AICP Certification Maintenance All sessions have been submitted to the American Planning Association and are pending approval for Certification Maintenance (CM) credits at this time. Based on the content of the sessions and the credentials of the presenters, it is anticipated that CM credits will be approved in advance of the conference date. SC Planning Education Requirements All SCAPA conference sessions are approved for continuing education (CE) required by SC Code 6-29-1310 et. seq., Educational Requirements for Local Government Planning or Zoning Officials and Employees. SCAPA will provide the confirmation in the form of a certificate of attendance within a few weeks of the conference.

that is far less expensive to create and much easier to administer. They provide a particularly attractive option for small cities and large towns with limited staff and budgets and have a demonstrated track record of success in a number of communities that have considered and rejected the FBC option. FBDS regulations can be tailored to include all of the essential design criteria commonly found in much longer, more elaborate FBCs.

Cities and counties can utilize nature – also known as “green infrastructure” – to improve stormwater runoff, clean drinking water, provide recreation and healthy lifestyles and increase property values. The session will showcase several new tools to help SC communities conserve and utilize their green infrastructure more effectively. The Trees to Offset Stormwater shows the role of tree canopy in taking up stormwater runoff and codes and policies to makes cities more pervious. The second tool is a guide for conservation-based development and landscape connectivity that shows the benefits of conservation design layouts. Results from Greenville’s Downtown Strategic Master Plan- Congaree A In May of this year, Greenville unveiled its Downtown Strategic Master Plan. After a charrette delayed by Hurricane Florence, the design team will share the five big directions that came out of the plan: improving mobility and connections; creating a new hub for innovation; founding a new downtown neighborhood; transforming auto-centric nodes; and, embracing a new urban recreation anchor. What does this mean in our cities, what does it look like, what are the issues we face, and what opportunities arise in remaking cities to accommodate micromobility? 2:45 pm Bike Share in the Midlands- Richland Conference attendees will learn about how the City of Columbia planned for and funded the Blue Bike system, learn from experts the challenges of locating bikeshare kiosks, launching a system, and expanding the system within the first six months. Attendees will also learn about planning for future expansion, the challenges and partnerships that are necessary to allow systems to grow and expand on a regional level. First and Last Mile for Transit Users- Congaree A As the first and last mile solutions are not solutions that can be advanced by just a transit agency the session will introduce the concepts of first and last mile planning and infrastructure needs to conference attendees, so they may be integrate these practices into their communities processes, standards, and approval processes. 4:15 pm Homes not Hotels: Developing a Regulator Framework for Short-Term Rentals – Richland Since 1998, boosted by publicity around national rankings, tourism in Charleston has grown exponentially with a 70% increase in visitors to the city. Following the influx of visitors came an over saturation of short-term rentals and most of them were illegal. A sixteen-member Short Term Rental (STR) Task Force was created in 2016. This group worked together for more than a year analyzing all aspects of short term renting in Charleston. Based on the recommendations of the STR Task Force, new ordinances regulating this use were adopted in the Spring of 2018. Planning staff then collaborated with other city departments on the process by which the use would be reviewed, inspected, approved, revenues collected, and illegal activity enforced. This session will review the public engagement process, the ordinance, collaboration with other city departments and enforcement. A Field of Dreams: North Augusta- Carolina A A panel of experts with representatives from North Augusta, Pope Flynn, and First Tryon will discuss a massive mixed-use development currently under development along the Savannah River. The session will include insight from the City, the City's bond counsel, and the developer on issues such as visioning, financing, public-private partnerships and regulatory tools and frameworks. While traditional desktop software is still prevalent for GIS professionals, planning professionals now have unprecedented access to content, visualization, and analysis through web-based apps. This new Web GIS pattern empowers planners to make better, more sustainable decisions without being GIS experts, while enabling genuine citizen engagement with the public. 10:45 am Ethics in Leadership- Richland Leaders influence, motivate, stimulate and mentor others to work for the common good of their

organization and community or to maintain and increase their own authority. As certified planners, we adhere to a Code of Ethics, both rules of conduct and aspirational values we strive to achieve, but each of us are also leaders, whether formally or informally. Shouldn't we also include ethics in the way we conduct our leadership? This session will help us learn more about the role of a leader, specifically discussing the idea of servant leadership, how this coordinates with the APA Code of Ethics and how to apply in our everyday lives and workplaces. Speaker: Celia Boyd Myers, AICP, Anderson County, Assistant Director of Community Development 1.5 CM 1.5(E) Plan, Implement, Invest: The Redevelopment of North Main- Carolina A Since the 2006 adoption of a master plan, the North Main Street corridor is just starting to see some momentum in private development nearly 15 years later. The slow and steady implementation of a decade-long streetscape infrastructure project, the re-zoning of the corridor, and implementing an urban design overlay district have all contributed to the revitalization. The process has been an uphill climb, from the standard land-use politics to battles over marketing campaigns. We will hear stories from a local developer who has been responsible for redeveloping several properties in a 2-block area of the corridor, an architect who has rehabilitated a building in the district for their new office location and is adding to the site, and the local planner who oversaw the rezoning and design overlay process. Public Space - Designing for the User- Congaree A This session will explore three different organizations approach to the design of public space within the Midlands. Attendees will learn about the redevelopment and programing of the Richland County Library system based upon the human based design approach. Grimball Cotterill Landscape Architecture will focus on public and semipublic spaces such as Foundation Square as well as the Prisma-Health Baptist Parkridge Hospital Project. City of Columbia will focus on Enjoy SC - a pop up interactive event on the State House Grounds which focused on an environmental design-based approach for activation and engagement.
