The Child Sex Ratio (CSR) is de�ned as the number

of girls per 1000 boys between 0-6 years of age. It

has shown decline from 976 in 1961 to 918 in 2011.

This is an alarming indicator of women

d i sempowerment . I t r eflec t s p re -b i r th

discrimination manifested through gender biased

sex selection and post birth discrimination against

girls.

Strong socio-cultural biases, preference for son &

discrimination towards daughters in almost all

Indian communities is the root cause of the

problem. The societal norms of dowry, lineage, last

rites, property and inheritance for sons has led to

gender based discrimination and violence. The

practice of sex selective elimination due to easy

availability and affordability of medical diagnostic

tools has further accentuated the skewed sex ratio.

The Beti Bachao Beti Padhao (BBBP) is an initiative

Dear Colleagues,

Seasons’ Greetings!

At the outset, I take this opportunity to thank all the membersof IRIA for their kind support. I am trying my best to leave nostone unturned to rise up to your expectations and doingwhat is the best for the welfare of members of theassociation.

What decides for a country to be called developed; it is itsprogress in health sector, technology and standard of living. With linguistically diversepopulation where 200 million people are below the poverty line with 80% in rural areasneed an appropriate volume of quality radiological services at an affordable cost.Radiology will always maintain a very strong position in the delivery of health care.

The State chapters of IRIA are the key stake holders for extending the outreach of theof the organization. Recognizing the importance of the same, the central office hadrequested them to take up issues related to PNDT, update Data base of membersetc; but so far, only few state chapters have responded. The role, duties andresponsibilities of State Chapter Presidents and Secretaries have been defined andapproved in the last GBM held at Bhubaneswar. I request all the state chapters tocontribute to efficient working of the central office.

Last year, we had also nominated State Coordinators for PNDT after consultation withstate office bearers who were asked to nominate a member. These coordinators wouldhelp the members in their respective state chapters to solve the problems related toPC & PNDT Act. The list of the same has been published in this issue for informationof members. All the state chapters and its members are requested to give names ofthe culprits whoever is indulging in heinous act of sex determination and sex selectiveabortions. Members are requested to make list of such culprits and give it to stateAppropriate Authorities. If the state chapters do not want to give it to their AppropriateAuthorities, they can send the same to IRIA HQ and office shall send the same to theconcerned authorities. It is high time for everyone to start becoming pro active onthese issues.

It has been proposed to go on token stoppage of all Radiology modalities PAN Indiafor one day in support of our demands towards fulfilment of our charter of demands inthis law including amendments in the Act, which are long overdue. Only emergencyservices shall be available. At the time of agitation, all the state chapters of IRIA shouldaim to generate public awareness and achieve wide media coverage. Representationsshould be given to all districts, regional, and state Appropriate Authorities. Thenecessary draft of posters, letters and memorandum to government authorities, mediaetc. shall be provided by IRIA HQ. We must make everybody realize that we dounderstand our duties and responsibilities but not at the cost of lives of our colleagueswho continue to suffer.

Many of the members of IRIA have joined FOGSI, IFUMB, MSK Ultrasound Societyetc. Because Radiology and Imaging constitutes a significant part of the academicactivities of these organizations. In my opinion the radiologists must refrain from trainingthe non radiologists in the core skills which lie with the domain of our subject. We mustkeep in mind the larger interest of our organization rather than indulging in suchactivities for popularity or pecuniary gains. Further such activities are against the MCIrules and such half baked specialists are like quacks, who harm our own interest andare also a threat to the general public on account of their limited understanding of thesubject. It is agreed that in order to promote, protect and safeguard the interest ofIRIA, the members of IRIA should not encourage non-radiologists in giving certificatesof training as it is not only spreading quackery and against the MCI rules but alsodangerous for the local public as they are not qualified enough and may do a wrongdiagnosis. Should giving lecture/oration in the Conferences/CME programmes ofFOGSI/IFUMB/MSK Ultrasound Society, IMA, Surgical, Physicians Society or anysuch society be equated to training to non-radiologists? Is the speaker not impartinghis knowledge and experience with other specialities? I firmly believe that if the membersof IRIA are giving training to non-radiologists in some unauthorised training centres orencouraging societies like Sonologist or any other such societies who is promotingMBBS or non-radiologists by providing training, then IRIA should play pro-active roleon this matter and suspend such members. As of now the Ministry of Health & FamilyWelfare, Govt. of India has started six months training in Ultrasound. All the MBBSDoctors are to do six months training in Ultrasonography from an institute as recognisedby MCI and then appear for the examination. IRIA has filed SLP in Hon Supreme Courtof India on the impugned judgement of Delhi High Court and qualification required todo Ultrasound.

I would like to inform you that the process of digitalisation of records of IRIA is inprogress and most probably, it will be completed by Nov. CCM.

The constitution of IRIA has been updated by the constitution review committee andthe latest updated constitution shall be launched in the July CCM and distributed to themembers.

IRIA has been very proactive in engaging with the leading international societies topromote inter organizational exchange of knowledge and skills. In this regard I ampleased to inform you that we have revived the relationship between the IRIA and ESRon terms which are based on equality and mutual respect. The ESR has shortlisted sixstalwarts from the IRIA to participate in the forthcoming ECR 2017.

