Proposal 1: City of Hanahan with three potential sites

Evaluation Comment forProposal 1:Site #1 – Not Viable.
Site #1 – Not sufficient acreage or correct geometry for a school. Site is 11 acres upland and the site is long and narrow. Not enough room for building, parent loop with sufficient stacking, bus loop, playgrounds, detention, sewer lift station, etc. Not enough frontage for two lanes and not enough room for single entry with a split parent and bus drive.

Site #2 – 17 acres upland, awkward geometry, frontage lacking but potential for single entry with split bus and parent drive – this site could be viable but additional investigation need.
Evaluation Comments forProposal 1:Site #3 – property is not owned by proposer; not viable at this time.
Site #3 – property is not owned by proposer. If ownership is transferred to the City of Hanahan, then BCSD should pursue this option further in conjunction with other property.

Evaluation Comment forProposal 2: not viable by itself but in combination with proposal 1, Site #2 has potential, investigate further
9-10 acres –Geometry is long and narrow. Only current access is from Henry Brown Blvd. Not enough frontage for two lanes and not enough room for single entry with a split parent and bus drive. Not enough room for building, parent loop with sufficient stacking, bus loop, playgrounds, detention, sewer lift station, etc.
Other Considerations:
Both sites would require sewer lift stations.
Both sites have access concerns.Both sites have awkward geometry Both sites would require Williams Lane improvements.
There are no perfect sites.The combination of the proposals give more flexibility for incorporating the school design elements and have the greatest potential for success.
BCSD Administration’s Recommendation:The combination of proposal 1, Site #2 and proposal 2 would make the best school site for BCSD. Pursue contracts with both owners. Start due diligence on both properties as soon as possible in order to potentially open the school in August 2016.
