• Extending the implementation of the SCADA system in localities
belonging to the whole RAJA operation area, mainly in the rural area; • Constructing a photovoltaic park in Fetesti Locality; • Constructing a photovoltaic park within the premises of Constanta
North Wastewater Treatment Plant;
• Modifying the technical solution for the connection to the electricity network of the water sources
• Replacing the low-efficiency pumping equipment
• Drinking water treatment plants in order to make the water drinkable.
The project comprises approx. 74 localities with around 360 sites, mainly in the rural area;
The Feasibility Study, which also includes the Radio Study for all sites comprised in the project, is ongoing;
The estimated investment value is of approx. 14 mill. Euros.
Automation of the water supply systems, mainly in rural areas
and remotely sending data to Local Dispatching Units;
Reducing electricity consumption, namely electricity
expenses, by around 20%;
Improving the quality of the water supply service by providing
continuous water supply;
Protecting the water sources in the rural area;
The Goals of this Project are:
Reducing water loss and the number of failures, by monitoring
network pressures;
Increasing the efficiency in remedying failures;
Cutting back personnel expenses;
Equipping Local Control Rooms and maintaining communications
with the Central Control Room;
Maintaining communications between the existing Local Control
Rooms, implemented through other projects, and the Central
Control Room;
Reducing operational costs for the water supply and sewerage
systems in the rural area.
SCADA Extension - Dispatch System Sources and Wastewater Treatment Plants
The photovoltaic plant will be built on approx. 6 ha;
Installed power of approx. 4.5 MW
The plant will consist of 15,030 panels, with the size of 300 W
Electricity production will be of approx .5,760 MWh/year
The Project’s investment value is approx. 5,400,000 EUR (4.5 MW*1.2 mill.
EUR)
The revenues will be 722,300 EUR/year, of which: 495,500 EUR from green
certificates (3 GC/MWh) and 226,800 EUR from the produced energy
(energy price is 40 EUR/MWh, applied to the produced energy of 5,760
MWh).
Installed power of 1.99 MW;
Total photovoltaic panels area - Constanta North Wastewater Treatment Plant and Poiana Sludge Treatment Plant – 28,000 sq.m.
Energy produced/yr. – 3,760 Mwh
The electricity produced shall be used for the consumption of the
wastewater treatment plant, covering approximately 80% of the plant’s annual consumption.
Constanta North Wastewater Treatment Plant and the Area for Placing Photovoltaic Panels
Plant’s Total S = 67,400 m2
Panel net area = 22,000 m2
The investment is necessary for transferring from low voltage to medium voltage electricity invoicing, due to a more advantageous tariff.
In order to transfer from low voltage to medium voltage invoicing, the technical solution for the connection to the electricity network must be modified.
Electrical systems will be restricted to medium voltage
Transformer stations shall belong to S.C. RAJA S.A.
7 water sources;
9 transformer stations;
The electricity consumption is 51% of the total RAJA water sources consumption.
1. Building own transformer stations, within the sources, in the existing buildings;
2. Monitoring electricity;
3. Rehabilitating the lighting systems in the medium voltage stations and chambers;
3. Rehabilitating the earthing systems.
The efficiency of the modification lies in the fact that the specific low voltage distribution tariff is eliminated from the regulated component, which has a value of 126,79 RON and represents 31,12 % of the price.
Efficiency calculation: Total investment costs are approximately
1,042,650 Euros
By modifying the tariff option, electricity expenses will be reduced for these large consumers by 2,515,934 RON/yr., respectively 25,32 %.
19,843,318 kwh * 0.12679 RON/kwh = 2,515,934 RON/yr. (559,097 Euros/yr.)
The investment amortization period, for eliminating the specific low voltage distribution tariff only, will be of approximately 1.86 years.

Pumping equipment from 73 sources, 222 wells, which have been operational for more than 10 years, were considered.
Total installed power: 7,294 KW
Operation hours/year: approx. 5,000 h/year
Annual power consumption: 36,470 MWh
From the calculations performed, a reduction of power consumption by approx, 15%, meaning 5,470 MWh, is estimated.
