The Benjamin A. Gilman International Scholarship is a program of the U.S. Department of State and supported in its implementation by the Institute of International Education (IIE). Gilman is one of many vehicles to help students go abroad through scholarships; however it is much more than just money – it is the access to a life-changing experience, to an opportunity to give back to students like you, and to become a part of a legacy that will continue to give back to you personally and professionally.

Within the U.S. Department of State the bureau that oversees the Gilman Program is the Bureau of Educational & Cultural Affairs, or ECA. ECA’s goal is to promote mutual understanding between the people of the United States and the people of other countries, and they do so by facilitating opportunities of academic, professional, athletic, and other cultural exchange, currently include approximately 40,000 participants annually.   Within the Bureau, the U.S. Study Abroad Office is committed to shaping and sustaining a more peaceful, prosperous and just world by increasing and diversifying participation in study abroad. Impact:The Gilman Scholarship Program has awarded over 19,000 U.S. undergraduates of high financial need to study or intern abroad, who come from over1,100institutions and have studied in more than 140countries around the world.

The Gilman Scholarship is named after the late congressman from New York, who was a tremendous advocate for underrepresented students to have access to international education. The mission of the program is to broaden the U.S. student population that participates in study abroad by supporting students who would not otherwise study outside the U.S. due to financial constraints. The Gilman Program is specifically for students who high financial need and has been very successful in helping a diverse range of students to study abroad, many of which are traditionally underrepresented in these program. This includes students with high financial need, identifying as an ethnic minority, first-generation college students, students with disabilities, students from community colleges and minority-serving institutions, and those in the STEM fields (Science, Technology, Engineering and Math).

Recipients of the scholarship can receive up to $5,000 to use towards program costs, such as tuition, fees, room/board, meals, transportation and passport and visa costs. Award amounts will vary depending on the length of study, student need, and the selection process. Students can study during a fall, spring, summer or academic year term. Students that are studying a Critical Need Language (as listed here) while abroad are eligible to receive a Critical Need Language Award of $8,000. Students must be studying the critical need language in a country where the language is predominately spoken. So, for example, students would be eligible if they are studying Arabic in Jordan, but not if they are studying Arabic in the UK. No separate application – as long as you indicate you will be studying one of the Critical Need Languages on this slide, you are automatically reviewed during the regular selection process. Not all students studying these languages will receive this award; however, study of these languages can support a more competitive application overall. No language level requirement – can be at any level, beginner to advanced. The Gilman Program is often asked, “what are the chances of me receiving a scholarship?” Generally 1 in 3 or 4 students are awarded. Keep in mind that may fluctuate with the number of applicants and awards we have every year, but that’s a fairly consistent ratio. Which means, this is a competitive, yet attainable scholarship for many students! If selected for a Gilman Scholarship, recipients will utilize the password protected and secure Gilman Recipient Portal to input all fund distribution information. Recipients of the Gilman Scholarship will never be contacted by phone or email to provide personal bank information.

This is to give you an idea of what regions applicants were applying to in the last academic year. The selection rate for the Gilman Scholarship depends on the number of applications, however in recent cycles, it has been about 3:1. As you can see, we do award students going to more traditional locations such as Western Europe and Oceania. There are no quotas for world regions, so there are no limitations, but these regions are especially competitive. If you are applying to these regions, don’t feel discouraged. In order to have a competitive application, be sure to clearly articulate why you chose the country and what you hope to get out of your experience in your Statement of Purpose essay. For example, if you’re an Italian language and literature major, then Italy is likely the best choice of country for you. However, that’s also not to say that you will not need to discuss your rationale if you are planning on participating in a program in a non-traditional location, as this is important for all applicants.

The following are the Gilman Program’s eligibility criteria. In order to be eligible to apply for a Gilman Scholarship, you must meet all the criteria. I will walk through each one, but please remember to ask questions directly to the program. Citizenship: You must be a U.S. citizen. U.S. naturalized citizens may apply. Students in progress of obtaining citizenship may apply, however they must show proof of U.S. citizenship before their program abroad begins in order to actually receive the scholarship funds.

The entire application process is conducted online. The first step is filling out the online application. The online application will ask for your program details and your essays. The online application also requires that you upload your undergraduate transcripts. The Gilman Program requires official transcripts for your current institution and unofficial transcripts from any previous institutions you have attended. If you have questions about the transcript upload and what is required, please visit the Apply section of the Gilman website and go to the transcript tab. There are detailed instructions as well as instructional videos to help you out. The application also requires that you select a study abroad advisor and a financial aid advisor within your application. You should contact your respective advisors before submitting an application to let them know you are applying. If you are unsure of who your advisors are, you will need to contact your university study abroad and financial aid offices well in advance of submitting your application to obtain this information. Indicate that you are applying for a study abroad scholarship and ask who the correct person would be to complete the advisor portion for either the study abroad or financial aid office at your university. You should only list advisors at your home university, where you are currently enrolled. Please note that you will not be able to submit your application through the system without uploading your transcripts and selecting your advisors. Once you have submitted your portion, your advisors will be able to log in to their account to certify your application. Your application will not be reviewed for scholarship consideration unless it is completed and certified by your advisor, so make sure you are in touch with them about your application in advance of the deadlines.

