Built Green Resource Center Honored with theAnnual Santa Barbara Beautiful Award 2011

The Built Green Resource Center has won the annual Historic Revitalization award granted by Santa Barbara Beautiful, a local organization dedicated to the recognition and promotion of beautification projects in Santa Barbara. The his-toric site was originally the SB School of Arts and is now part of the El Presidio de Santa Bárbara State Historic Park.

The Santa Barbara Contractors Association and Built Green renovated the building. The Resource Center showcases a zero fossil fuel usage facility,

and represents an historic opportunity to show-case energy independence, sustainable building practices, and the value of recycling our legacy structures.

This Youth Green Building Careers Symposia is a collaboration be-tween Built Green and the Santa Barbara Contractors Association (SBCA), Santa Barbara County Education Office--Partners in Educa-tion, Tradart Foundation, and the Workforce Investment Board (WIB). COMMON SENSE SAFETY

There are a number of safety problems common to most workplaces and job sites that can be solved with a little common sense. Planning and thinking ahead can help eliminate most of these hazards. Take a close look at your workplace with these suggestions in mind.

Eliminate junk piles. Organize a clean up program to remove trash, broken parts, and scrap from work areas, walkways, storerooms, and neglected corners. Look for materials that have been stacked improperly. An unstable stack is a real danger to anyone who may be near if the material suddenly falls. Check such things as wood pallets, dock freight, storeroom boxes, construction materials and even office files to see that materials are stacked properly.

Examine all the operations of your workplace to determine if personal protective clothing is needed, then make it readily available. Ear protection, eye protection, hard hats, gloves, safety shoes or other protective clothing and equipment must be worn according to the hazard exposure.

Make sure all electric power tools are grounded. Protect yourself from electric shock by using tools with three-prong plugs, a ground-fault system or double insulation. Never cut off the ground plug on a three-prong plug. Check electrical cords and wires for any damage. Guard power tools and moving machine parts. Tools and equipment should never be operated with the guards or shields removed.

Inspect portable ladders to make sure they are secure and don’t shake or wiggle. Nonslip feet are a must. If a ladder seems weak, get rid of it – don’t let others use a defective ladder. Mark it defective and throw it away.

Fire extinguishers are a must and should be mounted properly, readily accessible, and in working order. Check fire regulations to make sure they are properly placed and the right type for your work area. When was the last time your fire extinguishers were tested? Extinguisher inspections should be made regularly then tagged to show when and who performed the tests.

Exits should be clearly marked with easy to read signs place above the doors. Signs with arrows should also be used to guide people to the exit if the layout of the workplace is confusing to those unfamiliar with your facility. Illuminated signs should be kept in working order at all times. Don’t block exits or signs with vehicles or material. Another good idea is to mark doors that are not exits with “This is Not An Exit,” “Restroom,” “Storeroom” or “Closet.” Put rails on all stairways. The stairs themselves should be in good shape with nonskid treads. Repair those that are damaged or chipped.

Safety meetings are one of the most important parts of a good safety program, so hold them regularly. Impress upon every worker that it’s important that they take every precaution to keep the workplace safe. Both employee and employer attitudes toward safety provide a key to a successful safety program. Posters, handouts, and training programs can all be part of your safety communication.

LA SEGURIDAD Y EL SENTIDO COMÚN

One thing you can be sure of in business - or life - is things are going to change. For contractors, this means keeping up on the latest changes in rules that govern what you can do; where you can do it; and when it can be done. Just such a change is a hot topic in the ‘pipeline’. Unfortu-nately, dodging bureaucratic barriers often be-gins with your business name…

Q: I recently applied for a contractor’s license and my application was rejected. The Contrac-tors Board stated that the business name I want to use was not compatible with the license clas-sification I applied for. Can you look at the letter they sent and give me your opinion as to why they won’t accept my name? I filed a fictitious business name statement with my county and they had no problems.

A: The CSLB will disallow a business name if they perceive it to be in conflict with B&P Code Section 7059.1(a). This reads, “A licensee shall not use any business name that indicates the li-censee is qualified to perform work in classifica-tions other than those issued for that license, or any business name that is incompatible with the type of business entity licensed.”

In your case it appears the Board has two prob-lems with your business name. First, you may

only use “Construction” by itself with an “A” or “B” classification (you applied for a “C-39”). Second, they do not believe you’re a partnership since the business name only contains your name rather than both- you and your partner. To deal with both these issues, try “John and Jim’s Roof-ing Construction” rather than just “John’s Con-struction”.