IRIA shall start Fellowships in Musculoskeletal Radiology, Neuro-Imaging and FetalMedicine. It has been approved in the CCM and GBM held at Bhubaneswar. The workto this regard is in progress. The progress report of the same shall be presented in theJuly CCM.

As already informed that the ‘3rd KSR-IRIA Friendship Symposium’ is being organizedby IRIA in association with Korean Society of Radiology (KSR) on Saturday, 23rd July,2016 at India Habitat Center, Lodhi Road, New Delhi. The theme of the Symposium is‘Emergency and Trauma Radiology’. It is for the third time that IRIA is organizing suchtype of symposium in collaboration with KSR. Six eminent speakers each from Koreaand India shall deliver their talks. We are pleased to inform you that the RegistrationFee has been waived off for the Central Council Members, who are attending theCCM, but advance registration is compulsory. IRIA HQ shall also provide one daycomplimentary accommodation to all the Central Council Members attending thissymposium and Central Council Meeting to be held next day i.e. 24th July, 2016 as itwas done last year. All the members are requested to attend the Symposium in largenumber and make it successful.

Our academic wing, Indian college of Radiology & Imaging, with Dr. Deepak Patkar atits helm as Chairman, and ably assisted by Dr. M.P. Goyal, Secretary and other officebearers, are doing their job very creditably. ICRI is formulating the various protocolsfor Radiology practice.

It is gratifying to report that Dr. Brig. Chander Mohan, newly elected Editor-in-Chief,IJRI is doing the wonderful job. As you are aware that in order to reduce the cost ofprinting, it was decided that from January 2015 onwards, our Journal would be e-Journal. The limited printed copies are published as per requirement from memberson a nominal cost.

As already informed that ‘Indian Radiological & Imaging Association’ does not approveor support the practice of giving or taking cuts or commissions. I hereby call upon allour members not to indulge in any such unethical and illegal practices. This is alsoagainst the ethical code of conduct as per rules of Medical Council of India. IRIA stronglycondemns such practices.

In my inaugural address at the Bhubaneswar, I had spelt out my priorities for the year.One of issues which has been the central theme of my work in various organizationalcapacities is upholding transparency in the working of the central office and ensuringaccountability of all office bearers. I once again reiterate my commitment to ensureaccountability of everyone who is dealing with the finances collected on behalf of theordinary member. The audited accounts of the 68th annual congress of IRIA held atKochi, the queries raised by the central office, replies of the organizing committee,subsequent detailed rejoinder by the Central office and all related correspondenceare known to all CCM members. I most humbly request everyone to go through themthoroughly and debate the issue threadbare keeping the interest of the organizationas the foremost guiding principle. On my behalf, I wish to assure each and everyordinary member of IRIA that I will safeguard their interest irrespective of the challengesand pressures. The provisional audited accounts of the 69th IRIA at Bhubaneswar havebeen received by the central office and same shall also be presented in the CCM.

I request all the members to join Social Security Scheme of IRIA which is very beneficial.

I appreciate the Building Committee under the Chairmanship of Dr. B.B. Thukral forstriving hard to further improve upon the facilities at our IRIA House for the members.

FROM THE DESK OF SECRETARY GENERAL

Dear Members,

Seasons’ greetings!

I take the opportunity to thank you for your kind support andcooperation you have extended in last one and half years of mytenure as Secretary General of this prestigious association.

Membership: Our Association was founded in the year 1931.Over the several past odd years, we have grown from strengthto strength and today our strength has grown to over 12900members. The total membership as on 20th June, 2016 is 12906out of which there are 05 Honorary Members, 286 EmeritusMembers, 9751 Life Members, 2849 Provisional Life Members, and 15 Associate Members.

Digitalization of Members’ Data: I am glad to inform you that the Central Office, IRIA hasstarted the process of digitalization of data of members of IRIA.

Election of State Chapters: As per constitution, each state chapter must conduct itsannual election from December to March of every year and inform the Central Office, IRIAby 30th April along with the proceedings of the election, failing which the State Chapter wouldbe debarred from the membership of the Central Council. I am glad to inform you that wehave received intimation of election conducted in all the state chapters except forChhattisgarh, and the same has been debarred from Central Council membership.

Updated Constitution: As decided in the CCM and GBM held at Bhubaneswar, theconstitution of IRIA has been updated and it shall be launched during the July Central CouncilMeeting.

Bid for 72nd Annual Conference to be organized in 2019: The General Body of IRIA hasapproved the amendment regarding organizing the annual conferences of IRIA in five zonesof the country. If the report of Conference Guidelines Committee regarding organizing theAnnual Conference in five zones of the country is approved by CCM and GBM to be held onJaipur in Jan. 2017, then the 72nd Annual Conference shall be organized as per zones. Inthat case, there is no need to bid for 72nd Annual Conference and the notification as publishedin the News Bulletin shall be treated as withdrawn. But for any reasons, if the report of theconference guidelines committee is not approved by Agra GBM, then the 72nd AnnualConference should be allotted as per bids received as per constitution of the association.

All the State/UT Chapter Presidents and Secretaries are requested to kindly note the sameand do the needful accordingly.

