SCHOOL ACHIEVEMENTS IN 2006
Outstanding Development Award for Character Development
given out for the first time to 13 schools 1. The MOE Masterplan of Awards recognises our schools’ efforts in providing a holistic education to enable all our students to achieve the Desired Outcomes of Education. It provides milestone checks to guide schools in their journey towards excellence. Parents and students can also refer to the information to help them make decisions when selecting schools. 2. This year, 13 schools will be given the Outstanding Development Award for Character Development [ODA(CD)] for the first time. The award gives recognition to schools with comprehensive and effective character development efforts. It is positioned under the domain of ‘Character Development’ in the Masterplan of Awards. The list of winners can be found in paragraph 23. More Information on the award can also be found in Annex E. 3. This press release provides information on the following:
(A) Award Winners under the Masterplan of Awards1. These comprise schools that have attained commendable achievements in various categories, including exemplary school processes as well as excellent outcomes in academic and non-academic areas.
(B) School Achievement Tables. Introduced in 2004 to replace the school ranking tables, they highlight school achievements in academic value-added and non-academic domains. Other sources of information on school performance include Honour Rolls2 and School Information Service3.
(A) MASTERPLAN OF AWARDS

Model (SEM). The SEM is a framework for school assessment that emphasises a holistic approach to education with equal focus on processes and outcomes.

4. The MOE Masterplan of Awards (MoA) was expanded and refined in 2004 to provide a broader and more holistic picture of schools’ performance. It comprises seven types of awards over four levels, as shown below.

5. This year, a total of 170 schools5 won 288 Level Two Awards and Special Awards under the MOE Masterplan of Awards. Of the 170 schools, two schools have been awarded the School Excellence Award (SEA), the pinnacle award for educational excellence. These schools have distinguished themselves in having achieved overall systemic excellence in providing holistic education. In addition, another four schools have won the School Distinction Award (SDA). 6. All winners will receive their awards at the 2006 MOE Workplan Seminar on 28 September 2006. School Excellence Award (SEA) 4 Achievement Awards in the categories of Aesthetics, Sports and Uniformed Group refer to the awards won at the
various national level competitions such as the Singapore Youth Festival (SYF) Central Judging, National Schools Championships and Best Unit Competitions.

Definition 7. The School Excellence Award (SEA) recognises schools for their excellence in both education processes and outcomes. It is the highest and most prestigious award in the MoA framework. Winners 8. This year, two schools will be presented with the SEA trophy. They are:
a. Cedar Girls’ Secondary School; and b. Raffles Girls’ School (Secondary).
School Distinction Award (SDA) Definition 9. The School Distinction Award (SDA) recognises high achieving schools with exemplary school processes and practices, and that are on their way to achieving the SEA. Winners 10. This year, one primary school, one secondary school, one full school and one junior college will be presented with the SDA trophy. They are:
a. Gongshang Primary School; b. Fairfield Methodist Secondary School; c. Methodist Girls’ School; and d. Anderson Junior College
Best Practice Award (BPA) Definition 11. The Best Practice Award (BPA) recognises schools for their effective processes and systems that lead to desirable education outcomes, academic or non-academic. There are four categories of award for the BPA: Organisational Effectiveness, Student All-Round Development, Staff Well-Being, and Teaching and Learning. Winners 12. This year, 12 schools will be presented with 18 BPAs. The breakdown is as follows:
a. 1 school will receive BPA for Organisational Effectiveness; b. 3 schools will receive BPA for Student All-Round Development;

c. 7 schools will receive BPA for Staff Well-Being; and d. 7 schools will receive BPA for Teaching and Learning.
The schools will receive a plaque for each category of the BPA. 13. Details on the SEA, SDA and BPA winners from 2004 to 2006 can be found in Annex A. Sustained Achievement Award (SAA) Definition 14. The Sustained Achievement Award (SAA) recognises schools’ ability in sustaining good outcomes over a number of years, in either academic or non-academic areas. Winners 15. This year, 167 schools will be presented with 251 SAAs. The breakdown of the 251 SAAs is as follows:
a. 17 SAAs for Academic Value-Added; b. 26 SAAs for Aesthetics; c. 30 SAAs for Sports; d. 72 SAAs for Uniformed Groups; and e. 106 SAAs for Physical Health.
16. The winning schools are:
a. 63 Primary6 Schools winning 72 SAAs b. 93 Secondary7 Schools winning 155 SAAs; and c. 11 Junior Colleges8 winning 24 SAAs.
The schools will receive a plaque for each category of the SAA. 17. Twenty of the winning schools are also first time winners of an SAA. The 20 schools are listed in Annex B. Lee Kuan Yew National Education (LKY NE) Award Definition 18. Implemented in 2002, the Lee Kuan Yew National Education (LKY NE) Award recognises schools that have made special effort to design and implement innovative and effective programmes to equip our students with basic attitudes, values and instincts which make them Singaporeans. As the

LKY NE Award is the pinnacle of the NE awards, winners of the LKY NE Award will be deemed to have attained the Outstanding Development Award for National Education. Winners 19. This year, 2 schools will be receiving the LKY NE Award. The schools will each receive a plaque and a cash award of $3,000. They are:
a. Telok Kurau Primary School; and b. Bendemeer Secondary School.
Outstanding Development Award (ODA) i. Outstanding Development Award for National Education [ODA(NE)] Definition 20. The Outstanding Development Award for National Education [ODA(NE)] recognises schools’ consistent efforts in establishing strong and sustainable processes to ensure the inculcation of NE values among students. Winners 21. This year, 4 schools will be presented with ODA(NE). The schools will each receive a plaque. They are:
a. MacPherson Primary School; b. North Spring Primary School; c. Damai Secondary School; and d. Riverside Secondary School.
ii. Outstanding Development Award for Character Development [ODA(CD)] Definition 22. The Outstanding Development Award for Character Development [ODA(CD)] recognises schools with innovative, sustainable and exemplary approaches to character development. The ODA(CD) will be given out for the first time this year. More Information on the award can also be found in Annex E.