The fact that you filed a fictitious business name (dba) statement with your county is a good thing; however, this has no impact on what the CSLB considers acceptable. For anyone else contem-plating a name change of their existing business or filing for a new contractor’s license, please realize that 7059.1 can be somewhat subjective and gives the CSLB a great deal of latitude over which name you can and cannot use. Feel free to give me a quick call to advise on the ‘moniker’ you’re considering for your business.

Q: We hold a “C-36” license. The majority of the California builders we work with are now requir-ing fire sprinklers. The problem is they want the plumbers to add that to their scope of work or they will find new plumbers that can. My ques-tion is how do we go about getting a fire sprin-kler license on the quick side of things? We don’t want to lose any business in the today’s tough market.

A: Over the years I have fielded questions about “C-36” contractors wanting to add the “C-16” classification for fire sprinklers. This issue has arisen recently due to the code adoption in 2009 by the California State Building Standards Com-mission that includes fire sprinkler requirements in all new one- and two-family homes and town-houses. The new requirement became effective January 1, 2011.

A few decades ago, plumbers could install fire sprinklers. When the law was later changed, there was a limited time period where plumbers were allowed to grandfather into qualifying for the “C-16”. Sorry, you have missed that ‘window’. Today, you’ll need to hire someone who has 4 or more years experience in the Fire Protection trade or currently holds a “C-16” license. Com-pletion of an Application for Additional Classi-fication will be required and I can help make it ‘quick’.

If an accident were to occur today in your work-place, would you know what to do? Would the employees injured be given the best possible care?

Creating a first aid program that meets the re-quirements of the law and is customized to the type and size of the workplace can make the difference between life and death or between recovery and permanent disability when an ac-cident occurs.

Employers should make sure that all employees are familiar with the locations of their worksite emergency information and where it is posted. The notice should display the phone numbers of the closest ambulance service, fire and rescue unit, police station, and hospitals. The amount

of time it can take to look up this information can make a big difference to a seriously injured person. The location of first aid equipment and rescue equipment should also be posted promi-nently.

Every work site should have a person with medi-cal or first aid training readily available in case of an emergency. First aid equipment and supplies, including a variety of dressings and instruments, as well as an up-to-date first aid manual, should be stored where they can be accessed quickly and easily in the event of an accident. Supplies should be inspected regularly, making sure they are kept in sanitary and usable condition, and re-stocked after use. Based on the size of the work-place, more than one fully equipped first aid kit may be required.

At remote work sites, emergency supplies and an action plan are particularly important. At least one person trained in emergency first aid should always be on-site. First aid must be given correctly otherwise it can cause harm instead of helping an injured person. All workers should be familiar with who on-site is trained to give first aid, where the emergency first aid equipment is located, and what medical professional or medi-cal facility should be contacted should a medical emergency occur.

Periodically review your company policy on first aid response with your workers so that all will understand and respond appropriately to inju-ries or illnesses that may occur on the jobsite.

City of Santa Barbara Community Development Dept.By Peter Novak

In an effort to improve the planning and permitting process we are having ongoing meetings with staff at the City of Santa Barbara. Community Development Department. The Community Development Department is responsible for planning & zoning, building and safety, and hous-ing and redevelopment for the City of Santa Barbara.

We need examples/stories from our membership of experiences in the City plan check/permit-ting process that can help illustrate the problems and frustrations that we have experienced. The City is open to dialog and review of the process in order to better serve the community, and is adopting procedural improvements to that end. Please send plan check submittals that illustrate issuescosting time and money to rectify, or examples that tell the story to the SBCA at [email protected]. Along with AIASB, we are continuing our dialog with the City Building Department to collec-tively find ways to improve the plan check/permit process. We are talking to them about:

Creating a more interactive communication through the city’s departmental routing pro-• cedure, allowing a more timely resolution to plan check corrections and requests for more information;Expediting the entire process through the use of email;• Offering a checklist for plan check applicants;• Creating a tiered permit system with a simpler process for small projects;• Offering a pre-application meeting with the Planning Department; assign a designated • planner for each project application;Setting up a digital drawing review process; •

Project Description: Sealed proposals for Bid No. 3576 for the INTERSECTION IMPROVEMENT PROJECT AT CARRILLO AND ANACAPA STREETS will be received in the Purchasing Office, 310 E. This work includes, but is not limited to, mobilization, bonds, insurance, surveying, and incidentals per the project plans and specifications. The Engineer’s estimate (base bid) is $315,000.