CME Programmes: The first IRIA funded CME of the year which was organized by ICRIand conducted by Delhi state chapter of IRIA, was Dr. Harnam Singh mid-term CME and itwas held on 21st-22nd May, 2016 at PGIMER & Dr. RML Hospital, New Delhi. This CMEwas very successful credit of which goes to Dr. Sudhir Gupta, Dr. Atin Kumar and theirentire team. The theme of this CME was Obstetric and Gynaecological Imaging. On behalfof the ICRI, I compliment all the members of the organizing committee of this CMEprogramme for planning and executing a memorable academic feast to the delegates whowere predominantly residents and young Radiologists of the local region.

All the state chapter Presidents, Secretaries and Central Council Members are requestedto kindly inform the members of their state chapter about various academic activities ofState and Centre including IRIA International Travel Fellowship Grant, Orations/Awards/Fellowships, IRIA National Conference Fellowship Grant so that they can get benefit ofthese activities at large.

Dr. Gyan P. Lal CME was conducted by Maharashtra state chapter on 18-19 June, 2016 atHotel Fortune, Thane. This CME was very successful and credit of the same goes to Dr.Sanjeev Mani, Dr. Suresh Chandak, Dr. Mrudula Bapat and their entire team. The theme ofthe CME was Musculoskeletal Imaging.

Dr. R.K. Goulatia CME shall be organized by Tamilnadu & Pondicherry state chapter atPoppys Hotel, Madurai on 17th -18th September, 2016. The theme of this CME is Neuro-imaging.

Dr. Rajendra Rao CME shall be organized by Andhra Pradesh state chapter on 19-20November, 2016 at SVIMS, Tirupati. The theme of this CME is Head & Neck Imaging.

I wish a great success to these IRIA CME programmes which are conducted by ICRI.

IREP: The 1st IREP shall be organized by Maharashtra state chapter of IRIA on 3-4 September,2016 at DY Patil Medical College, Pune.

The second IREP shall be organised by Delhi state chapter of IRIA on 10-12 September,2016 at AIIMS, New Delhi.

I request all residents to attend these programmes in large number to get best academicfeast.

3rd KSR-IRIA Friendship Symposium: I am glad to inform you that the 3rd KSR-IRIAFriendship Symposium shall be organized by IRIA HQ in association with Korean Society ofRadiology (KSR) on Saturday, 23rd July, 2016 at Stein Auditorium, India Habitat Center,Lodhi Road, New Delhi. The theme of the Symposium is Emergency and Trauma Radiology.I request all the members to attend this Symposium in large number and make it successful.

PC & PNDT: I would like to inform you that IRIA has filed Special Leave Petition (SLP) in theHon’ble Supreme Court of India against the impugned judgement on the W.P. No. 6968 of2011. The Hon’ble High Court in passing the impugned Judgment had grossly erred bysubstantially widening the scope of the section 2(p), and Rule 3(1)(b) of the PC & PNDT Actand allowing all MBBS to practice Ultrasound. We have specifically requested that onlyqualified Radiologists should be allowed to do the Ultrasound as it is the part of curriculumof post graduates as per Medical Council of India. We are requesting the Hon’ble court toquash the said judgement of Delhi High Court. There was a hearing of our SLP on 29th April,2016. The Hon’ble Court has issued notices to concerned parties like Indian MedicalAssociation and Sonological Society of India and then it shall be listed for hearing accordingly.

Meeting of Central Supervisory Board: The 24th meeting of Central Supervisory Boardwas held on 5th April, 2016 at AIIMS, New Delhi which on behalf of IRIA was attended by Dr.O.P. Bansal, President and Dr. Jignesh Thakker, National coordinator for PNDT. Sh. J.P.Nadda, Union Health Minister and Smt. Maneka Gandhi, Cabinet Minister, Ministry of Womenand Child Development were very positive regarding graded punishment. The Section 23(1)was approved. Now following violations shall be considered under minor violation category:(i) Copy of Act, (ii) Wearing of Apron and (iii) display of board. These shall be sent to lawdept. for amendment. For Form F and record keeping mistakes, the suggestions wereinvited from IRIA and other organizations in next two months in writing to make it amendmentin the Act. It was decided that one radiologist shall be permanent member of CSB and it willbe put up in amendment. Till now President IRIA used to be the member of CSB as specialinvitee. The Health Ministry will go to Supreme Court against the recent judgement of DelhiHigh Court regarding 6 months training course in Ultrasonography. IRIA stressed that thereshould be structured course for six months training in Ultrasound and only Doctors withrequisite qualification as per regulations of MCI should be allowed to do the Ultrasound. TheHealth Ministry decided to go ahead with six months training course in Ultrasonogrpahy andformulate guidelines for implementation for the same. IRIA stressed that Ultrasound shouldbe practiced by qualified Radiologists only as per qualification recognized by MCI. Nobodysupported the stand of IMA who said that as per recent judgement of Delhi High Court, thissix months training course programme has been scrapped and there is no need for MBBSDoctors to clear the examination for practicing Ultrasound. The Health Ministry is filing SLPon the recent judgement of Delhi High Court.

