feature one-
on-one training , video training, and a “murder board”
where the candidate will face an intense grilling.
• Research How do we know what ideas and words
work? How do we handle tough questions without
becoming or appearing defensive? Our messaging
and training work must be based on the best polling
with the right audiences.
LESSONS LEARNED
SBA List does not accept the dire predictions promoted by hostile media and pro-abortion advocates that the
pro-life message is a losing message. But we are foolish if we learn no lessons. Before the off-year elections in 2013
have played out, and well before the 2014 national midterms, we will have in place and execute a well-designed,
multi-pronged plan to improve the knowledge and communications skills of state and federal candidates across the
full range of Life issues (as well as some perennial “trick questions” that come up on other topics).
This is Project Lifeline. Here are its components.
The belief that being pro-life leads to natural eloquence is unsound. The stakes in our cause are too high for anyone who
seeks to represent or lead us to approach a podium or camera unprepared. SBA List is offering every pro-life leader a
new Lifeline.

egislation is passed by a combination of good research, good ideas, and excellent grassroots
action. But grassroots action is about more than technology and mechanics. Its real heart is
person-to-person contact, answering questions, supplying information, and motivating
response. No cause should be stronger in this area than the cause of Life – we are all about the
unalienable worth of every human being and we must carry this message house-to-house and
face-to-face. Our plan embraces this personal approach by increasing our presence in key
communities and neighbor-to-neighbor outreach. We are a movement, not a machine.

The loss of the Presidency in 2012, especially at
a time of rapidly increasing central government and
executive power, was bitter. It was particularly so
because of the pro-life success in the 2010 general
election – at the federal level, in the states, and in the
governorships. But our disappointment must not blind
us to the fact that 2010 was successful for many
reasons, including public rejection of ObamaCare and
very favorable redistricting advantages.
SBA List played a strong role in the record
number of state legislative victories in 2011 and
2012. Overall, 131 pro-life state laws were adopted
and signed into law. In this next legislative cycle, we
must remember that there are 27 state legislatures
under complete Republican control. Of these states,
24 also have a Republican governor.
We believe it is wise, especially given the array
of state coalition partners that work on Life and
related issues, to focus our efforts on just 12 states.
Two of these 12 have major political races this year
and nearly all the rest are key/swing states in 2014
and/or 2016.
Lost in the harsh news of the 2012 national elections was the fact
that the U.S. House and most state legislatures remain solidly
pro-life. More victories soon can change the conversation.

We will be a new presence on the ground, close to the
action. Our plan includes both new and traditional
elements.
Year-Round Field Offices
In 2012 SBA List took its political field program to
strategic locations in Colorado and Ohio. From these
platforms we used local volunteers and national phone
technology to connect with nearly 300,000 homes. In
2013 we will place field offices in seven states, six of
them for legislative and longer-term purposes and one
for immediate political priorities.
The six states are Ohio, North Carolina, Colorado,
Louisiana, Florida and Arkansas. Each state can move
pro-life bills. Our offices will list-build and mobilize
citizen action, accumulating resources for political
outreach. Targeted online advertising, email list devel-
opment to recruit volunteers, and other social media
functions are included.
SBA List acted effectively in a number of states in
2011 and 2012, helping to spark Planned Parenthood
defunding bills in 14 states and supporting sex selection
and tele-med abortion bans.
In addition to the states with field programs, SBA
List legislative priority states for 2013 include Pennsyl-
vania, Florida, Texas, and Wisconsin. Each represents
a strong possibility for pro-life legislation in 2013, as well
as in 2014, and three of the four are important swing
states nationally. A key part of our new strategy is to
maintain legislative policy momentum in election years
so that actual proposals, not far-fetched scenarios, are
the topic of public conversation in these vital battle-
grounds.
LEGISLATIVE AND GRASSROOTS ACTION PLAN
VIRGINIA

