    GATES DISTRICT CHARTER COMPACT Since 2002, CPS has received approximately

    $28 million from the Bill & Melinda GatesFoundation to spur innovative approachesto education reform.

    December, 2011, CPS signed a compactagreement with the Gates Foundation,pledging greater cooperation and

    collaboration between the city's charter andtraditional neighborhood schools.

    The agreement allows Chicago to compete fora piece of a $40 million grant from the GatesFoundation, aimed at building betweencharters and neighborhood schools and allowfor the sharing of ideas.

    About 40% of Chicagos public schools are consideredto be utilized efficiently.

    State law requires hospitals to demonstrate market needand financial feasibility before any hospital may be built.

    Likewise the State should create Illinois EducationalFacilities Planning Board to regulate school development,expansions and major capital construction

    Overall enrollment in Chicago Public Schools has declined 6 percent in the last 14 years, a loss

    of 28,289 students. In that time, CPS has opened more than 120 new schools, many of them

    charters, shifting enrollment patterns. The percentage of students attending traditional

    schools has dropped 17 percent, while the percentage in charter schools (most housed in non-

    CPS buildings) has increased. School officials say they have not analyzed whether opening newschools has exacerbated the number of empty desks in Chicago. The district has said it wants

    White Students make up 8% of population, make up40% of seats at magnet and selective enrollmentschools. K-12

    CPS spends 134k-254 per year to support magnetand selective enrollment programs than they do ontraditional neighborhood schools

    Charter schools are often offered in African American

    communities as alternatives to magnet and selectiveenrollment schools but do not typically offer thesame quality.

    The Chicago Public Schools offers a wide variety of academic options for elementary school students.

    What school can my child attend?

    Every street address in the city of Chicago is assigned one attendance area (or neighborhood) elementary

    school and one neighborhood high school. In most cases, your child can attend your designated neighborhood

    school without having to submit an application. (For information on enrolling your child in your neighborhood

    school, contact the school directly.) To find your neighborhood school, visit the CPS School Locator at www.cps.edu

    (click Find a School).For any other school in the Chicago Public Schools system, you will have to submit an application if you want

    your child to be considered for enrollment. Applications are submitted the year before your child will enroll for

    example, if your child will start kindergarten in fall 2013, you will submit your application in fall 2012, between

    October 8th and December 14th.

    Venture capitalist Bruce Rauner floats plan to raise cash for public schools while supportingcharters

    Some great ideas are born in times of economic malaise. There's something about

    rough times that makes folks think outside their normal parameters and come up with

    new thoughts.

    Chicago private-equity maven Bruce Rauner has come up with a beaut. He's begun to

    quietly but widely float a plan that could deliver hundreds of millions of dollars to needy

    Chicago public schools while giving a big assist to the emerging charter schools that

    much of the business community loves.

    But the road to success could be rocky even rockier than those that big-time

    reforms usually face. If Mr. Rauner proceeds, his partner in such a venture, MayorRichard M. Daley, may be accused of a new form of privatization by those already

    leery of some of the mayor's financial schemes.

    Still, the idea of trading in unused and underused Chicago Public Schools buildings

    for cash and then leasing those buildings to charter operators is absolutely

    fascinating.

    Currently CPS schools are at 81% overall utilization. Commercial Chicagodowntown office space utilization was at 85% during the 2nd quarter of 2012.