Agitation by IRIA on wrong implementation of PC & PNDT Act: Despite the draconianprovisions of the PC & PNDT Act, Radiologists all over India have been extremely co-

operative in following the PC & PNDT Act, with the noble intention of helping to improve thedwindling sex-ratio in the country. However, at regular intervals, even many honestradiologists, who did not have even remote connection with sex- determination, have beenvictimised under the PC & PNDT Act for minor clerical errors. In continuation of theharassments, IRIA has decided for agitation by suspending all Radiological services tilljustice is served.

The Indian Radiological & Imaging Association (IRIA) extended fullest support to itsMaharashtra state chapter for agitation and whatever action it has been taking to tackle theissues related to harassment w.r.t. wrong implementation of the draconian PNDT Act by theAppropriate Authorities. If this issue is not resolved amicably at the earliest, then IRIA wouldcall for PAN India token strike of a day and then indefinite strike till justice is served to itsmembers.

State PNDT Coordinators: All the state PNDT Coordinators are requested to kindlysensitize the members of their respective state chapter about the PC & PNDT issues.Members are requested to contact their State PNDT Coordinator for their complaints ofharassments under PC & PNDT Act so that their complaints are solved.

Progress of AOCR 2018: The proposed dates for AOCR 2018 are 25th to 28th January,2018. The venue has been finalized as Renaissance Mumbai Convention Center Hotel-Marriott. Mumbai is the bustling metropolis, the commercial hub of India, a cosmopolitancity which has privilege to host many international conferences. We assure you of at least3500 to 4500 radiology participants during AOCR 2018. We have already deposited a totalof USD 20,000 to AOSR as per constitution and bid process of AOSR.

Information on Website and News Bulletin of IRIA: All the State Chapter office bearersare requested to inform the IRIA HQ about their academic activities including state conferenceand CME programmes so that it may be published in the News Bulletin and uploaded on theIRIA Website www.iria.in for information of members.

Sub: Bid for 72nd Annual Conference of IRIA to be held in the year 2019.

Dear Colleagues,

The applications are hereby invited from the state/UT chapters of IRIA for bidding for the72nd Annual Conference of IRIA to be held in the year 2019, as per provisions in constitutionof the association. The applications along with CD having details of venue and infrastructurefacilities should reach to the Central Office, IRIA on or before 31st August, 2016. As decidedin the GBM, on receipt of bid for the annual conferences, the President and SecretaryGeneral, IRIA shall visit the proposed venue of the conference at the expenses of that state/UT chapter to check the infrastructural facilities and give its report in the ensuing CentralCouncil Meeting.

Also, the State/UT Chapter hosting the Annual Conference must have a permanent incometax PAN No. and must have submitted its up-to-date income tax returns for the financialyear preceding the bid.

As decided in the CCM and GBM held at Agra, the necessary proforma for calling the bidhas been appended.

The General Body of IRIA has approved the amendment regarding organizing the annualconferences of IRIA in five zones of the country. If the report of Conference GuidelinesCommittee regarding organizing the Annual Conference in five zones of the country isapproved by CCM and GBM to be held in Jaipur in Jan. 2017, then the 72nd Annual Conferenceshall be organized as per zones. In that case, there is no need to bid for 72nd AnnualConference and this notification shall be treated as withdrawn. But for any reasons, if thereport of the conference guidelines committee is not approved by Jaipur GBM, then the 72nd

Annual Conference should be allotted as per bids received as per constitution of theassociation.

All the State/UT Chapter Presidents and Secretaries are requested to kindly note the sameand do the needful accordingly.

It was decided in the General Body Meeting of IRIA held at Bhubaneswar to find outthe modalities to promote and implement 100% e-voting. It was also decided tocontinue with present E-voting system (optional) in the elections of office bearers ofIRIA and ICRI being held this year.

The Model Code of Conduct for Elections has beenapproved by the GBM held at Kochi and the same wouldbe implemented from the ensuing elections.

MODEL CODE OF CONDUCT FOR ELECTIONS

PURPOSE:

(i) The purpose of the model code of conduct is to conduct free and fair electionsof the office bearers of the IRIA/IJRI/ICRI. A visible and rigorous enforcement ofthe Model Code of Conduct enhance the credibility of the election and givesconfidence to the election committee, candidates and voters.

(ii) The model code of conduct comes into operation from 30th June, when theElection Officer publishes the election notification through the June issue of theIRIA News Bulletin

(iii) The Election Committee with the consent of President, IRIA shall appoint microobserver(s) in every state chapter, who would be a senior member in that statechapter. The micro observer of the state chapter shall report of any misconductby the candidate to the election committee for necessary action so that freeand fair election is conducted.

GUIDELINES FOR THE CANDIDATES FOR CANVASSING:

1. Canvassing within the limits of normal tolerance for the members is welcome.Now normal tolerance means telephoning the members once or twice, sendingletters/e-mails. However, any efforts more than these would certainly causeirritation to most of the members leading to unwarranted efforts. However, anyfoul play or anti-feeling words or lobbying should not be tolerated and the guiltymust be punished. All the members of IRIA should behave like civilized people,doctors and first class citizens of a country.