Winners 23. This year, 13 schools will be presented with ODA(CD). The schools will each receive a plaque. They are:
a. Gongshang Primary School; b. Princess Elizabeth Primary School; c. Anglican High School; d. Catholic High School; e. Cresent Girls’ School; f. Fairfield Methodist Secondary School; g. Xinmin Secondary School; h. Anglo-Chinese School (Independent); i. Hwa Chong Institution; j. Raffles Girls’ School (Secondary); k. Raffles Institution; l. Jurong Junior College; and m. Temasek Junior College.
24. Information on schools that have attained awards under MoA9 can be found in Annex C. (B) A HOLISTIC APPROACH: SCHOOL ACHIEVEMENT TABLES Broadening of Information on School Achievements 25. The School Achievement Tables provide a broader picture of schools’ performance, so that they capture schools’ achievements in both the academic and non-academic domains. These comprise:
a. Academic Value-Added Awards; b. Physical & Aesthetics Awards; c. Character Development Awards; d. Best Practice Awards; e. School Distinction Awards and School Excellence Awards.
Please see Annex D for the 2006 School Achievement Tables for secondary schools. 26. In addition, the following are other sources of information on the achievements of schools that will also be available to the public:

a. Honour Rolls of schools that have performed exceedingly well in the different domains of the expanded MoA10,
b. School Information Service (accessible at http://www.moe.gov.sg/schdiv/sis), which will allow parents and students to generate comparative lists of schools based on specified parameters.
c. Individual School Pic, which will be available in both the School Information Service and the annual posting booklets; and
d. School websites maintained by individual schools. CONCLUSION 27. The School Achievement Tables, together with the other sources of information such as Honour Rolls, School Information Service, School Pic, and individual school websites provide a holistic picture of schools’ performance. This will help parents and students make more informed decisions when selecting schools. The information will also help schools to reflect on their performance and devise strategies to provide holistic education. MINISTRY OF EDUCATION 19 September 2006

INFORMATION ON CHARACTER DEVELOPMENT AWARD
Introduction The Character Development Award (CDA) is positioned under the
domain of ‘Character Development’ in the Masterplan of Awards. There are two categories of awards: the Development Award (DA) and Outstanding Development Award (ODA). The Outstanding Development Awards (ODA) for Character Development recognise schools that have innovative, sustainable and exemplary approaches.
Rationale for the Award
2. Character development is a key component of holistic education, and schools put in much effort towards it. The Character Development Award is instituted to recognise these efforts.
Criteria for the Award
3. The CDA focuses on schools’ efforts in developing character, namely the structures and processes which are in place in the school for character development.
4. The criteria for CDA are based on fundamental principles and approaches highlighted in research as critical for development of character in children. Three areas are looked into:
leadership, culture; and processes, systems & structures.
5. Award-winning schools demonstrate that their character development strategies, goals and directions are coherent and given priority in their school mission and the strategies are systematically implemented and monitored. Evaluation Process for CDA 6. Applications for the CDA open in October of each year. Interested schools submit their applications by mid-November, followed by their reports by January of the following year. 7. The evaluation process is led by teams of notable professionals drawn from industry, the community, and the education field. The process includes a thorough study of the report submitted and site-visits to shortlisted schools where interviews with school personnel, students, parents and other stakeholders are conducted. 8. For the year 2006 CDA, a total of 115 applications were received; 13 schools received the ODA, and 74 schools received the DA.

9. The schools awarded ODA (CD) have very clear mission and vision for Character Development which are aligned to their school mission and vision. They have clear systems and processes in place to deliver their Character Development programmes. Reading the School Achievement Tables 1. The key features of the School Achievement Tables are as follows (see Figure 1 for annotated explanations):
a. The first column shows the absolute academic performance based on the 2005 GCE examinations. Schools are put in O-level bands.
b. Schools that receive the School Distinction Award ( ) and School Excellence Award ( ) are indicated by the respective symbols in the next column. These two awards are the top MOE awards for schools.
c. Awards won by schools in the various domains (academic value-added, physical & aesthetics, character development) as well as the Best Practice Awards are indicated in the remaining columns. For these awards, clear stars ( ) refer to Level One Awards, while solid stars ( ) refer to Level Two Awards.
2. For example, in Figure 1, Foundation Secondary School is in Band 3 in terms of absolute academic performance for its Special/Express course, with an average L1B5 score 12 points after rounding down to the nearest integer. Three other schools are in the same band with similar academic performance.
3. From Figure 1, we can see that Foundation Secondary School has also won several awards:
a. It has won the School Distinction Award, denoted by the medal ( ).