In addition to indicating home institution, certifying advisors, and abroad program information in your Gilman application, you must submit two essays. These are essential components of your Gilman application. Each essay is a maximum of 7,000 characters, which is roughly about a page and a half. The essays are important because Selection Panelists, advisors and administrators at U.S. campuses, review these applications and this is their only way of getting to know who you are and reasons for studying abroad. In the application, the Gilman Program provides prompts for each essay – questions that you should address in your essays. The Statement of Purpose is your chance to personalize your application and explain who you are, why you are studying abroad, your academic and professional goals and how the Gilman Scholarship can help you accomplish them. You should also touch upon what inspired you to study abroad and what challenges you may have faced to choose to study abroad, such as family conflict, work obligations, health or disabilities. All students applying to the Gilman Program have financial need, so you may speak of this, but elaborate on other challenges you may face in addition to that. What makes you unique? All of students are unique in one way or another – but it’s up to YOU to point out what sets you apart, what your passions are, and why this study abroad program fits you academically, professionally, and personally. Briefly mention key points of your essay/how you came up with the content for yours.

The Gilman Program and the program sponsors at the U.S. Department of State value your ability to raise awareness for study abroad and the Gilman Scholarship on U.S. campuses and communities. The Follow-on Service Project proposal essay requires you to design a project to promote study abroad and the Gilman Scholarship. In this essay, students are asked to map out a potential project for them to complete upon their return to the U.S. that will encourage others to study or intern abroad and spread awareness of the Gilman Scholarship. The project can be completed on their home campus or in their local community, and it must be completed within 6 months of their return to the U.S. Key aspects to this essay are the creativity and feasibility. The Gilman Program advises students to use activities & organizations that they are already involved in as inspiration (student clubs, academic departments) and can therefore begin discussion of their project with key contacts, even prior to being awarded the scholarship. We also ask students to consider their audience, tools and timeline when proposing a project for the Gilman Scholarship application. Briefly mention key points of your essay and what you did for your project.

• Khalid, Harper College, wrote an article for his community college’s “Going Global” newsletter about the Gilman Scholarship and his study abroad experience and also presented to foreign language classes.

• Amanda, University of Nebraska, Lincoln, gave presentations to transfer students about how to incorporate a semester abroad and the Gilman Scholarship into their academic plan.

• Zoe, University of North Carolina, Greensboro, partnered with the study abroad office to work with sending athletes abroad.

• Hal, Hampton University, presented at Hampton Cultural Fair and to incoming freshmen on study abroad and the Gilman Scholarship, as well as mentored students in the process of planning for study abroad.

• Lisa, Durham Technical Community College, created a scrapbook and posters about her experiences in Jamaica to promote her presentation on study abroad and the Gilman Scholarship.

Examples include videos, presentation to groups on your campus, talking to high school students, working with study abroad offices. There is not one specific proposal that guarantees a scholarship, but we do encourage you to be creative and realistic in your proposal. Here are a few examples of actual Follow-on Service Projects that Gilman Scholars have completed and reported to the program. As you can see, there is a wide range of projects that you can propose in this essay, so find one that fits you and meets the goal of spreading the word about study abroad and Gilman. We also have a few additional examples on our website under the “Apply” section.

Once you have submitted your application, it must be certified by both a study abroad and financial aid advisor. The deadline for advisor certification is one week after your deadline.     The application deadline for both Spring and Summer programs is the first Tuesday of October. The Gilman Program offers the summer early application as an additional application cycle in an effort to support students who may already be preparing for their summer study abroad program or international internship and would like earlier notification of their status to better plan their financial commitments. If this sounds like you, this would be the application cycle for you to apply. For those participating in programs during the summer or fall terms, or for the academic year starting in the fall, the deadline for that application cycle is the first Tuesday of March and the application opens in January. Please note that the deadline is 11:59pm Central time so please keep that in mind if you are in another time zone. Late applications will not be accepted under any circumstances so we highly recommend completing your applications before the deadline in case you have any questions.

So, you’ve decided you want to study or intern abroad, you’ve determined you’re eligible for the Gilman Scholarship, but you know that it’s competitive. You might wonder what makes a strong application?   The best tip is to begin planning early. You will need to coordinate a lot of information related to your program abroad, your academics at home, your financial and logistical resources, as well as spend time working on your essays and actually completing the application. Keep in mind, it may take some time (such as a few days) to obtain your transcript in order to upload it in your application.   A survey of previous applicants indicated that it takes an average of five to ten hours to complete the Gilman Scholarship application, so if you begin planning early you will be sure to have a quality application in way before the last minute.   Talk with your advisors. This goes hand in hand with planning early. Talking with your advisors will ensure that you always have up to date information about your program, and that your advisors always have up to date information about your Gilman Application.   Confirm your eligibility and identify an eligible program to apply. If you have questions, review the Gilman website’s FAQs, contact the program, or address question with advisor. Spend quality time on your essays. Your essays are the portion of your Gilman Application that you will be able to use to fully present yourself to the Review Panel. Because you will not meet them in person, and because the Review panel does not make any assumptions about an applicant, you must use your essays as a chance to let the panelists get to know you.   For both of your essays, make sure that you fully answer the prompts, that you are both creative, but realistic, and that you invest time in writing drafts, editing, and having others proofread your essays. You wouldn’t believe how many students we have every year that write “study aboard” instead of “study abroad.” The extra steps to proofread and make corrections ensures that your essays are easy to read and the panelists are able to get to know you and evaluate your application. Before you submit your application, you have the opportunity to review your application before you finally submit it. Take the time to check for accuracy regarding all information you’ve inputted. Putting the wrong information may cause your application to not meet eligibility requirements and therefore put you out of scholarship consideration. These are all simple steps and works best when you start the process as early as possible, not waiting until the last minute to complete and submit! Every cycle there are students who have questions the night of the application deadline. Program staff is not available at 10pm to answer last minute questions so make sure you take care of any issues before that time and during proper business hours.   And finally, make sure that you stay updated.