2. All candidates must submit a letter of affidavit along with his/her candidatureform stating that he/she will be contesting election with all ethics and will not

indulge in any unfair means. If found doing so, his/her candidature will becancelled. The Election Committee of IRIA would monitor this in case of anymisconduct by candidate and take necessary action as it may deem fit. Thedecision of the election committee would be final and binding to all.

3. The brief bio data of all the candidates (one page only) shall be uploaded onthe website of IRIA after thorough scrutiny by the election committee.

4. The candidate shall not question the procedure of election being conducted bythe Election Officer along with election committee. If he/she does so, he/sheshall not be replied by the election committee.

5. Candidates must not try to collect votes by himself/herself or by his/her friendsor supporters or any agency. Any such activity will be viewed very seriously bythe Election Committee and any action taken therefore, will be binding on thecandidates and people concerned.

6. The candidate in the election year shall not be the organizer of any IRIA fundedCME or IREP program in order to avoid unduly influencing the members/voters.

7. If a candidate has been convicted by a Court for the contravention of any law,he/she should not be allowed to contest any election.

8. The candidate(s) shall not spread rumors/false information about othercandidates. If found doing so, the election committee shall take suitable actionas it may deem fit including termination of the candidature of that candidate.

9. Any candidate shall not use the office machinery for canvassing, if he/she isholding any office in state or center.

10. If the candidate is holding any office in the state or center, he shall not use his/her designation in his/her emails/sms/letters social media or any other stationerymeant for canvassing in order to influence the members/voters. Also he/sheshall not use office letter heads and stationery for his/her canvassing.

SubscriptionAnnual subscription for the year 2016-17 is due w.e.f. 01.04.2016. Emeritus MembershipAs per constitution, any Life Member or any Annual Member with minimum 10 yearscontinuous membership of the association and has attained the age of the 65 years, or hasbeen retired from the active practice by reason of physical disability can be bestowedEmeritus Membership of the Association. Such members shall not be liable to paysubscription but shall enjoy all the rights of a member. They shall have the voting rights. Nodelegation fee will be charged from the Emeritus Members attending the Annual Conferenceof IRIA. The members are requested to inform the Central Office, IRIA through the respectivestate chapter so that necessary formalities can be completed.

Notice for Resolutions & Amendmentsof Memorandum, Rules & Bye-laws

As per the Memorandum Bye-laws, the proposed amendments (additions/alterations) inthe Memorandum, Rules and Bye-Laws must reach the Central Office, IRIA at least fourmonths before the date of annual General Body meeting and shall be circulated by theSecretary General, IRIA to all the members at least two months before the date of meeting.Members are, therefore, requested to please send their amendments/resolutions, dulyproposed and seconded by the Emeritus/Life/Annual Members, to the Central Office, IRIA,C-5, Qutab Institutional Area, New Delhi-110 016 latest by 5th September, 2016.

Members EnrolmentAs decided in the new CCM held at Bhubaneswar, the Membership Form mustaccompany copy of State Medical Council Registration Certificate, failing which themembership shall not be given. In additional to this, the Provisional Life Membersmust submit declaration from their Head of Department that they are pursuing theirPG degree/diploma in that department.

Provisional Life MembershipAs decided in the new CCM held at Bhubaneswar, the Provisional Life Membershipshall be for a maximum period of six years. The Provisional Life Members (PLM) shallbe asked to send certified copy of their PG degree/diploma along with State MedicalCouncil registration certificate so that their Provisional Life Membership is convertedto Life Membership. Otherwise, it would be presumed that they have not been able tocomplete their PG degree/diploma in six years and their provisional membership willbe terminated after a reminder. All the State chapter Presidents and Secretaries arerequested to kindly note the same.

Social Security Scheme ofIndian Radiological & Imaging Association

As you know that the Social Security Scheme of IRIA is purely designed on brotherhood/sisterhood basis and we try to help the family members of IRIA on event of death of member.Any Life Member of IRIA upto age of 65 years residing in India is eligible to become amember of this Scheme. In view of membership growth in recent years, it is very muchviable, beneficial and essential to the members and their family, especially at the time ofuntimely death of the member. Member will have to pay one time premium with enrolmentfee depending upon his/her age. He/she has to pay small amount yearly as AnnualMembership charges and Death Fraternity Contribution (DFC) depending upon number ofdeath of members in that year. Death benefit is given from the interest & DFC collectedfrom members of the Scheme. There is no other investment that will give you this muchreturn and satisfaction of helping our own colleagues’ family in their difficult time.

We request all the State Chapter Presidents and Secretaries to promote the Social SecurityScheme of IRIA. They are requested to appeal all the Life Members of your state chapter tojoin this scheme which is very beneficial. Also, a special discount shall be provided by theorganizers of the CME and Annual Conference of IRIA to the members of the Social SecurityScheme on the Registration Fee.

As decided in the CCM and GBM held at Bhubaneswar, IRIA HQ has started MembershipDrive Award for the Social Security Scheme of IRIA. All the state chapter Presidents andSecretaries are requested to ask the members of your state chapter to join and collect themembership forms of the Social Security Scheme and send to IRIA HQ for enrolment. Thestate chapter which would send maximum membership of Social Security Scheme of IRIAin the year 2016 to IRIA HQ, the President and Secretary of that state chapter would beawarded during the 70th Annual Conference of IRIA to be held at Jaipur. The new membersat the time of their enrolment as Life Members can also be asked to also enrol for theSocial Security Scheme of IRIA.