New Jersey and Virginia hold off-year elections for their governors
and state legislatures. Virginia will be hotly contested - a proving
ground for our messaging, training, and voter mobilization effort.
PROJECT: Virginia 2013
he SBA List 2013 Political Plan could not come at a time of higher stakes. Political pundits
are nervous. They have declared that the battle over the sanctity of human life is essentially
over. Writing in The New York Times just days after the re-election of Barack Obama,
Columbia University journalism professor Thomas Edsall reviewed a column by Charlotte
Lozier Institute president Chuck Donovan and proclaimed, “The right has lost the culture
war.” Other political observers aren’t so sure.
After attendees at the 2012 Democratic Party convention reasserted their opposition to “any
and all efforts to weaken or undermine” legal abortion, even Democratic opinion leaders like
Cokie Roberts and Margaret Carlson declared their alarm. Why, said Carlson, did the
Democratic party “remove the sentence, ‘Abortion should be safe, legal and rare,’ from its
platform”? Carlson pointed out the human reality: “Medical science is galloping ahead of Roe.
When the case was decided, we barely had sonograms and it was a miracle for a 22-week-old
fetus to survive. The difference now between a pregnancy at 12 weeks and one at 22 is life itself.
Walk into any neonatal unit and you’ll see newborns weighing 2 pounds; they’ll be playing
basketball one day.”

In Virginia, a longtime red state is shading purple, with liberal partisans increasingly
claiming a shift in their direction. The race between the current Attorney General,
Ken Cuccinelli, and Bill Clinton confidant Terry McAuliffe offers a stark philosophical
contrast on Life and many other issues. Virginia is a must-win political battle.

The drama over abortion will play out in just two key
states in 2013, but in many more in 2014 when 33
U.S. Senators are up for re-election. Of these 33 only a
third have voted consistently for Life (though a number
have announced their intentions to retire and there will
be open seats). What we make of this opportunity might
well be forecast by the progress we make in messaging
and organizing in Virginia’s statewide, off-year elections.
We have made Virginia a priority state for 2013. We
propose a massive investment there, seeking to make
2013 a template for wider victories in the mid-term
elections in 2014. Our budget is comprehensive and
includes these tactical elements:
One of the clearest lessons from 2012 is that political
contenders and those who support them cannot wait for
the beginning of the traditional election season around
Labor Day. Early messaging and framing of one’s opponent
were the key strategies used by abortion advocates in
Virginia to unsettle women voters about the Romney
campaign. With the theme of a “war on women,” this
effort by Planned Parenthood and other outside groups
was not intended to change views on abortion. As a
Planned Parenthood vice president said at a post-
election briefing last November, “[W]hat it looked like
we could do, is expand the amount of time [independent
women] were willing to give the president and the
economy to recover. So we could kind of hold them in
‘undecided’ by . . . making Mitt Romney questionable in
their mind on our set of issues.”
Early messaging will play a decisive role in Virginia
in 2013 as well and our plan calls for action now and
throughout the entire year, not just the fall campaign.
Support is needed soon and throughout the year to
make this strategy effective.
NARAL & Planned Parenthood jumpstart
Planned Parenthood, the National Abortion Rights
Action League (NARAL), MoveOn.org and their
pro-abortion allies know just what’s at stake in the 2013
gubernatorial election in Virginia. They have already
launched vicious attacks against Ken Cuccinelli and will
stop at nothing to keep this pro-life stalwart out of
office. These groups promise to flood Virginia with their
television ads, voter mail, and door knockers. In 2012,
Planned Parenthood spent a record amount of money
for pro-abortion candidates and they are prepared to do
the same in 2013.

The information website “KeepKenOut” is an indication that NARAL
and Planned Parenthood plan to invest heavily in an effort to define
strong pro-life Virginia gubernatorial candidate Ken Cuccinelli
before either his campaign or his supporters can.
SBA List worked to assist Ken Cuccinelli in his successful campaign
for Virginia Attorney General in 2009. As AG, he ably enforced a
number of pro-life bills to protect women and unborn children.

