cultual change to the way wok and poducts ae deliveed.• Identify intenal and extenal theats (e.g., social engineeing, phishing) and develop

contols and countemeasues fo both ashoe and aoat envionments to pevent,anticipate o mitigate the damage.

• Develop Cybesecuity “Defense in Depth” by setting boundaies, intusion detection andpevention solutions using hadwae and softwae Cybesecuity solutions at key points inou systems. The application of these boundaies and solutions must be imbedded in allpogam lifecycle poducts.

Cetication, Assessment and Authoization epesent the ight hand side of the SystemsEngineeing “V”. The National Institute of Standads as well as the Depatment of Defense

have dened each of these tems and addessed thei applicability to the specic needs ofInfomation Systems and Contol Systems. New Depatment of Defense guidance on bothrisk Management and Cybesecuity equie the Authoizing Ofce to be qualied to makethe technical tadeoffs between Mission and Cybesecuity capabilities.

NAVSEA has Technical Authoity fo its systems. Intenal to NAVSEA, the Chief Enginee(SEA 05) will be esponsible fo compliance in the aeas of Contol Systems & Platfom IT

(Navigation, Machiney, Weapons Contol Systems), while the Command InfomationOfce (SEA 00I) will be esponsible fo NAVSEA Shoe Systems (Defense Business Systems

and National Secuity Systems). This alignment ensues focused Cybesecuity/IA eviews byexpets in thei espective elds.

Focus Area Objectives:

• Dene the oganizational stuctue which will set clea accountability acoss theNAVSEA command to potect and espond to cybe theats to include inceased systemcommonality and cybesecuity in machiney and weapons systems.

• Dene a clea and expeditious path fo tial, appoval and implementation of new ITbased technologies within the “CYBErSAFE” pogam.