The following requirements are to be fulfilled while collecting the Forms of Social SecurityScheme of IRIA.

1. Demand Draft or at par Cheque to be drawn in favour of “SOCIAL SECURITYSCHEME of IRIA” payable at New Delhi.

Members may apply by sending their applicationin one hard copy and one soft copy in PDF form in a CD containing their bio data and copiesof all the relevant documents points of which are being claimed by the applicant. The applicationfor Orations/Awards of ICRI should be proposed & seconded by members of ICRI. Theapplication for Fellowships of ICRI should be duly proposed and seconded by Fellows of ICRI.

GENERAL GUIDELINES:

There shall be two prizes for this Best Paper award (i) First Prize of Rs 20,000/-, and (ii)Second Prize of Rs 10,000/-, and these would preferably be given during the inauguralfunction of Annual Conference of IRIA like other awards.

The Editor-in-Chief, IJRI shall recommend five research/Original/Review Articles/PictorialEssays from the current year only, using all relevant statistics to justify the same, and sendthe list to Central Office, IRIA along with relevant documents latest by 30th September,2016. These recommendations will be discussed by the Credential Committee for differentAwards/Orations/Fellowships of IRIA/ICRI. The Credential Committee shall decide thenames of two awardees.

MARKING GUIDELINES:

1. Articles published in IJRI from 1st September (previous year) to 31st August(current year) are eligible to be considered only.

5th International Day of Radiology 2016 (IDoR 2016)

Dear Members,

The Indian Radiological & Imaging Association is now a proud participant of the 5thInternational Day of Radiology 2016 (IDoR-2016), which will be celebrated on 8thNovember, 2016 (The 121th anniversary of the X-rays). This is a global initiative fromEuropean Society of Radiology (ESR), American College of Radiology (ACR) andthe Radiological Society of North America (RSNA), which was initiated in 2012. Thetheme for IDoR 2016 is ‘Breast Imaging’.

On this occasion, Indian Radiological & Imaging Association shall organizean academic programme on “Breast Imaging” for Radiology Residents (PG’sand SR’s) on 8th November, 2016 at IRIA House, New Delhi. The details of theprogramme shall be informed in due course of time. The purpose of celebratingthis day is to create awareness about the increasing role and relevance of “Radiology”and the “Radiologists” in the current healthcare system. The day marks the recognitionof Radiology’s impact on modern Medicine. It is therefore requested that you all shouldencourage the junior and senior residents in your respective departments to participatein this unique academic event.

The Dr. Harnam Singh mid-term CME 2016 was hosted by Delhi state branch on 20-21st

May 2016 at PGIMER, Dr. RML Hospital, New Delhi. It was on the theme of Gynaecologicaland Obstetric Imaging. The CME was a grand success and was attended by more than250 delegates. The scientific program constituted of salient topics in gynaecology and

obstetric imaging. The highlights were paneldiscussion on PC & PNDT Act and liveworkshops on obstetric ultrasound by experts.Dr. B.S. Ramamurthy, Dr. Ashok Khurana, Dr.BhupendraAhuja and Dr. AnjuGarg wereamong the prominent speakers. The scientificprogram was coordinated by Dr. Jyotsna Senand Dr. Lalendra Upreti.

The CME was organized under thechairmanship of Dr. O.P. Bansal, Dr. DeepakPatkar and Dr. Sudhir Gupta. Dr. PramodLonikar, Dr. M.P. Goyal and Dr. Atin Kumarwere the organizing secretaries.

Report on Delhi Imaging Update 2016

The annual conference of Delhi IRIA – Delhi Imaging Update 2016 was held at 20th and 21st

Feb. 2016 at the All India Institute of Medical Sciences. The theme of the conference wasrecent advances in the field of cross – sectional imaging. The conference was attended bymore than 220 delegates. The Delhi IRIA oration2016 was delivered by Dr. Deepak Patkar onthe topic of ‘Advanced imaging in brain tumors’.The faculty included prominent speakers fromall over Delhi including Dr. Raju Sharma, Dr.Harsh Mahajan, Dr. Parveen Gulati, Dr. A.K.Chaturvedi, Dr. Ashu Seith Bhalla, Dr. M.K.Mittal among others.

Dr. O.P. Bansal and Dr. Pramod Lonikar fromcentral IRIA were present for the inauguralceremony. The annual dinner of Delhi IRIA washeld on 20th Feb evening at the IRIA House.

Dr. Gyan P Lal CME was held on the 18th and 19th of June, 2016 at Hotel Fortune andJupiter Hospital, Thane. The CME was hosted by Thane City Chapter of Maharashtra StateChapter of Indian radiology & Imaging association.

The CME focused on Musculoskeletal Imaging with an integrated approach betweenOrthopedicians and Radiologists dealing with all radiological modalities. The CME wasattended by around 200 delegates.