Pro-life progress over the next few years will be made primarily at the state
level and our foothold there is very strong. A national women’s caucus can
boost our gains and promote collaboration among the states.
SBA List has designated our Vice President of
Government Affairs, Marilyn Musgrave, former
member of Congress and state legislator from
Colorado, to design, recruit and lead the first
national caucus of pro-life women.
PROJECT: National Pro-LifeWomen’s Caucus
espite the sting of the re-election of President Obama, Election Day 2012 did nothing to diminish
the growing strength in numbers pro-life women legislators enjoy at the state level. In 2010 four
pro-life women, and no pro-choice women, won governorships. Our informal tally of Republican
women who serve in state legislatures has found 676 Republicans and 20 or more Democrats
who may be firmly pro-life. This is a base that can spur the spread of pro-life public policy and
advance women toward national office. We have no time to lose.

SBA List led the creation of the Pro-Life Women’s Caucus in the U.S. Congress, and a state-based caucus with
national reach is the next logical step. By working together, the hundreds of pro-life women in capitals from Boston
to Phoenix to Juneau to Tallahassee will be able to exchange legislative ideas, discuss strategies, anticipate counter-
attacks, and support each other in hostile media environments. This is an idea whose time has come.
The Pro-Life Women’s Caucus will foster the development of a seasoned “farm team” of office-holders ready to
rise to statewide and national office. The Gallup poll (2012) says that 51 percent of Americans self-identify as
pro-life. Until the membership of Congress reflects at least that percentage among women, we have work to do and
every opportunity to do it. Our timetable is aggressive.

SBA List’s success to date has been built on encouraging
pro-life women to seek public office and speak to Life
issues as only they distinctively can. Even in the 113th
Congress now underway, we have powerful new voices
like U.S. Senator Deb Fischer (R-NE), Representative
Ann Wagner (MO-02), and Representative Jackie
Walorski (IN-02). These national leaders will play key
roles alongside SBA List in inspiring and leading a growing
wave of pro-life women who know how to take Planned
Parenthood’s best punch and deliver even better.
Our two decades of experience devising programs for young women college
age and upward, and our meticulous grassroots programs, continue to pay
long-term dividends.
PROJECT: Ongoing Programs for Change
he founding of SBA List followed in the wake of the 1992 elections, the notorious and
self-congratulatory “Year of the Woman” in which pro-choice groups like EMILY’s List swept
a number of House and Senate seats, creating an advantage they still enjoy in sheer numbers
in Congress. SBA List’s veteran leadership, including Marjorie Dannenfelser and Jane
Abraham, countered this success with an array of political initiatives and projects that have
resulted in hundreds of victories at the polls and thousands of new pro-life leaders. Our proven
programs need a fresh infusion of support.

Interns and Young Leaders Programs SBA List interns
hail from all over the country and attend some of the
nation’s top colleges and graduate schools – Stanford,
Princeton, Cal-Berkeley, the University of Dallas,
Colgate, Franciscan University of Steubenville and many
more. Three times a year, cohorts of students rotate
through the SBA List office and have the opportunity to
hear from women leaders in government, to write and
speak, to manage pro-life initiatives and gain insight into
nonprofit management and political affairs. Many of
these students go on to leadership roles, not just in
government but in pregnancy care centers, teaching,
and civic affairs.
One-Minute Commentaries Even in our age of social
media, radio continues to play a dominant role in dissem-
inating messages and forming culture. Social media
does, however, multiply audio experiences, allowing SBA
List’s no-cost commentaries to be uploaded as podcasts
on many online platforms. The reception to these
well-produced, pro-life and woman-centered broadcasts
has exceeded all expectations, reaching audiences on
more than 700 religious and secular stations.
Traditional Media 2012 was another breakthrough

media” is invaluable. In addition to her regular appear-
ances on FOX News shows with Bill O’Reilly, Neil
Cavuto, Shannon Bream and others, Marjorie has cap-
tured the attention of broadcasters like CNN’s John
King and MSNBC’s Chris Matthews because of her deep
knowledge of Life issues and players. Her recent op-ed
placements include The Weekly Standard, The Hill, Human
Events, The Washington Post and many more. She is
quoted even more often, including The Wall Street Journal
and NPR. Our media program is one of our most
cost-effective projects of all.
Social Media and Web Development Agility and
efficiency in reaching all types of social media are
hallmarks of SBA List. Our television and radio ads, action
alerts, and daily commentaries reach computers,
smartphones, and whatever comes next. In 2012 our
campaign ads reached the 1,000,000 mark in views – and
now total 1.2 million views. We also increasingly invest
in effective micro-sites like ObamaFactsOnLife.com.
Expanding this network serves all of our projects.
Coalitions and Outreach SBA List respects and works
with a wide variety of groups that have grown around
Life issues, from media companies, to lobbying and
research groups, to pregnancy care centers and legal
defense funds. The variety of such groups is a reflection
of our dynamism and growth. We work with coalitions
at the federal, state and local level, inviting their partic-
ipation and multiplying our impact.
Federal Lobbying In President Clinton’s second term, Life
issue groups rallied and put his administration on the
defensive through the battle for a partial-birth
abortion ban. We plan to be similarly creative in the 113th
Congress, and we are bolstering coalitions and key
legislative tools like KnowLegis to help us reach returning
pro-life members of Congress, the 34 pro-life freshmen
House members, and four new pro-life Senators. Marilyn
Musgrave also leads this key initiative.
Membership Recruitment A rising tide of members and
supporters increases the effectiveness of our projects
for social, political, and legal change. We maintain active
programs to recruit friends and provide action and
messaging guides through the Internet, regional events,
traditional direct mail, and major donor outreach. We
keep our costs low and our yield high by demonstrating
impact and delivering what we promise.

Jane has a lifetime of experience in national affairs
and politics. She attended Oakland University in
Michigan, graduating in 1981 at age 19. In addition
to attaining academic honors at Oakland, Abraham
was President of the student government in her
senior year.
After college, Jane held a number of senior
positions with the Michigan Republican Party, the
Republican National Committee, as well as the
Michigan State Senate. Her assignments included
serving as the national party's liaison to state and
local government and overseeing grassroots growth
at local, state and national levels. She is married to
Spencer Abraham, former U.S. Senator from Michi-
gan (1995-2001) and former Secretary of Energy
(2001-2005) under President George W. Bush. In
2002, Jane founded her own consulting firm,
Abraham Strategies. She has served as Vice Chair-
man, Michigan Republican Party, since 2006.
In addition to her work with the SBA List, Jane
is an energetic advocate for women and children
through a variety of charities, including the National
Safe Kids Campaign, the Lab School of Washington,
the National Children’s Alliance, and Race for the
Cure breast cancer campaigns both nationally and
in Washington, D.C. Jane has also worked closely
with the Angel Tree project of Prison Fellowship.

Marilyn began her public role as the president
of her local right to life chapter and served on
the local school board, standing for academic
rigor and for parents and taxpayers.
After volunteering for the campaigns of
several conservative candidates, she ran for the
Colorado House in 1994 and won the primary,
then defeated a two-term Democrat in the
general. She served two terms in the House
and one in the Colorado Senate before running
for the U.S. House of Representatives in 2002.
She served three terms representing the 4th
District. Marilyn has championed the sanctity
of human life, lower taxes, gun rights, and
traditional marriage throughout her years in
the state assembly and in Congress.
After losing a hotly contested election in
2008, Marilyn remained in the forefront of
the fight for timeless values. Her leadership
has carried her across the nation, engaging
with the media and rallying the grassroots
for Life.
When she is not on the road, she and her
husband Steve reside in Colorado with their
children and grandchildren.