The esteemed faculty includednames like Dr. Bipin Shah, Dr. AlkaKarnik, Dr. Nidhi Bhatnagar, Dr.Joban Babhulkar, Dr. AshwinLawande in the ultrasound and Dr.Aditya Daftary, Dr. Amogh Hegde,Dr. Joshita Singh, Dr. Sanjay Desaiand Dr. Amit Kharat for crosssectional imaging.

There was a key note address byDr. Kakarla Subbarao and Dr.Bhavin Jankharia on conventionalradiology and Imaging in bonetumours respectively. Dr. SanjayJain also delivered a talk onconventional Radiology. There wasa dedicated ultrasound workshop

transmitted from Jupiter Hospital (situated just besides the venue) for each joint. Leadingorthopedic surgeons practising in Mumbai, Thane and Pune like Dr. Ashish Phadnis, Dr.Babhulkar, Dr. Milind Patil, Dr. Parag Lad, Dr. Kshitij Thoke also delivered talks on theclinical perspective.

The CME included trade exhibits from GE, PHILIPS, Bracco, Accurate Printers, Mirai Health,Sujyot Technologies, Carestream and Vikas Book Depot.

The office bearers of IRIA, our president Dr. O. P. Bansal, Secretary General Dr. PramodLonikar, Joint Secretary of IRIA- Dr. Raghav Aggarwal, immediate past president Dr. JigneshThakker were present. Chairman of ICRI -Dr. Deepak Patkar and Secretary of ICRI- Dr.Mahaveer Goyal , MSBIRIA dignitaries Dr. Sanjeev Mani , Dr. Suresh Chandak, Dr. SandeepKavthale all too graced the occasion.

The 8th Annual Conference of Uttrakhand state chapter of IRIA (IRIA RICON 2016) was heldon 26th & 27th March, 2016 in The Hridayesh Spa and Widerness Resort, Corbet NationalPark, District Nainital, Uttrakhand. 90 delegates including 30 PG residents attended theconference. The Conference was inaugurated by Dr. O.P. Bansal, President IRIA. Dr.Bhupendra Ahuja, President Elect IRIA was guest of honour. Dr. Pankaj Mahesh, PresidentIRIA Uttrakhand (2015-16) presided the inaugural function. Guest faculty included Dr. O.P.Bansal, Dr. Bhupendra Ahuja, Dr. Ashu Seith Bhalla, Dr. K.S. Rawat, and Dr. Rajul Rastogi.Dr. Rajiv Azad conducted the Film Reading session.

14 Papers were presented by residentdelegates. 15 Posters were also put up byresidents. I,II, III prizes were given toResidents in poster as well as paperpresentations. Dr. M.S. Kunwar took chargeof President IRIA Uttrakhand (2016-17). Dr.G.S. Joshi, Ex. DG HS Uttrakhand wasnominated as President Elect of the statechapter. Dr. Rajiv Azad continued asSecretary for second year. Dr. B.M. Goel andDr. P.C. Kapri also continued as CentralCouncil Members for the 2nd year.

From trade side, M/s Samsung, Philips, GE Contrast, Bayer Zydus, RSG Solutions, Zen-Med Solutions & Krishna Traders participated.

Conference was a big success in the small state of Uttrakhand.

The applications are hereby invited for IRIA National Annual Conference Travel FellowshipGrant for 70th Annual Conference of IRIA, to be held at B.M. Birla Auditorium, Jaipur from5th to 8th January, 2017 as per guidelines as given below.

GUIDELINES

1. There shall be 50 Travel Fellowship Grants for IRIA National Annual Conference everyyear.

2. A grant of Rs 10,000/- per candidate shall be given to the candidates as selected by acommittee consisting of President and Secretary General, IRIA as per guidelines.

3. IRIA Central Office shall communicate clear guidelines and rules and regulations to allmembers of IRIA about this information to apply for this grant through IRIA Website &News Bulletin.

A. CRITERIA FOR SELECTION

1. ELIGIBILITY

i. This grant is exclusively for residents (post graduate students and seniorresidents) who are Provisional Life Members/Life Member of IRIA for minimumone year duration as of 31st December and practicing in India as per CentralHQs. records.

ii. The members of the state in which the Annual Conference of IRIA is being hosted shallnot be eligible to apply for this Fellowship.

iii. Members should apply through specified form available in IRIA News Bulletin and websiteon or before the specified date to the IRIA HQ.

iv. The grant shall be awarded only to those residents whose oral presentation has beenaccepted. The Candidate should be the first author and also the presenting author.

v. A copy of the abstract and letter of acceptance should be submitted along withapplication. The letter of acceptance should be mailed to the IRIA HQ if it is receivedafter the last date of submission of applications.

vi. The work presented should be his/her personal work preferably done in India.

vii. A total of 10 grants shall be reserved for residents whose paper has been accepted forcompetition category in oral paper presentation. In case there are more than 10candidates the grant shall be awarded by the draw of lots. Remaining 40 Fellowshipswill decided by draw of lots at November CCM, if required.

viii. In case a candidate has more than one accepted presentation only one entry shall beconsidered for award and draw of lots.

ix. Once selected, the particular member is not eligible to apply for the same again.x. The list of selected candidates, after draw of lots (if required), shall be displayed on

the website.xi. The grant amount shall be reimbursed only after submitting the copy of presentation

certificate of the Annual Conference to the IRIA HQs by the member.

INDIAN RADIOLOGICAL & IMAGING ASSOCIATION (CENTRAL OFFICE)SCHEDULE ‘B’ : SIGNIFICANT ACCOUNTING POLICIES AND NOTES TO ACCOUNTSI : Significant accounting policies adopted in preparation of accounts:

1. Accounts of the Association are prepared under historical cost convention and in accordance withgenerally accepted accounting principles.

2. Cash basis of accounting is being followed and income and expenditure are recognized on cashbasis.

3. Interest earned on fixed deposits of Memorial Funds have been credited to respective funds directlyand is accounted for on cash basis. Similarly expenses related to the funds have been chargeddirectly from these funds.

4. All fixed assets are stated at written down value (i.e. historical cost less depreciation). The cost ofnew assets comprises its purchase price and any directly attributable cost of bringing the assets toworking condition for its intended use.

5. Depreciation has been provided on written down value method at the rates and in the manner asprescribed in the Income Tax Rules, 1962.

6. Life membership Subscription has been taken directly to the Balance Sheet being not available forapplication during the current year itself.

II. Notes to accounts:1. Previous year figures have been regrouped/rearranged wherever necessary to make them comparable.2. Electricity expenses are net of electricity charges paid to the BSES Rajdhani Power Limited and

amounts recovered from tenants.3. Abbreviations IRIA and IJRI as used in this accounts represent Indian Radiological & Imaging

Association and Indian Journal of Radiology & Imaging respectively.4. Contingent Liability: A show cause notice has been received from Service Tax Department as to why

service tax of Rs 60,04,961/- plus interest and penalty relating to the period upto 31.03.2013 be notdemanded from the association. The association is contesting this show cause notice except for anadmitted amount of Rs 2,72,259/- for the period from 1st July 2012 to 31st March, 2013, which hasbeen paid fully.

5. Schedules A and B are annexed to and form an integral part of the Balance Sheet and Income andExpenditure Account.

We have obtained all the information and explanations, which to best of our knowledge and belief were necessary for thepurpose of Audit, from the Editors, Secretaries, and the office bearers and the Staff of the Association.In our opinion, the Association has kept proper Books of Accounts so far as it appears from the examination of the Records,which are produced to us for our verification and examinations.In our opinion the Balance Sheet of the Indian Journal of Radiology and Imaging as on 31st MARCH 2016 and the Incomeand Expenditure Account for the year ended on 31st MARCH 2016 are in agreement with the Books of Accounts maintained.In our opinion and to the best of our information and according to the Explanations given to us, in the course of Audit, theBalance Sheet gives the true and fair view of the state of affairs of the Indian Journal of Radiology and Imaging as on 31stMARCH 2016 and the Income and Expenditure Account gives the True and Fair view of the Deficit for the year endedon 31st MARCH, 2016.Remarks:1) Accounts of the Journal Publishing Activity are maintained on Cash Basis.2) Old Receivable amounts pertaining to prior to Year 1992, in Respect of Advertisements are required to be written off bypassing necessary Resolution by the Appropriate Authorities. No Decision has been taken in spite of our Observations forlast 7 to 8 years in this Report.3) In the Current Financial year, 2015-2016, Income and Expenditure pertaining to Three Issues have been considered, i.e.,Apr-June 2015, July-Sept 2015, and Oct-Dec 2015.4) From the Financial Year 2008-09, the Journal has started treating contribution received from Central Office IRA, as LifeMembership contribution, are treated As Capital Receipts, as per instructions received from Central Office, New Delhi,and is not be considered as Revenue Income from 2008-09.5) OLD TDS prior to year 2011-12 are required to be written off as same is not likely to be received from income taxdepartment or said TDS certificates might not have been furnished to them for claiming the said refund.6) The Journal offices needs to exercise, extra efforts for increasing the Advertisements Revenue, as the Cost of Printingand Mailing do not match with the overall collection or Receipts. In the current Financial Year 2015-16, Outgoing onaccount of expenditure, are amounting to Rs. 33,22,706/- while the Collection on account of Income amounts, are to thetune of Rs. 17,81,026/- only. Deficit is increasing year by year on account of Increase in Printing cost, and reduction inAdvertisement revenue. The Physical Journal has been substituted by E-journal partially in this current financial yearnow.

RULE OF ELIGIBILITY TO BECOME MEMBER OF IRIA - SSS

Any Life Member of IRIA upto age of 65 years residing in India is eligible to become amember of this Scheme.

RULE FOR BENEFIT:

The Scheme is purely designed on brotherhood/sisterhood basis & we try to help thefamily members of IRIA on event of death of member. Death Benefit of the Scheme isliable only after completion of one year of membership of IRIA-SSS. However, nominee ofmember be entitled for such benefits if death of member occurs in accident even withinone year of joining the scheme.

NB 1. Demand Draft or at par Cheque payable at New Delhi will be accepted.2. M.O. or Cash will not be accepted in any circumstance.3. Send cheque or Demand Draft by Registered A.D. post only.4. Cheque or Demand Draft to be drawn in favour of “SOCIAL SECURITY SCHEME