Emily is responsible for day-to-day operations
of one of the nation’s fastest-growing grassroots
and political action groups. She oversees SBA
List’s administrative, development, candidate
evaluation, government relations, social

strength of young, pro-life feminism appeared
online at Time Magazine in January 2013.
Prior to joining the SBA List in January of
2007, Emily worked at the Carlyle Gregory
Company, a prominent political consulting firm
specializing in U.S. House and Senate campaigns.
She has complemented her federal experience
with state-level duties, working for Delegate Rob
Bell (R-VA) in both his campaign and legislative
offices. Emily is involved in Student Leadership
University, a faith-based leadership training
program for high-schoolers. Cultivating integrity
and conviction in the rising generation is a core

Frank has more than 30 years of experience in
national politics, public affairs and legislative
campaigns. He is a principal of Capital City
Partners, a Washington, D.C. public affairs firm.
He is also the President of American Principles
Project. Frank first came to Washington as
director of Students for Reagan, remaining to
work as a Congressional aide and finally as chief
of staff for members of Congress. He has also
held senior roles in presidential campaigns for
Jack Kemp, Gary Bauer and John McCain.
In the non-governmental sector, Frank
specializes in assisting organizations, especially
small and start-up entities, to build effective
coalitions and achieve national prominence.
In addition to SBA List, his clients have included
the trafficking office of the U.S. Department of
Health and Human Services (HHS), the Knights
of Columbus, Campaign for Working Families,
Family Research Council, and the National
Organization for Marriage. His firm won the
Silver Anvil Award from the Public Relations
Society of America and the Silver SABRE from
PRWeek for its participation in the HHS public

ince our founding in 1992, the Susan B. Anthony List has grown dramatically – evolving to meet
new challenges while staying true to our core mission of electing pro-life women to Congress.
Today the SBA List membership roll stands at 365,000, an increase of 30,000 members in the
past year. This membership base is the human core of our work - the women and men who
write letters to legislators, donate to political campaigns, volunteer for candidates and at
pregnancy centers, and who sacrifice of their lives to offer women protections for themselves and
their children.
As time has passed, however, the need for fresh approaches has become apparent, and the
leaders of SBA List have responded.

Today’s SBA List is actually a cluster of five organizations devoted to the cause of Life.
Although the nature of tax and election law sometimes requires the formation of
distinct entities, more often it is the need to take advantage of new strategies and
opportunities. Each organization is playing a powerful part in our dynamic projects to
preserve and protect the special status of human life.

THE SUSAN B. ANTHONY LIST (SBA List), our
501(C)(4) membership organization, has long been at
the center of our activity, generating and spending more
than three-fourths of the budget in our work for Life.
Membership in the C4 organization is a prerequisite for
participation in the Susan B. Anthony List Candidate
Fund (see page 30), but not for the new “Super PAC”
called Women Speak Out. Because of its structure, the
SBA List can engage in unlimited advocacy for state and
federal legislation, pay for media and other outreach
programs, support our one-minute commentaries,
absorb expenses for the Candidate Fund, and under-
write political advocacy in targeted contests.
During the last election cycle, SBA List took a
personal approach to the Life issues that reached more
Americans that ever before in our history. This approach
is critical as Planned Parenthood, NARAL, EMILY’s List
and other groups increasingly refuse to engage the
human center of the abortion debate, even to the point
of abandoning the “pro-choice” label they once
celebrated as the hallmark of their sophistication. As
they flee from discussing the individual human costs of
abortion, SBA List will continue to focus hearts and
minds on the reality of choosing against Life, woman to
woman, child after child.
Our 2012 advertisement featuring Melissa Ohden,
who survived an abortion performed on her mother in
the second trimester, has drawn more than 431,000
views on YouTube.
Funded by two different SBA entities, SBA List and
the Women Speak Out Super PAC, this ad ran in key
media markets in swing states in the 2012 election. Its
airing has helped prompt more abortion survivors to
speak out about their stories.
Altogether SBA List spent nearly $1 million on this
spot and a related one featuring Jill Stanek, the Illinois
nurse who first brought to public attention the abortion
survivors whose fate then-State Senator Barack Obama
was debating.
We combined this messaging via broadcast television
and social media with the kind of “on the ground”
appeals that will form the backbone of our outreach in
2013 and 2014. Continuing the multi-state bus tours
featured in our highly successful Votes Have Conse-
quences campaign against ObamaCare, SBA List

personnel and local coalitions made dozens of stops in
key states, highlighting our issues and attracting all kinds
of media.
This kind of strategy is a force-multiplier. In Ohio,
SBA List communications director Mallory Quigley
reports, “I noticed a man diligently taking notes as he
listened to women standing in front of the bus address-
ing the crowd. Thinking he was a member of the media,
I inquired if I could help answer any of his questions.
I was shocked when he told me that, considering himself
a pro-life Democrat, he was gathering information on
President Obama’s abortion record so that he could go
to a meeting of women Democrats that afternoon and
explain to them that, this time around, Life must trump
party affiliation. ‘Life is the most important thing,’ he told
me. I replied, ‘That’s why we’re here,’ grateful that our
message would later be shared beyond the beautiful
state capitol where we gathered.”
Ohio and Colorado were also proving grounds for
the new legislative and agenda-setting projects featured
in this plan. Working with coalition partners like
American Majority Action and Heritage Action for
America, we established Life and Liberty Victory Head-
quarters in Steubenville, Ohio and Ft. Collins, Colorado.
Coalition efforts and the recruitment of volunteers,
using the latest technology, demonstrated the cost-
effectiveness of these outreach partnerships. Under
great time pressure, this initiative generated 340,000
live phone calls and 8,700 visits door-to-door.
Similar partnerships produced
1,000,000 voter guides, 4,000,000
robo-calls by actor and former U.S.
Senator Fred Thompson in 14 key
states, and one million robo-calls
recorded by Hispanic superstar
Eduardo Verastegui in six battle-
ground states. Increasing the
resources devoted to personal
contacts like this is a top priority for
SBA List in the next few years.
Even as the Supreme Court
ruling in Citizens United has magni-
fied the role of advocacy groups in
the political process, the law still
limits certain types of gifts and
expenditures to political action committees and Section
527 groups nicknamed “Super PACs” that offer avenues
for affecting political races in more direct ways.
To maximize our impact, we have added the
WOMEN SPEAK OUT POLITICAL ACTION COMMITTEE,
a Super PAC founded in 2012, to our traditional
SBA LIST CANDIDATE FUND, founded in 1997.
The most important differences between the
Candidate Fund and Women Speak Out revolve around
membership and gift amount. In terms of membership,
donors to the Candidate Fund must first become
members of SBA List. If they are otherwise qualified
individuals (for example, not a foreign national or
Life and Liberty Victory offices like this one in
Steubenville, Ohio, were a solid test of SBA
List’s coalition model for voter education and
outreach. SBA List provided teams of staff
members and interns like Cris Crawford (shown
here) to work in the offices.

government contractor), SBA List members are eligible
to make donations to the Candidate Fund and our
candidates. The size of these donations, however, is
limited by law and our Candidate Fund is not allowed to
solicit gifts outside of our membership base.
Women Speak Out PAC, on the other hand, can
solicit gifts from people and from corporations that are
not members of the SBA List. This dramatically
increases the number of people eligible to support our
efforts to elect or defeat candidates for federal office.
Just as important, gifts to Women Speak Out PAC are
not subject to the gift limits imposed by federal election
law on conventional candidate funds. At the same time,
donations to any type of PAC, whether a candidate fund
or a “Super PAC,” must generally be reported publicly.
Traditional PACs report the individual’s name, employer
and gift amount to the Federal Election Commission
(FEC). Super PACs must report similar information in
most cases to the FEC and the IRS. Thus this information
is available to the public.
While our goals for the SBA List Candidate Fund and
the Women Speak Out Super PAC are smaller than for
SBA List, they play a critical and growing part overall in
our strategies going forward.
The SBA List Candidate Fund is our vehicle for inter-
viewing candidates, assessing their public records and
responses to our questionnaire about their views on Life
issues, and issuing our formal endorsement. We
continue to focus on female candidates as well as on
opponents, male or female, Republican or Democrat, of
female candidates who support legal abortion. In the
last cycle, our Candidate Fund:
• Endorsed 50 candidates for federal and state
office, including 34 women.
• Raised and distributed $533,540 in direct and
bundled contributions to endorsed candidates,
including incumbents and challengers.
• Successfully protected incumbent Reps. Michele
Bachmann (MN-06) and Steve King (IA-04) from
prominent and well-funded opponents.
• Our goal is to at least double these contributions
in the next election cycle.
Women Speak Out PAC will play a growing role in
our efforts because of the advantages it offers in terms
of permitted gift amounts, the ability of corporations to
contribute, and the fact that we are able to solicit donors
who are not currently members of the SBA List. In the
last cycle, the Women Speak Out PAC was responsible
for underwriting half of our expenses, nearly $1.08

featuring Melissa Ohden and Jill Stanek. This entity will
be prominent in 2013 and a major asset in our expanded
U.S. Senate target list for 2014.

Ever since the SBA List helped to defeat Congress-
man Steve Driehaus in the 2010 election, we have been
fighting a battle in federal court to vindicate our right to
free speech. Driehaus responded to his election loss,
and to our assertion that he voted for an unacceptable
version of ObamaCare that funds abortions, by filing a
complaint with the Ohio election board and a defamation
lawsuit for damages in federal court.
At great expense, but with great determination, SBA
List formed a LEGAL DEFENSE FUND, a special account
within our education fund, to fight the complaint and
lawsuit. When the complaint was dismissed, rather than
rest easy and wait for the next assault on our freedoms,
we filed a federal lawsuit against the Ohio election law
that had been used by Driehaus to help stifle citizen
criticism of his actions.
In early 2013 we received a favorable ruling from a
federal district court on the defamation suit. As journalist
Peter Roff of U.S. News and World Report wrote about the
ruling, “In fighting back, in contesting the case and
refusing to settle, the Susan B. Anthony List not only
helped itself, it did an important service to the democratic
process.”

On January 21, 2013, The New York Times Online
published CLI President Chuck Donovan’s op-ed
discussing the severe deficiencies in state and national
polices regarding the reporting of abortion data. On
February 1, 2013, CNN interviewed Chuck on the
religious and moral liberty issues at stake in the Obama
Administration’s revised rules on abortion-inducing
drugs and sterilization in private health care plans.
CLI’s breadth of issue experience
CLI was also visible in dozens of other outlets in this

CLI conducted the first national poll of public
opinion on sex selection since a Zogby poll in 2006. The
poll found 80 percent support among U.S. women (77
percent overall) for a legal ban on abortion based on the
sex of the baby. Media reports on the poll appeared in

ington Times, Washington Examiner, Lincoln Journal Star,
National Review, Tampa Bay Online, and dozens more. It
has become the “poll of record” on this issue in current

CLI frontline action on ACA
Finally, CLI has also filed formal comments on the
most significant issue of medical conscience in our time:
the Obama Administration’s interpretation of the
“preventive services mandate” in the Affordable Care
Act. This mandate would impose unprecedented
requirements on religious employers and others who
object on moral grounds to the provision of free
insurance coverage of abortion-inducing drugs, contra-
ceptives, and elective sterilizations for their employees.
CLI’s comment focused on the impact the mandate
would have on nonprofit organizations, including SBA
List and CLI, which are not religious but have as part of
their mission a devotion to the sanctity of human Life.
Charlotte Lozier Institute was established in
Washington, D.C. in order to bring academic and policy
expertise to bear, in a timely way, on today’s most press-
ing Life issues. The next two years promise to bring
more opportunities to produce game-changing impact
on the policy process in the nation’s capital.

reportedly said the early feminists believed that “Abortion is the ultimate exploitation of women.”
Dr. Charlotte Lozier reportedly said that “a person who asks a physician to commit the crime of
ante-natal infanticide can no more be considered his patient than one who asks him to poison his
wife.” Modern feminist Patricia Heaton echoes this theme, saying, “The early feminists were
pro-life. And really, abortion is a huge disservice to women, and it hasn't been presented that way.”
